The Ministry of Digital Affairs of Ukraine and Amazon have concluded an agreement on the development of cloud state services

In July 2021, the Ministry of Transformation of Ukraine and Amazon entered into an agreement, one of the conditions of which was the development of cloud state services in the country.

Switzerland provided Ukraine with $7 million to digitalize the country

At the end of May 2021, the Ministry of Digital Transformation of Ukraine announced the receipt of financial assistance from Switzerland aimed at digitalizing the country and developing e-government services.

Under the terms of the agreement that the Ministry of Finance concluded with the Swiss Agency for Development and Cooperation (SDC), the total amount of financial support for Ukraine will be 6,313,640 Swiss francs (about $7 million). This amount will go to the development of electronic services in the fields of social protection, pensions, the introduction of new services for electronic democracy and increasing the digital literacy of Ukrainians.

Ukraine has received financial support through the "E-Government for Public Accountability and Participation" (EGAP) programme, which is being implemented by the Eastern Europe Foundation and the Innovabridge Foundation.

SDC CEO Patricia Danzi emphasized that Ukraine's progress in the field of digital transformation is impressive. As part of the EGAP program, which Switzerland supports, many new-generation state services have been launched in Ukraine - eMalyatko, automatic FLP registration, the Diya.Digital Education project, tax services and registration of residence, she said.

According to Danzi, the experience of Ukraine is innovative and useful for other countries, since several new digital services for convenience and speed do not even have analogues in the world. Switzerland intends to continue to support Ukraine so that different categories of Ukrainians (in particular vulnerable groups) have equal access to state services and electronic democracy tools.

2020

Launch of electronic registration and statement on the Diya public services portal

At the end of December 2020, the Government of Ukraine approved a resolution on the beginning of an experiment on electronic registration of a place of residence and its removal. First, the service became available to residents of Kharkov on the Diya public services portal, later residents of some other cities of the country will be able to use it. More details here.

Ukrainians will receive official e-mail along with a passport

In November 2020, information appeared that official e-mails from the state will be issued in Ukraine along with passports, and letters sent to this address will be considered officially handed over.

According to the Ukrainian Ministry of Digital Transformation, when issuing a passport of a citizen of Ukraine for the first time, his exchange or at his own request, the citizen will be assigned an official electronic box. Official e-mail will be introduced for legal entities, individual entrepreneurs, lawyers, arbitration managers, etc., and individuals will receive an address only at will through the Single Portal of Public Services "Diya."

The corresponding bill No. 3860 is registered in the Verkhovna Rada. It is expected that the draft law will improve the process of registration of legal entities and create favorable conditions for doing business in Ukraine. The Ministry of Digital Affairs emphasizes that letters and messages sent to an official electronic address can be considered sent and officially handed over and do not require additional documentary confirmation of their direction.

When registering and registering changes in information in the Unified State Register of Legal Entities and Individual Entrepreneurs (USR), companies, institutions, companies and individuals-entrepreneurs automatically receive official electronic addresses.

The official mail will consist of ID, "@" and domain name (except for domain names ending in ".ru").

The identifier for legal entities is proposed to determine the code according to the USR, for individual entrepreneurs - the registration number of the taxpayer card.[2]

Europe allocates 25 million euros to Ukraine for the development of electronic public services

At the end of November 2020, the Ministry of Digital Transformation of Ukraine announced that the European Union was allocating 25 million euros to the department for the development of electronic public services as part of the Diya project and accelerating the digital transformation of the state. In Ukraine, customs clearance of a car is now possible via the Internet

At the end of January 2020, the State Customs Service of Ukraine launched a service that allows customs clearance of cars imported from abroad through the Internet. This opportunity is available on the site "Single Window" in a new section called "Import of a car." More details here.

2015: Switzerland allocated 4.3 million francs to Ukraine for electronic government

Switzerland As part of the joint program of the State Agency for Electronic Management of Ukraine and the Swiss Cooperation Bureau "Electronic Management for Government Accountability and Public Participation" (EGAP) allocated To Ukraine 4.3 million francs (approximately 4.56 million) dollars for the creation of an electronic government, according to RBC Ukraine[4][5]

2010: Government approves e-government development concept

On December 13, 2010, at a meeting of the Cabinet of Ministers of Ukraine, a new concept for the development of electronic government for the period until 2015 was approved. This is stated in the official statement of the State Committee for Science, Innovation and Informatization of Ukraine.[8]

The concept of development of electronic government of Ukraine is planned to be implemented in three stages. Until 2012, regulatory and technical frameworks will be developed for the provision of administrative services in electronic form.

Also, as part of the first stage, it is planned to create unified standards for interaction between electronic management entities, harmonized with international ones, and a unified state-wide electronic document management system.

According to representatives of the State Committee for Science, Innovation and Informatization, at the same stage, state authorities and local governments should begin to provide services to citizens in electronic form. So, through the Internet it will be possible to register a business entity, submit reports, etc.

As part of the second phase, it is planned that services in all spheres of public life will be provided electronically by 2014. At the third stage, which will last until 2015, it is planned to create a single information and telecommunication infrastructure of state authorities and local self-government. The levels of funding envisaged by the concept are not reported.

According to Vladimir Seminozhenko, head of the State Committee for Science, Innovation and Informatization, the main achievement of electronic government should be to increase public confidence in power and overcome exclusion between them.
