Gazprom will build a data center in Veliky Novgorod. 450 billion rubles can be invested in it

Gazprom is embarking on a large-scale project to build a data processing center (DPC) in Veliky Novgorod. According to Vedomosti, a new legal entity was created for the implementation of the project on August 15, 2024 - Gazprom Mezhregiongaz ECRK LLC with an authorized capital of ₽10 million. The main activity of the company is related to the processing of data and the provision of information placement services. The new general director of the organization was Yuri Maksimov, who previously headed Gazprom LNG Portovaya LLC.

The total cost of construction can be up to ₽450 billion, estimates the founder of DC Square Alexander Martynyuk. The data center is expected to be operational by 2028 and will be able to serve up to 5,000 racks.

Gazprom will build a data center in Veliky Novgorod, investments - 450 billion rubles

The choice of Veliky Novgorod for the construction of a data center is due to a number of factors, including the presence of cheap electricity and powerful communication channels, which makes the region attractive for the implementation of such projects. In addition, proximity to gas transmission units also plays an important role in choosing a location. According to Alexander Frolov, deputy director of the Institute of National power, data centers are usually built near large Gazprom infrastructure facilities to control the gas supply system and ensure parallelism of processes.

In early September 2024, Alexander Martynyuk clarified to the publication that the request from Gazprom was received more than a year ago. The company's specialists considered several options for the project, including power supply, gas generation and cooling technologies. However, the company did not participate in the further development of the project.

The cost of building one kilowatt of power per rack starts from ₽1- ₽1,2 million . The construction of a data center of this scale will allow Gazprom to solve not only internal operational tasks, but also it is possible to use its capacity to provide cloud services or external customers,[1] said[2]

Gazprom revealed annual costs of digital transformation

11.4 billion rubles in 2021 amounted to expenses for the creation of computer programs and digital transformation in the Gazprom group, according to its report on sustainable development. It also specifies that the data are given for 2021 by Gazprom and the group companies included in the perimeter of its digital transformation strategy for the period 2022-2024, as well as by subholdings developing their own digital transformation strategies (Gazprom Neft, Gazprom Mezhregiongaz, Gazprom Energoholding)[3].

Gazprom's digital transformation strategy is designed to ensure a qualitative increase in the efficiency of production and management processes through the widespread use of digital technologies, as well as the formation of an environment for creating new areas of activity "(photo - Evgeny Pavlenko, Kommersant)"

In the sustainability report for 2020, the group did not disclose the amount of spending on digital transformation.

The above digital transformation strategy was approved by a decision of Gazprom's board of directors in January 2022. It included 253 projects.

Prior to this strategy, Gazprom adopted a comprehensive target program for the development of the group's unified information space for 2018-2022. In 2021, measures continued to implement current projects under this program. Measures from the program for 2022 are also taken into account in the digital transformation strategy.

At the first stage of the strategy implementation, a unified model of data and regulatory reference information of Gazprom companies will be formed - a corporate repository of information about the main assets and business processes of group companies, their suppliers and contractors, about existing and potential consumers, about the current requirements of federal government bodies.

On the basis of this unified model, digital ecosystems of the gas, oil and electricity business will be built using digital platforms, which in the future, together with digital services, will be combined into a single digital environment for Gazprom, the group said in a report.

It also says that as part of the development of the group's integrated information technology infrastructure, Gazprom's need for server equipment and hardware was organized.

Software in Gazprom is also developed as part of the R&D direction. The total investment in R&D in 2021 amounted to 24.6 billion rubles, but Gazprom's reporting does not specify how much of this amount went to software development.

Gazprom's digital transformation strategy approved until 2026

In December 2021, the Gazprom board approved the group's digital transformation strategy for the period 2022-2026. This document, as the company's press service explains, is aimed at increasing the flexibility of Gazprom's business management, creating new directions for its development, as well as increasing efficiency and production safety.

The draft strategy was developed in accordance with the methodological recommendations of the Ministry of Digital Development of the Russian Federation for the digital transformation of state corporations and companies and agreed with the Ministry of Digital Development and the Ministry of Energy of the Russian Federation.

