IT budgets of federal state agencies of 2017. Research of TAdviser

Financial results of 2016

According to the Ministry of Telecom and Mass Communications, the total amount of the means included in plans of informatization of federal state agencies in 2016 was 109.6 billion [1]. [1]

The summary budget of development (i.e., the amount of funds, spent for creation, development or upgrade of information systems and components of information and telecommunication infrastructure of departments) reached 33.8 billion rubles (31.8%).

Such ratio (approximately at the level of 30/70) between budgets of development and budgets of current expenses remains in the field of state informatization in Russia within several years both at the level of total expenses, and at the level of departments (with insignificant deviations for the certain IT champions implementing big projects of a nation-wide masshtatb).

Also growth of the total amount of funds observed annually, selected for development and maintenance of ICT in federal agencies is rather stable.

In 2015 the total amount of funds, included in the plans of informatization approved with the Ministry of Telecom and Mass Communications made 102.6 billion rubles. Thus, growth in 2016 was at the level of 6.8%. The planned IT budget of 2017, according to Federal Treasury, makes 115.1 billion rubles (growth by 5% in relation to 2016).

In 2016 decrees of the Russian President carried out some reorganization in structure of federal agencies. A number of departments was abolished with transfer of their functions to other departments (see the table below). Departments legal successors inherited as well information systems of the abolished state agencies, and a share of their IT budgets.

In April, 2016 one was also created new by a federal executive authority – Federal service of the National Guard Troops of the Russian Federation (National Guard of the Russian Federation) which basis was formed by internal troops of the Ministry of Internal Affairs and some other structures of the Ministry of Internal Affairs. It is natural that both a part of information systems of the Ministry of Internal Affairs, and a considerable part of the IT budget of security agency was taken by the National Guard of the Russian Federation.

In 2016 the National Guard of the Russian Federation did not submit the plan of informatization for approval with the Ministry of Telecom and Mass Communications, however, in 2017 newly created department was included into a top of the list of managers of IT budgets at once – with the budget more than 2.8 billion rubles - and took the 12th place among federal state agencies.

It should be noted that despite approximate parity of the proceeding and entering flows in the IT budget of the Ministry of Internal Affairs (a part of the IT budget went to the National Guard of the Russian Federation, but approximately the same IT budgets of FMS and FDCS on the amount in exchange came), the general IT budget of the reorganized Ministry of Internal Affairs in 2017 was reduced in comparison with 2016 more, than by a third (about 9.5 billion rubles in 2017 against nearly 14.3 billion rubles the previous year).

The budget discipline limps

According to Government decree No. 365 of 5/24/2010, practically all federal executive authorities and governing bodies of state non-budgetary funds equated to them are obliged to approve the plans of informatization with the Ministry of Telecom and Mass Communications, and the approved plans to claim and publish on the official sites.

For small group of the supreme state agencies Resolution No. 365 has advisory nature (they are not obliged to approve the plans of informatization with the Ministry of Telecom and Mass Communications and are not obliged to publish them). Treat to this group:

  • Federation Council of Federal Assembly of the Russian Federation,
  • State Duma of Federal Assembly of the Russian Federation,
  • Supreme Court of the Russian Federation,
  • Constitutional court of the Russian Federation,
  • Judicial department at the Supreme Court of the Russian Federation,
  • Prosecutor General's Office of the Russian Federation,
  • Investigative Committee of the Russian Federation,
  • Accounts Chamber of the Russian Federation,
  • Commissioner for Human Rights in the Russian Federation,
  • Russian Central Election Commission.

The source of TAdviser, close to the Ministry of Telecom and Mass Communications, well familiar with processes of approval of plans of informatization claims that, despite non-obligation for the listed state agencies of approval of plans of Minkosvyaz, a half of them after all participates in these processes on a voluntary basis.

The Supreme and Constitutional Courts, Judicial deparatment at the Supreme Court of the Russian Federation, the State Office of Public Prosecutor and Accounts Chamber treat such "volunteers". The Accounts Chamber as well publishes regularly the plan of informatization.

According to the Ministry of Telecom and Mass Communications, as of July 1, 2017 from 80 state bodies which according to Resolution No. 365 were obliged to provide approval and the approval of plans of informatization only 70 state bodies approved/approved the final plan of informatization for 2016 and for planning period of 2017 and 2018.

Other 10 state bodies and for planning period of 2017 and 2018 did not approve final plans of informatization for 2016 at the scheduled time or did not submit them for approval.

