During 2023, the operator continuously worked to improve communication in all regions of its presence: modernized equipment and installed new ones, conducted refarming (frequency redistribution), provided communication with new facilities and improved communication inside large buildings and shopping centers. In addition, the company continued projects to eliminate digital inequality, develop a communication network in small towns and point improvements in coverage. Thus, within the framework of the long-term development program, Tele2 provided 254 small settlements with broadband Internet access, where from 500 to 2000 people live.

At the end of 2023, Tele2 covers 98.11% of the population in the regions of presence with 4G networks, 94.5% with 3G networks, and 97.84% with 2G. Traffic from January to December 2023 increased by 18.1% compared to the same period in 2022, which required the expansion of the voice and packet switching subsystem.

In the regions of presence over the past year, Tele2 has installed more than 6,000 base stations. Of these, 2829 - as part of the second stage of the project to eliminate the digital inequality of Rostelecom (project UTSN 2.0). Tele2 acts as a competence center: conducts radio frequency planning, coordinates construction and commissioning work on base stations. In 2023, Tele2 installed 727 objects in the Volga macro-region, 359 in the Siberia MP, 368 in the Urals, 420 in the Chernozemye, 236 in Baikal and the Far East, 163 in the North-West macro-region, 262 in the South, 263 in the Center macro-region.

In Moscow and the Moscow Region, 247 base stations were put into operation in 2023 (taking into account 31 facilities established under the UTSN program): 15 are in indoor, 145 are in outdoor (including 7 BS on the M-12 highway) and 87 are in metro. Tele2 communication has improved in all areas of the capital. Of the key architectural objects, the operator provided communication to district, shopping and business centers, as well as large residential complexes and parking lots.

As part of the process of optimizing operating costs, Tele2 has transferred 37 Moscow base stations from the supports of infrastructure operators to its own. This made it possible to achieve preferential conditions for the placement of communication equipment, reduce the company's costs and create greater opportunities for providing communication to the operator's customers.

{{quote 'author = said Alexey Krushinin, technical director of the Moscow macroregion Tele2. | In 2024, the technical department will continue to actively work on the construction of telecom infrastructure at large commercial, social and residential facilities. In January, we already started designing facilities in Moscow in order to further improve coverage. Among other things, in 2024 the Moscow Metro will replenish the map with new stations, and our subscribers will be the first to evaluate affordable communication and high-speed mobile Internet along the entire route,}}

Creating a network infrastructure for 15 open "Meeting Place" centers

Tele2 equipped indoor infrastructure and provided communication to all district centers of the capital - a project for the reconstruction of old Soviet cinemas located in residential areas of Moscow. As of July 2023, operator communication is available in all 15 open centers "Meeting Place," and by the end of the project will appear in more than twenty points. Tele2 announced this on August 2, 2023.

Tele2 is working to expand the coverage area of the network and improve the quality of communication. In Moscow, the district centers "Meeting Place" are actively being built, where Tele2 is installing the necessary equipment to provide high-quality indoor coverage, which allows residents of the city to stay in touch while in the centers.

The operator's communication is already available in fifteen Meeting Places open for visit: RC Angara, RC Budapest, RC Rassvet, RC Mars, RC Elbrus, RC Neva, RC Sofia, RC Kyrgyzstan, RC Orbita, RC Vysota, RC RC, Yantsur, RC In total, Tele2 uses more than 800 antennas, 50,000 meters of feeder and over 1,000 API elements (antenna-feeder system), including dividers, tappers, combines and matrices.

{{quote 'author = said Alexey Krushinin, technical director of the Moscow macroregion Tele2. | Building structures often prevent the transmission of a radio signal from outdoor base stations, and additional antenna-feeder systems are required to ensure good communication quality in the premises. At the construction stage, employees of operators draw up a design project based on 3D models of future coverage, identifying the required number and places of installation of telecom infrastructure elements. Cooperation between operators and developers makes it possible to timely connect indoor equipment and thereby provide a stable signal and stable Internet to the first visitors to district centers,}}

According to the plan, the project for the construction of district centers in Moscow is planned to be completed by 2026 - by this time it is planned to open another twenty-four "Meeting Places." By the end of 2023, it is planned to open the district centers "Pervomaisky," "Planet," "Star," "Solntsevo," "Prague," "Vityaz," "Almaz," "Patriot," "Baku" and "Orion." Tele2 communication will be present at all points, for this the operator is actively working on the timely installation of the necessary equipment. In total, Tele2 will cover more than 510,000 square meters of the area of district centers, including about 130,000 square meters of the underground part of buildings, including parking.

Optimizing Existing Infrastructure

Provider Tele2 On March 27, 2023, he announced that he had optimized the operation of the existing infrastructure by increasing the height of the antenna suspension by an average of 16 meters. As of March 2023, the project covers more than 1000 infrastructure facilities. Tele2 technicians identified locations with the potential to expand coverage: a twofold increase in suspension height helped increase network capacity. This makes it possible to reduce capital expenditures and improve the quality mobile internet for customers not due constructions to new facilities, but to achieve the greatest efficiency on the existing infrastructure. After optimization, traffic processed by the base station grew by an average of 47%.

In 2023, Tele2 is implementing a federal project to optimize the operation of existing base stations. It covers 61 regions of Russia and includes 1020 positions - technical specialists constantly analyze the operation of the network, and the list of objects can be supplemented. As of March 2023, the company implemented the project by almost a third - engineers moved equipment to 320 facilities. When optimizing the network, Tele2 will focus on Moscow and the region (250 sites for the year), on Baikal and the Far East (149), in the Urals (121) and Siberia (113).

Radio planners analyze the quality of existing network coverage and technical KPIs of base stations operation. This allows you to determine locations where nearby objects can be an obstacle to the propagation of radio waves and where the potential of an already operating BS is not exhausted. Further, regional specialists identify objects to increase the height of the suspension of equipment, work out technical solutions and implementation possibilities on the ground. This could be upgrading an existing facility or placing it in an alternative location.

The average increase in suspension height was 16 meters. This allows you to expand network coverage and include more subscribers in the coverage area of the base station. As a result, traffic processed by the base station grew by an average of 47% after optimization. For subscribers, this is expressed in improving the quality of mobile Internet, for the company - in revenue growth.
