The construction of the centers was carried out in accordance with the order of the President of the Russian Federation of October 15, 2013 No. 1873-r and the federal program for the development of a network of perinatal centers in the regions of Russia. The total cost of the construction program for 15 centers is 36 billion rubles. Financing is carried out at the expense of regional budgets and the federal Compulsory Health Insurance Fund (MHIF). Funds from the anti-crisis center of the Rostec state corporation in the amount of 1.7 billion rubles were also allocated for the completion of construction.

Allocation of over 360 million rubles for the construction of a center in Petrozavodsk

To speed up construction, a decision was made on additional funding from Rostec sources. In particular, by decision of the state corporation, about 360 million rubles have already been allocated for the construction of a perinatal center in Karelia, more than 200 million rubles in Penza, over 140 million rubles in Ulyanovsk. In addition, the funds will be received by objects in the Leningrad and Tambov regions. In total, 1.7 billion rubles will be allocated for the construction and equipment of perinatal centers by the end of 2017.

Rostec explained the additional investment, among other things, by an objective increase in the cost of work, since the project documentation was being prepared in 2014 - in other price conditions. At the same time, in some cases, the measures taken are associated with claims against contractors who did not meet the deadlines, did not comply with the requirements for the quality of work and made cash gaps. With several contractors that did not fulfill their obligations, the contracts were terminated, criminal investigations were initiated against a number of unscrupulous firms, the corporation said in a statement.
