2021: Government postpones consideration of Digital Region project for third quarter

The federal project "Digital Region" involves the allocation of 4.54 billion rubles to improve the quality of management of mobility of citizens and the efficiency of freight transportation. The main result planned for this part is the introduction of the Unified Travel Ticket (EPB) in the constituent entities of Russia. 2.72 billion rubles will be allocated for these purposes. This amount will be roughly equally divided between the federal budget and the budgets of the regions.
Most of the costs, 2.31 billion rubles. will be aimed at integrating transport services on the principles of multimodality. Another planned result is to provide an optimal distribution of traffic flows to increase the overall average traffic speed. It is proposed to allocate 1.82 billion rubles for these purposes. Most of this amount will be used to equip transport cargo vehicles of category No. 3 (capable of transporting goods weighing more than 12 tons) with on-board devices - to ensure the optimal distribution of traffic flows in terms of transportation of heavy and large goods during the passage of weight and overall control, operating in automatic mode. Including violations of traffic rules will be taken into account.
The third planned result is the introduction of digital transport planning and management technology of the transport system at the regional level. In this part, it is planned to create, implement and maintain a comprehensive transport system monitoring and management software. We are talking about systems for informing road users about emergencies, accidents, congestion, meteorological conditions. For this purpose, including mobile communication will be used. At the same time, the integration of "digital twins" of regional roads, automated passenger transport control systems and urban systems into a single system should be provided.[2]
Postponement of project launch dates
The implementation of the Digital Region project is postponed for a year due to the redistribution of budget funds for the fight against coronavirus. This was announced at the end of June 2020 at an online conference by the head of the regional policy of the ANO Digital Economy Alexander Zorin, answering a question from TAdviser.
The Ministry of Communications asked to finalize the project and postpone its consideration at the presidential council for strategic planning for a year - to April 2021. The working group of the project included representatives of major industry companies, federal and regional executive authorities, as well as specialized experts, follows from the order to create a working group. The working group has 44 participants.
All of them, according to Alexander Zorin, are experts in the development of the digital economy in the regions of Russia, including eight representatives of regional executive bodies and eight federal ones. Together, these representatives make up about 40% of the working group. Alexander Zorin told TAdviser that Rostelecom performs the functions of the competence center of the federal project until the supervisory board of the ANO Digital Economy determines it. This decision was made at the set-up meeting. At Rostelecom, a methodological group of the project was formed, as well as thematic working groups (TRG). Two co-heads have been appointed in each TRG - from the business side and from the Russian region at the level of deputy governor or relevant minister, Alena Vatbolskaya noted.
Thematic working groups, according to Alexander Zorin, are formed in the following areas:
- digital public administration;
- Utilities, construction and energy;
- Transport, ecology and safety;
- Healthcare;
- education.
According to Zorin, thematic working groups in other areas may appear as part of the work on the project. According to the minutes of the installation meeting of the working group, these may be groups for managing the development of the digital economy in the regions of Russia and for social services.
Zorin says that thematic working groups form final proposals for possible areas of the federal project, taking into account the proposals formed within the Digital Development of the Constituent Entities of the Russian Federation section of the Council for the Development of the Digital Economy under the Federation Council, as well as the ideas of its participants. The final proposals are worked out by the consolidated working group, also formed at Rostelecom, after which the company will send them to the working group of the ANO Digital Economy for consideration.
TAdviser got acquainted with the list of proposals from the Ministry of Industry and Trade, which were received by the thematic working groups of Rostelecom for inclusion in the federal project. Among them are:
- Support in the amount of 6 billion rubles projects for the introduction of Russian software and software and hardware complexes in industry in 2020-2024.
- Formation in 2020-2024 of network of the interindustry centers of collective use for ensuring the accelerated introduction of the Russian software and hardware and software systems with allocation for this purpose of 1.5 billion rubles;
- Introduction of such an indicator for assessing the performance of regional executive bodies, as "The share of industrial entities that have submitted information to the state information system of industry."

First results of proposal collection for the federal project

- Creation of digital passports of objects located on the territory of municipalities and transition to electronic form of interaction between owners and tenants of residential premises in apartment buildings with the management company using personal offices and portals;
- Equipping apartment buildings with smart city systems;
- The creation of a digital platform of the housing and communal complex for accounting and control of public services and the state of the property complex was introduced in the regions of Russia;

- Creation of a unified regional weather monitoring network - devices of weather sensor complexes, radiation activity sensors, a platform for forecasting a dysfunctional weather situation;
- Installation of various types of photo-video fixation complexes: speed measurement complexes, monitoring of situations at intersections, pedestrian crossings;
- Equipping all cargo vehicles with special on-board devices of a single design;
- Implementation of systems for environmental monitoring and monitoring of noise levels, informing citizens about environmental parameters of the environment and administering relations with offending enterprises, including emission quotas;
- Implementation of all capital construction at the expense of the regional budget using information modeling technologies - Building Information Modeling (BIM) - in the regions of Russia;
- Adoption of regulations regulating data exchange with municipal executive authorities in order to create the city information model (CIM);

- Introduction of online services of citizens with the possibility of electronic voting in the regions of Russia;
- Ensuring application in the region of Russia biometric authentications using a single biometric system based on a single identification and authentication system or another identification and authentication system in accordance with the legislation of the Russian Federation;
- Digitization of services on property issues and social support of the population and their inclusion in the portal of State Services;
- Creation of regional video surveillance systems and infrastructure for their operation using a single video platform with the possibility of connecting a variety of video analytics detectors and venders, with the function of integrating with external urban systems services and the possibility of integrating video surveillance systems previously installed in the city;
- Creation of regulatory documentation covering all aspects of the creation, development and application of video surveillance systems;

Order to prepare project proposals
On March 11, 2020, Prime Minister Mikhail Mishustin instructed the Ministry of Communications, the Ministry of Economic Development, and the Ministry of Eastern Development, together with interested executive authorities and organizations, to prepare proposals for the federal project Digital Region and submit them to the Presidium of the Presidential Council for Strategic Development and National Projects by April 30, 2020. The key goals of the new federal project, in his opinion, for example, may be the following:
- ensuring accelerated introduction of digital technologies in the economy and social sphere in the regions of Russia;
- transformation of priority sectors of the economy and social sphere of regions using domestic digital technologies and platform solutions;
- introduction of digital technologies and platform solutions in the regions in the areas of state and municipal administration and the provision of public services where these tasks are not solved by the federal project "Digital Public Administration";

Alena Vatbolskaya is confident that the specific tasks and activities approved in the federal project will determine priorities and involve all regions of Russia in the work.

Why the Digital Region project was needed
In the regions of Russia, Alexander Zorin notes, activities and projects corresponding to federal projects of the national Digital Economy program have been developed and are being implemented, which are basic, infrastructure projects that create the necessary conditions for development. And at the time of the development of the Digital Economy program, they were "really the most important and priority tasks and areas." At the same time, taking into account the results of the implementation of federal projects, there are already sufficient conditions for complex transformations in the sectors of the economy, social sphere, public administration, state and municipal sector of the economy of the regions of Russia.
