Parking fines in St. Petersburg for the year increased by 37% to ₽3,9 billion

The amount of fines for violations of parking rules in St. Petersburg in 2024 amounted to ₽3,9 billion, which is 37% more than in 2023. The main sources of receipts were fines for non-payment of paid parking spaces and violations of the requirements of prohibiting road signs. These revenues replenished the regional budget of the city. TAdviser got acquainted with such data in August 2025.

The press service of Smolny clarified that the penalties were imposed mainly on motorists who did not pay for the use of places in paid parking lots. Also, fines were issued to drivers who left vehicles in the zones of action of prohibiting road signs 3.27-3.30 "Stopping/parking is prohibited."

The city administration associates a significant increase in revenues with the results of the transport reform aimed at creating a unified system of urban transportation. The reform contributed to increased control over compliance with traffic rules and increased the effectiveness of the administration of penalties.

The total revenues of the Transport Committee of St. Petersburg in 2024 reached ₽25,9 billion, which is 30% higher than the original budget plan of ₽20 billion. Compared to 2023, the department's total revenues increased by 34%, which demonstrates the effectiveness of the transport policy.

In the structure of revenues of the Transport Committee, a significant share is occupied by income from the operation of paid parking lots and fines for violations of stop and parking rules. These sources complement the main revenues from the organization of public transport and form a stable financial base for the development of the city's transport infrastructure.

Residents of St. Petersburg and tourists in 2024 paid ₽10,9 billion for travel and baggage in public transport, which is 5% more than in 2023. At the same time, the regional budget compensated for about 61% of the cost of travel through the subsidy system, which reduces the transport burden on citizens' budgets.[1]

Biometrics and geometries to pay for travel. How the digitalization of transport systems is taking place in St. Petersburg

According to Deputy Minister of Transport of Russia Dmitry Bakanov, St. Petersburg is one of the Russian leaders in terms of the development of new technologies in transport. As of mid-2024, approximately 98% of passengers in the Northern capital pay for travel electronically. Various options are available: electronic card "Podorozhnik," bank cards ("Unified card of St. Petersburg") and payment by mobile phone. Payment means are also implemented using a mobile application and through the SBP.

Another option will be the "open loop" payment technology without expensive validators. This system works using geolocation on a smartphone: a special application monitors the routes and speed of the user's movement around the city by geometry during the day. True, according to Bakanov, the work of such a service is complicated by the binding to geodata.

At the same time, St. Petersburg, together with the Ministry of Transport and the Ministry of Digital Development, is working on the introduction of fare payment using biometrics. In mid-February 2024, the administration of St. Petersburg presented an updated draft program for the development of the urban transport system. It says about the allocation of 1.7 trillion rubles from the city budget. Expenses in the amount of 300 million rubles from extrabudgetary sources are also planned.

With the money included in the program for the development of the transport system of St. Petersburg, it is planned to build roads in residential areas, create understudies of the main highways and interchanges, and update the rolling stock of public transport.

The authorities of St. Petersburg have prepared an updated draft program for the development of the urban transport system.

As noted by the publication "Fontanka," the project includes the construction of the Big Smolensk Bridge and the Latitudinal Highway of High-Speed ​ ​ Traffic (SHMSD) and seven metro stations. For maintenance and cleaning of roads without tenders, it is planned to reorganize city enterprises into budgetary institutions. By 2029, it is planned to maintain the share of regulatory road surfaces at 71.2%.

It is planned to gradually update the rolling stock of the metro and ground transport. For example, in the metro, reconstruct escalators and trains. And for ground transport, purchase new trolleybuses, buses and trams, build parks for gas-powered buses in Kamenka and Gorelovo. Recall that in October last year  , the construction of a fleet of electric buses on Rzhevka began. About 128 billion rubles will be allocated for the modernization of the ground transport fleet and the reconstruction of contact networks.

Work with bicycle paths will continue, by 2030 it is planned to create more than 500 new routes. In 2023  , three bike paths with a total length of 6.6 km appeared in St. Petersburg, another 10 km is supposed to be built in 2024.

At the same time, the document attributed a three-stage priority system, where first there is a pedestrian, then public transport, then cars. The passport also includes information according to which 66.2% of Petersburgers are satisfied with the state of the city's transport system. The target is 89.4%.[3]
