2021: Government postpones consideration of Digital Region project for third quarter

At the end of April 2021, it became known about the postponement to the third quarter of the consideration of the federal project "Digital Region." It is planned to significantly finalize and direct it to the implementation of the digitalization strategy of key sectors of the economy and social sphere of the regions, which they should prepare by September 1.

About this writes "Kommersant" with reference to the representative of Deputy Prime Minister Dmitry Chernyshenko. According to him, by the end of April 2021, the Government of the Russian Federation is working on the digitalization of the regions within the framework of a number of projects of the national program "Digital Economy," so some duplicate measures from the "Digital Region" will be excluded, while new initiatives will appear. The project needs to be reworked with an eye to the "depth of penetration of digital technologies in each subject," the source said. The source of the publication in the Government of the Russian Federation says that the Digital Region project in its current form may be "inapplicable" for the regional authorities.

The government postponed the consideration of the Digital Region project to the third quarter of 2021

According to Rexoft Executive Director Yevgeny Minaev, it is impossible to create a single federal project for all regions due to the specifics of each. But it is possible and necessary to develop a set of unified modules for a single federal platform, he said.

According to the newspaper, the final decision on the feasibility of launching the project by the end of April 2021 has not been made. So, the Ministry of Digital Affairs proposes to abandon the Digital Region, this position is set out in the recall sent to the government's information technology department.

Nikolai Komlev, Chairman of the Council of the Chamber of Commerce and Industry of the Russian Federation for the Development of the Digital Economy, believes that it is important to involve business, IT companies at the local and federal levels in digitalization projects. Otherwise, funds may "disperse to FSUs and" pocket "institutions."[1]

Plan to allocate 4.5 billion rubles. for digitalization of the transport sector

The federal project "Digital Region" involves the allocation of 4.54 billion rubles to improve the quality of management of mobility of citizens and the efficiency of freight transportation. Of this amount, the federal budget will send 1.585 billion rubles, regional budgets - 2.955 billion rubles. Such data was published by CNews on November 16, 2020 with reference to the preliminary version of the federal project "Digital Region," which should become part of the national program "Digital Economy."

The main result planned for this part is the introduction of the Unified Travel Ticket (EPB) in the constituent entities of Russia. 2.72 billion rubles will be allocated for these purposes. This amount will be roughly equally divided between the federal budget and the budgets of the regions.

Most of the costs, 2.31 billion rubles. will be aimed at integrating transport services on the principles of multimodality. It is planned to ensure the operation of cashless fare technologies by public transport, the use of biometric identification technologies, tariff and ticket integration, contract integration with carriers in various modes of transport, integration with operators of paid sections of the street road network and parking lots.

Another 300 million rubles. will be required to develop the EPB system and requirements for the integration of regional solutions to it, including the standard for the exchange of data on trips in different modes of transport in different regions of the country. It is also planned to develop methodological recommendations for equipping passenger transport dispatching devices on regular routes in order to monitor the quality of service provision (exit, compliance with schedules, driving safety).

Another planned result is to provide an optimal distribution of traffic flows to increase the overall average traffic speed. It is proposed to allocate 1.82 billion rubles for these purposes. Most of this amount will be used to equip transport cargo vehicles of category No. 3 (capable of transporting goods weighing more than 12 tons) with on-board devices - to ensure the optimal distribution of traffic flows in terms of transportation of heavy and large goods during the passage of weight and overall control, operating in automatic mode. Including violations of traffic rules will be taken into account.

The third planned result is the introduction of digital transport planning and management technology of the transport system at the regional level. In this part, it is planned to create, implement and maintain a comprehensive transport system monitoring and management software. We are talking about systems for informing road users about emergencies, accidents, congestion, meteorological conditions. For this purpose, including mobile communication will be used. At the same time, the integration of "digital twins" of regional roads, automated passenger transport control systems and urban systems into a single system should be provided.[2]

Postponement of project launch dates

The implementation of the Digital Region project is postponed for a year due to the redistribution of budget funds for the fight against coronavirus. This was announced at the end of June 2020 at an online conference by the head of the regional policy of the ANO Digital Economy Alexander Zorin, answering a question from TAdviser.

