2020: Office software market in the public sector 5.96 billion rubles. 80% falls on Microsoft

Procurement of domestic office software for government agencies decided to centralize
At a meeting of the government commission on the use of IT to improve the quality of life and business conditions chaired by Prime Minister Dmitry Medvedev, held on February 9, 2018, it was decided to centralize the procurement of office and accounting software, as well as software products for information security. According to the portal, the Ministry of Finance and the Ministry of Communications will be instructed to develop and submit to the government a draft regulatory act on the centralization of software procurement by July 1, 2018. The document shall provide for:
- introduction of a mechanism for government agencies to purchase domestic office software integrated with electronic document management systems, including according to the SaaS model;
- determining the procedure for collecting and summarizing proposals from government agencies for the revision of Russian office software and implementing a mechanism for its revision based on the results of analyzing these proposals.
Centralization of office software purchases has already been discussed earlier. So, in October 2017, at a meeting with the Deputy Prime Minister, the Ministry of Finance and the Ministry of Communications was instructed to work out and submit proposals for organizing centralized procurement of office software for the needs of federal executive bodies and state extra-budgetary funds.
At a meeting of the commission, Medvedev also proposed improving the rules for maintaining the register of domestic software.

Rostelecom's appointment plan as the only provider of cloud office services for authorities

2017: PM Medvedev approves Russian office software requirements
In March 2017, Prime Minister Dmitry Medvedev signed a decree establishing additional requirements for domestic office software included in the register of Russian software. Office software, in particular, includes: operating system, communication software, office suite, mail applications, organizer, browsers, Internet browser, presentation editor, table editor, text editor, file managers, reference and legal system, electronic document management systems and anti-virus protection tools.
The requirements are established for the composition, functional characteristics and maintenance of the software. The draft resolution spelled out requirements for office software as a whole and for its individual components, as well as for input/output data formats.
Among the general requirements for office software:
- Russian-language interface;
- the ability to authenticate and identify users in the ESIA (if the program has an identification function);
- absence of the requirement to install additional software (additional software modules, fonts), which has restrictions on its free distribution in the territory of the Russian Federation, with the exception of operating systems;
- for the user's web access to office software, it should be possible to use Internet browsers of at least 3 different copyright holders, while information about one of which is included in the register of Russian software.
On the user's AWS, office programs should be able to run at least 2 different operating systems included in the register of Russian software and Microsoft Windows OS (versions 7 and higher). For server hardware - running at least 2 operating systems, information about which is included in the registry, and Microsoft Windows Server operating systems (versions 2008 and higher).
Among the requirements for an office suite in terms of a text editor, table editor and presentation editor is the ability to collaborate on an electronic document of a group of users, including recording changes in an electronic document in real time.
Electronic document viewers must support bmp, jpg, jpeg, png, gif, tif, tiff, OOXML, docx, doc, pptx, rtf, txt, pdf, xls, xlsx, odt, ods, odp, avi, mpeg, mp3. To create new electronic text documents, presentations, tables, office software should support, among other things, Open Document Format (GOST R ISO/IEC 26300-2010), Office Open XML (OOXML, PPTX) and PDF formats.
Within 3 months from the date of issue of the resolution, the Ministry of Communications should approve the procedure and methodology for confirming the compliance of the software with the established requirements, and within 6 months - provide confirmation that the office software already included in the register corresponds to them.
In addition to the requirements for office software, the registry entry is supplemented with information about the compliance or non-compliance of the software included in the specified register with the established additional requirements that determine the composition, architecture, and functions of the domestic office software necessary to replace imported analogues.

