The volume of the IT services market in Kazakhstan grew by 20% over the year and reached 259 billion rubles
At the end of 2024, the volume of the IT services market in Kazakhstan reached 1.74 trillion tenge, or about 259 billion rubles. For comparison, a year earlier, costs were estimated at 1.4 trillion tenge. Thus, an increase of 25.9% was recorded, as stated in the materials released in early December 2025.
According to the Finprom.kz resource, referring to the data of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, in 2024 legal entities were provided with IT services totaling about 1.4 trillion tenge (209.7 billion rubles at the exchange rate as of December 9, 2025). The contribution of individuals amounted to 81.7 billion tenge (12.24 billion rubles), non-residents - 303.7 billion tenge (45.48 billion rubles). In regional terms, the largest volumes of rendered IT services were recorded in Almaty (962.3 billion tenge), Astana (607.9 billion tenge) and Karaganda region (37.9 billion tenge).
Employment in Kazakhstan's IT sector is on the rise, the study said. As of the third quarter of 2025, the number of employees in the field of information and communications reached 200.5 thousand people: this is 7.8% more than in the same period of the previous year. Most of the employed were recorded in Astana - 53.5 thousand people, which is 34.1% more than a year earlier. Then Almaty and Almaty region are located with indicators of 53.1 thousand and 13 thousand workers, respectively. The lowest values of the number of employees in the field of information and communications were noted in Ulytau (1.2 thousand), North Kazakhstan (2.4 thousand) and Kyzylorda (2.6 thousand) regions.

If we consider only the communication segment, then, according to the Bureau of National Statistics, in 2024 its volume reached 1.34 trillion tenge (200.5 billion rubles) against 1.22 trillion tenge a year earlier. The index of the physical volume of communication services in January-December 2024 compared to the corresponding period of the previous year amounted to 103.5%. A significant share in the total volume of the sector is occupied by Internet access services, other telecommunication services and mobile services, the volume index of which is 116.7%, 100% and 76.3%, respectively. The number of cellular subscribers in Kazakhstan by the end of 2024 reached 26.17 million, of which 18.98 million people used mobile Internet. The number of IT specialists in Kazakhstan for the year increased by 0.4% to 188 thousand people

It is noted that compared to 2021, the number of IT specialists in Kazakhstan was 92,782 people, the value more than doubled. As of 2024, approximately 62.2% of IT professionals, or 117,168 employees, have a higher or postgraduate education. Another 37% of employees received technical and professional education, 1% - secondary.
The authors of the study emphasize that, despite the relatively small increase in employment, maintaining the high quality of human capital creates favorable conditions for innovation and digital transformation. In the long term, strengthening educational programs, stimulating the influx of young professionals and reducing the "brain drain" may contribute to a more dynamic development of the industry.
Employment in the IT sector of Kazakhstan has a pronounced regional concentration. The largest number of specialists is concentrated in the cities of Almaty (49,734 people), Astana (39,554 people), Shymkent (11,845 people) and in the Turkestan region (12,947 people). This distribution is explained, in particular, by the large population in the respective regions. In addition, in these settlements there is a high level of development of digital infrastructure and educational base, which provides training. In 2024, the average monthly salary of IT specialists in Kazakhstan amounted to 726,771 tenge ($1,385 at the exchange rate as of November 12, 2025), which is 23.6% more than in 2023 (588,205 tenge). The work of specialists in the field of computer programming and consulting services is especially highly appreciated, where the average nominal salary reached 1,092,716 tenge (about $2,082). At the same time, a significant gender pay gap is recorded: the average salary of men was 781,022 tenge ($1,488), women - 636,258 tenge ($1,213), which is 22.75% less.

