The Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan in October 2024 published a report on the implementation of the state program "Digital Kazakhstan" for the period from 2018 to 2021. The total amount of funds spent amounted to ₸207,5 billion.

Funding for the program came from several sources. ₸82,4 billion were allocated from the republican budget, local budgets provided ₸29,8 billion. Private investment amounted to ₸90,6 billion, and local financial sources added ₸4,5 billion.

Financial data on the costs of the state program "Digital Kazakhstan" over the past four years have been published.

During the implementation of the program, out of 125 planned activities, 88 were completed. Some projects are considered impractical due to lack of funding or outdated conceptual solutions. 30 events are included in the concept of the development of information and communication technologies and the national project "Technological breakthrough through digitalization, science and innovation."

The Digital Kazakhstan program has achieved and surpassed a number of key indicators. The share of electronic public services was 90.07% with a plan of 60%. The number of Internet users reached 92.9% of the population, exceeding the planned 82%. The share of e-commerce in the total volume of retail trade was 9.6%, which is significantly higher than the planned 2.3%.

The digital literacy rate of the population reached 87.3%, exceeding the target of 81.5%. The volume of investments in startups amounted to ₸67,6 billion, which is almost twice the planned amount of ₸35,9 billion.

The total economic effect of the program is estimated at ₸1,6 trillion. The dynamics over the years is as follows: in 2018 - ₸218,2 billion, in 2019 - ₸584,3 billion, in 2020 - ₸448,1 billion, in 2021 - ₸378,5 billion. 114,8 billion investments were attracted to the country's innovative ecosystem in four years. "The money was spent on digitalization, but there are no tangible results." Kazakhstan faces digital transformation challenges

In the fall of 2024, a discussion broke out in Kazakhstan about the effectiveness of state digitalization programs. Despite significant financial investments, the expected multiplier effect on the country's economy was not achieved, which caused concern among parliamentarians.

Aldashev pointed to a number of problems in the implementation of the country's digital transformation. In particular, he noted the insufficient integration of information systems of various state bodies. According to the Supreme Audit Chamber, out of 235 information systems of central state bodies, 24 were not put into commercial operation at the end of 2023.

Kazakhstan approved the concept for the development of artificial intelligence for 2024-2029. Main provisions

On July 16, 2024, in Kazakhstan, at a government meeting chaired by Prime Minister Olzhas Bektenov, the concept for the development of artificial intelligence for 2024-2029 was approved. The document provides for the introduction of AI technologies in various sectors of the economy.

According to Bektenov, the use of AI technologies can automate routine tasks. Among them are named certain production processes, risk calculations in the field of health care, forecasting emergency situations, early detection of threats and cyber attacks. Within the framework of the approved program, priority sectors of the economy for the introduction of AI are identified: these are public administration, natural monopolies in the oil and gas, mining, energy, transport, logistics, water supply and agricultural industries.

The Ministry of Science and Higher Education of Kazakhstan is developing a modern large language model (LLM) for the development of cultural and linguistic heritage. Within the framework of the project, a consortium was formed of several educational organizations - the Institute of Information and Computing Technologies, Satpayev University, Nazarbayev University, the Tіl- Қazyna National Research Center named after Shayakhmetov, the Institute of Linguistics named after A. Baytursynov and KazNU. Specialists collected about 6 billion word consumption, on the basis of which LLM training is carried out. The Ministry of Science has been instructed to complete data collection for KazLLM: training of the large language model should be carried out in the third quarter of 2024.

As of mid-July 2024, 17 areas of AI were introduced by 15 universities of the country. A number of educational and acceleration programs are planned in the relevant area. On the basis of the National Center for AI (National Center for AI), an ecosystem will be created to "engage young people, develop human capital and promote the culture of artificial intelligence." On May 21, 2024, President of the Republic of Kazakhstan Kassym-Jomart Tokayev signed a law on the digitalization of the country. We are talking, in particular, about the development of fiber-optic communication lines, cellular infrastructure, electronic document, navigation satellite technologies, etc.

The document provides for amendments and additions to some legislative acts of the Republic of Kazakhstan on "issues of communication, digitalization, improvement of the investment climate and the exclusion of excessive legislative regulation." Mechanisms for laying communication lines, emergency warning of citizens about the threat of an emergency and the introduction of a state of emergency are being improved. In addition, a ban was introduced on the import of equipment into Kazakhstan to ensure the functioning of communication networks, the control center of which is located outside the country.

The law provides for a number of measures aimed at expanding and improving communication infrastructure. Thus, when planning the development, reconstruction and repair of public roads, in agreement with the authorized state body, it is possible to build fiber-optic communication lines (FOCL). In addition, FOCL can be conducted through the supports of overhead power lines in accordance with the rules for the design of electrical installations. On the basis of the contract, telecom operators can share engineering infrastructure, supports, as well as other means of telecommunications. The maximum tariffs for property hiring (rental) of places for placing communication equipment, as well as supports of overhead power lines for conducting fiber-optic transmission are regulated by the state. At the same time, certain responsibilities are imposed on market participants. In the event of a threat and (or) an emergency of a social nature, natural and man-made nature, as well as in the introduction of a state of emergency, telecom operators are obliged to provide mobile communication stations at their disposal at the request of operational headquarters.

Another provision of the new law concerns the implementation of an anti-fraud mechanism, within the framework of which measures will be applied against Internet fraud and the use of financial organizations for illegal purposes. The special anti-fraud center is responsible for collecting, consolidating and storing information about transactions with signs of fraud received from financial organizations, payment systems, mobile operators, etc. If a suspicious transaction is identified, the financial or payment organization may suspend the transaction and/or block the money (for a period of not more than three business days). Mobile operators, criminal prosecution bodies, the National Bank of the Republic of Kazakhstan and the authorized body for the regulation, control and supervision of the financial market and financial organizations participate in the activities of the anti-fraud center. At the same time, the anti-fraud center has the right to provide the criminal prosecution authorities with data on payment transactions with signs of fraud.