The National Guard of the Russian Federation (it is created in 2016), Rosfinnadzor and Rosgranitsa (are abolished in 2016), Roszheldor, Rosmolodezh, Rospechat, Federal Accreditation Service (all did not approve the plans with the Ministry of Telecom and Mass Communications) and the Ministry of Sport of the Russian Federation are among the specified 10 state agencies (did not provide the plan for approval).

Two state agencies (SVR and FSB of Russia) did not submit plans of informatization as data of their plans of informatization are carried to the state secret in military area, in the field of intelligence, counterintelligence and operational search activities.

It should be noted that the problem of delay of processes of approval of plans of informatization by departments is one of the oldest and serious in the field of state informatization coordination, existing practically from the moment of adoption in 2010 of Order of the Government of the Russian Federation No. 365.

Considerable number of departments (in separate years – to 30) finally approved and approved the current plans of informatization only in February-March of the next year when time to report on execution (not approved) plans already came and to develop plans for the next year.

Implicitly such situation was promoted also by processes of coordination – in spite of the fact that the conclusion of public contracts in the field of IT to the approval/approval of the plan of informatization of department was directly forbidden by "Provision on coordination", no locking gear of expenditure of budgetary funds at the unconfirmed plan of informatization till May, 2016 existed.

The dilemma of most of heads and Chief information officers of federal agencies – not to spend the allocated budgetary funds (i.e., to break budget discipline and to lose a part of the budget next year) or to spend them without due observance of procedures (i.e., to allow violation and to be subjected insignificant, in comparison with the budget size, to penalties) – steadily was solved for benefit of the "correct" putting of a comma in a phrase "spend it is impossible to approve".

The facts of such violations are constantly fixed by Accounts Chamber of the Russian Federation, booking regular audit of federal information systems and projects. Some results of checks become publicly known of press releases of the most Accounts Chamber, their bigger number remains a subject of non-public trials between departments violators and control bodies.

On working meeting with the Russian President Vladimir Putin on August 10, 2017 the chairman of Accounts Chamber Tatyana Golikova spoke about violations in reconciliation procedures of plans of informatization:

Tatyana Golikova drew Vladimir Putin's attention to informatization coordination problems in federal state agencies

The volume of 22 billion rubles called by Golikova is the amount of IT budgets of state agencies included in plans of informatization which were approved with fundamental breach of normative terms. Considering that all federal IT budget made in 2016 the little less than 110 billion rubles, it should be noted that violations exceed 20% in terms of money; in quantitative (number of the federal executive authority which approved the plans with violation of terms) this digit looks even more depressing – more than a half of departments annually do not observe normative terms of approval and the approval of the IT budgets.

Plans of 2017-2019

What changes in coordination processes

The situation with long approval of plans of informatization changed to the best a little (though it is not cardinal) in May, 2016 when Resolution No. 392 which made the significant changes in "Provision on coordination" which became effective by the time of the beginning of plan development of informatization for 2017-2019 was accepted.

According to new rules, the Ministry of Finance and Federal Treasury have now the right to block carrying out payments under the public contracts signed by federal agencies within implementation of the plans of informatization of 2017 and the next years if department at the time of a request of financial transaction in Treasury has no approved plan of informatization at which there is that action within which implementation the payment is made.

Besides, the new "Provision on coordination" approved by Resolution 392 changed an order of approval of plans of informatization. If earlier plans were approved and affirmed as complete set of actions for informatization (an assessment of the Ministry of Telecom and Mass Communications was given to the plan in general), then, starting with plans for 2017-2019, separate actions for informatization, and then the plan of informatization in general made from the actions which are earlier approved and received positive assessment are subject to assessment, first of all.

Thus, to department really to begin to spend budgetary funds for IT within the planned action for informatization, it is necessary to comply three conditions:

1. Have positive assessment of the Ministry of Telecom and Mass Communications on this action,

2. Have the approved plan of informatization which includes this action,

3. Have the signed public contract.

In practice the third condition is often satisfied by departments before the first two conditions (though, it and is the violation fixed by Accounts Chamber when checking), but, even in the presence of the government contract, non-compliance at least with one of the first two conditions leads to the fact that the Treasury does not grant permission for implementation of payments.

As a result, in 2017 the number of the public contracts signed by federal agencies in which implementation of payments is referred or at the time of end of one of the intermediate stages of the contract, or for date of final closing of the contract sharply increased.