The Ministry of Communications asked to finalize the project and postpone its consideration at the presidential council for strategic planning for a year - to April 2021. The department confirmed this information[3]. The Ministry of Communications clarified that they had worked out the issue of prioritizing federal budget expenditures in accordance with the areas of responsibility for increasing the budget allocations of the government's reserve fund for 2020.

This was done in order to financially provide measures related to preventing the deterioration of the economic situation, to the development of sectors of the economy, to prevent and eliminate the consequences of coronavirus infection, including taking into account the budget of the national program "Digital Economy," the Kommersant newspaper writes with reference to the Ministry of Communications.

The Ministry of Communications asked to finalize the federal project "Digital Region"

The federal project "Digital Region" was worked out by the business community and regions of the Russian Federation at the site of the ANO "Digital Economy." The working group is headed by the ex-deputy prime minister, general director of Pochta. Russia Maxim Akimov The functions of the project competence center are performed by "."Rostelecom

Alexander Zorin in a conversation with TAdviser noted that within the framework of thematic working groups created at Rostelecom as an organization acting as a competence center, more than 70 events were prepared on the digitalization of housing and communal services, construction, transport, ecology, health care, education, as well as management and coordination of the development of the economy of the subjects as a whole.

File:Aquote1.png
The pandemic of coronavirus and the role of digital technologies in the fight against it once again showed how important digital solutions are for the development of the economy and ensuring the safety of the lives of Russians. Therefore, despite the postponement of the federal project to April 2021 for reasons we understand, it remains important for the accelerated digital transformation of the constituent entities of the Russian Federation and will not lose its relevance, "explained TAdviser Alexander Zorin.
File:Aquote2.png

The head of regional policy of the ANO Digital Economy added in a conversation with TAdviser, that this year efforts will be directed towards the development of targeted models for the transformation of priority sectors of the economy, the social sphere, the system of state and municipal administration, as well as work together with the Ministry of Communications of Russia and other interested federal authorities to finalize the measures of the federal project, so that in 2021 the federal project "Digital Region" was considered and approved as quickly as possible.

File:Aquote1.png
In accordance with our proposal, financing involves more than 110 billion rubles from extrabudgetary sources, about 67 billion rubles from regional funds and 70 billion rubles from the federal budget, "Alexander Zorin cited TAdviser data on project financing.
File:Aquote2.png

Alena Vatbolskaya, project director, office of Rostelecom digital economy projects, noted in a conversation with TAdviser that the company, as a center of competence, ensured the collection of proposals from the regions and business: "We are the working body that formed this document, organized all the work to discuss, remove disagreements." Work was organized by about 200 experts in 6 thematic areas who worked out each part of the project. The draft proposals were generally approved at a meeting of the relevant working group of the ANO Digital Economy and sent by letter to the Ministry of Communications of Russia on April 28, 2020.

File:Aquote1.png
Of course, until the last we hoped that the project would be developed this year with the possibility of financing next year, because digitalization is especially important for the regions, in light of the current situation with the pandemic. As practice shows, those regions where technology is well developed have won. Therefore, a federal project is needed here and now, "says Alena Watbolskaya.
File:Aquote2.png

According to her, the competence center (Rostelecom) has prepared a list of measures that can be started already in 2020. These are projects that require minimal funding, or preparatory activities that do not require funding in principle. For example, developing or amending regulations. These proposals were developed back in May, but the Digital Region working group has not yet met to discuss this.

Under the chairmanship of Maxim Akimov, the preparation of the federal project "Digital Region" began

In April 2020, a working group of ANO Digital Economy was formed to work on the federal project Digital Region, chaired by Maxim Akimov, General Director of Post of Russia.

Alexander Zorin, Director for Regional Policy of ANO Digital Economy, was appointed deputy chairman and secretary of the working group.

During the first, policy meeting, the members of the working group considered the approaches to the formation of the federal project presented by the section of the Federation Council of the Russian Federation and suggested that Rostelecom, which acts as a competence center, continue work in this area, accumulate and systematize all the proposals received, creating thematic working groups in key industry areas, a representative told TAdviser Rostelecom Alena Watbolskaya, curator of the thematic working groups of the federal project "Digital Region."

