A court in Moscow handed over to the state the property of ex-deputy of the Duma Sopchuk for 41 billion rubles
At the end of August 2024, the Zamoskvoretsky Court of Moscow decided to transfer the property of ex-State Duma deputy Sergei Sopchuk to the state for an amount exceeding ₽41 billion. The State Duma installed a throughput facial recognition system
A new access control system based on facial recognition technology is being introduced in the building of the State Duma of Russia. This became known in July 2024. The installation of the equipment began on the eve of the autumn session of 2024.
According to Vedomosti, turnstiles with face recognition function will be placed at two main entrances to the State Duma building: at the second entrance from the side of the old building in Okhotny Ryad and at the tenth entrance from the side of the new building in Georgievsky Lane. The installation of the equipment is scheduled to be completed by September 6, 2024, after which the system will be expanded to other entrances.
To ensure the uninterrupted operation of the new system, all deputies, their assistants and employees of the State Duma apparatus need to go through the photographing procedure at the pass bureau. The resulting images will be entered into the database, which will allow the turnstiles to open automatically when the face is identified.
The introduction of the facial recognition system will take place in stages. During the transition period, both new turnstiles and a traditional document verification system will function. This will ensure a smooth transition and minimize possible inconvenience for employees and visitors to the State Duma.
The idea of using biometric data to control access in the State Duma of Russia is not new. Back in December 2017, the Chairman of the State Duma Vyacheslav Volodin made a proposal to introduce biometric a registration system for voting on bills. However, then this initiative was not implemented.
The introduction of a facial recognition system in the State Duma is part of a general trend to strengthen security measures in state institutions. Similar technologies are already used in the coordination center of the Russian government, where they are successfully used to control access to the building.[1]
The State Duma switched to electronic document management and saves millions of rubles
On June 10, 2024, the State Duma of the Russian Federation announced the rejection of paper documentation and the transition to electronic document management in its work. Thanks to this, it is possible to save millions of rubles of budget funds.
As the Chairman of the State Duma Vyacheslav Volodin said, interaction with the government has been completely transferred to electronic document management. In particular, since the end of 2023, draft federal laws have been received exclusively in digital formats. In addition, using documents only in electronic form, meetings of the State Duma Council are carried out.

The Izvestia newspaper notes that by the end of 2024, 100% of the document flow of the Cabinet of Ministers and the State Duma will be translated into digital form. The bills will be sent to deputies through the system of interdepartmental electronic document management without duplication in paper form or on electronic media. To implement the initiative, the necessary changes were made to the government regulations. Thanks to electronic document management, bills can be submitted to the State Duma within a few hours after their approval at a government meeting.
It is noted that in 2023, absolutely all conclusions and official reviews on the initiatives of deputies and senators, as well as government amendments to bills, were sent to the State Duma through the digital system. For comparison, in 2021, documents were transferred exclusively on paper. In addition, in 2023, the government fully electronically submitted to the State Duma a bill that approved the country's budget for the next year and for the planning period until 2026 inclusive. For the first time, this document was not duplicated on paper.[2]