Increase in number of "intermediate" versions of the plans of informatization approved by departments turned out to be one more consequence of innovations. Earlier department approved and approved the plan at the beginning (as a last resort, no later than the middle) years, and towards the end of a year made 1-2 adjustments of the plan for the purpose of refining of expenses for actions according to the implemented government contracts. Now many departments claim and pereutverzhdat the plans of informatization every time when they manage to approve one or several actions with the Ministry of Telecom and Mass Communications – as it was already told above, for the purpose of opening of financing from Treasury and implementation of payments on the concluded government contracts.

In new rules of preparation of the plans of informatization approved by Resolution 392 also the order of inclusion of the approved actions for informatization in plans is defined:

4. Inclusion of actions for informatization in the plan of informatization is performed by state bodies in the following sequence:

a) all actions for informatization on which public contracts on purchase of goods, works, services for the state needs for the next year and for planning period are signed;

b) all actions for informatization directed to operation of the information systems and information and telecommunication infrastructure put into operation;

c) all actions for informatization directed to creation, development of information systems and information and telecommunication infrastructure within implementation of the priority directions of use and development of information and communication technologies;

) other actions for informatization which are not provided by Subparagraphs "a" - "in" this point.

It should be noted some paradoxicality of this order:

  • The actions relating to the priority directions de facto have only the third priority at inclusion in the plan. The concept of the priority directions of development of ICT is almost completely emasculated by this regulation, turning into formal sign.

  • The first place in the sequence of planning allocated to actions on which public contracts are already signed looks not less paradoxical.

As the experts familiar with process of preparation and adoption of Resolution 392 explained TAdviser, this point initially provided first-priority inclusion in actions plans with long-term contracts which already affect the moment of an approval/statement of actions and plans of 2017. However, departments found certain "hole" in this regulation and actions began to submit for approval, previously having managed to conclude on them new government contracts.

And though such sequence of actions actually violates requirements of "Provision on coordination", from the formal point of view existence of the signed contract exempts department from need to represent justification of the starting maximum price of the contract (SMPC) according to requirements of Federal law 44-FZ.

Engineering and organizational changes in planning processes of IT

Start in operation in the summer of 2016 of new version of federal GIS of coordination of informatization (KI FSIS) became the main engineering change in planning processes of departmental IT.

Because processes of engineering development and changes in the regulatory base were not synchronized, right after a release of Resolution 392 svezherazrabotanny (at the end of 2015 - according to Order of the Government of the Russian Federation No. 1235) under the contract of the Ministry of Telecom and Mass Communications with Rostelecom almost for 60 million rubles of a FSIS of KI it was unsuitable for support of planning processes of an ICT expenses of state agencies in that type in what it required new "Provision on coordination".

As a result, hastily internal resources of the Ministry of Telecom and Mass Communications and subordinated organizations developed the "facilitated" version of a FSIS of KI (actually – a simple "nabivalka of data") which allowed to start at the very least process of preparation and approval of actions and plans of informatization of departments for 2017-2019.

Functional poverty of a "easy" FSIS of KI and superficial study of techniques of preparation and assessment of plans of informatization were those factors which complicated and dragged out planning process.

We as vendor, perfectly we understand importance of use of the correct information technologies in management of any processes. In this case the Ministry of Telecom and Mass Communications as the organization heading process of management of projects of informatization in under control departments performs managerial actions by means of a federal state information system of coordination of informatization (KI FSIS). This system provides formation of a common information space for support of acceptance of management decisions in the field of public administration with information and communication technologies. Composition includes such subsystems as the Register of territorial placement of technical means of information systems, the information system "Electronic Region", an information resource of national fund of algorithms and the computer programs.

Certainly, it is much made in the direction of improvement of coordination of this process. At the same time we understand that in any project there will be weak points needing adjustment nothing perfect happens.


Since 2017 also the order of planning and implementation of all public procurements, including, and the procurements conducted within the actions for informatization changed. The regulations of Federal law 44-FZ obliging all participants of purchases to create own purchase plans in the Electronic Budget system took effect.

It means for planning of IT expenses of departments that each planned action for informatization should undergo also processing (let and technical and formal) in the Electronic Budget system. And if earlier department could manipulate rather freely the budgetary funds, throwing them if necessary from one action on another (with observance of the main requirement – not to exceed the selected general limit of budget commitments), then now such "transfers" need to be transferred through "The electronic budget", and, to manage to do it within enough short time frames when the Ministry of Finance opens to departments data access of "The electronic budget" for introduction of adjustments.

