Creation and development
"University 20.35" was created by the Agency for Strategic Initiatives (ISI) in 2017 under the leadership of the director of the direction "Young Professionals" of the ISI to promote new projects Dmitry Peskov. Training plans for 5,000 civil servants together with Innopolis University
Innopolis University on October 5, 2020 announced that it would train 5 thousand civil servants.
The program for training anti-crisis leaders and teams of the digital economy "KLIK" was launched together with the University of STI "20.35." In two months, students will learn the competencies of data-based management and develop digital projects.
Training teams are formed from employees of state-owned companies, federal ministries, services and agencies, as well as civil servants from regional governments of the Kaliningrad, Leningrad, Nizhny Novgorod and Tyumen regions, Primorsky Territory. The training will be divided into two tracks: "Chief Data Officer - Data-Based Management" and "Date Analyst - Technical Architect of Digital Solutions." Weekly teams will get acquainted with 8-12 topics in the field of digital economics, perform homework and pass tests, as well as work on team projects, the acceleration of which will take place at the end of the program. The training will take place in a remote format.

The rector of the University 2035 was Nina Yanykina, who was previously a member of its supervisory board and headed the Center for Academic Partnerships of Sberbank, the bank's competence center for working with higher education.
The position of executive director of the organization was taken by Andrei Bugaenko, who previously oversaw strategic areas of work at FSUE NII Voskhod and participated in projects such as Information Infrastructure to connect schools to the Internet and build a new generation of biometric passports.

Ministry of Economic Development introduces a system of fines for the technological "University 20.35," which receives billions of dollars of funding from the state
In 2020, the Ministry of Economic Development tightens control over the activities of the University 20.35. The ministry plans to introduce a system of fines for delays in the provision of reports reflecting the use of subsidies, as well as for not meeting the target indicators of subsidies. Such measures in relation to the university provide for a draft decree of the Government of the Russian Federation, developed by the Ministry of Economic Development[1]98275.
The document is posted on the official portal of draft regulatory legal acts. Its public discussion began on December 20, 2019 and ended on January 3, 2020 with nothing - no proposals were received for the document.
The draft resolution clarifies the rules for providing subsidies to the University 20.35 by the Ministry of Economic Development.
So, the document clarifies, citing a specific list in the appendix to the rules, a number of results and indicators of the federal project "Personnel for the digital economy," some of whose activities are implemented by the University 20.35. Namely, those results and indicators that are aimed at achieving the organization's result of providing a subsidy.
Such indicators include:
- the number of subjects of the Russian Federation participating in the testing of the model for the provision of personal state digital certificates aimed at the formation of digital economy competencies among the able-bodied population;
- The number of subjects of the Russian Federation on whose territory a model of a digital system for assessing the achievements of students is implemented, providing for their use of user-wide and professional digital tools;
- the number of citizens enrolled in training in the development of digital economy competencies using the model of personal digital certificates from the state for the formation of digital economy competencies among the able-bodied population;
- Number of people covered by PR campaign information activities to promote personal digital projects.
In addition, the draft resolution defines the procedure, deadlines and forms for the University to submit reports to the Ministry of Economic Development by 20.35 and gives the ministry the right to establish the deadlines and forms for the organization to submit additional reports.
Fines for not reaching the target results and indicators of the subsidy in the reporting period and for the organization's violation of the deadlines for submitting reports and other information requested by the Ministry of Economic Development are another innovation of the document.
The fines imposed on the University 2035, as stated in the explanatory note to the draft resolution, will lead to a better implementation by the organization of the activities of the federal project "Personnel for the digital economy," as well as to a more effective spending of the funds provided for by the university.
At the same time, the explanatory note notes that "University 2035" systematically violates the deadlines for providing the Ministry of Economic Development with reporting, as well as the deadlines indicated by the ministry in its requests. Violation of the reporting deadlines by the University 2035, as stated in the note, jeopardizes the provision of information to the Ministry of Economic Development in accordance with the regulation on the management system for the implementation of the national program Digital Economy.
TAdviser did not provide information on how long the University 20.35 has violated the deadlines for submitting reports and responses to requests to the Ministry of Economic Development. The press service of NTI TAdviser was informed that there is no official information on the imposition of fines on the University 20.35 in NTI as of January 9, 2020.
On January 17, 2020, TAdviser NTI reported that the University of 2035 summed up the results for 2019 and provided reporting documentation on the results of the implementation of measures within the framework of a subsidy provided by the Ministry of Economic Development.

The document was signed on July 16, 2019.
