Earlier in October 2023, the former Deputy Minister of Health of Dagestan Mazai Ramazanov, dismissed in January 2022, was arrested in the case of receiving bribes in the amount of more than 87 million rubles. The ministry said that it had taken measures to correct the shortcomings back in February 2023: penalties were applied to the responsible employees of the Ministry of Health, and a number of chief doctors were dismissed. Earlier, the head of the region, Sergei Melikov, criticized the Ministry of Health of Dagestan. Police detained suppliers of faulty medical equipment for 24 million rubles in a hospital in Dagestan
Law enforcement officers revealed the theft of budget funds when supplying ventilators under a state contract to one of the medical institutions in Makhachkala, the press service of the Main Directorate of the Ministry of Internal Affairs of Russia for the North Caucasus Federal District said in early June 2022.
According to the investigation, under the guise of new equipment, devices were supplied that did not meet the requirements of the specification and were used. Of the eight delivered devices, five required understaffing, two were completely faulty.
The contract was signed by the Ministry of Health of Dagestan in March 2020. Its amount amounted to 24 million rubles, but this price, according to security officials, was almost doubled.
The crime was revealed by employees of the Third Operational-Search Unit of the Main Directorate of the Ministry of Internal Affairs of Russia for the North Caucasus Federal District and the Department "K" of the Economic Security Service of the FSB of Russia.
The police detained the supplier of the devices, the entrepreneur with whom the state contract was concluded, as well as the intermediary who was preparing the necessary documentation. The director of the company chose a preventive measure in the form of detention, the other two - house arrest.
The investigative part of the Main Directorate of the Ministry of Internal Affairs of Russia in the North Caucasus Federal District initiated a criminal case under Part 4 of Art. 159 ("Fraud") of the Criminal Code of the Russian Federation. During the search activities carried out at the places of residence of the defendants and in their offices in Moscow and the Stavropol Territory, ventilators, accounting documentation, office equipment, and mobile communications were seized. By the beginning of June 2022, a number of necessary operational-search measures and investigative actions are being carried out aimed at identifying other members of the group and other facts of illegal activities, the Ministry of Internal Affairs said.[3]