Following the meeting, it was decided that the participants of the working group should submit proposals for inclusion in the federal project "Digital Region" by April 20, 2020 and consider them by April 21, 2020. After this proposal will be sent to the Ministry of Communications by April 22, 2020, the minutes of the meeting say.

File:Aquote1.png
The proposals formed under the federal project "Digital Region" will be discussed with the regions, "TAdviser was informed in the Ministry of Communications
File:Aquote2.png

The working group of the project included representatives of major industry companies, federal and regional executive authorities, as well as specialized experts, follows from the order to create a working group. The working group has 44 participants.

All of them, according to Alexander Zorin, are experts in the development of the digital economy in the regions of Russia, including eight representatives of regional executive bodies and eight federal ones. Together, these representatives make up about 40% of the working group. The share of representatives of the expert community and development institutions is about 30% of it, about the same share is individuals from leading Russian digital economy companies.

File:Aquote1.png
In my opinion, the representation of the main stakeholders in the working group is quite balanced. As for the change in its composition, it, like the composition of any collegiate governing body, can certainly change, "said TAdviser Alexander Zorin
File:Aquote2.png

Of the representatives of federal state structures and business, the group included:

The regional executive authorities in the working group are represented by eight participants:

  • Head of information technologies the city department; Moscow Eduard Lysenko
  • Minister of State Administration, Information Technology and Communications of Moscow Region Maxim Rymar;
  • Minister of Digital Development, Public Administration, Information Technologies and Communications of the Republic of Tatarstan Airat Khairullin;
  • Minister of Information Technology and Communications of the Nizhny Novgorod Region Sergey Efimov;

  • Director of the Department of Informatization of the Tyumen Region Maria Rudzevich;
  • Head of the Department of Digital Development of the Belgorod Region Evgeny Miroshnikov;
  • Advisor to the Governor of the Rostov Region on digital transformation Anton Alekseev.

Alexander Zorin told TAdviser that Rostelecom performs the functions of the competence center of the federal project until the supervisory board of the ANO Digital Economy determines it. This decision was made at the set-up meeting. At Rostelecom, a methodological group of the project was formed, as well as thematic working groups (TRG). Two co-heads have been appointed in each TRG - from the business side and from the Russian region at the level of deputy governor or relevant minister, Alena Vatbolskaya noted.

Thematic working groups, according to Alexander Zorin, are formed in the following areas:

  • digital public administration;
  • Utilities, construction and energy;
  • Transport, ecology and safety;
  • Healthcare;
  • education.

According to Zorin, thematic working groups in other areas may appear as part of the work on the project. According to the minutes of the installation meeting of the working group, these may be groups for managing the development of the digital economy in the regions of Russia and for social services.

Zorin says that thematic working groups form final proposals for possible areas of the federal project, taking into account the proposals formed within the Digital Development of the Constituent Entities of the Russian Federation section of the Council for the Development of the Digital Economy under the Federation Council, as well as the ideas of its participants. The final proposals are worked out by the consolidated working group, also formed at Rostelecom, after which the company will send them to the working group of the ANO Digital Economy for consideration.

TAdviser got acquainted with the list of proposals from the Ministry of Industry and Trade, which were received by the thematic working groups of Rostelecom for inclusion in the federal project. Among them are:

  • Support in the amount of 6 billion rubles projects for the introduction of Russian software and software and hardware complexes in industry in 2020-2024.
  • Formation in 2020-2024 of network of the interindustry centers of collective use for ensuring the accelerated introduction of the Russian software and hardware and software systems with allocation for this purpose of 1.5 billion rubles;
  • Introduction of such an indicator for assessing the performance of regional executive bodies, as "The share of industrial entities that have submitted information to the state information system of industry."

