2 data centers and only Russian software. The Ministry of Digital Development revealed what the state automated system "Vybory 2.0" will be
The operation of the state automated system (GAS) "Vybory 2.0" will be supported by two data centers created on the principle of availability and security - taking into account peak loads. The software part of the platform, including security components, is based exclusively on Russian software. This was announced on October 23, 2024 by the Deputy Minister of Digital Development, chief designer of state automated system "Vybory" Oleg Kachanov.
For state automated system "Vybory 2.0" a number of architectural changes are provided. Instead of the previous decentralized model with the bases of each local commission, a centralized approach with a common database directly in the Central Election Commission (CEC) is applied. Integration of state automated system with other federal information systems subordinate to Ministry of Digital Development ("Public services"), the Ministry of Internal Affairs, the Federal Tax Service, etc.
As part of the State Automated System Vybory 2.0 project, according to the Kommersant newspaper, it is planned to develop information services for candidates, voters and members of election commissions, as well as expand remote electronic voting (DEG). In particular, the introduction of new functions related to the provision of documents in electronic form is being prepared for parties and candidates. In addition, services for the appointment of observers using their personal accounts will continue to develop. The protocols on the voting results are planned to be formed in digital form with an electronic signature.
Kachanov also said that security facilities are provided at all levels of the platform. For example, the transfer of information between "internal" (service) and "external" (available to observers) contours is strictly regulated, and the people involved in it have the necessary levels of admission.[1]
Approval of the concept of development of the state automated system "Elections" until 2030
The Central Election Commission of Russia approved the draft concept for the development of the state automated system "Elections." The document defines a strategy for modernizing the electoral system for the period up to 2030, including expanding the possibilities of remote electronic voting. This became known in October 2024.
According to Interfax, Deputy Chairman of the Central Election Commission Nikolai Bulaev said that the concept is aimed at developing digital services for all participants in the electoral process: voters, candidates, political parties and election commissions.
In addition, the concept provides for the preservation of traditional voting using paper ballots in parallel with the expansion of the remote electronic voting system. Electronic voting is seen as a tool to ensure the active suffrage of citizens throughout the country.
As part of the implementation of the concept, it is planned to introduce electronic voter lists in precinct election commissions and expand the use of electronic voting at polling stations.
The Central Election Commission is temporarily restricting the expansion of the use of remote electronic voting abroad due to cyber attacks on electronic services during voting. Despite this, the document assumes the further development of the remote voting system.
Deputy Chairman of the Central Election Commission Nikolai Bulaev stressed that remote electronic voting, despite the existing criticism, remains the only tool capable of ensuring the implementation of the electoral rights of citizens throughout the country and potentially at the global level.[2]

In mid-September 2024, it became known that the tender for the supply of automated workplaces (AWS) for State Automated System Vybory was won by Technoprogress, a subsidiary of the Aquarius group. We are talking about about 1800 computers totaling 197 million rubles.
According to the publication CNews, the competition was held by the operator of the state automated system "Vybory" - FGKU "Federal Center for Informatization at the Central Election Commission of the Russian Federation." The PC should have an operating system included in the Unified Register of Russian programs for electronic computers and databases of the Ministry of Communications. We are talking about one of the domestic platforms on the Linux kernel, which will replace Windows as part of the import substitution program.
For state automated system "Vybory" two types of AWS are purchased. The first version of computers (1718 pieces) assumes the presence of at least 8 GB of DDR4 RAM expandable up to 64 GB or more. The second option (84 pieces) should be equipped with a hard drive and a processor that allows processing at least eight instruction streams at the same time. More detailed characteristics of processors are not specified in the information about the purchase object.
It is said that the tender was declared invalid, since only one application was submitted for participation in the purchase. This application came from Technoprogress, with which a contract was later concluded. Technoprogress is engaged in the implementation of projects for the construction and maintenance of engineering, communications and IT infrastructure for Russian organizations. In particular, the company supplies computing equipment to state institutions. It is noted that Technoprogress works with advanced and authoritative suppliers of equipment and technologies, and the organization includes experienced qualified specialists.[5]
CEC switches to a new version of the state automated system "Vybory" system
The Central Election Commission of Russia in early September 2024 announced that after a single voting day, the use of the old version of the state automated system (GAS) "Elections," which served for almost 25 years, will end. The new version of the system, known as state automated system "Vybory 2.0," will be completely isolated from the Internet and is based exclusively on Russian software.
