2022: Pension certificate in Ukraine has become electronic

In early July 2022, the Ministry of Digital Transformation of Ukraine announced the launch of two more electronic documents, which became available in the Dіya public services application. We are talking about a pension certificate and a form of temporary or permanent residence.

By early July 2022, these digital documents are available as part of the beta testing of the service. To take part in it, users need to have a pension certificate issued since 2014 (plastic or in the form of a payment card).

Pension certificate in Ukraine has become electronic

A digital copy of a pension certificate will be formed automatically if there is information in the register, including a digitalized image of a person's face, together with a unique electronic identifier (QR code, barcode, digital code, etc.), which ensures the transfer of information from the relevant registers.

The certificate in "Dіya" will have the same legal force and validity as the paper and electronic pension certificate.

To test a residence permit, you need to have:

  • a view in the form of a plastic card with a contactless electronic carrier issued after April 25, 2018;
  • bank account for authorization on the "Dіya" platform through BankID, as well as a smartphone with support for NFC technology.

The fact that the Dіya development team is working on electronic versions of pension certificates became known in early February 2022. It was planned to launch this option on the platform for everyone in a month, but the plans were violated by the start of the Russian military special operation in Ukraine.

On February 8, 2022, the Ministry of Digital Science announced more than 10 new digital services in Dіya. Among them are a change in the place of registration throughout the country, an automatic building permit, services for pensioners and drivers.[1]

2021

Introduction of notifications for citizens about new loans and credit history checks

In December 2021, the Ministry of Transformation of Ukraine, together with the Ukrainian Bureau of Credit Histories, launched a service on the Dіya public services portal, thanks to which users will be able to receive push notifications when issuing a new loan and requests for access to their credit histories appear. The innovation is aimed at combating fraud.

If you took a new loan for you, which you did not open, then you can immediately follow the link from the application, find out the details and write a complaint... Now you will instantly learn about new loans on you and check your credit history in order to obtain a loan, the Ministry of Finance said in a statement.

Notifications will appear automatically in the application. A message about a loan or history check will appear as soon as the bureau records a similar case.

Ukrainians now receive notifications about new loans and credit history checks on public services

If the user receives a notification about a new loan, then through the application you can follow the link to the Credit History Bureau and inform if the loan is issued without the consent of the citizen. We are talking about situations when outsiders will try to take a loan on a person. If the credit history is checked in order to take out a loan, then it will be possible to contact the institution and cancel the operation.

The Ministry of Finance also noted that employers can check credit history when a person is hired, as well as banks and financial institutions. However, usually a person is not informed about this.

The popularity of online loans in Ukraine is primarily due to the simplicity of their design and the convenience of obtaining the necessary funds directly to a bank card. For example, when applying for a loan online in Money4You, the scoring system allows you to consider the client's application and identify it in 3 − 5 minutes and transfer money to his card within 10 − 15 minutes. If we consider that the probability of loan approval is quite high - up to 98%, then such a financial service is increasingly in demand by the population. This[2] use[3]

Cause of Service Malfunction

In mid-December 2021, another malfunction of the Dіya service occurred. The Ministry of Digital Transformation of Ukraine recognized the problems and explained them by the fact that the application does not store personal data, and each time it is authorized, it pulls up documents from outdated registers.

There is no single database where everything is stored. Each time, these are new requests to the registries. Ukrainian service of public services demonstrates problems due to safe storage of information

According to him, this does not mean that the documents disappeared, at this time they simply did not pull up. He stressed that the department cares about security, so "such an architecture is safer than storing data."

Fedorov says that when they launched the eSupport service, they received "an extremely heavy load on the system - millions of requests per day." He also recalled that the need to test the new service and possible failures was warned in advance, and the unstable situation itself did not last long.

Fedorov also assured that the Ministry of Digital Industry is trying to do everything so that people do not have problems. Therefore, the ministry is working to transform the basic infrastructure so that similar situations with the disappearance of documents do not arise in the future.

He explained that there are two ways to develop large companies - to build infrastructure, having spent several years on it, and only then launch products and create infrastructure as you go.

The minister added that while there will be no opportunity to call a living person in technical support, when there are any failures, because the Ministry of Digital Science focuses on making ideal products that do not need support.[4]

Starting "Dіya.Pіdpis"

76.04 million UAH was spent on the development of "Dіya"

UAH 76.04 million was spent on the development and modernization of the Dіya portal and mobile application in 2020 and 2021. Such data in early October 2021 were disclosed in the Ministry of Digital Transformation of Ukraine.

