Overview TAdviser Import substitution of software in Russia 2023

The course for the use of Russian software was announced back in 2016. Further, from year to year, adjustments and changes were made to the regulations, the purpose of which was to oblige state customers of all levels to purchase software developed and produced in Russia. In other words, the course was specified. However, its lack of alternatives became fully realized by such organizations only last year. The result was an explosive increase in their demand for software of all classes from a single register of software for electronic computers and databases.

In 2023, TAdviser prepared two new ratings of IT solution suppliers from the register of domestic software for 2022. Since 2022, TAdviser has been collecting data on the compatibility of Russian IT solutions with domestic operating systems (OS) and database management systems (DMS). Some vendors in the compatibility graph, in addition to domestic systems, additionally indicate open source OS and DBMS. The full results can be seen in the table by reference.

Industrial competence centers for the replacement of foreign industry digital products and solutions (ICC) were created on behalf of the government in the summer of 2022. The TAdviser conference "Import Substitution IT: New Experience 2023," held in February in Moscow, aroused great interest among its participants. Import substitution is perhaps the main trend for the Russian information security market for the coming years. The ratio of foreign and domestic information security solutions used by Russian customers varies greatly depending on the industry. In the public sector and in significant objects of critical information infrastructure, the share of domestic solutions prevails significantly and can reach 90-100%.
