Today, more than 2.6 thousand traffic lights (intersections) operate as part of ITS, which are gradually being transferred to adaptive control mode. Traffic lights at 26 intersections were modernized in Nizhny Tagil, 15 transport detectors, 10 electronic information boards for public transport stops and a system for managing smart public transport stops were installed.

In the budget of the Sverdlovsk region 2022-2023. 553 million rubles were allocated for the introduction of intelligent transport systems. ITS in the regions: Sakha Republic (Yakutia)

"Highlight" of the ITS project of the Republic of Sakha (Yakutia) is a regional transport model of the Republic, which was developed in March 2021 by specialists from Simetra (A + S Transport LLC) and Stroy Invest Project Corporation. The model was carried out taking into account the fact that about 40% of the territory of Yakutia - and this is the largest region of Russia in terms of area - is located outside the Northern Arctic Circle, which determines the use of various types of transport in winter and summer: in winter and inland water arteries.

The developed model takes into account all types of transport: road, rail, water and air, passenger and freight transport. Within the framework of the project, forecasts of changes in the geography and volume of transportation for the period until 2035 were also made, taking into account current trends in socio-economic development and planned investment projects.

ITS in the regions: Moscow region

In 2020, MVS Group and Urbanteh Group of Companies implemented a pilot project for the creation of intelligent transport systems in several cities of the Moscow Region (Shchelkovo-Fryazino, Krasnogorsk, Sergiev Posad). Within ITS, traffic management, response to accidents and emergencies, parking space management, public transport management, forecasting of the transport situation, and administration of traffic offenses were implemented. As a result, road capacity increased by a quarter.

The data obtained in the ITS circuit are aggregated in real time and form a complete picture of the road situation, which allows you to monitor the intensity of traffic flows and form traffic routes taking into account the day of the week and the time of day. So, if it is necessary to eliminate congestion, road system operators can change the operation modes of traffic lights.

ITS in the regions: Tatarstan

In the Republic of Tatarstan, work has been completed on the implementation of the first stage of a unified transport system management platform, now the region is preparing for the implementation of the second, said Minister of Transport of the Republic of Tatarstan Farit Hanifov at a meeting of the working group of the Federal Road Agency for the implementation of ITS on the road network of the constituent entities of the Russian Federation as part of the international forum Kazan Digital Week-2021 in September last year. The new stage implies the integration of existing subsystems into a single platform, the development of an automated traffic control system, the arrangement of another 14 traffic lights that will allow the implementation of the "green corridor" regime. ITS in the regions: Nizhny Novgorod region

As part of the creation of a new transport system in the Nizhny Novgorod agglomeration (a project developed by Stroyproekt Institute JSC is undergoing public discussion), infrastructure changes in the field of public transport are planned : adjustment of the route network in order to reduce the number of duplicate routes, combining all types of public transport into a common network with a single schedule, including metro and suburban trains, as well as the development of transport links between settlements within the agglomeration and in new areas under construction.

ITS in the regions: Stavropol

Stavropol Territory - one of those who received budget funding for the design and implementation of an intelligent transport system as part of the national project "Safe quality roads" in cities with a population of more than 300 thousand inhabitants. According to Alexander Rotov, Deputy Minister of Road Management transport Stavropol and the Region, Stavropol belongs to those large cities in which there is a large increase in the number of cars: for them the introduction of intelligent transport systems is a necessity, since ITS provides a large set of tools that allows increasing road capacity.

It is planned to create more than two dozen ITS subsystems on the territory of the region, moreover, seven of them will work on regional roads: a weather monitoring subsystem, monitoring of traffic flow parameters, traffic light control, informing road users using dynamic placards and variable information signs, as well as monitoring environmental parameters, weight and size control of vehicles. It is also planned to create subsystems for video surveillance, accident and emergency detection, as well as policy management of traffic flows.

ITS in the regions: Volgograd region

In the Volgograd region, the second stage of work on the creation of ITS, providing for the automation of traffic management processes, was completed. In the region there are video surveillance and photo and video recording systems for traffic violations, a system for dispatching passenger transport, informing passengers of transport - more than 60 electronic signs inform drivers about weather conditions, traffic accidents and other situations on the road.

The main task of the system is to increase the throughput of the road network of urban agglomerations by managing groups of traffic lights like a "green wave," "green street," and providing priority travel to public transport. To this end, 583 traffic lights were modernized, including more than 80 smart traffic lights, and municipal centers were created using the capabilities of an intelligent transport system.

ITS in the regions: Arkhangelsk

The creation of ITS in Arkhangelsk began in 2020. Then the ITS control center was created on the basis of the Archtelecenter and work was carried out to digitize the roads of the capital of Pomerania. In 2021, ITS subsystems were introduced on key highways of the city. So, at three intersections of the regional center, a smart control system was tested, which allows you to regulate traffic flows, increasing or reducing the phases of traffic lights, creating a "green wave." According to the regional Ministry of Transport, the throughput of intersections increased by more than 25%.

According to Denis Kulizhnikov, Deputy Minister of Transport of the Arkhangelsk Region, the introduction of intelligent transport systems in the region will increase the quality of roads, make them modern, safe and comfortable. In line with this task, during 2021, seven significant intersections of the capital of Pomerania were equipped with transport sensors, modern weather stations and dynamic information screens were commissioned. In addition, sensors and surveillance cameras were installed, as well as special equipment for a single ITS control platform.

ITS in the regions: Vologda

In the framework of the federal program "System-wide measures for the development of road facilities" of the national project "Safe quality roads" Rusatom Infrastructure Solutions JSC and the administration of Vologda at the end of February 2022 began the implementation of the second stage of the project to create a city IT.

During the first stage, video monitoring systems were installed to quickly monitor the situation on the roads, server equipment for processing data on the road situation on the streets of the city was commissioned: the number transport moving along the streets, information about the average speed of vehicles, as well as at data video surveillances intersections and analysis of the flow of public transport. A number of modules and subsystems of ITS were created, including a coordinated traffic control module, a traffic light control subsystem, a video surveillance subsystem, accident and emergency detection, etc. Integration of peripheral equipment of ITS was carried out: 29 traffic lights and 33 video control complexes organized workstations of operators.

At the second stage, 76 stationary automatic monitoring and video surveillance systems will be installed and integrated, as well as 48 traffic lights will be integrated in automated mode.

In total, it is planned to create 10 modules and subsystems of ITS, including a module for coordinated traffic control, a subsystem for traffic control, a subsystem for video surveillance, accident and emergency detection, a module for monitoring the efficiency of ITS, a subsystem for directional control of traffic flows, a subsystem for monitoring the parameters of traffic flows, a module for controlling the movement of public transport, etc.

RIR emphasizes: optimized traffic light control will allow to unload the transport arteries of the city, which will ultimately affect convenience and road safety. ITS in the regions: Novosibirsk region

Work on the creation of ITS in the Novosibirsk region started at the end of 2021, when federal funding was allocated to the Novosibirsk region for the introduction of intelligent transport systems. To date, sets of design documentation have been developed for the techno-working project "Implementation of the intelligent transport system of the Novosibirsk agglomeration, which provides for the automation of traffic management processes," which are being agreed in the PKU "Roads of Russia."

The project provides for the introduction in 2022-2024. subsystems of the intelligent transport system of the Novosibirsk agglomeration in order to automate traffic management processes, including the management of public transport, parking space, smart stops.

It is assumed that the average speed of traffic will increase to 10%, and the congestion rate will decrease to 5%. At the same time, the number of accidents should be reduced to 65%, and the number of carbon dioxide pollutants - up to 5%.

ITS in the regions: Ufa

In February 2022, a project to introduce an intelligent transport system was launched in Ufa. One of the first directions of ITS implementation in the Ufa agglomeration will be the modernization of traffic lights: the creation of intelligent traffic lights with the installation of automated traffic control systems. In addition, road maps will be digitized, sensors, surveillance cameras, as well as special equipment for a single control platform will be installed.

At the first stage, 64 traffic lights, 48 pedestrian traffic lights, 5 multifunctional communicators and 5 universal road controllers will be installed. New traffic lights will be synchronized with the adaptive traffic control system.

ITS in the regions: Dagestan

In Dagestan, as part of the national project "Safe quality roads," the creation of a modern adaptive traffic control system began, which will reduce the time of transport accessibility and increase the safety of road users. At the first stage of ITS creation, traffic lights were modernized - 23 traffic lights were equipped with traffic sensors. It is planned that the modernization of traffic lights will lead to a qualitative improvement of the road situation in the city.

"To achieve the maximum effect, everything should be in the hands of a single customer," Ivan Mordanov believes.

Another big problem is common for all large IT projects - a shortage of qualified specialists with experience in ITS in the regions. This is critical at the stage of not only the creation, but also the subsequent maintenance of the created ITS.
