In 2023, Rostelecom increased the coverage of optical data transmission networks to more than 41 million households, and also carried out a large-scale modernization of previously built networks. Over the year, 3,000 km of fiber-optic communication lines were built in cities and other settlements of 65 regions to organize the technical possibility of connecting the Internet to 1.3 million households, which ensured an influx of new customers. The built networks provide data transfer rates of 1 Gb/s and higher, they cover both new buildings, secondary housing, and private houses.

Ensuring the reliability and quality of services requires continuous infrastructure development and modernization at network levels above the last mile. The most important areas of network modernization in the interests of previously connected private customers:

  • During the year, additional equipment was installed to expand network bandwidth on 64 broadband trunk routers (BRAS), which improved the quality of home Internet for 840,000 families;
  • in 2023, 11 thousand home Internet switches were replaced - 300 thousand families felt an improvement in the user experience.

The implementation of the program to replace outdated terminal equipment - Wi-Firouters-, set-top boxes, which are used in the apartments of subscribers, continues. Over three years, the installation of new high-speed devices has improved the quality of services for more than 260 thousand families.

As a result of Rostelecom's efforts to expand and modernize broadband access networks, the speed and reliability of the connection, downloading video and other heavy content have increased, and the risks of equipment overload during the hours of the greatest user activity have been eliminated. The growth in quality indicators affected not only Internet access services, but also additional digital services of Rostelecom that use this infrastructure - the Wink online cinema, home cloud video surveillance, Smart Home, Klyuch and others.

The company has implemented a system for monitoring the quality of services using artificial intelligence. It diagnoses and solves service problems even before users themselves feel it. As a result, the number of calls to technical support is reduced.

The implementation of a large-scale program was made possible by a set of digital tools consisting of three key components: smart procurement systems, auto checks for the possibility of connecting an object at the planning stage, as well as automation of the entire document flow and reporting at the implementation stage.

Thanks to the implementation of this system of distribution of orders for work, Rostelecom optimized the cost of implementing projects and accelerated standard procurement procedures, while maintaining high quality services. Automating the technical connectivity check made it possible to get an assessment in seconds, which increased customer satisfaction and reduced internal project approval time by 20%. In addition to this, end-to-end automation of work with documents (from their formation, signing and exchange with the counterparty to the preparation of reporting materials) - significantly accelerated formal procedures that often slowed down the business processes accompanying construction.

Rostelecom annually invests more than 50 billion rubles for various projects, so the amount with a limit of 300 billion over five years seems quite logical, analysts say. Meanwhile, as suggested by Deloitte partner Anton Shulga, the introduction of NFV and SDN technologies will take place as part of the overall network modernization and development program. It was on it that the operator spent from 60 to 90 billion rubles in recent years.

The operator's presentation states that updating the network infrastructure and, in particular, the implementation of NFV and SDN, will help reduce the time for bringing the new service to market from 14 to 3 months, as well as contribute to reducing the number of network control centers from 67 to 7 and reducing the staff serving the network - from 80 thousand people to 50 thousand.

Meanwhile, Rostelecom expects to deploy at least two pilot zones for the implementation of SDN solutions in the fall of 2016 and involve Russian companies in testing, including the Center for Applied Research of Computer Networks, and possibly Rostelecom-affiliated Programmable Networks LLC (Brain4Net brand).