According to TASS, CEC Chairman Ella Pamfilova confirmed that the transition to the new system will begin immediately after the election is completed. Pamfilova stressed that the previous version of state automated system "Vybory" performed its functions with dignity for almost a quarter of a century, but the time has come to modernize the system in accordance with modern requirements.
The new state automated system system "Vybory 2.0" was developed taking into account modern information security challenges and the need for complete isolation from the global network. Pamfilova noted that the CEC seeks to ensure maximum data protection and transparency of the electoral process using Russian technologies. For the first time, testing of the new system will take place in 45 regions of Russia, which will allow assessing its work in real election conditions.
The digital version of the system includes updated data processing mechanisms, which will allow faster and more accurate collection of voting information and transfer it to election commissions. The new version of the system is expected to be more reliable and efficient than its predecessor, thanks to modern technologies and an improved software architecture.
Pamfilova also stressed that the transition to state automated system "Vybory 2.0" is part of a large-scale process of digitalization of the electoral system of Russia. The new system will ensure the security of voter data, the reliability of vote processing and a high degree of protection against any external interference.[6]
CEC estimated the cost of operating state automated system "Elections" until 2027 at 10 billion rubles
Central Electoral Commission Russia estimated at more than 10 billion rubles the federal budget expenditures on the operation of the new version state of the automated system (state automated system) "Vybory." We are talking about spending for 2025-2027, a member of the commission said at the end of June 2024. Anton Lopatin
The following solution is proposed, 3.29 billion rubles are planned for the operation of the new digital state automated system "Vybory," the new version in 2025, 3.33 and 3.44 billion rubles in 2026 and 2027, respectively, - he said at a meeting of the Central Election Commission (quoted by TASS). |
Deputy Chairman of the CEC of the Russian Federation Nikolai Bulaev says that in terms of functionality, the new system is very different from the current state automated system "Vybory." An expensive pleasure, he said, is the communication channel between two software and hardware complexes (PAC) - the main and backup.
In addition, the entire infrastructure of the system is also changing, if you look at the structure of requests that we have formed, this is really more than 3 billion rubles [per year] - this is more than allocated for the maintenance of state automated system "Vybory" 1.31, - he said. |
Bulaev added that the initial assessment of the Ministry of Digital Development and Rostelecom practically confirms that the amount of planned funds does not exceed the necessary ones.
At a meeting of the CEC of the Russian Federation at the end of June 2024, a draft extract from the protocol on plans for the main measures for the use, operation and development of the state automated system for the period 2025-2027 was considered and adopted as a basis. The commission should switch to a new version of the State Automated System by the end of 2024.[7]
According to Lopatin, in addition to the Federal Center for Informatization at the CEC of the Russian Federation, representatives of the chief designer of the new digital platform - "Rostelecom," as well as the apparatus of the CEC of the Russian Federation, participated in the planning. The document will be sent for consideration and approval by the Ministry of Finance of the Russian Federation.
Completion of the digital platform state automated system "Elections" 2.0
On June 19, 2024, the Central Election Commission of Russia announced the completion of the creation of a new digital platform state automated system "Elections" 2.0. The system will be used in elections in 46 regions of the country in September 2024.
According to Interfax, testing and training on the use of the new system began on April 15, 2024 and included several key stages. One of the most important stages was the test vote held from May 22 to 24, 2024. During this event, election commissions worked out actions to use various subsystems and components of state automated system "Vybory" 2.0, which made it possible to identify and eliminate possible problems.
According to the head of the CEC Ella Pamfilova, the new platform not only retains all the advantages of the previous version of the state automated system "Vybory" in terms of safety and reliability, but also has all the advantages that the modern digital platform provides. She stressed that in 2025 it is planned to completely switch to work with state automated system "Vybory" 2.0.
We must fully switch to working with the digital platform 2.0, which, while preserving all the advantages of State Automated System Vybory in terms of security and reliability, has all the advantages that the digital platform provides, "said Ella Pamfilova. |
According to Interfax, on September 8, 2024, on a single voting day, more than 4 thousand election campaigns of various levels are planned. Including elections of governors in 21 regions and deputies of the Moscow City Duma will be held.
