Data from Rostelecom employees hit the Web

On June 6, 2022, it became known that Rostelecom employees' data were publicly available. The company confirmed the problem and suggested that it arose due to the actions of one of the former employees.

According to the Telegram channel "Information Leaks," the text file posted on the darknet contains 109.3 thousand lines, including:

  • Corporate email address (all on the rt.ru domain and its subdomains);
  • Login to the corporate system and domain;
  • Contact phone numbers (home, work, mobile);
  • Characteristics of the dismissed and active employee;
  • Record creation date (19.01.2021 to 15.12.2021);
  • Position of the employee.

As noted by the Telegram channel, earlier the same source laid out the databases of the SKOLKOVO Management School, the educational portal GeekBrains, the Yakut portal Ykt.Ru and the delivery service Delivery Club. Judging by the leaked data, there are contact data from employees of various regional branches of the company.

Rostelecom explained that the company has begun an investigation into the leakage of data from the company's internal accounts, and the possibility of external penetration into the infrastructure is excluded.

"Rostelecom" and VTB create a platform for the exchange of big data

A single operator from Rostelecom and VTB may appear on the big data market

According to the publication, Rostelecom and VTB intend to exchange data and process it by combining different customer data into user profiles. For example, the system may have information about a person's gender and age, their purchases, preferences, income, and movements.

Future partners do not intend to use personal data: customer profiles will be tied to abstract IDs, the newspaper's interlocutors say.

A person who knows about the details of the project from several of its potential participants told the newspaper that there are ideas to assess a person's creditworthiness using big data, develop methods for attracting and retaining customers, but this does not exhaust the possibility of using such a large base.

According to another source, it is possible that the platform will be created to pay for goods and services using a single application for mobile phones, only more functional and flexible than the current fast payment system.

The publication writes that future partners are already trying to involve other data providers in the project. Among them are listed such companies as Magnit, Tele2, Post Bank, Sogaz, PIK Group, National Media Group, Russian Post  and X5 Group.

The representative of Tele2 confirmed that the company can become a participant in the project. The rest of the companies either declined  to comment or did not respond to requests from the publication.[15]

Preparation of a plan for the transition to domestic software

Failure on Rostelecom network due to error in BGP configuration

The anomaly occurred as a result of two related errors: the Krek network, which made an error in the BGP configuration and became the source of the problem, and the Rostelecom network, which became a carrier without configuring the correct filtering at the junction with this client. Due to errors in the configuration of the BGP protocol, these operators not only "suspended" their networks, but also created problems for other services whose traffic was intercepted. The total duration of the anomaly was more than an hour.

Regional operators protest against deliberate damage to communication lines by Rostelecom employees

In September 2017, the Interfax-Ural press center held a press conference in which independent regional telecom operators from Nizhny Tagil, Chelyabinsk and Novocherkassk took part . All those gathered, one way or another, suffer from deliberate damage to their communication lines carried out by Rostelecom employees. The scandal, which initially bore the character of a local conflict, grew to a federal trend that directly threatened the very fact of the existence of independent operators. The present leaders of regional companies from the Rostov, Chelyabinsk and Sverdlovsk regions consider such methods of competing using illegal methods unacceptable and urge colleagues not to hush up such facts, but to contact law enforcement agencies and the media.

Regional operators protest against Rostelecom

In particular, we are talking about the Nizhny Tagil Metallurgical Plant and the Uralvagonzavod research and production corporation, as well as communication lines of the FSB, FSO and a number of civilian facilities, including the ambulance backup communication line. The police of Nizhny Tagil initiated 4 criminal cases under article 215 of the Criminal Code of the Russian Federation. Also, the leadership of Tagil Telecom appealed to the FSB of Russia with a request to check the actions of Rostelecom for the presence in their composition of signs of Article 281 of the Criminal Code of the Russian Federation - "Sabotage."

The reason for the conflict was the use by the Tagil Telecom operator of a cable duct, once privatized by Rostelecom. Representatives of Rostelecom do not agree with the rental cost determined by the Arbitration Court of the Sverdlovsk Region, and unilaterally demand to raise it neither more - nor less - 8 times, having no legal basis. At the same time, all negotiations on this matter, one way or another, go into the plane of illegal actions - intentional damage to communication lines and threats to the regional operator.