The law also affects the sphere. health care The issues of the integration platform designed to automate the activities of the Ministry of Health, including for interaction with institutions of the relevant industry, have been resolved. At the same time, an authorized organization carrying out activities on the creation, implementation, development, maintenance of the information and communication platform of electronic health care, as well as ensuring its functioning and information interaction with the subjects of digital health care should be determined.

The Ministry of Digital Development, Innovation and Aerospace Industry is endowed with the competence to establish additional obligations of telecom operators to provide preferential tariffs to persons with disabilities. It is also said that communication services at agricultural and industrial facilities are subject to subsidies in order to introduce digital technologies.

The document defines the main tasks of industry centers of technological competencies. They include the implementation of technological forecasting of the relevant industry, assistance in the development and implementation of a target program, monitoring of global trends, determining current conditions and competitive advantages for accelerated technological development, as well as the needs and interest of private entrepreneurs, assistance in disseminating best practices and experience of innovative activities among business entities of the relevant industry. In addition, the centers are responsible for the implementation of international cooperation in order to attract foreign investment to Kazakhstan.

The law defines a mechanism for establishing navigation seals for tracking the transportation of goods within the framework of the Eurasian Economic Union for all types of transport, and not just for cars. Such a seal refers to a special device that includes an electronic unit with support for satellite navigation systems. The product is responsible for transferring data about the tracking object to a special information system. Control of transportation using navigation seals is carried out in accordance with international treaties ratified by the Republic of Kazakhstan and current legislation.[4]

Kazakhstan intends to become a leading player in the field of new digital technologies, the crypto industry, as well as regulated and transparent digital mining. The development of the IT sector is an important area of ​ ​ government activity. Conditions will be created to attract international capital to the Kazakh digital ecosystem.

As digital transformation progresses, there is a growing need for skilled IT professionals. The task was set by 2025 to train at least 100 thousand such employees. How is the digital transformation of Kazakhstan going

In July 2023, the Global CIO portal published a study on the Kazakhstan IT market and prepared in the context of the peculiarities of the digital transformation of various industries.

According to the authors of the report, in 2022 Kazakhstan entered the top 30 most digitally developed countries in the world. In the world ranking, Kazakhstan ranks 51st in the ICT Development Index and 58th in the Network Readiness Index. By 2025, the Kazakh government plans to be among the top 20 in the UN e-government development index, among the top 50 in the B2C (Business to Consumers) e-commerce index and among the top 40 countries in the Information and Communication Technology Development Index.

The fintech market in Kazakhstan is one of the fastest growing in the country and the largest in Central Asia. Banks actively cooperate with digital companies and form ecosystems, and services become personalized and capable of solving a wide range of problems, including both financial and non-financial ones, the researchers point out. According to data for 2022, 86% of Kazakhstan's residents are active users of mobile banks.

Digitalization in the mining and metallurgical complex

In 2022, the mining industry in Kazakhstan was at the beginning of the digitalization path, but the use of digital technologies at some enterprises has already made it possible to obtain significant effects at all stages of value creation. For digital transformation of the mining and metallurgical complex (MMC), the main stop factor remains the lack of digital competencies within the company, namely, organizational, technological and cultural transformation, so that the entire organization, including production workers and technologists, owns the data-driven approach and self-service analytics tools, analysts say. They listed several trends in the digitalization of MMC in Kazakhstan:

  • using artificial intelligence and the industrial Internet of Things as tools for economic sustainability of enterprises;
  • import substitution in terms of technologies and IT suppliers;
  • shortage of qualified personnel: digital transformation requires a large number of specialists with a deep understanding of mining and information technology at the same time. There are no such specialists now, they need to be trained.
  • state support for digital transformation: the Mining Industry 4.0 national project has been launched to unite IT, production and training of specialists in universities.

Construction sector

By the end of 2022, Kazakhstan has implemented several state projects aimed at the construction sector:

  • a single geoportal of infrastructure data (EGID). In 2022, 63.7% of information about the engineering networks of the built-up area was digitized, 142,618 entries were made in the "act of commissioning" layer, 1908 users work in the system;
  • E-PSD - a single digital platform for interaction between customers and expert organizations on the principle of "one window";
  • IS "Kazreestr" - a system for automated collection, processing, storage and analysis of information in the field of state registration of shares in housing construction. It contains unique project numbers, GASK notification (obtaining a building permit), information about premises, electronic equity agreements (auto-check and auto-registration of contracts);
  • e-QURYLYS is a system for ensuring monitoring and transparency of work at all stages of the construction process. More than 25,000 construction projects have already been registered in e-QURYLYS, 6,230 reports were submitted in March 2022 alone;
  • e-SHANYRAQ is a system for improving the transparency and efficiency of the activities of housing and housing and communal services entities. It analyzes the efficiency of utilities, instrumentation of water and heat metering, accounting and control of elevator operation, monitors the state of the communal infrastructure, draws up a technical passport for the state of apartment buildings.

Digitalization of public services

By 2022, 58.2 billion tenge was allocated for the management of information and communication infrastructure within the framework of the formation and development of state electronic information resources and systems. The development of public services is facilitated not only by synergy with the banking sector, but also by high coverage Internet and cellular communications of the country. Kazakhstan began to completely switch to electronic tests in universities

In early March 2020, the Ministry of Education and Science of Kazakhstan announced the start of the implementation of the project to completely transfer the accounting of student grades to electronic format. Digital Kazakhstan program includes 23 projects

The authorities of Kazakhstan approved the state program "Digital Kazakhstan." Expectations from the state project and its focus