According to the publication "Economic Pravda" with reference to the materials provided by the department, UAH 48.4 million was used from the state budget, UAH 27.6 million - grant funds.

So, within the framework of the TAPAS project (with the support of the US government), UAH 7.64 million was allocated in 2019, UAH 6.4 million in 2020, and UAH 3.6 million in 2021.

76.04 million UAH was spent on the development of "Dіya"

As part of the EGAP project (with the support of the Swiss government), almost UAH 5.78 million was spent in 2020, and UAH 3.9 million in 2021.

In addition, within the framework of the project "Support for DIA" (from the government) Sweden in 2021, almost 300 thousand UAH were allocated.

By September 2021, the number of active users of the Dіya application was 7 million, more than 50 electronic services were available on the portal, among them - business registration, automated construction services, a comprehensive service for parents of newborn children "eMalyatko."

By October 2021, work is underway on new functions of the Ukrainian portal of public services. In particular, its users are expected to receive alerts if someone checks their credit history.

The Ministry of Digital Industry is also working on services for recalculating pensions and benefits for single mothers, receiving subsidies for utility bills. The application process will be simplified so that people do not collect hundreds of certificates and do not go to different state structures.

In addition, the ministry creates a unified register of all social benefits. This will help save the state billions of hryvnias of budget funds and increase social benefits for Ukrainians, according to the department.[5]

Implementation of the function of notifying users about checking their credit histories by someone

On September 12, 2021, it became known that in Ukraine, the Diya public services application will notify users about checking their credit histories by anyone.

In July 2021, the Ukrainian media reported that the scammers managed to issue a loan to a Kyiv woman through Diya. Cybersecurity experts suggested that a woman was registered in Diya using a high-quality copy of this document. The Ministry of Digital Science said that there is only one such case, it has the fault of a credit institution and the cyber police are "successfully" engaged in the case.

In September 2021, Mikhail Fedorov announced that in the near future many new services will be presented that will facilitate the receipt of subsidies, as well as the use of communal and social services.

In particular, it is known that the Ministry of Internal Affairs is developing a bill according to which drivers will be able to independently record violations of the Traffic Rules in the Diya application, which will be admitted by other drivers.[6]

President of Ukraine Zelensky equated an electronic passport with a paper one

In mid-April 2021, President of Ukraine Volodymyr Zelenskyy signed amendments to the law "On the Unified State Demographic Register and Documents Confirming Ukrainian Citizenship, Certifying Identity or Its Special Status." This document equates an electronic passport with an ordinary one, the press service of the head of state reports.

President of Ukraine Volodymyr Zelenskyy equated an electronic passport with a paper one

According to the law, electronic passports are available only to those Ukrainians who have an ID card or biometric passport. It is noted that the main advantages of an e-passport are counterfeit protection, ease of receipt and ease of use.

The bill on the legalization of electronic passports in Ukraine was adopted by the Verkhovna Rada at the end of March 2021. The law comes into force on August 23, 2021. It is noted that Ukraine became the first country in the world to equate electronic passports with ordinary ones.

These changes in the government are called the first step towards the introduction of the so-called paperless regime - when government agencies will not be able to demand paper documents if information is already in the registers. The transition to paperless mode should begin on September 1, 2021. By mid-April, about 5 million citizens of Ukraine use electronic passports.[7]

2020

Start of electronic registration and statement

At the end of December 2020, the Ukrainian government approved a resolution on the start of an experiment on electronic registration of the place of residence and its removal. First, the service became available to residents of Kharkov on the portal of public services "Dіya," later residents of some other cities of the country will be able to use it.

At the first stage, the service will be available for:

  • minor children aged 14 to 18 years at the address of the place of residence of the parents or one of them;
  • Ukrainians who have ID cards - at the address of housing, information about which is entered in the State Register of Property Rights to Real Estate of Ukraine, if the person owns the housing or received electronic consent to register from the owner or co-owner of the housing.

In Ukraine, launch electronic registration and discharge

According to him, most Ukrainians will be able to use the new service from mid-spring - the decision has already received "legal support."

Fedorov noted that thanks to the new initiatives, the number of documents required for registration is reduced, and interaction between information systems and registers is introduced. It will be possible to obtain information about the result and the status of the service in the citizen's office on the diia.gov.ua.

From April 1, 2021, local self-government bodies of Ukraine must maintain registers of territorial communities exclusively in electronic form or using the IT system of the State Migration Service.