In general, in 2024, the level of remuneration in the IT sector of Kazakhstan was 1.8 times higher than the average wage in the country's economy. Such a gap reflects not only the growing demand for qualified IT specialists, but also the increasing competition between companies for attracting developers and analysts, which makes IT one of the highest paid industries in Kazakhstan.
The study also notes that in 2024 the number of specialists in the field of information and communication technologies in Kazakhstan amounted to 43,413 people. This is 3.7% less than the previous year, when the figure reached 45,008 employees. In the overall structure of the IT market, the largest contribution was provided by services for the development and testing of the program code - 684.9 billion tenge, or approximately $1.39 billion. Then there is maintenance of software, databases, Internet resources and information systems with a result of 111.9 billion tenge. Consulting services in the IT sector brought 105.1 billion tenge. The system maintenance of software and hardware systems accounted for 82.2 billion tenge. The number of IT companies in three years increased by 16% to 18,683
By the end of 2024, the number of IT companies in Kazakhstan reached 18,683 - this corresponds to an increase of about 16% over a three-year period. Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Zhaslan Madiev spoke about the situation in the industry on November 26, 2024.
According to him, the average monthly salary of IT specialists in the country for three years increased more than one and a half times - by 54%: by the end of 2024, it reached 673 thousand tenge, or about $1350 (at the rate of November 26, 2024). This reflects "high demand for skilled personnel and competitive working conditions." Approximately 187 thousand people work in the IT sector of the republic, which is 12% more than three years ago.

UAE will build data centers in Kazakhstan

According to the results of the first half of 2024, the volume of services in the field of computer programming, consultations and other related services in Kazakhstan reached 611.3 billion tenge ($1.28 billion) - 29.2% more than in the same period of 2023. Philippe de Marcillac, IDC Vice President, said: "We have every reason to believe that the strategy and investment of the Kazakh government can put the country on a par with the growing economies of the BRICS and VISTA countries in terms of potential for growth."
In general, the economy of Kazakhstan is also developing rapidly. GDP growth in 2010 was 7%, the government outlined ambitious goals for the growth of this indicator for the coming years. According to the country's innovation program, one of the key components of the "economy of the future" is the ICT sector.
In addition, the Kazakh government is aware of the need to transform the methods of using modern electronic technologies and services. IDC Manager in Kazakhstan Andrey Beklemishchev says that "government support and readiness for change determine the main drivers of the country's IT market growth for the next five years.
Also, IDC materials say that Kazakh IT users are closely following international IT trends and are very interested in new technologies.

In general, in the first two quarters of 2010, the IT market in Kazakhstan, according to IDC estimates, increased by 81.3% in unit terms and almost doubled (an increase of 89.2%) in monetary terms compared to the same period in 2009.
The Kazakh IT market is noticeably "skewed" towards hardware, which accounts for about 80% of sales.
Market Structure by Segment
Equipment deliveries
According to IDC, as of 2010, the equipment market in Kazakhstan occupies a leading position and accounts for 79% of the entire IT industry. As the standard of living in the country grows, the demand for equipment is shifting to more expensive segments, and the positions of the "gray" market are gradually decreasing.
Today in Kazakhstan there are about 30 companies specializing in the sale of hardware. However, the main market is divided between several large hardware suppliers, such asLogicom, White Wind, Alser and Arghims. The share of one "White Wind" of the total sales in the republic is 25-30%.
IT services
As for IT services, this market segment is in second place after hardware. According to IDC, this segment occupies 14 % of the Kazakh IT market. According to the Agency for Statistics of the Republic of Kazakhstan, among all types of services among Kazakh users, advisory services on software development and maintenance are in particular demand. This is followed by services related to the repair, supply of computer equipment and the development of Internet sites. Most of Kazakhstan's IT companies specialize in services, the profit from them is 43.8% of the total income level in the IT market.
2009
According to the results of 2009, a decline was recorded in the IT market of Kazakhstan: the volume of sales of the PC segment decreased by 25.5% in unit terms compared to 2008 and by 35.6% in monetary terms. Moreover, it fell below the results of 2006.