In December 2021, the Gazprom board approved the group's digital transformation strategy for the period 2022-2026

The basis of the target strategy architecture was the creation of a unified data model for Gazprom Group companies, which will be integrated with the National Data Management System. On the basis of this Unified Model , digital ecosystems of the gas, oil and electricity business will be built using digital platforms.

Each platform is a group of specialized IT solutions and services combined by a single regulatory reference information. One of these platforms created as part of the strategy will ensure interaction with national information systems.

It is noted that in some cases Gazprom acts as a pilot implementation object. For example, the company is a member of the working group on the implementation of a pilot project of the Federal Tax Service of the Russian Federation on the  integration of information systems of companies participating in tax monitoring with the information system of the tax service - AIS "Tax-3."

Some digital platforms are under development by mid-December 2021. Thus, work is underway to create a Unified Digital Platform for Investment Project Management. For participants in the investment process, including contractors, a single digital space will be created with a set of IT solutions and digital information models of facilities for project management at all stages of implementation. Gazprom creates IT news analysis system for risk assessment of banks

On October 4, 2021, it became known about Gazprom's decision to create an IT news analysis system for risk assessment of banks. The state corporation announced a corresponding tender, within which it is ready to pay up to 22.5 million rubles. Read more here.

Gazprom first reported the amount spent on the purchase of Russian software

In 2020, as part of the plans for the transition of the Gazprom Group to the predominant use of domestic software, the total value of purchased products included in the register of Russian software amounted to 3.299 billion rubles, out of the total volume of purchased software of 6.443 billion rubles. Thus, the purchase of domestic software accounted for 51.2%. This is reported in the annual report of Gazprom for 2020[5]. The company's previous annual reports did not contain such an indicator.

It follows from the report that the given data are compiled from reports on software purchases in 202 organizations. The parent company of the group - PJSC Gazprom - for these purposes, in particular, spent 562 million rubles, which is 50% of all its software purchases. The total volume of software purchases for the parent company, including software for ongoing projects for the creation and development of information systems, at the end of 2020 amounted to 1.118 billion rubles.

In 2020, the procurement of domestic software in general purchases of software of the Gazprom group accounted for 51.2% "(photo - gazprom.ru)"

The names of domestic software products that Gazprom purchased in 2020 are not given in the annual report, as well as solution classes. But from the report it follows that, for example, in 2020, Gazprom, together with the company's corporate security service, organized the purchase of domestic hardware and software systems to replace components critical for ensuring information security.

File:Aquote1.png
The processes of digital transformation in the Gazprom Group are accompanied by risks associated with the introduction of new/implementation of existing external sectoral sanctions in the field of information technology aimed at reducing the reliability of the functioning of information management, information and other automated systems, the company notes in its annual report.
File:Aquote2.png

In this regard, Gazprom has organized work to reduce IT and automation risks related to the implementation of action plans for the transition of PJSC Gazprom to the predominant use of domestic software, and the replacement of imported computer equipment with domestic counterparts.

And in June 2021, the Board of Directors of PJSC Gazprom approved a decision to develop and introduce a section on digital transformation into the company's long-term development program, where the target efficiency indicator for import substitution would be established in the form of a share of expenses of 70% by 2024 for the purchase of domestic software and related works from Gazprom's total expenses for software and related services[6]. The section with such a KPI is planned to be included in the long-term development program until September 2021.

Gazprom estimates its transition to Russian software and equipment at 180 billion rubles

Gazprom's transition to Russian software and equipment could cost it at least 180 billion rubles. This became known on March 23, 2021 from a letter that the head of the company Alexei Miller sent to Prime Minister Mikhail Mishustin.

File:Aquote1.png
The adoption of the decree in the current edition will lead to a significant one-time financial burden and risks of a negative impact on Gazprom's economic performance, Miller said in a statement, excerpts from which RBC cites.
File:Aquote2.png

He asked to exclude from the draft decree "on technological independence" of critical infrastructure specific dates for the transition to Russian software and equipment. The current ones - until January 1, 2024 for software (software) and 2025 for equipment - seem too hasty for the head of Gazprom.