Order to prepare project proposals

On March 11, 2020, Prime Minister Mikhail Mishustin instructed the Ministry of Communications, the Ministry of Economic Development, and the Ministry of Eastern Development, together with interested executive authorities and organizations, to prepare proposals for the federal project Digital Region and submit them to the Presidium of the Presidential Council for Strategic Development and National Projects by April 30, 2020. The Ministry of Communications was appointed responsible for the execution of the order.

As part of the work on the execution of the order, the Council for the Development of the Digital Economy under the Federation Council held a video conference meeting with the participation of representatives of regional authorities and the business community interested in the project, a source close to the development of the project told TAdviser.

Prime Minister Mikhail Mishustin approved the creation of the Digital Region

In March 2020, "hardware work" was completed on a proposal by the Council for the Development of the Digital Economy under the Federation Council to the government to develop a separate federal project "Digital Region," a source close to the development of the project told TAdviser. During a visit to the Federation Council in March 2020, Prime Minister Mikhail Mishustin agreed on the feasibility of developing a project in terms of consolidating budgets and synchronizing actions to develop digital projects in the regions of Russia.

2019

Federation Council Project Development Initiative

In October 2019, at a meeting of the Council, Deputy Chairman of the Federation Council Andrei Turchak spoke about the recommendation of the Council on the Digital Economy of the Federation Council to the government to develop a new federal project "Digital Region" to ensure the uniform development of digitalization in the regions

At the same time, he noted that the Digital Region project will still be discussed in October 2019 with Deputy Prime Ministers Vitaly Mutko and Maxim Akimov and that the final decision to begin the implementation of the project has not yet been made.

The essence of the "Digital Region"

The federal project "Digital Region" will be aimed at introducing digital technologies and platform solutions in the economy, social sphere, in the areas of state and municipal administration of the regions of Russia, explained TAdviser Alexander Zorin. At the same time, the project will contain such an important element as the concept of a "digital region." She will describe the targeted state of the region as a result of the introduction of digital and platform solutions in its economy and social sphere, told the ANO Digital Economy.

File:Aquote1.png
The goal of creating a new federal project "Digital Region" is to accelerate the introduction of digital technologies and solutions in the Russian regions, - noted in the ANO "Digital Economy."
File:Aquote2.png

According to Boris Glazkov, Vice President for Strategic Initiatives of Rostelecom, the project should include measures aimed at:

  • Accelerating the adoption of digital technologies and solutions in the regions;
  • Ensuring effective management of resources in regions and cities;
  • Improving the quality of services provided;
  • Involvement of citizens in the management processes of regions and municipalities.

Alexander Zorin believes that the federal project "Digital Region" should be the place of assembly of sectoral national projects and programs, departmental projects and other initiatives. It should also ensure that they are supplemented by necessary measures aimed at the sustainable socio-economic development of the regions.

File:Aquote1.png
The federal project, the measures that will be included in it, can and should qualitatively supplement the existing agenda of digital development of the regions of Russia, so far mainly containing the tasks and activities of the basic federal projects of the Digital Economy program in the field of applied, practical application of modern digital technologies and platform solutions in the economy, social sphere, in the system of state and municipal administration, "said Alexander Zorin.
File:Aquote2.png

The key goals of the new federal project, in his opinion, for example, may be the following:

  • ensuring accelerated introduction of digital technologies in the economy and social sphere in the regions of Russia;
  • transformation of priority sectors of the economy and social sphere of regions using domestic digital technologies and platform solutions;
  • introduction of digital technologies and platform solutions in the regions in the areas of state and municipal administration and the provision of public services where these tasks are not solved by the federal project "Digital Public Administration";
  • Eliminating the digital inequality of regions not only and not so much in terms of the development of information infrastructure, but in terms of the development of the digital economy as a whole, including digital services that make the life of residents of regions as safe, convenient and comfortable as possible.

Alena Vatbolskaya is confident that the specific tasks and activities approved in the federal project will determine priorities and involve all regions of Russia in the work.