The decree on the introduction of electronic registration and discharge was developed by the Ministry of Digital Science together with the Ministry of Internal Affairs and the State Migration Service of Ukraine.[8]

$35K for Vulnerability Scanning

At the end of November 2020, the Ministry of Digital Transformation of Ukraine announced a program to pay rewards for finding vulnerabilities in the unified system of electronic public services "Diya." This was reported by the press service of the department on Facebook and its head of the department, Mikhail Fedorov , on Telegram.

According to him, the Ministry of Digital Science intends to conduct a bagbounty test - white hackers [computer security specialists who specialize in testing the security of IT systems - approx. TAdviser] from all over the world are invited to participate in it on the Bugcrowd platform.

Accepting applications for participation in the bagbounty will open in December 2020, and by the end of November, the rules of the competition, conditions for participation and classification of vulnerability types by category are being discussed.[9]

Mikhail Fedorov noted that the participants will have to try, since "Dіya" passed two international security tests and meets not only Ukrainian security standards. The prize competition is $35 thousand or UAH 1 million.

Earlier it was reported that the Security Service of Ukraine (SBU) is conducting investigative actions against cybercriminals who disseminate information about the "drain" of users' personal data from the Diya application.

Permission to use electronic passports for cash transactions in banks

On November 26, 2020, it became known that the National Bank of Ukraine (NBU) approved the possibility of cash transactions in banks using digital passports in the Dіya application.

Citizens of Ukraine were allowed to present electronic passports for cash transactions in banks

For operations through cash desks in banks Ukraine , it will be possible to use both an ID card and a foreign biometric passport of a citizen in the Dіya mobile application. This will greatly simplify the conduct of cash operations banks when serving customers, according to the Ministry of Digital Science.

The NBU also simplified the procedure for verifying the authenticity of bills - in the certificate, instead of passport data, the client will have to indicate only contact information (phone number and/or email address).

According to the NBU, these innovations will contribute to simplifying the cash operations of banks in customer service, as well as improving the quality of cash bills and coins of the national currency in circulation.

The Ministry of Digital Science noted that the department, together with the NBU, is digitalizing the banking sector. One of the results of this transformation was the ability to open bank accounts completely online using documents from the Dіya application. True, such a service by the end of November 2020 is available only in the digital bank Monobank.

In October 2020, Ukrainian delivery companies Nova Poshta and Ukrposhta began to accept digital passports from the Dіya application. [10]

Introduction of support for the exchange of digital documents between banks

According to the minister, the new service allows you to transfer copies of documents (passport, TIN, birth certificate) at one press of a virtual button in the Dіya application. This function will allow you to use only digital documents in situations such as checking into a hotel, opening an online bank account, etc.

Ukrainian banks began to exchange digital documents through a state application

The head of the National Bank of Ukraine Kirill Shevchenko said that the Ukrainian banking market is one of the most advanced in digitalization. He cited data from the Mastercard payment system, according to which Ukraine ranks fourth in the world in the number of contactless payment methods.

Such activity of joining banks to the technology will last two to three months until all banks in Ukraine start working with Dіya, Shevchenko said.

According to Mikhail Fedorov, thanks to the sharing service, the paper documents required to confirm the identity are a thing of the past: customers of Ukrainian banks with an electronic passport in the Dіya application will no longer have to "stand in lines, run around the offices and make copies of documents." At the same time, Fedorov adds, sharing can be used both in online banking and in the usual branch of the bank.

According to the management of PrivatBank Pyotr Krumkhanzl, the technology of sharing documents in the Dіya application made it possible to bring the procedure for verifying customers to automatism.[11]

NBU allowed to open accounts in the bank using a digital passport

In early October 2020, the National Bank of Ukraine simplified the procedure for remote identification and verification of bank clients with a digital passport in the Dіya mobile application. Ukraine has become the first country in the world where you can use a digital passport without presenting a paper

In mid-April 2020, the Ukrainian government recognized electronic passports that can be presented through smartphones as analogues of current documents. The corresponding resolution entitled "On the implementation of an experimental project on the use of a passport of a citizen of Ukraine in the form of a card in electronic form and a passport of a citizen of Ukraine for traveling abroad in electronic form" was adopted by the Cabinet of Ministers.

According to Fedorov, by April 15, 2020, electronic passports are being tested by 17 thousand residents, and in a few days they will be available to the entire population through the Dіya mobile application, which has 2.1 million users.

The minister also explains that a digital passport in a smartphone allows you not to carry an ID card with you. Under quarantine conditions, this becomes especially relevant, since electronic documents can be used for identification at the request of the police.

In the absence of an ID card, you can verify your identity using a biometric passport in the Dіya application. It provides the same rights and opportunities as the national one. The number of Ukrainians with a foreign biometric passport significantly exceeds the number of ID card holders by mid-April 2020.