Gazprom estimates its transition to Russian software at least 180 billion rubles

Alexey Miller also asked Mishustin to instruct the Ministry of Digital Development and the Ministry of Industry and Trade to consider and take into account the company's proposals for finalizing the decree. Attached to the letter are comments on the draft decree prepared by the first deputy head of the company Oleg Aksyutin.

According to him, the main volume of software and equipment at hazardous production facilities is single software and hardware complexes, their replacement must be done at a time and only after an audit of the existing software and the preparation of a plan for its replacement. Aksyutin proposed postponing the preparation of the transition plan by nine months from the date of approval of the document. In the draft, the deadline for preparing the plan is July 1, 2021.

The president of the non-profit organization Soyuzneftegazservice"" Igor Melnikov believes that it is possible to develop competitive industrial Russian software or equipment only with the support of all companies, ENERGY INDUSTRY because there are many types of software and equipment that each of them uses. In this case, as the interlocutor of RBC is convinced, the product can be made faster, and this will not hit the financial indicators of each of the companies.[7]

2020

Gazprom reported on the largest digital projects in 2020

In the sustainability report, the Gazprom Group reported on the largest projects in the field of digital technology implementation, which were carried out in 2020, in terms of coverage and territorial placement of end users.

Thus, in terms of basic automation of the main management processes, in 2020, information and control systems (IUS) of 26 Gazprom subsidiaries of the main types of activities were put into continuous operation. In 2020, the number of corporate management IUS users reached 34 thousand people, and enterprise-level business process management IUS - more than 45 thousand people. It follows from open sources that the IUS in Gazprom uses 1C and SAP solutions.

The group also creates a single digital platform for managing investment projects of PJSC Gazprom (EDS). The main goal of the project is to create a system of IT solutions combined by a single approach to the implementation of business processes for managing investment projects of the company and designed to collect, store, agree, process, visualize and transmit reliable information about the plans and actual indicators of investment projects.

The IT solution is based on a modular principle, which includes the implementation of separate functional units in the areas of investment planning, information modeling and engineering data management, calendar and network planning, cost management, accounting for the volume and terms of contracts, construction control, commissioning support, logistics, as well as separate functionality to support management decisions.

Another large-scale project is the unified digital economic and technological optimization model of the Gazprom group (Digital Twin of the Company). As part of the creation of the model, a single storage is being developed and filled with data, both automatically coming from objects and collected software robots from various sources. The current prototype model is already used in the formation of Gazprom's long-term development program and investment program.

Other major projects include:

  • automated control systems for production and technological processes, including those built on unified Russian software and hardware. Pilot solutions of such systems were implemented during the construction of the Bovanenkovsky field, the Chayandinsky field, and the construction of the Power of Siberia gas pipeline;
  • intelligent gas metering systems, including the gas supply sector, which will optimize the activities of sales companies;
  • information and control system of gas transportation, which allows to control technical condition and integrity of linear part of main gas pipelines. In 2020, a management decision-making mechanism was implemented, including to ensure the safe operation of gas pipelines, taking into account the required productivity.

And in order to consolidate and provide information to employees of the Gazprom Group, determine the possibilities of replication, licensing and commercialization of the best products in the field of digital development, a corporate bank of digital projects and technologies was created in 2020.

In 2020, the implementation of the project for the transition of Group companies to electronic document circulation of accounting documents and contracts based on Russian software was also launched. What product we are talking about here is not specified in the sustainability report. But, for example, Gazprom Neft in 2020 announced a large-scale project for import substitution of corporate software for electronic document management based on the Tessa platform.

As for import substitution of software, in the annual report for 2020, Gazprom for the first time revealed how much the group spent on these purposes for the reporting period. As part of the plans for the transition of the group to the predominant use of domestic software, the total cost of purchased products included in the register of the Ministry of Digital Development amounted to 3.299 billion rubles - 51.2% of the total volume of software purchases (for more details, see the block below).

Activities in the field of digitalization and automation of processes in Gazprom are regulated by a comprehensive target program for the development of a single information space (UIP) for the period 2018-2022 and a comprehensive target program for the reconstruction and development of automated process control systems.