The CEC also noted that the digital platform state automated system "Elections" 2.0 includes unified and modernized subsystems that ensure operational and reliable interaction between participants in the electoral process. This includes not only collecting and processing data, but also ensuring its security.[8]
State automated system "Vybory" is transferred from Windows to Russian Linux
The state automated system "Elections" is switching operating system Windows from to a domestic analogue created on the basis. Linux This became known on June 4, 2024. The move is part of a massive import substitution program software in the country's key information systems.
As CNews writes with reference to materials on the public procurement website on May 29, 2024, the Federal Center for Informatization at the Central Election Commission of the Russian Federation announced a tender for the supply of 1800 automated workstations "ARM" for regional fragments of the state automated system "Vybory." The key requirement for new AWS is the availability of an operating system from the Unified Register of Russian computer programs and databases of the Ministry of Communications.
According to experts from Pragmatic Tools, this registry contains domestic operating systems built on the Linux kernel. Thus, the outdated Windows 7, currently used at the workplaces of the state automated system "Vybory," will be replaced by a more modern and secure solution of Russian development.
According to Andrei Arefiev, a representative of Pragmatic Tools, the import substitution process can only be considered completed when the last Microsoft Active Directory controller is stopped. The transition of state automated system "Elections" to Linux is an important step in this direction.
The publication notes that back in 2014, against the background of geopolitical tension, the FCI at the CEC of the Russian Federation carried out the purchase of Windows 7 licenses for State Automated System Vybory in the amount of more than 48 million rubles. Since then, there have been no purchases of Linux systems for this information infrastructure.
Specialists of state automated system "Vybory" noted that the technical requirements for the purchased AWS provide for the supply of two configuration options with different amounts of RAM and drives. At the same time, the characteristics of the processors are not specified in the documentation. The deadline for submitting applications for participation in the tender is June 7, 2024.[9]
State automated system "Vybory" 2.0 system began in St. Petersburg
In St. Petersburg, began testing the system of the state automated system (GAS) "Elections" 2.0. Maxim Meiksin, chairman of the city election commission, wrote about this on his Telegram channel on April 16, 2024.
According to him, in addition to St. Petersburg, 76 more Russian entities also participate in testing State Automated System Vybory 2.0, in which elections will be held on a single voting day in the fall of 2024.
InAs Maxim Meiksin noted, state automated system "Vybory" 2.0 is the complete successor to the existing system. The platform is built on Russian software, which allows you to update the database of voting participants in real time, and also provides reliable protection within the framework of information security, said Maxim Meiksin, chairman of the St. Petersburg election commission.
He also added that the decision to use the state automated system "Vybory 2.0" on a single voting day in 2024 will be made following the results of an all-Russian training session.
At the end of March 2024, the chairman of the St. Petersburg parliament, Alexander Belsky, said on the air of the Komsomolskaya Pravda radio station that the remote electronic voting system (DEG) would not be used in the election of the governor of St. Petersburg, which should be held from September 6 to 8, 2024. According to Belsky, earlier the administration of St. Petersburg acted with its own electronic voting system, but the CEC did not accept it. In 2024, the city leadership began the system operating in the country, and expects to come out with it in the future, with the exception of the next elections, the chairman of the St. Petersburg parliament noted.
In the presidential elections in Russia in 2024, St. Petersburg and the Leningrad Region did not use remote electronic voting.[10]
State automated system "Vybory" will be able to check the passport data of citizens with other databases
In mid-April 2024, it became known that the Central Election Commission (CEC) intends to finalize the voter register, which is part of the Vybory State Automated System (GAS). The purpose of the project is to improve the quality of the results of comparing the personal data of users of the Unified Portal of State and Municipal Services with the relevant information contained in the state automated system "Elections."
In the cancers of a contract worth 13.6 million rubles, the contractor will have to submit proposals for finalizing the special software of the Register of Voters, Referendum Participants (PRIUR) subsystem as part of the state automated system. The fact is that there are situations when voters have account data on the Public services portal for some reason do not coincide with the information contained in the State Automated System Vybory. Such an entry is called "unmatched" and does not allow, in particular, to register for participation in remote electronic voting (DEG).
As the Kommersant newspaper notes, mistakes most often occur due to the fault of the voter himself, who did not update his data on the Public services in time - for example, after replacing the passport. At the same time, the voter register, which is formed on the basis of data from the Ministry of Internal Affairs, also does not always contain the most relevant data. The new CEC initiative is designed to solve existing problems.