At the end of October 2016, the Ministry of Telecom and Mass Communications presented a draft government decree that establishes additional requirements for products contained in the register of domestic software. [3] The document was published on the federal portal of draft regulatory legal acts.
The project is talking, in particular, about establishing requirements for office software. Office software in the document means software "designed to automate the standard functions of officials of federal executive bodies and state extra-budgetary funds for the processing of information when performing their official duties."
The requirements are established for the composition, functional characteristics and maintenance of the software. The draft resolution spelled out requirements for office software as a whole and for each of its components, as well as for the formats of input/output data and information security.
The requirements for the software composition state that it should include an editor of text documents, spreadsheets, presentations, e-mail software, mail applications, communication software, file manager, organizers, browsers and operating systems.
Among the general requirements for office software, it should provide collaboration on an electronic document by a group of users with the ability to record changes in real time, the document says.
If the user has access to the office software using the Internet browser, it should provide the possibility of using Internet browsers of at least three different copyright holders.
Office software shall support the work with DBMS included in the register of Russian software.
Operating system requirements state that for an automated workstation, office software must support at least two different operating systems of the family Linux and operating systems (Microsoft Windows versions 7 and higher). Communication software shall provide creation, viewing, editing, copying, printing and transmission of electronic documents, electronic messages using communication channels and local computer networks, including text messages, images, sound and video files. It has requirements for supporting message delivery, the ability to disable message notifications, search for messages, etc.
A large list of requirements is contained in mail applications. It describes the peculiarities of interaction between server and client software and functionality. Among the requirements are also the implementation of anti-virus scanning tools for electronic messages and electronic documents and mechanisms for encrypting information and electronic signatures.
The viewer requirements specify that they should be able to view electronic documents, including those saved in bmp, jpg, jpeg, png, gif, tif, tiff, OOXML, docx, doc, rtf, txt, pdf, xls, xlsx, odf, avi, mpeg. The Presentation Editor shall support Open Document Format and Microsoft Electronic Presentation Format (pptx), and the creation of new tabular electronic documents shall be possible, including Open Document Format (GOST R ISO/IEC 26300-2010), Office Open XML (OOXML, XLSX).
It is worth noting that in the document the authors confuse formats as such and file extensions of formats: they oppose OOXML and xlsx, although the former includes the latter. The document mentions ISO 29500 as a project, although it was approved back in 2008.
The Association "Domestic Software" told TAdviser that the organization does not yet have a position on this document. It was sent to ARPP members and collected responses based on which the association would later form its position.
Advisor to the General Director of the SPO developer "BASEALT" Alexei Smirnov told TAdviser that he sent his comments to the preliminary version of the document. Some were accounted for in whole or in part. For example, the wording of the requirements for the formats of supported documents was corrected, but this list still needs to be worked on, it is clearly raw and repeatedly duplicated in the document, the expert believes.
Among the unaccounted for is a comment on the requirement for the ability to jointly edit an electronic document in real time. Alexey Smirnov is not sure that this requirement will meet safety requirements and is sure that it does not exactly apply to all software immediately as it is set in the current version of the document.
The expert is also perplexed by the requirement for the newly purchased office software to work under Windows: "Now the justification for buying Windows is only compatibility with application software, but the requirements already include compatibility of application software with Linux," Smirnov argues. In addition, the "two versions of Linux" supported by the project are, for example, RedHat and SuSE, so there should be compatibility with the OS from the registry, he is sure. Smirnov proposes in this paragraph to limit himself to the requirement of compatibility with any OS from the register of domestic software.
From the OS requirements for workstations, it follows that Windows 7 requires it to allow running all programs collected for Windows 10, indicates another flaw in the Smirnov document. He believes that this is hardly feasible.
Among other comments by Alexei Smirnov is why many important software classes for office work, such as VKS and ERP, "fell out." The objection that they have a server basis, he considers irrelevant, since mail and messenger are also not limited to client software.
Alexey Smirnov also raised the question of the procedure for applying these requirements: by whom and when will they be checked for specific programs? In addition, some points of the document, in his opinion, may be understood as additional requirements for all programs of the corresponding classes when they are entered into the register. However, the register is used not only by the feds, and the question arises what to do then to the regions, municipalities and state corporations.
The legal status of the document is also incomprehensible, the adviser to the general director of BASEALT points out in his remarks. It actually contains an additional restriction on public procurement. This means that he must be tied to the 44-FZ, otherwise the state customer will have problems with the law, he believes.
Earlier, in July 2016, a government order was issued, according to which by the end of 2018 federal government agencies should switch to Russian office software. The development of requirements for its composition and functional characteristics was entrusted to the Ministry of Communications, and the deadline was set for October 2016.
At the end of September 2016, a meeting of the working group of the Regional Informatization Council, the working body of the Ministry of Communications, was held, at which participants discussed the functional requirements for domestic office software for government agencies. By this time, the department sent a request to the federal executive authorities about the software used and the requirements for it. Also, industry representatives sent their proposals to the Ministry of Communications on functional requirements for office software. The Ministry of Telecom and Mass Communications noted that the draft government decree on additional requirements for office software was developed taking into account the analysis of the information received from government agencies and industry representatives.
Preparations have started for the cleaning of imported office software and operating systems in government agencies
On August 29, 2016, the Ministry of Telecom and Mass Communications sent a letter to federal government agencies and extra-budgetary funds (a copy is at the disposal of TAdviser) with a request to provide data on the use of office software in their activities.
Analysis of this information should be carried out as part of the implementation of the plan for the transition of federal government agencies and extrabudgetary funds to the use of domestic office software in 2016-2018.
The Ministry of Communications sent this letter to government agencies in exchange for a similar document, which was sent earlier, at the end of July, by Deputy Minister of Communications Aleksei Sokolov. The new letter has expanded the list of classes of office foreign software, about which government agencies need to provide information: now it also includes operating systems, antivirus software and information security software, reference and legal systems.