And by the end of 2021, it is planned to develop a strategy for the digital transformation of the Gazprom group, which will establish new mechanisms for managing digital projects and contain road maps on the gas business, as well as general issues such as the development of digital culture, labor protection and industrial safety, and ecology. Work on the strategy is carried out in accordance with the national program "Digital Economy of the Russian Federation," according to the report on sustainable development.

Gazprom is transferring employees to a remote mode of operation

On March 17, Gazprom issued an order on additional measures to prevent the spread of a new coronavirus infection in the group's companies. The document, signed by Gazprom Chairman Alexei Miller, is at the disposal of TAdviser.

The first measure in it indicates the transfer from March 18 to remote work of employees of the parent company Gazprom, who have the opportunity to perform their labor function outside the employer's location. From March 19, the same should be done in branches, representative offices, institutions and enterprises of the group of companies.

At the same time, it was ordered to introduce daily personnel records of employees transferred to remote work and ensure uninterrupted functioning and interaction of production units.

All employees transferred to remote work are instructed to use only Gazprom's information resources to fulfill their functional tasks in compliance with information security requirements.

Remotely working employees must independently ensure daily temperature change not only at home, but also at those living with them. When the first respiratory symptoms appear in an employee or persons living with him, he must seek medical care at home without visiting medical institutions.

For employees transferred to remote work, the current working hours and wage conditions remain, the order says.

Earlier, other companies, including Yandex, X5 Group, VimpelCom (operates under the Beeline brand), Rambler Group, Vkusville, McDonald's, a number of banks and others, gave permission to employees or part of employees to work from home. [9]. At the same time, Yandex also introduced compensation for taxis and Yandex.Drive for trips from house to office and from office to home for those employees who are still forced to come to the office to reduce their use of public transport.

On March 17, it also became known about the plans of three ministries to transfer their employees to remote work: the Ministry of Economic Development, the Ministry of Industry and Trade and the Ministry of Communications, which recently moved to the government complex in Moscow City, intend to do this. [10].

Gazprom banned face-to-face meetings with the participation of more than 10 people, now only through the Aerospace Forces

On March 13, Gazprom issued an order on measures to prevent the spread of a new coronavirus infection in the group's companies. The document, signed by Gazprom Chairman Alexei Miller, is at the disposal of TAdviser.

One of the measures in it is the transfer of meetings with more than 10 participants to remote mode using. video conferencings For this type of communication, Gazprom has previously. purchased Cisco solutions But other solutions were bought in the companies of the group. For example, "" Gazprom Transgaz Saratov (GTS) is a client of a Russian solution developer. AEROSPACE FORCES TrueConf

It was also ordered to limit the direction of employees on business trips abroad and throughout Russia and recommend employees to abandon private trips abroad. And the workers themselves are now obliged to report their return to Russia and the details of their stay abroad and ensure self-isolation at home for a period of 14 days from the moment of return.

When the first respiratory symptoms appear, workers are ordered to immediately seek medical care at home without visiting medical organizations.

Measures include the approval of action plans to prevent the spread of coronavirus infection. The work of the corresponding "hot telephone lines" should be organized, 100% thermometric control of workers should be provided before the start of work and persons with elevated temperatures should not be allowed to work places. At the same time, the company will have to assist employees in ensuring compliance with the self-isolation regime at home.

Gazprom will also create an information resource on the topic of countering coronavirus infection, which will ensure the possibility of interaction and informing workers on pressing issues.

A report on the implementation of measures to prevent the spread of infection will have to be provided to Miller by Gazprom Deputy Chairman Mikhail Putin every day.

Gazprom's subsidiary cleaned up the development of its own software and bought foreign software for 290 million

As I found out, CNews the subsidiary of Gazprom, "" Gazprom Design carried out a large-scale purchase ON of Microsoft, at the stage of preparation of which a number of its employees lost their work, who were engaged in the introduction of independent import solutions and the development of their own software software based on free software[11]

Two sources of CNews, familiar with the situation in the engineering company, said that on the eve of the purchase in question, the organization had somehow "changed its policy" regarding the software used. During August-October 2019, the company's management forced the entire staff to quit the project to develop solutions using the language, JavaScript message manager, and Apache Kafka. OS Linux DBMS PostgreSQL

According to the interlocutors of the editorial office, a team of four managed to create a system for maintaining a technical archive, which reached the stage of experimental operation, but was not introduced in the end. Employees made it clear that they would not be able to stay in the company and compensated for the inconvenience with two additional salaries for "voluntary" dismissal.