As it turned out at a press conference, the situation in Nizhny Tagil is far from isolated. During the internal industry investigation, facts of illegal actions of a similar nature were revealed against independent telecom operators in other regions of Russia - Rostov, Leningrad and Chelyabinsk regions. According to representatives of the affected operators who were present at the press conference, in all cases there were facts of forcing companies to deal on unfavorable terms and deliberate damage to communication lines - in case of refusal. In addition, in most cases, for example, in Chelyabinsk, Rostelecom representatives did not provide their opponents with any documents confirming ownership of leased objects - cable sewers or ground poles-supports.

According to the participants in the press conference, the situation threatens not only the business of independent operators, but also public safety in general. Socially unprotected segments of the population suffer from the actions of the monopolist. In particular, in case of damage to the communication lines of a cable television operator in Novocherkassk, elderly and poor customers were offered to switch to service at Rostelecom, whose tariffs exceed the tariffs of an independent operator by 6-8 times. In Chelyabinsk, residents of remote villages and the private sector suffer. The situation is no better in Nizhny Tagil - in addition to the city-forming enterprises, such services as Ambulance suffered...

Moscow lawyer, expert on the problems of telecommunications operators Dmitry Galushko, during a press conference unequivocally stated that "dismantling communication lines without a court decision is prohibited by law." He gave regional operators a number of tips on how to behave in the above situation: "When dismantling, complain to law enforcement agencies. If the rental price is clearly exceeded, the FAS Russia will challenge the methodology for setting the price. In lawsuits from Rostelecom to the court, file a petition for an examination in terms of determining the price of the service of providing space in the sewer. "

Rostelecom took revenge: NVision fined 64 million

NVision Group will have to pay Rostelecom over p60 million as a penalty for late delivery of equipment. This follows from the decision of the Arbitration Court of the North Caucasus District, which on May 3, 2017 decided to leave unchanged the decision[2] Arbitration Court of the Krasnodar Territory of November 10, 2016 and the decision of the Fifteenth Arbitration Court of Appeal of January 26, 2017, and the cassation appeal of NVision - without satisfaction[3].

As part of this protracted proceedings, the courts considered both the claim of Rostelecom against its contractor and the counterclaim of NVision - with demands to recover a penalty from the telecom operator for late payment of the supplied equipment. The amount of the first of them after clarifications amounted to p68.1 million, the second (also after clarifications) - p4.2 million. "In the order of netting, recover from JSC 'NVision Group' in favor of PJSC 'Rostelecom' p64.1 million penalty," reads the final court decision.

In public documents of the court there is no specific description of the subject of contractual relations between the two organizations. There is only an indication that the supply of NVision to Rostelecom of unnamed equipment and the provision of certain services to it were spelled out in several dozen contracts with different dates of execution. The editorial office failed to unambiguously identify the problematic contract on the public procurement website.

NVision takes debts from Rostelecom for the 112 project

As CNews learned, Rostelecom will have to pay NVision Group p32.8 million - debt under the contract for p18.2 million and a penalty of p14.6 million. Today, April 3, 2017, the Fifteenth Arbitration Court of Appeal of Rostov-on-Don upheld the earlier decision of the Arbitration Court of the Krasnodar Territory to recover the above amount, and the operator's complaint, without satisfaction[4]

The proceedings concerned a contract concluded on December 23, 2013 between Rostelecom and NVision Group, under which the operator's contractor was to automate the facilities of the first stage of the emergency call system at the single number "112" based on the duty dispatch services of the Krasnodar Territory, including the installation and commissioning of equipment, as well as the transfer of rights to use software.

From the materials of the court it follows that NVision fulfilled its obligations in full - it carried out work for p126.1 million and supplied software for p425 thousand. DIA is looking for options to sell 7.4% of Rostelecom shares

DIA, which owns 7.4% of Rostelecom's shares, began to consider various options for selling its stake.