File:Aquote1.png
Support from federal authorities will also be regulated, new regulatory legal acts have been developed, and subsidiary support mechanisms will be prescribed. This will help regions to understand clearly what to do, what resources to have and what to achieve in the end. It will be important to exchange on a regular basis the best projects and practices throughout the country, Alena Watbolskaya noted.
File:Aquote2.png

During the installation meeting of the project working group, Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation Yevgeny Kislyakov noted that the group should synchronize plans for the development of digital technologies in the constituent entities of the Russian Federation with other projects of the national program "Digital Economy of the Russian Federation": "Information Infrastructure," "Personnel for the Digital Economy," Digital Government. " At the same time, the targets of the federal project should also be synchronized with the tasks of regional authorities, Boris Glazkov emphasized.

Why the Digital Region project was needed

In the regions of Russia, Alexander Zorin notes, activities and projects corresponding to federal projects of the national Digital Economy program have been developed and are being implemented, which are basic, infrastructure projects that create the necessary conditions for development. And at the time of the development of the Digital Economy program, they were "really the most important and priority tasks and areas." At the same time, taking into account the results of the implementation of federal projects, there are already sufficient conditions for complex transformations in the sectors of the economy, social sphere, public administration, state and municipal sector of the economy of the regions of Russia.

In addition, there is a clear request from "precisely the regions of Russia," regional business, local residents for such transformations and their support, including the formation of solvent demand for the accelerated introduction of digital technologies and platform solutions in the system of state and municipal administration, the state and municipal sector of the economy. At the same time, it is necessary to ensure the maximum economic, managerial and social effect of such transformations on the scale of the country, make it possible to achieve maximum results, solve the problem of equalizing the level of digital development of the regions, the availability of digital services for the population both in terms of regions and municipalities.

File:Aquote1.png
To do this, it is necessary to develop an appropriate set of interagency, intersectoral and intersectoral interlinked, resource-based measures. That is, a new, rather complex federal project is needed that meets the goals and objectives of ensuring the sustainable socio-economic development of the regions using domestic digital technologies, "said TAdviser Alexander Zorin.
File:Aquote2.png

The Ministry of Communications drew the attention of TAdviser to the fact that the regional agenda, reflected in national, federal and departmental projects, is very disparate and, as a rule, does not correlate with each other. There is also no integrated approach to the digital development of the regions of Russia, as well as the relationship between the results of national programs and federal projects with everyday processes of economic management at the level of the regions of Russia and municipalities. Management decision-making at the regional and municipal levels is also not taken into account.

File:Aquote1.png
In connection with this situation, there is a need to form a separate federal project that takes into account regional specifics, TAdviser said in the Ministry of Communications.
File:Aquote2.png

The creation of a separate federal project "Digital Region," according to the source TAdviser, is required due to the disparity of initiatives to support digital technologies in the regions.

File:Aquote1.png
Nothing is synchronized. No goals, no objectives. As such, there is no comprehensive support for the digital development of the regions. As a result, a corresponding federal project with a list of activities should be formed. One of them should be the development of a methodology for the formation of a digital region, indicating its essence and components. It should spell out the mandatory "digital minimum" for all regions - a minimum set of relevant services and products, a source close to the development of the project told TAdviser.
File:Aquote2.png

According to Andrei Bezrukov, a member of the Council for the Development of the Digital Economy under the Federation Council, President of the Digital Development Foundation, the federal project Digital Region should be directly related to the regional digitalization rating created by the Ministry of Communications together with the Federation Council. In this case, all the difficulties associated with how to correctly assess the level of development of digitalization in the regions will disappear, since the basic indicators of the success of digital development of the regions of Russia will be approved.

According to Alena Vatbolskaya, work on integrating the index of development of the digital economy of the Russian Federation and IQ cities as part of the formation of a federal project is underway.

File:Aquote1.png
It is important to understand that the rating of digitalization of regions should allow assessing the achievement of targets for the development of the digital economy in the regions of Russia, the effectiveness of state policy, support measures, etc., while taking into account the level of current readiness, the current status of digitalization of regions and their potential. A grouping of regions is also possible, for each group their own development targets are set until 2024, "said Alexander Zorin.
File:Aquote2.png

The rating of IQ cities of the Ministry of Construction and the approaches to its compilation, according to Zorin, can certainly also be used in the federal project.

Notes