(Though, de facto, it was just forcing of practical application of the regulation operating since 2013) obligatory assignment to departmental accounting items in the field of ICT concerning which actions for informatization, unique identification numbers in the AIS of Accounting were planned became one more engineering change which had an impact on preparation and approval of plans in 2016-2017. Without such numbers of an action could not be processed in the Electronic Budget system.

And though this requirement was approved still by Order of the Government of the Russian Federation No. 644 of 6/26/2012, till 2016 many state agencies did without final approval of credentials (so-called electronic passports of accounting items, EPOU) on the IT systems and components of ICT infrastructure.

According to a source of TAdviser, as of the beginning of August, 2016 from the total number of accounting items of federal level (a little more than 3.1 thousand) of registration numbers had no nearly two thirds (about 1.9 thousand).

After presence of UIN at accounting items of ICT became obligatory for the approval/statement of actions for informatization, departments had to approve the accelerated rates EPOU for all the objects.

And even at simplification of reconciliation procedures of EPOU this old shortcoming played the negative role – time of approval of many actions for informatization almost at all departments significantly increased and considerably exceeded normative terms.

Volume and dynamics of IT budgets in 2016-2017. Table

According to Federal Treasury (the reference is available at the disposal of TAdviser), the total amount of limits of the budget commitments for 2017 brought to a federal executive authority by the code of an expense type 242 "Purchase of goods, works, services in the field of information and communication technologies" regarding the data which are not the state secret as of August 1, 2017 equals 115.148 billion rubles that approximately for 5.1% exceeds the total volume of IT budgets of a federal executive authority in 2016 (109.6 billion rubles, according to the Ministry of Telecom and Mass Communications).

Thus, with the continuing growth of total amount of IT budgets of federal agencies year by year growth rate decreased (in 2016 the total amount of IT budgets grew by 8.3% in comparison with 2015).

At the same time more and more amplifying stratification on "rich" and "poor" (in sense of expenses on ICT) departments is observed. So, the undisputed leader of rating of IT budgets in 2017 – FTS – has more than 17.6 billion rubles at the order that makes a share in 15.3% of the summary IT budget of all federal executive authorities.

Two leaders of the rating (FTS and RPF) jointly own a share of the general IT budget in 26.2%, and the share top-3 departments (including as well Federal Treasury) makes 37%. The total share of the top ten of rating (see the table below) makes 69.2%, and on top-20 departments 85.8% of all IT budgets are necessary.

As it was already noted above, changes in regulating documents on coordination of informatization led to the fact that departments began to publish the intermediate versions of plans of informatization containing approved and the approved actions. However, even in the presence of such opportunity, on the middle of August, 2017 of 11 departments yet never claimed and did not publish the plans.

From 83 state agencies included in the table as of the middle of August, 2017 only 23 had the plans containing the amount of funds close or equal to the selected budget limit (from these 23 departments only at the 8th the amount of funds reflected in the plan in accuracy corresponds to a limit of budget commitments).

Informative analysis of plans of informatization of 2017

The contents of plans of informatization of state agencies by the actions included in them, especially those from them who has multi-billion (or, at least, close to 1 billion rubles) budgets are of undoubted interest.

Like those is 25 – from FTS to Ministry of Labor. It is necessary to make a reservation that from 25 departments entering a top of rating of IT budgets as of August, 2017 published the plans of informatization only 19, and, five of them (The State Office of Public Prosecutor, the CEC, Investigative Committee, the Ministry of Defence and Judicial department at the Supreme Court of the Russian Federation) have the right not to publish the plans.

The only state agency from top-25 who is obliged to publish the plan of informatization for 2017, but did not make it as of 8/15/2017, the Pension Fund of the Russian Federation is (the IT budget more than 12.5 billion, the second place in rating). Meanwhile, the RPF actively signs public contracts within the IT budget of 2017 (see in more detail)

The facts deserving attention and digits of some participants of rating are included below:

FTS

The place in rating – 1 (in 2016 – 5). The summary IT budget in 2017 – more than 17.6 billion rubles; from them the approved plan of informatization (it is approved 6/19/2017) includes actions for the total amount of 9.35 billion rubles, i.e. about 53% of all budget. Also the fact that on the data of Federal Treasury which are available for TAdviser, the initial IT budget of FTS of 2017 (as of 1/1/2017) made about 16.6 billion rubles, i.e., as a result of amendments, vnesenuykh in the federal budget deserves attention, increased more, than by 1 billion rubles.