The identification of Dіya users takes place using BankID technology through the system of the National Bank of Ukraine and PrivatBank.[12]

In Ukraine, began to test electronic passports in a smartphone

In early April 2020, Ukraine began testing electronic passports in a smartphone. We are talking about documents that are stored in the Dіya application.

The fact that the project development team has begun beta testing of digital passports - electronic copies of foreign passports and an internal ID-card - was told in his Telegram channel by the Minister of Digital Transformation of Ukraine Mikhail Fedorov.

For testing, registered users are sent an invitation to the e-mail specified during registration. Testing is planned to take place in several stages, opening access every day for 2-4 thousand people. The date of the official launch of the service in Ukraine is not named by April 8, 2020.

The electronic passport in the mobile application can be used during trips by train and plane, when receiving administrative, hotel, telecommunications, library, medical and banking services, to pass through security to the administrative building, to return money for goods and to buy alcohol and tobacco products in stores.

According to the Ministry of Digital Transformation of Ukraine, by the beginning of April 2020, more than 2 million Ukrainians downloaded the Dіya mobile application. The department emphasizes that the documents in the "Dіya" are identity cards that can be presented to law enforcement agencies if necessary. They have the same legal force as the originals.

Launch of the web portal of public services

In early April 2020, the Ministry of Digital Transformation of Ukraine launched a web portal for public services. Thus, now the services of the Dіya platform can be used not only on a smartphone, but also on a computer and other devices through a web browser.

Services on the diia.gov.ua portal are provided according to the principle of division into categories and life events. Each of the categories has subcategories in which you can get an online service. By the beginning of April 2020, 27 services are available on the site, including registration of a certificate of innocence, assistance at the birth of a child, monthly reimbursement of the cost of childcare services up to three years old, filing a lawsuit, registering a car, issuing a number of licenses and permits, obtaining extracts from registers. Also, citizens will have the opportunity to check the available information about themselves from 5 state registers, including in the unified state register of legal entities, individuals-entrepreneurs and public formations.

Ministry of Digital Transformation of Ukraine launched a web portal for public services

To use the services of the portal, you need to have an electronic signature. You can also log in using the service id.gov.ua.

The Ministry of Digital Science stressed that no budget funds were used to create the portal. For all expenses for the development, design and protection of the portal, funds were attracted by international donors and partners.

According to the Minister of Digital Transformation Mikhail Fedorov, the Dіya portal will become a universal point of access for citizens and businesses to all electronic state services according to unified standards.[14]

In February, a closed beta test of the Dіya portal and the citizen's office began. In March, they promise to launch the ability to register, change and close FOP using the application. Moreover, it will take no more than 1 minute, and the closure of the FOP is 3 seconds at all[15].

Also in March, a student card, an ID card, a passport and an insurance policy of OSAGO for those cars for which there is a technical passport in the application will appear in the application. As a result, it will be possible not to take documents with you at all while traveling around the country - everything will be stored in a smartphone.

After that, the plans include reflecting police fines and the possibility of paying them in one click, replacing a driver's license in case of loss, transferring the right to control a car to a trusted person, paying taxes and filing FOP reports on the Dіya portal and the SMART ID project, which will turn the application into an electronic digital signature tool.

The app already has more than 1,600,000 users.

In addition, an online platform for Dіya entrepreneurs will be launched in March. Business. Here it will be possible to open and close the SPD, find a list of services and support programs from the state, as well as receive professional advice on business.

Launch a mobile application

On February 6, 2020, the release of "Dіya" took place - a mobile application of a single state web portal of electronic services, which will allow storing the necessary documents in electronic form and is designed to simplify the use of government services online.

By the time the application is launched , a driver's license and certificates of registration of vehicles of Ukrainians were available in it in digital form. To get electronic versions of your documents, you need to download the application and log in. They will appear in the application automatically if the registry contains complete data. The program implements verification of electronic documents through a QR code.

Ukraine launched a mobile application for accessing public services

A separate support service was created for the service. It is alleged that 71% of citizens' appeals are processed by chatbots, 29% of appeals are resolved by operators.

The application can be downloaded to devices running iOS and Android, and logged in through BankID. Kyivstar announced that its subscribers will be able to use the Dіya application without paying for traffic, and other operators should soon join it.

The Ukrainian government wants to digitize all public services in three years. 50 of them will be available in 2020. By February 2020, only 9% of Ukrainians use online services. The authorities want to teach digital skills to 6 million residents of Ukraine in three years.