Separately, the department asks to list the requirements for office software from departmental automated information systems. Apparently, this replaced the question of whether there is a "rigid" link to the use of certain office applications "by departmental information systems, which was contained in a July letter to government agencies.
Officials are asked to provide information on the use of software not only in their central devices, but also in territorial divisions, subordinate agencies, FSUEs, etc. It is also required to provide information on the actual and forecasted costs of these products in federal government agencies and their subordinate institutions.
In addition, the Ministry of Telecom and Mass Communications asks federal government agencies and extra-budgetary funds to inform about their readiness to participate in the implementation of a pilot project for the transition to the use of domestic office software, which is planned to be held in 2016-2017.
Information must be sent to the Ministry of Communications by October 1, 2016. Based on the analysis, the need for office software for the period 2016-2018 should be determined.
Approval of the plan for the transition of government agencies to Russian office software
On July 26, 2016, Russian Prime Minister Dmitry Medvedev approved a plan for the transition of federal state bodies and state extrabudgetary funds to the use of domestic office software in 2017-2018. The Ministry of Communications and Mass Media will ensure its implementation together with interested government agencies.
According to the relevant order of the government, by October 1, 2016, government agencies must provide the Ministry of Telecom and Mass Communications with information on the use of office software, and by March 1, 2017 - approve plans-schedules for the transition to the use of domestic office software in 2017-2018.
The transition must be carried out using software included in the unified register of domestic software.
From January to May 2017, in accordance with the plan, a pilot project should be implemented to transfer to domestic office software, including one provided according to the cloud model, at least two federal executive bodies, at least three territorial bodies of the Federal Tax Service and one state institution subordinate to it, as well as at least one state extra-budgetary fund.
After that, from May 2017 to December 2018, government agencies and extra-budgetary funds should switch to domestic office software.
The plan also includes the development of proposals by the Ministry of Telecom and Mass Communications for the implementation of mechanisms providing for the transition of executive authorities of the constituent entities of the Russian Federation, local governments, state-owned companies and joint-stock companies with state participation, state government and budgetary institutions to the use of domestic office software by 2020.