From already published planned targets it is visible that the largest items of expenditure in the IT budget of FTS are:

  • Development (1.295 billion rubles) and operation (1.195 billion rubles) of the AIS "Tax-3"

  • Creation of a FSIS "Unified state register of ZAGS" (682 million rubles)

  • Development of the AIS "Marking" (450 million rubles)

  • Operation of telecommunication infrastructure (2.25 billion rubles)

  • Operation of workstations (more than 1.2 billion rubles)

  • Operation of the multiple copying equipment (more than 945 million rubles)

In comparison with 2016 the IT budget of FTS increased by 68.4% (from 10.49 billion rubles to 17.66 billion rubles).

Federal Treasury

The place in rating – 3 (in 2016 – 3). The summary IT budget in 2017 – nearly 12.5 billion rubles; from them the approved plan of informatization (last modifications are approved 5/24/2017) includes actions for total amount almost in 12.4 billion rubles, i.e. more than 99% of all budget. Today the FC is one of the few federal executive authorities which approved and approved the plans of informatization of 2017 almost in full of the IT budget.

The largest items of expenditure in the IT budget of Treasury are:

  • Development (2.7 billion rubles) and operation (1.5 billion rubles) of the uniform cloud infrastructure (UCI)

  • Operation of the server hardware which is not a part of EOI (1.5 billion rubles)

  • Operation of telecommunication infrastructure (1.1 billion rubles)

  • Development (706 million rubles) and operation (554 million rubles) of the information system "Electronic Budget" (regarding responsibility of Treasury)

  • Development (339 million rubles) and operation (431 million rubles) of AS FK

  • Development (397 million rubles) and operation (455 million rubles) of EIS in the field of state procurements

  • Development (170 million rubles) and operation (321 million rubles) of a management system for operation (SUE FK)

  • Operation of workstations and local peripheral equipment (245 million rubles)

  • Operation of means of printing and copying (198 million rubles)

Growth of the IT budget of Treasury in 2017 in comparison with 2016 is 10.8% that approximately twice exceeds average growth rates of IT budgets for all state agencies.

MINISTRY OF INTERNAL AFFAIRS

The place in rating – 4 (in 2016 – 1). The summary IT budget in 2017 – 9.45 billion rubles; from them the approved plan of informatization (it is approved 3/30/2017) includes actions for the total amount of 7.83 billion rubles, i.e. nearly 83% of all budget.

The largest items of expenditure in the approved plan of informatization of the Ministry of Internal Affairs are:

  • Operation of a telecommunication inforastruktura – 7.24 billion rubles. The Ministry of Internal Affairs is the largest consumer of telecom services among all federal executive authorities – the share of communication expenses exceeds 76% of the IT budget of department.

  • Operation of the systems of accounting – more than 225 million rubles. Such expense level on one of the IC of ensuring standard activity (more than 2% of the budget) also is atypical for federal agency.

The IT budget of the Ministry of Internal Affairs in 2017 significantly was reduced (by 33.8%) in comparison with 2016. Generally this reduction happened because of selection from the Ministry of Internal Affairs of a number of the structures which entered (together with the IT systems and budgets) in the National Guard of the Russian Federation.

Ministry of Telecom and Mass Communications

The place in rating – 5 (in 2016 – 2). The summary IT budget in 2017 – 7.9 billion rubles; from them the approved plan of informatization (it is approved 7/21/2017) includes actions for the total amount of 7.55 billion rubles, i.e. more than 95% of all budget.

The fact of rather sharp reduction of the IT budget of the Ministry of Telecom and Mass Communications in 2017 in comparison with 2016 – more, than for 4 billion rubles (33.9%) deserves attention.

This difference strongly correlates with action cost "Ensuring functioning and a possibility of use by federal state bodies of a data network of authorities" (4.2 billion rubles) which was present in respect of informatization of the department in 2016 but which was not included in the plan of 2017.

There are all bases to believe (after studying also of plans of those federal executive authorities which in 2016 used a single network of data transmission, ESPD) that in 2017 for a number of reasons all departments using earlier ESPD preferred to develop and operate own data networks.