At the presentation "Dіya it was announced that Ukraine is the fourth country in Europe and the tenth in the world with a mobile application for obtaining government services.[16]

At the end of January 2020, it became possible in Ukraine to travel with a smartphone without a passport, which can now be replaced by an electronic driver's license in the Dіya program. Thanks to this innovation, Ukrainians can register for a flight or train, even if they have forgotten a paper document at home.

Infrastructure Minister Vladislav Krikliy welcomed the innovation, noting that the likelihood of forgetting a smartphone in the 21st century is much less than leaving a passport at home.

The launch of the service replacing the passport with a smartphone could be postponed, since the Ministry of Digital Transformation of Ukraine postponed the presentation of the Dіya mobile application and the online digital education platform for a week.

The ministry did not name the reason for the postponement of the presentation, but according  to Liga.net sources, this may be due to the state of health of the Minister of Digital Transformation Mikhail Fedorov.[17]

The Ministry of Internal Affairs promises a passport and an ID card in a smartphone

On January 23, 2020, the Ministry of Internal Affairs (Ministry of Internal Affairs) of Ukraine published a message on its Facebook page in which it announced the availability of a foreign passport and an ID card in a smartphone. The documents will be available in the Dіya mobile application.

According to Vladimir Brusilovsky, project manager of the online service, digital identity documents can be used in the following cases:

  • during rail or air travel within the country,
  • at the post office,
  • during medical care, banking operations,
  • when it is necessary to present law enforcement agencies and police officers with an identity document,
  • when receiving administrative, hotel, telecommunications, library services,
  • at the entrance to administrative buildings,
  • in the event of a refund of the amount paid for the goods,
  • when you want to buy alcoholic, low-alcohol drinks, table wines and tobacco products and you will need to confirm your age.

The advantage of a virtual passport in a smartphone in the ministry is the ability to order and receive it in a few minutes. Such a document may be used when a digital signature is needed or when a physical document is to be presented. At the same time, the Ministry of Internal Affairs does not specify whether it will be possible to go abroad with a digital copy of a passport in a smartphone.

By the end of January 2020, Ukrainians issued more than 4.3 million ID-cards in 4 years since the transition to this biometric document. 1.6 million such passports were issued in 2019.[18]

Ukraine switches to electronic rights and technical passports

In December 2019, it became known what electronic driver's licenses in Ukraine will look like. They were demonstrated on their Facebook page by the Prime Minister of Ukraine Oleksiy Goncharuk.

The Action application will provide access to both an electronic copy of the driver's license and a technical inspection of the vehicle. In the video, you can evaluate the modern interface design, but the full set of service functions has not been made public.

What will electronic driver's licenses look like in Ukraine

Judging by the information in the video, the database contains 6 million digitized driver's licenses issued since 2013 and 8 million digitized vehicle registration certificates.

Goncharuk also said that by December 19, 5,000 Ukrainians were involved in testing the platform. The exact timing of the full launch of the service, which replaces paper rights with electronic ones, has not been announced.

On December 17, 2019, the test period of the Action mobile application began, with the help of which an electronic driver's license was implemented. The program will be tested within a month, the press service of Privatbank reports.

58 thousand people were the first to get access to a digital driver's license and a certificate of registration of transport. Such an opportunity will be given to everyone who meets the technical requirements for participating in testing - the presence of a driver's license and technical passport, as well as the ability to pass identification through BankID in Privat24.

During the trial period, the project developers will analyze user feedback and correct shortcomings.

Electronic and paper documents of drivers will have equivalent legal force and will also identify a citizen. The police will have to prosecute not for the lack of a license or technical passport, but for the lack of legal grounds for driving a car.[19]

E-Student Card

On December 18, 2019, the Cabinet of Ministers of Ukraine announced the introduction of electronic student and student tickets. They will take effect in 2020.

The electronic version will become a full-fledged analogue of an ordinary student ticket - it will confirm the status of the student and the right to benefits provided for by law. Paper documents will also be valid.

It will be possible to present an electronic ticket in the application of public services "Action" on a smartphone. E-ticket is formed in the program automatically if it is the Register of student (student) tickets of the Unified State Electronic Base for Education.

Electronic student tickets are introduced in Ukraine

The formation of a student's electronic ticket will also require consent to the processing of personal data and their transfer from EDEBO to the Action service. Verification of the reliability of the electronic document will be carried out using a unique QR code, the EDEBO website and the Register of Student Tickets.[20]

It will be possible to instantly check the business whether the document is valid (thanks to a request to the register through the API), said Deputy Prime Minister of Digital Transformation Mikhail Fedorov. According to him, the opportunity is also being developed to use an electronic student card in moving around the country, to get discounts when shopping, etc.