In addition to them Gazprom , a person who supported the impermanent independent also left the "design" under pressure. IT infrastructure Under his leadership, free clusters were deployed in the administration of the company and four of its branches (virtualizations oVirt while they continue to work, but presumably will be replaced by and MS Hyper-V solutions), VMWare the open product Samba4 running a domain for 5 thousand users for imitation on Linux-PC software (Windows the domain is still working, but will apparently be replaced by Windows-AD), the central mail system is deployed on Linux (Sendmail plus Cyrus-IMAP for 2 thousand users; continues to work, but is likely to be replaced as part of the purchase in question). Microsoft Exchange

Under 1C the leadership of this employee, all applications involved in the company "" were transferred to the PostgreSQL DBMS, and some of them, for example, "Document Flow," also began to use the Linux application server (judging by the Microsoft procurement nomenclature, a reverse migration to MS SQL Windows is expected).

In addition, in the St. Petersburg structural divisions of Gazprom Design (about 1000 people), a server was deployed IP-telephony on a free solution, Asterisk communication channels were organized between Linux branches with Russian OpenVPN-GOST cryptography, and many auxiliary systems (proxies, etc.) were launched backup on free software, Mediawiki Alfresco Redmine.

File:Aquote1.png
A CNews source believes that the company has been going for a long time to ensure that the design process is built mainly (although not completely) on "sanctions independent" solutions. "Now the entire server infrastructure will be tightly nailed to Microsoft," he concludes.
File:Aquote2.png

As far as CNews sources know, the employer did not look for the mentioned employees (all of them worked in the information management systems service) to replace anyone. In terms of creating its own software in Gazprom, the design allegedly remained only the development of solutions based on 1C products.

Development of a plan for the transition to domestic software

On February 4, 2019, Gazprom's board of directors decided to instruct Chairman of the Board Alexei Miller within two months to ensure the preparation and approval of an action plan for the transition of the company to the predominant use of domestic software. Gazprom announced this on the information disclosure portal.

The action plan should be designed for 2018-2021. and in addition to the board of directors of Gazprom, it was agreed with the ANO "Competence Center for Import Substitution in the Field of Information and Communication Technologies."

The document will include financial resources indicating the timing, volumes and sources of financing for the transition of Gazprom to domestic software and key performance indicators for the transition to the predominant use of domestic software.

Alexei Miller was instructed to ensure the development of an action plan for the transition to domestic software "(photo - gazprom.ru)"

The measures of Gazprom's transition to the use of domestic software as part of import substitution measures should be included in the company's long-term development program.

In addition to the parent company, this approach should also be implemented in subsidiaries where Gazprom's direct or indirect participation in authorized capital exceeds 50%.

On December 6, 2018, First Deputy Prime Minister and Minister of Finance Anton Siluanov signed a directive according to which state-owned companies, in which the state is the main shareholder and has a majority of votes on the board of directors, will have to switch to domestic software until 2021.

Within 10 days after its receipt, state-owned companies must convene a board of directors, and state representatives must vote on it. After approval on the board of directors, companies must prepare and approve a transition plan within two months.

2018: State of a Single Information Space

As of 2018, the unified information space (EIP) of Gazprom, according to the company itself, is 38 information and control systems that were introduced in the parent company and a number of subsidiaries and made it possible to automate the most significant business processes[12]

A corporate data warehouse was created based on key performance indicators, which allows monitoring and analysis of the performance of the Gazprom Group. It is designed to support management decision-making by the company's management.

A high-performance data center was also built, where Gazprom's computing power is concentrated.

As a result, an integrated information environment has been created for the joint work of more than 79 thousand specialists of the parent company and a number of subsidiaries and a powerful foundation has been laid to further improve the efficiency of corporate governance, Gazprom notes.

