Performance indicators

2023: Growth in annual electricity production by 4.5% to 55.9 billion Kw/h

Electricity production "T Plus" in 2023 reached 55.9 billion kW/h, which is 4.5% more than a year earlier. Heat output during this time decreased by 2.4%, to 94.6 million Gcal. The company published such data in February 2024.

As noted in the group, the increase in demand for electricity and the demand for the company's capacities in the wholesale electricity and capacity market (OREM) affected the production of electricity. The decrease in heat output is associated with the end of the heating season earlier than a year earlier. The dynamics was also influenced by a decrease in the need for steam for industrial consumers.

The main areas of activity of T Plus are generation, energy trading, retail, and energy service. As of the end of 2023, the company provides energy supply in 16 regions of Russia. Its clients are more than 14 million individuals and over 160 thousand legal entities. The group manages 60 power plants, more than 400 boiler houses and over 18 thousand km of heating networks. The installed electric capacity of the power facilities of the group is 15.5 GW, the thermal capacity is 55 thousand. Gcal/h.

T Plus planned to increase investments in the modernization of heating networks and stations by more than 26% - up to 55.1 billion rubles. The company managed to attract additional funds, as well as maintain consistently high performance of the company, largely due to the transition of territories to a new model of the heat market - an "alternative boiler house," the company noted.

In 2023, T Plus planned to maintain high rates of rearrangement of heating networks and replace 720 km of pipelines in 16 regions. 157 overhauls of the main equipment of the stations will be carried out.[1]

2022:3% increase in annual revenue to RUB 267.03 billion

The largest non-state energy holding "T Plus" in Russia in 2022 earned 267.03 billion rubles in revenue, which is almost 3% more than a year earlier. The group's net profit during this time decreased by 21.35% and amounted to 13.96 billion rubles. Such data were released at the end of March 2023.

Holding "T Plus" increased annual revenue

Earlier, T Plus cited operating data for 2022. According to the results of this period, the group's power plants generated 53.4 billion kWh of electric energy from the collectors of thermal power plants and boiler houses, 97 million Gcal of heat was released. At the end of 2021, similar indicators amounted to 54.6 billion kWh and 99.6 million Gcal, respectively.

The volume of production was affected by the warmer weather in comparison with 2021, which was established in the regions. It also affected a decrease in heat consumption and a decrease in electricity generation. Another factor is the postponement of the commissioning of power units by DPM-2.

In 2022, T Plus invested about 40 billion rubles in preparing its facilities for winter, an increase of almost 4 billion rubles compared to 2021. The company replaced 716 km of heating networks, and also carried out the necessary measures at stations and other heat supply facilities, keeping the indicators at the level of 2021.

As stated in PJSC "T Plus," in 2022 the implementation of the program of digital transformation of all business areas continued. In particular, the development of the "digital station" project, which is being implemented at two thermal power plants in Yekaterinburg.[2]

2022: Fine of 0.85 billion rubles for manipulating prices in the energy market

The Federal Antimonopoly Service (FAS) fined T Plus 846.5 million rubles for manipulating prices in the wholesale electricity and capacity market. The regulator announced this on July 8, 2022.

According to the FAS statement, employees of the department revealed that T Plus price applications exceed the actual cost of electricity production at the corresponding hour by an average of 70-90%, and in some cases more than twice. This influenced the formation of an equilibrium price for electricity in the Vyatka free flow zone of the first price zone, where the company occupies a dominant position, the FAS said.

They also noted that in the future such actions affected the cost of electricity in the wholesale market and led to an additional financial burden for consumers, which was estimated at 66.8 million rubles per month.

Thus, PJSC "T Plus" manipulated prices in the wholesale market of electricity and capacity. This is a violation of the Competition Protection Act (paragraph 11 of part 1 of article 10 of the Competition Protection Act).

T Plus said on July 8, 2022 that they were surprised by the decision of the FAS and the size of the fine and would challenge the decision of the department.

At the moment, the decision of the FAS Russia, which established the fact of antimonopoly violation by PJSC T Plus, is being challenged in court. At the same time, the Arbitration Court of the city of Moscow did not support the conclusions and position of the antimonopoly authority, recognized them as unlawful and canceled the accusatory decision and the order. In our opinion, the court examined in detail all the circumstances and came to motivated conclusions about the groundlessness of claims against PJSC T Plus, the company said.

Partners "T Plus" are invited to fake public procurement

In November 2020, T Plus reported fraud in which unidentified persons announce procurement procedures on behalf of an energy company. Swindlers send invitations to participate in the auction on behalf of the company, and also request information of various kinds from potential participants, including confidential information.

As told To the businessman"" in "T Plus," more than 20 contractors received letters from the domain tpmoscow.ru with a fake invitation to participate in procurement. Among the tenders, for example, the provision of cleaning services, the manufacture of overalls for 5.8 million rubles. or T-shirts with the company's logo for 2.3 million rubles. Invitations have been worked out: for example, in the terms of reference there are images with examples of T-shirts.

T Plus partners are invited to fake public procurement, damage reaches hundreds of millions

T Plus gave some advice on how to determine the authenticity of ads. First, the company publishes and corrects the procurement plan on the website of the Unified Information System, each of which has a lot number. Secondly, he places the documentation in his personal account on the websites of the electronic trading platform (ETP) and his own in the procurement section https://www.tplusgroup.ru. There he also indicates the contacts of his employee for communication.

Thirdly, if the purchase is carried out in electronic form (and it is used most often), then the invitation to participate must indicate the number of the notice about it published in the EIS, as well as its number on the electronic trading platform. Submission of applications by participants and requests from the customer to clarify their offers are carried out through the ETP functionality.

Tatyana Shcherbakova, a senior content analyst at Kaspersky Lab, in a conversation with Kommersant, noted that the fraud scheme faced by T Plus appeared several years ago. The damage from such scams can be measured in tens and hundreds of millions of rubles, adds Yakov Kravtsov, head of the anti-contract department of Group-IB.[4]