From January 1, all State Duma deputies will be transferred to Russian cars
From January 1, 2024, all deputies of the State Duma of the Russian Federation will begin to be transplanted into Russian cars. This is stated in a letter from the head of the State Duma apparatus Igor Diveikin, in which, with reference to the decision of the State Duma Speaker Vyacheslav Volodin. This document was sent to the executive authorities of the Russian regions in the fall of 2023.
Speaker Volodin announced his intention to transfer employees of all budgetary institutions and authorities to Russian cars back in July 2023. As priority options for replacing foreign brands, he called Lada and Moskvich cars. Later, Russian departments also joined the initiative. Thus, the deputy head of the Ministry of Industry and Trade Viktor Yevtukhov said that a special unit will be engaged in the implementation of the transition of ministry employees to domestic cars.
Two State Duma deputies explained to Vedomosti that the lower house of parliament does not dispose of the fleet in the regions: the administrations are responsible for it. In some regions, Russian cars are extremely difficult to find. The State Duma only pays for gasoline and maintenance of the regional fleet during the use of it by parliamentarians, which is enshrined in the law on the status of a senator and a State Duma deputy. According to one of the interlocutors of the newspaper, cars manufactured earlier at Russian factories before the departure of Western companies from Russia may also be among the domestic cars.
In October 2023, the Ministry of Industry and Trade prepared recommendations on the priority use of domestic cars by civil servants, as well as State Duma deputies. The list of recommended machines includes models with a Russian VIN number, which are produced in Russia as part of special investment contracts. In total, the "Russian" includes six brands: Lada, UAZ, Moskvich, Aurus, Evolute and Haval. As new Russian-made models enter the market, the list of models will be replenished.[3]
Transition to electronic document management
Chairman of the State Duma (State Duma) of the Russian Federation Vyacheslav Volodin instructed the apparatus of the lower house of parliament to create a roadmap for the transition to electronic document management with the Russian government. The press service of the State Duma announced this on November 28, 2023.
It is assumed that all initiatives that the government sends to the chamber will be received only electronically. This decision was made following a meeting with the Speaker of the State Duma.

By November 2023, Russia has a concept for the development of electronic document management in economic activities. According to the document, by the end of 2024, 95% of invoices (except those classified as state secrets) and 70% of transport and consignment notes should be transferred to electronic form. The phased implementation of the concept will also make it possible to increase the number of electronic documents by at least 20% annually starting from 2022.
As Daniil Egorov, head of the Federal Tax Service (FTS), noted earlier in 2023, Russia should strive not so much to switch from paper to electronic document management as to data exchange. According to him, now economic agents are rather trying to imitate the traditional "paper life" in electronic[4]

Passing a record number of laws
The State Duma of the Russian Federation adopted a record number of laws in 2022 - 653. This was announced on December 22, 2022 by State Duma Speaker Vyacheslav Volodin, summing up the autumn session.
He stressed that the decisions made provided good results: as for the construction of housing, roads, agriculture, a historical maximum has been reached, and this is an indicator of work efficiency, "where there is a fraction of the labor of the deputy corps."

He thanked the deputies for their work, and also noted the effective work of the government. According to him, the constructive dialogue that the ministries and departments have built with the State Duma allows "to remove many problems, and, most importantly, to improve the quality of the laws adopted."
According to Volodin, 222 laws have a social orientation. He also noted that by December 22, 2022, 1319 bills remain in the legislative portfolio. 968 of them are preparing for consideration in the first reading, 346 - in the second, 5 - in the third.

On May 9, 2020, the Council of the Duma ordered deputies to wear medical masks and gloves during meetings.
Vyacheslav Volodin urged his colleagues to do everything to minimize the threat of coronavirus disease, in particular, to observe the remote mode in the meeting room, as well as during participation in television programs.

According to him, in this regard, "issues prepared, worked out at the committees are submitted for consideration at the meetings, and of course, these are priority issues." The speaker called on lawmakers to do everything in order to preserve the "performance of the Duma."[6]
The mode of operation of the State Duma over the past month has changed significantly. Deputies during the epidemic gathered together only to take urgent measures to combat COVID-19. The rules of parliamentary sessions have also noticeably changed. In fact, State Duma deputies met together for no more than two hours, while the new rules prohibited speeches and any comments on bills.
In an unexpected and crisis situation, in fact, a new system of checks and balances has been built. It is somewhat different from the one that Vladimir Putin built in his new amendments to the Constitution. Now a number of lobbying groups have seriously expanded their influence. The law on fines for violating the self-isolation regime in the State Duma was adopted at the request of officials of the Moscow government. At the same time, the changes made to the administrative code, although they were framework, are now valid throughout the country.