2016: Plans for a joint venture with SAP

2015: Gazprom has established a department for import substitution of technologies

In the structure of Gazprom in early 2015, a new department was created. It was headed by Pavel Krylov, Gazprom said in a statement. The new department is supervised by Deputy Chairman of the Board of Gazprom Vitaly Markelov. The Department will be responsible for the implementation of Gazprom's unified corporate technical policy in the field of search, creation and implementation of modern technologies, equipment and materials of world level, including replacing foreign analogues in order to ensure the technological independence of the company.

2014: Gazprom will create a package of Russian software to replace imported

Gazprom, NP RUSSOFT and the Delta Innovation Technology Development Center have agreed to implement an import substitution project for the oil and gas giant in terms of hardware and software. This was announced in September 2014 by the executive director of Delta Valentin Tsoi.

As conceived by Delta, by the end of September it is planned to provide Gazprom with a pilot platform in which the Windows OS and Oracle DBMS are replaced by Russian developments based on the Linux kernel . In addition, it is planned to close the area in terms of software for the design and development of fields.

According to Delta, about 94% of the systems for modeling gas and oil fields used in Russia are foreign solutions. A significant role in replacing software in this case is played not so much by patriotism and the prevention of a possible information leak as by the effectiveness of field development, Valentin Tsoi believes: many fields are unique and an individual approach is needed to them.

The created software stack should allow Gazprom to replace Windows, Oracle and modeling software with domestic developments.

It is planned to involve various IT developers, controlling organizations and regulators for the project. Among the members of the RUSSOF who will be able to participate in the project, Delta cites Alt Linux DBMS LINTER the company as an example. RELEX

RUSSOFT President Valentin Makarov explained to TAdviser that it is planned to form a software stack for the oil and gas industry on the basis of the developments of a number of different Russian companies. According to him, it will include software for modeling all the main processes of production and use of fields - from development to transmission through pipes.

RUSSOFT expects that the "roadmap" of the project should be ready in September 2014, and the main work on the formation of the stack is completed about six months after that. Delta was the main initiator of this project.

2008: Informatization Strategy

In January 2008, Gazprom's board approved the Informatization Strategy in order to make the company's management more efficient and its processes more transparent. The main task is to build a single information space and a vertically integrated industry management system. The integrated information and management system, which should appear in Gazprom, will include a corporate data warehouse and unified data collection and processing and production management systems for all divisions.

The informatization strategy states that both the gas giant itself and its subsidiaries will use it as the basis for their budgets and investment programs.

In 2008, as part of the first stage of the implementation of the informatization strategy, work was carried out on:

  • a project to create a corporate data warehouse based on a system of key performance indicators of OAO Gazprom, its subsidiaries and organizations;
  • nine new projects to create vertically integrated information and control systems for corporate governance processes based on the Corporate Data Warehouse (including projects to create the Automated Budget Management System of OAO Gazprom and the Automated Consolidated Reporting System of OAO Gazprom);
  • eight projects to create standard information and management systems of the enterprise by type of activity for subsidiaries of OAO Gazprom;
  • three system-wide projects (creation of the Industry Data Bank for Documentary and Factographic Regulatory Reference Information, the internal Corporate Internet Portal of OAO Gazprom, the Integrated Information Protection System of OAO Gazprom Information Management Systems);
  • creation of the Information System "Transport, underground storage and use of gas, power facilities."

By the time of the decision to create a single information space, the holding's subsidiaries worked on unrelated systems ranging from 1C and Microsoft Dynamics AX, ending with Oracle and SAP.

The central office of the gas company uses SAP solutions. In addition, the German vendor's systems work in a number of Gazprom subsidiaries:

  • Gazprom export
  • Gazprom Transgaz Saint Petersburg
  • Gazprom Dobycha Nadym
  • Gazprom Dobycha Orenburg
  • Gazprom Transgaz Samara
  • Gazprom transgaz Ukhta
  • Sevmorneftegaz
  • Gazprom Transgaz Surgut
  • Gazprom Transgaz Yugorsk
  • Gazprom Transgaz Yekaterinburg
  • Gazprom mining Urengoy
  • Yamalgazinvest
  • Gazprom Dobycha Yamburg
  • Gazprom Transgaz Ufa

However, only SAP was not chosen by all Gazprom subsidiaries:

Gazprom also created the following systems:
