Andrei Belozerov -, Russian investor digital visionary, qualified manager in the IT sphere, business angel and mentor of digital projects. Founder of a professional venture capital club Digital Disrupt investing in digital projects around the world.

Biography

Andrei Belozerov was born on November 17, 1980 in Murmansk.

Education

He graduated from Murmansk State Technical University with a degree in applied informatics in economics, underwent additional professional training at the Russian State Academy of Investment Specialists, and trained in the United States.

He has an Executive MBA degree from Kingston University (UK).

Career

He worked at TEKORA, where he oversaw the introduction of corporate information systems in leading Russian companies and government agencies.

In the early 2000s, he stood at the origins of the creation of a major player in the project management market of Project Practice Group of Companies, the largest player in the consulting and IT market in the field of project management.

In 2003, he participated in the US Business for Russia program, lived in the USA, trained at IQSystems (Rhino, Nevada).

As vice president of the Moscow branch of the American Institute of Project Management Institute (PMI), he dealt with the problems of professional training of managers.

He joined the civil service in 2010, heading the department for the formation of electronic government of the Department of Information Technology and Communications of the Apparatus of the Government of the Russian Federation.

2011-2017: Work in the DIT of Moscow

In May 2011, Andrei Belozerov was appointed deputy head of the Moscow Information Technology Department (DIT). In this position, he oversaw industry informatization. Under his leadership, more than 100 information systems were created in the field of education, housing and communal services, transport, urban security, culture and sports, tourism and others. As a result, Moscow became the first in the UN ranking for electronic government among 40 cities.

In 2016, the citywide electronic polling system "Active Citizen," developed under the leadership of Andrei Belozerov, received the Best M-Government Service award in Dubai (UAE).

With the direct participation of Belozerov, such projects as the updated portal of the mayor of www.mos.ru, city mobile applications and services, the open data portal, Our City, Avtokod, Recognize Moscow and city Wi-Fi projects were launched. The "Muscovite Social Card" has been significantly updated. In total, more than 8 million Muscovites use these services as of the beginning of 2017.

Many systems of authorities Moscow have also been developed and implemented under the leadership of Belozerov. Among them - the Cloud Accounting electronic system of staffing the school contingent, the system of combined dispatch services of the housing and communal complex, the system of monitoring the work of urban communal equipment on the basis of, the GLONASS management system of financial and economic blocks.

The last year of work at DIT, the official was also responsible for innovations in urban IT. Under his leadership, a big data unit was created, issues of using artificial intelligence, machine vision, blockchain, Li-Fi and other breakthrough technologies were worked out.

Dismissal from DIT

On February 15, 2017, Andrei Belozerov left the state civil service on his own initiative, DIT said. The corresponding order was signed by Moscow Mayor Sergei Sobyanin.

After the dismissal, Belozerov remains a consultant to DIT as an adviser to Artem Ermolaev on strategic projects and innovations on a voluntary basis, TAdviser was told at DIT. In this capacity, he will continue to interact with Smart City Lab, the DIT division responsible for introducing new technologies.

Andrei Belozerov explained to TAdviser that over the past six years, a lot has been done in the field of IT in Moscow: we can say that in each branch of the urban economy there are fundamental system developments. A high-quality basic framework has been created, but these systems need to be improved, operated, etc. At the same time, according to Belozerov, from a professional point of view internally he is "a man of breakthrough, not exploitation and tuning," he likes to innovate much more, to do some "promising, advanced, breakthrough things."

The position of deputy head is comprehensive and includes a rather large amount of everyday work that needs to be performed, says Andrei Belozerov. On the one hand, together with the boss, they decided that for this function it is not too effective, and on the other hand, that it is professionally not too interesting for him, it is much more interesting to engage in innovation. Thus, Belozerov resigned of his own free will, and at the same time remained a voluntary adviser to the Minister for Strategic Projects and Innovations, he explained to TAdviser.

Andrei Belozerov retained a place in the board of DIT - this is a collective decision-making body, the department said.

With the departure of Belozerov, his projects are distributed between two new deputies. Eduard Lysenko, the former vice-governor of the Yaroslavl region, will go everything related to departmental informatization and internal use systems. Anna Pashkevich, the former head of the Thank You program from Sberbank, will deal with projects that have end users. The informatization of education, which Belozerov oversaw all the years of work at DIT, became directly subordinate to Ermolaev.

Work at the Analytical Center under the Government of the Russian Federation

Andrei Belozerov told TAdviser that after being fired from DIT, he will continue his career as an adviser to the head of the Analytical Center under the Government of the Russian Federation. He received a job offer from the head of this organization, Konstantin Noskov.

The analytical center is an expert organization that is attracted for expertise on various issues by the government apparatus, the presidential administration, federal authorities, regions, Belozerov explains. As part of the task, the center can organize round tables, conferences, studies, etc. The main direction for Belozerov in the new place of work will be the topic of "smart cities" and IT for them.

Work at the Analytical Center under the Government of the Russian Federation can have a synergistic effect, believes Andrei Belozerov. Having, on the one hand, a developed professional "baggage" in Moscow, which can and should be replicated to other regions, cities and even federal departments, there is a good expert platform where you can discuss, discuss and work out everything. 2018: Lecturer and chief expert of IGMU/HSE Center for Economic Expertise

Since 2018, Andrei Belozerov has been teaching and is the main expert of the Institute of State and Municipal Administration (IGMU )/Center for Economic Expertise HSE.

At various times, he taught at the Center for the Training of Digital Information Managers, created on the basis of the Higher School of Public Administration of the RANEPA, and at the Skolkovo Innovation Center.

2019

Ambassador Fund 13 Ventures

Creation of the ANO "Smart Cities"

In April 2019, former Minister of the Government of Moscow, DIT head Artem Ermolaev and his former deputy at DIT Andrei Belozerov established an autonomous non-profit organization (ANO) to form, maintain and monitor Smart Cities digitalization programs. More details here.

2021: Interrogation in the case of SMS newsletters

On September 14, Andrei Belozerov was interrogated by law enforcement agencies as a witness in a criminal case, lawyer Roman Kobylin, representing his interests, told TAdviser.

Earlier, two sources among Belozerov's acquaintances reported his detention. The lawyer denied this information, saying that Belozerov appeared for interrogation voluntarily, and "left the investigative body on his own at the end of the interrogation."

According to a TAdviser source, the case in connection with which Belozerov was interrogated concerns his work in the DIT of Moscow and the project of the Unified Mobile Platform of Moscow, with which users of metropolitan mobile applications receive SMS notifications.

In March 2021, the Basmanny District Court of Moscow, at the request of the Main Investigation Department of the Investigative Committee Russia , arrested an entrepreneur and at the same time an employee of an IT company, and "Ai Teco" Igor Kolpakov with him the head of the mobile services project support department of the Information City Department of Moscow Oleg Filimonov and entrepreneur Andrei Shmitko. All of them were accused of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation).

According to the Moscow court base, since the arrest, Kolpakov, Filimonov and Shmitko have been in jail. On September 15, 2021, the Moscow City Court considered a collective appeal against his chosen preventive measure. But, as TAdviser specified in the Moscow City Court, the court upheld the previous decision to keep all three in jail.