Some questions to plans of informatization of 2017

At the Ministry of Telecom and Mass Communications it is impossible to start "state cloud" so far and to interest departments in opportunities of a single network of data transmission (a photo - Kommersant)

As it was already mentioned above, in plans of informatization of 2017 there are no signs of use by departments of the Single network of data transmission. But increase in expenses on development and operation of departmental data networks was obviously designated.

It was supposed that the departments using ESPD will be able to receive economy of budgetary funds on average for 10%. But a number of the departments which in 2016 passed to ESPD in 2017 refused its use since they did not notice economy.

There are no positive news on the system of federal DPCs ("state cloud"). Let's remind that creation of such system was provided by the Order of the Government of the Russian Federation of October 7, 2015 N 1995-r which approved "The concept of transfer of processing and storage of the state information resources which are not containing the data which are the state secret in the system of federal and regional data processing centers.

According to the Concept, until the end of 2015 the operator of a system of DPC had to be defined – for this role designated National Data Centers LLC, joint venture of Rostelecom and Inter RAO UES. However, in 2015 appointment of the operator Sistema of DPC did not take place, and in the middle of 2016 Inter RAO UES left the list of founders of NDTs LLC therefore Rostelecom became the owner of 100% of NDTs LLC.

In June, 2016 the draft of the order about appointment of the operator of a system of data centers was introduced to the government, but no more topical news for last year appeared.

At the same time, according to sources of TAdviser in federal agencies, at approval of actions for informatization for 2017 from the scope of information it was recommended to remove the corresponding target indicators (2.3 "The information system is operated in the system of DPC (STsOD)" and 2.4 "The data processing center is a part of STsOD") with the link to unavailability to operation of a system of DPC actions.

Whether federal CIO is necessary in Russia?

The creation initiative in the country of institute of federal CIO in the rank of the Deputy Prime Minister is not new. Discussions of introduction of such position were conducted in 2007. Then it was supposed that its tasks will include integration of information resources and services of the country into uniform national information space with the subsequent integration with world resources.

10 years later the representatives of the Russian IT industry involved in projects of informatization of a public sector, differently look at the idea of emergence of federal CIO.

The principle of one-man management in such important issue as infocommunication technologies seems untimely and to begin to build a managerial pyramid from a top not effectively as the additional top of a tree of management suitable mainly for creation of PR-effects is formed. Now the Ministry of Telecom and Mass Communications deals with these issues and in it the set of the commissions and expert advices works that gives the chance to make decisions jointly, Evgeny Kuchik, the CEO of BOSS. Personnel systems company considers.


The senior vice president of Technoserv Group Andrey Bogomolov speaks about sufficiency of the current control:

At the federal and regional level executes functions of the coordinator of informatization the Ministry of Telecom and Mass Communications of the Russian Federation. Besides, at the level of the Government of the Russian Federation there are already curators (Deputy Prime Ministers) and collegiate organs responsible for informatization, such as Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity, Council for regional informatization. They sufficiently control all main directions in the field of informatization.

Also we welcome the decision of the prime minister of the Russian Federation on creation of the commission on program implementation "Digital economy" as the program has cross-industry character. Considering a key role of information technologies within program implementation "Digital economy", it is extremely important to provide close information exchange of the above-stated commissions.


Andrey Burin, the Head of Department on work with a public sector of FORS Group (FORS Group) company, considers that federal CIO is necessary, the same as the corresponding heads in other directions of economy and spheres of life are necessary.

At the same time, according to him, now federal CIO actually is the Minister of Telecom and Mass Communications of the Russian Federation.

The task list, requiring the solution, is already created, and it is constantly updated, programs and strategies are developed, the managerial vertical in the field of information and communication technologies is built both on federal, and at the regional levels therefore it is necessary small — to continue, and only to begin to implement some things. The global purpose is a formation of modern digital economy, - Burin says.


Timur Medzhitov who at the time of preparation of the overview is the associate director on work with authorities of Directum company (in November, 2017 it is appointed the head of the Agency of informatization and communication of the Udmurt Republic.), also notes that as federal CIO act, first, the Russian Government's Department of Information Technology and Communications, secondly, the Ministry of Telecom and Mass Communications of the Russian Federation now.

However, according to him, a number of functions remains outside their powers.

