Biography

Born in Moscow on May 4, 1963.

Education

1984: MINH named after G.V. Plekhanova

In 1984, he graduated with honors from the General Economics Department of the Plekhanov Moscow Institute of National Economy (since 2010 - Plekhanov Russian University of Economics) with a degree in economics, specializing in planning of the national economy.

In 1989 he graduated from the Graduate School of the Institute of Economics of the USSR Academy of Sciences (since 2011 - the Institute of Economics of the Russian Academy of Sciences), received a degree - Candidate of Economic Sciences.

Career

1990: Council of Ministers of the RSFSR

In 1990, he became a member of the State Commission on Economic Reform of the Council of Ministers of the RSFSR.

1993: State Duma

From December 1993 to November 1997 - State Duma deputy, headed the committee on budget, taxes, banks and finance.

1997

Sberbank

Since 1997 - Member of the Board of Directors of Sberbank.

In the fall of 1999, he became an adviser to the then President of Sberbank Andrei Kazmin.

Minister of Finance of the Russian Federation

From 1997 to May 1999, he headed the Ministry of Finance.

1999: Return to the State Duma

In December 1999, he was again elected to the State Duma, took the post of deputy chairman of the committee on budget and taxes. He worked in the lower house of parliament until the summer of 2005.
