The Ministry of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan (formerly the Ministry of Informatization and Communications of the Republic of Tatarstan) is the executive body of state power of the Republic of Tatarstan, conducting state policy in the field of informatization and communications; within its competence, interacts with enterprises, institutions and organizations regardless of their organizational and legal form and departmental affiliation in the established field of activity.

Ilya Nachvin's appointment new head of the Ministry of Digital Development of Tatarstan

Planning the restoration work of the building for 100 million rubles
In Kazan, planned repair and restoration work of the building of the Ministry of Ministry of Digital Development of the Republic. The customer of the work is GKU Glavinveststroy RT. Information in September 2025 was published on the Public Procurement portal. The initial contract value is ₽99,8 million. The Ministry of Digital Development of Tatarstan explained the decision to disband the headquarters for ensuring cybersecurity
In mid-July, Albert Yakovlev, Deputy Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan, explained to TAdviser the reasons why the cybersecurity headquarters was disbanded in the republic. This was done in mid-June 2025 in accordance with the order of the Cabinet of Ministers of the Republic of Tatarstan dated 11.06.2025 [2], signed by the Prime Minister of Tatarstan Alexei Pesoshin.
Cyberstabs in Tatarstan and other regions began to be created in March 2022 at the initiative of the Federal Government and under the supervision of the Ministry of Ministry of Digital Development. In particular, in the Republic of Tatarstan, it was created in June 2022 by order[3]. As stated in the order itself, it is part of the implementation of the requirements of the Decree of the President of the Russian Federation No. 250 and the list of instructions of the Deputy Chairman of the Government of the Russian Federation Dmitry Chernyshenko regarding the formation of cybersecurity headquarters in all regions of the Russian Federation.
However, after three years, the need for such cyberstabs seems to have decreased.
| The powers previously assigned to the operational headquarters (including in accordance with Decree of 01.05.2022 No. 250, paragraph 1b) are fully implemented by the Interdepartmental Commission of the Security Council of the Republic of Tatarstan on Information Security, approved by Decree of the President of the Republic of Tatarstan of June 6, 2000 No. UP-394. Indeed, in the early 2000s, similar interdepartmental structures were created in various regions of Russia, which were called upon to be responsible for the strategic development of cybersecurity in the region. Cyberstabs, which needed to be created in the regions in the spring of 2022, were supposed to be responsible for the operational situation with information security in the region and interaction with other similar structures that were engaged in an adequate response to a sharply increased number of threats.
| In Moscow, some officials saw the situation in such a way that the existing structures such as an interdepartmental commission are not enough to counter sharply increased cyber threats against the backdrop of hostilities, "Oleg Shakirov, author of the Cyber War TG channel, explained to TAdviser The[4]. - If the interdepartmental commission of Tatarstan on information security was more focused on strategic issues, then the cyberstab was entrusted with the task of informing regional authorities about security measures and reporting on cyber incidents. In other words, the cyberstab was responsible for the prompt exchange of information about threats, measures to counter them, incidents that occurred. |
Now, it seems, the intensity of cyber opposition has subsided. The need for an operational extraordinary response has disappeared. At the moment, cybersecurity procedures have been worked out and it has become possible to transfer their powers to the interdepartmental commission.

Transformation into the Ministry of Digital Development of Public Administration, IT and Communications of the Republic of Tatarstan
On September 25, 2019, it became known that the State Council of Tatarstan at the third meeting approved the proposal of the President of the Republic of Tatarstan Rustam Minnikhanov to transform the Ministry of Informatization and Communications of the Republic of Tatarstan into the Ministry of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan.
The proposal was supported by the majority of deputies of the State Council of the Republic of Tatarstan, and the Minister of Informatization and Communications of the Republic of Tatarstan Airat Khairullin called the main task for the restructured department to improve the quality of life of Tatarstan residents using digital solutions.

2014: FAS punished the Ministry of Communications of Tatarstan for refusing to buy tablets
At the end of August 2014, the FAS forced the Ministry of Informatization and Communications of Tatarstan to revise the results of the choice of a supplier for the supply of tablets to admit to trading the only company - Mekom, which applied for participation in them.
The tender for the supply of 40 tablets and several mobile phones for a total of 775 thousand rubles. regional Ministry of Communications announced in July. The owner and general director of Mek Sergey Kostenetsky filed a complaint about the results of consideration of applications for participation in the competition in the antimonopoly department. He applied for the competition both from the company, as from a legal entity, and himself, as an individual.
The Ministry of Communications of Tatarstan rejected both applications. The first - on the basis that the company did not provide a number of necessary documents, the second - due to the impossibility of considering Kostenetsky a small business entity.
Having considered the complaint, the FAS came to the conclusion that Mekom unreasonably refused to participate in the competition and ordered the Ministry of Communications to eliminate this violation. At the end of August, the Ministry of Communications of Tatarstan published information about the decision to recognize Mek, the only company that applied for participation in the competition, as its participant.
In turn, the antimonopolers recognized the refusal to participate in the competition to Sergei Kostenetsky as an individual as justified, since the terms of the competition assumed the choice of a supplier among small businesses.
In addition to the order to eliminate violations, the FAS also announced a decision to consider initiating administrative proceedings against persons who violated the norms of the legislation of the Russian Federation on the contract system.
2013: Results of informatization
At the end of January 2014, the Ministry of Informatization and Communications of the Republic of Tatarstan at an expanded board with the participation of Minister of Communications Nikolai Nikiforov summed up the work of the industry in the republic in 2013.
According to the ministry, the gross income of the informatization and communications industry for the reporting period amounted to 46.6 billion rubles. with an increase of 6% compared to the previous year. Capital investments of industry enterprises amounted to 5.3 billion rubles, 5.8 billion rubles were transferred to the budgets of the Russian Federation and Tatarstan. The average monthly salary of industry employees in 2013 amounted to 28.3 thousand rubles, which is 8% higher than in 2012.
In 2013, Tatarstan residents were provided with a record number of services in electronic form - more than 25.7 million, which means an increase of 63% compared to the level of last year, the data in the regional IT ministry led.

At the same time, the ministry appealed to Nikolai Nikiforov with a request to assist in the integration of federal and regional service registers.
Significant events for Tatarstan in terms of IT in 2013 in the regional IT ministry are also called the launch in all regions of the republic of Sistema-112 and the successful passage by Tatarstan - the first in the Russian Federation - of state acceptance tests of Sistema-112.
The Ministry of Informatization and Communications of Tatanstan notes that all the achievements of the republic in the profile region have become possible thanks to high-quality communication and data transmission network. The broadband Internet penetration rate reached 71% in Tatarstan in 2013, which is one of the highest rates in the country. On average, in the regions of Russia it is 55%.
The cellular penetration rate increased to 170%. The number of active cellular subscribers in Tatanstan has almost reached 6.5 million. However, mobile operators in municipal areas are faced with problems of allocating land for the construction of communication facilities, officials say. In this regard, the leadership of the ministry appealed to the heads of districts with a request to assist operators in allocating land and space for the construction of base stations and reduce the time for issuing documentation.