In particular, at federal authorities as were, indeed the IT budgets, and any attempts on their centralization at first sight are not made. With same difficulties in building of uniform IT infrastructure are connected: each department builds the DPCs (for example, FTS, Rosreestr) though at mass state procurement it would be possible to organize the uniform center, and it would be cheaper and more effective. Federal CIO could provide infrastructure as service for all other organizations within a state task. There is no uniform technical support of the state services also — such services are duplicated in each department. In terms of cost reduction, increase in controllability, expense control, it would also be possible to integrate them. The absence of CIO caused already mentioned situation with several personal accounts on the different websites.

One more subject outside activity of the Ministry of Telecom and Mass Communications — the IT industry could become the pioneer regarding creation of the general service centers (GSC) for state structures. Thus it would be possible to centralize state procurements, services of personnel management, service of control of transport. For example, some departments purchase cars in property, others – rent. There could be a uniform service which would buy the necessary number of transport and handed over it according to requests.

There is not enough activity and regarding development of education at schools and universities on the specialties connected with IT. Now more the community tries to influence the educational standard. The set of the state projects on informatization of different spheres starts, but they are not connected with training of specialists in any way. For example, during project implementation on IT in health care training of IT specialists with a bias in data domain was not organized. Today similar deficit of the IT personnel is both in medicine, and in finance, and in project management, - Medzhitov says.


Changes in process of coordination of informatization for 2018-2020

As in a set-up time of this part of article (August, 2017) in state agencies work on formation of actions for plans of informatization of 2018-2020 already began, authors of the overview made the decision to briefly consider those changes in regulating and methodical documents which will have an impact on formation of departmental plans of informatization next year.

It is necessary to carry to pacing factors of influence:

According to experts, at the approval/statement of actions for informatization for 2018-2020 special attention will be paid to compliance of structure and the work content and services included in an action, to provisions of the Order of the Government of the Russian Federation of 7/6/2015 No. 676 (with the changes made by the Resolution of 5/11/2017 No. 555) "About requirements to an order of creation, development, commissioning, operation and decommissioning of the state information systems and further storage of information which is contained in their databases".

Departments should submit for approval more detailed plans of creation and development of the information systems and also to show that these plans provide all obligatory works on information security.

It is also necessary to expect toughening of the requirements for compliance operated by GIS to requirements of the order of FSTEC of 2/13/2013 No. 17. If plans of informatization of 2016-2017 were often approved just "on parole" departments about work in the direction of obtaining certificates of compliance operated by GIS, then, since 2018, use of blocking of financing of the actions for operation of GIS which do not have such certificates is quite possible.

It is possible that there will be bylaws to the Federal law 187-FZ signed in July, 2017 "About security of critical information infrastructure of the Russian Federation". One of key articles of this law is devoted to the State detection system, warnings and mitigations of consequences of the computer attacks on information resources of the Russian Federation (State system of detection, prevention and elimination of consequences of computer attacks).

Practically along with data of the Federal Law, at the beginning of July, 2017, Order of the Government of the Russian Federation No. 803 which made changes to "Provision on coordination" regarding planning of actions for GOSOPKA was accepted. And as, apparently, creation of departmental segments of State system of detection, prevention and elimination of consequences of computer attacks will become obligatory for all federal agencies operating GIS, existence of the relevant activities in plans of informatization will also become obligatory practically for all state agencies.

All listed factors inevitably will lead to increase in IT budgets of departments of item of expenditure at information security (perhaps, to the detriment of financing under any minor articles).

Also activities in the direction of import substitution of IT will proceed. On June 29, 2017 the order of the Ministry of Telecom and Mass Communications of the Russian Federation No. 334 "About the approval of methodical recommendations about transition of federal executive authorities and state non-budgetary funds on use of domestic office software, including earlier purchased office software" was approved.

In connection therewith the order, all federal agencies should adopt plans of transition to use of the domestic office software with rather strictly controlled indicators of such transition by every year of the period of 2018-2020.

These requirements will mean significant gain of control for processes of formation of plans of informatization behind being considered as earlier routine actions for development and maintenance of the park of personal computers of departments – in 2017 departments cannot just like that, buy without proper justification of impossibility of use of the Russian office software lots of new computers with software preset on them Microsoft Windows and Microsoft Office. Further control of such purchases and more and more strict requirements to the argumentation in justifications will only amplify.

Also all reasons to believe are had that the Ministry of Telecom and Mass Communications will strengthen control of obligatory placement of materials on newly created and developed federal by GIS in national fund of algorithms and programs. This trend was shown (according to sources of TAdviser in state agencies) already by preparation of reports on plans of informatization of 2016 and will remain further.
