Alexander Khinshtein called the main tasks of the State Duma Committee on IT and communication
The head of the State Duma Committee on Informational Policy, Information Technology and Communication Alexander Khinshtein told on February 5, 2020 about priorities of activity of committee and interaction from the Ministry of Telecom and Mass Communications.
Khinshtein reminded that the committee not always took the leading positions in the State Duma and information space. However, according to him, the previous head of committee Leonid Levin managed to bring work and the status of committee to qualitatively other level.
I am sure that we will save succession in work of committee and all that the best that Leonid Lyovin in the work put, we will increase greatly. But, of course, we will not be satisfied with what has already been achieved and we will bring work of committee to new height – to new command tasks and the purposes. It is twice important, considering that questions of maintaining our committee enter discharge of priority. Touching upon an interaction subject from the Ministry of Telecom and Mass Communications, he paid attention that the colleague of members of the committee, ex-senator of the Federation Council Lyudmila Bokova came to a post of the secretary of state of the ministry in the past.

At the same time he noticed that the previous head of the ministry Konstantin Noskov was never present at committee meetings.
What speaks not about low quality of the committee, and about those relations which developed between it and the Ministry of Telecom and Mass Communications. But such situation at us will not proceed owing to absolutely other approaches from the new management of the ministry and in general understanding of processes, - Khinshtein told |
At the same time, he noted that he extremely was surprised, having found out that "in structure, apparently, of the most open department what he is the Ministry of Telecom and Mass Communications, the department which is responsible for public/press relations is completely abolished". The ministry, according to him, is the only body of the federal authority which has no press service. According to TAdviser, in the near future such department in the Ministry of Telecom and Mass Communications can appear.
Also Alexander Khinshtein told about several tasks set by the president which, according to him, both for committee, and for the Ministry of Telecom and Mass Communications are main and the main. Among them the head of committee noted the following:
- implementation of the unified register of the citizens having the right to medicines;
- development and approval of the concept of creation of an end-to-end information system of monitoring of the environment;
- entering into the national program "Digital economy of the changes meaning creation and implementation of the domestic software and software and hardware tools for acceleration of digital transformation of the industries of the real sector of economy;
- providing citizens on a grant basis communication services, data transmissions and providing Internet access;
- providing a complex archive film and the photographic materials devoted to World War II.
He also paid attention that the committee has a complete understanding from the Ministry of Telecom and Mass Communications about need to provide all disabled participants of World War II with free mobile phones with a certain limit of the communication selected free of charge.
Khinshtein also noted that the committee will participate together with the Ministry of Telecom and Mass Communications in changes of the legislation – sale of the mechanism of application of experimental legal regimes for development and deployment in the country of new technologies and ensuring regulation of large volumes of data taking into account the rights and freedoms of the person.

And we very much would not like that creation of new services and emergence of Big Data at the same time was followed by an opportunity to purchase everything in the Mitino market that happened already not seldom. According to him, the committee will work very closely on implementation of the tasks set by the president.

Moreover, as Khinshtein assured if the committee sees that the government does not manage to enter any initiatives in time, they will be entered by deputies.

Leonid Levin's appointment head of committee
On September 26, 2014 the State Duma announced Leonid Levin's appointment the head of committee on information policy, information technologies and communication.
Before appointment, according to information of the official site of the State Duma, he held a position of the first deputy head of committee.
The Lyovin's candidacy, as the State Duma reported, was put forward by Just Russia fraction and got support of parliamentary majority. The candidacy was also proposed by LDPR faction – the candidate Vadim Dengin proposed by a batch also held a post of the deputy head of committee.
By data Interfax, earlier, on September 23, 2014, was released by the decision of the lower house from a post of the head of committee on information policy the deputy Alexey Mitrofanov. As noted the agency, this solution was explained by the fact that it within the last three months did not appear at work. On June 10, 2014 the State Duma deprived it of immunity and agreed to attraction as the defendant on criminal to case. Fraud in especially large sizes was charged to it. The investigation believed the deputy involved in racketing of a large amount of money at the businessman.
2012: Creation of committee
The State Duma Committee on Informational Policy, Information Technology and Communication is formed in September, 2012 for implementation of legislative regulation in the field of information technologies and mass communications.