You plan to improve the quality of data mapping by processing additional attributes. These include the "Date of issuance of a passport of a citizen of the Russian Federation," "Code of the subject of the Russian Federation of the place of residence" and "Name of the subject of the Russian Federation of the place of residence." In addition, it will be possible to analyze information on the date of issuance of a passport of a citizen of the Russian Federation with full and routine comparison. If the information in the state automated system "Elections" turns out to be more relevant, then the corresponding report will have to go to "Public services."[11]

5.48 billion rubles spent on the development of state automated system "Vybory"
On April 10, 2024, the Central Election Commission (CEC) approved the report of the Federal Center for Informatization (FCI), according to which 5.48 billion rubles were spent on the operation and development of the State Automated System (GAS) "Vybory" in 2023. Moreover, the main part of these funds is aimed at creating and launching a new digital platform - "Elections" 2.0.
According to the Kommersant newspaper, the FCI report was approved unanimously. Of this amount, approximately 3.9 billion rubles amounted to expenses related to the Vybory 2.0 platform. To work with this system, specialists prepare equipment installed at the level of territorial and regional commissions. On April 15, 2024, training for system administrators begins, after which they will receive certificates for admission to work with the new digital platform.
The head of the FCI, Alexander Sokolchuk, said that in 2023, 4679 election campaigns of various levels were held using the Vybory state automated system, at which 89,630 candidates were nominated. All of them were checked using an interdepartmental electronic interaction system: in total, the Vybory state automated system receives 36 types of data through it. In addition, information comes from, FTS,,, and MINISTRY OF INTERNAL AFFAIRS MFA. Federal Registration Service Ministry of Justice
At the same time, it is said to reduce the number of ballot processing complexes (KOIB). If in 2018 more than 22 thousand such devices were used in the elections, then in 2023 there were about 7 thousand of them left. CEC member Anton Lopatin emphasizes that the operability of the 2010 KOIB complexes "raises serious questions," and the failures "make observers suspect violations." According to Lopatin, it is necessary to "seriously think" about the further fate of this technique.[12]
The Central Election Commission will spend 477.5 million rubles on servicing the State Automated System Vybory system in 2024

CEC will switch to a new digital platform instead of state automated system "Elections"
In early December 2020, it became known about the concept of creating a new digital platform adopted by the Central Election Commission (CEC), which will replace the state automated system. According to the head of the commission, Ella Pamfilova, state automated system "Vybory" "morally, physically and technologically," so there was a need for a "modern analogue."
According to Kommersant"," Pamfilova announced the launch of a new IT platform planned for 2022 at a meeting with the president Russia Vladimir Putin in November. In early December, at a meeting of the CEC, she said that in 2020, interdepartmental work was carried out to design the platform. So, during the summer all-Russian voting on the Constitution and the September single voting day, 15 digital services were implemented using portal of public services the CEC website. According to Pamfilova, the partially new platform is already being used and will be used in the elections in 2021, and a complete transition to it is planned for 2022.
The head of the CEC said that when creating the platform, "absolute continuity in functionality will be preserved and all the requirements of the federal law will be met, and the functional range, including digital services using a single portal of public services, will significantly expand."
When creating a new digital platform, the task was set to guarantee the right of citizens to "extraterritorial" voting, said Deputy Minister of Communications and Mass Media Oleg Kachanov said at a meeting of the CEC. According to him, the concept implies that the legislation will be brought into line with the new services. CEC member Nikolai Levichev urged to think about the form in which to maintain manual counting of votes at polling stations.
Deputy Head of the Ministry of Digital Development said that a new register of data of participants in the electoral process will be created, which will include digital profiles of all citizens with the display of their status in the elections (candidate, voter, observer, member of the commission.[14]
2019: Finalization of CAS of State Automated System Vybory interaction with SMEV
On August 9, 2019, Software Product specialists announced that they had finalized the software and hardware interaction complex of the State Automated System of the Russian Federation "Vybory" with a unified system of interdepartmental electronic interaction (SMEV).
With the help of the state automated system "Elections," elections are prepared and held on the territory of the Russian Federation. One of its tasks is to collect information about the candidate that he informs the election commission when applying for registration. To verify the information is transmitted through the System of Interdepartmental Electronic Interaction (SMEV) to the federal executive bodies.
Article 33 of the law "On basic guarantees of electoral rights and the right to participate in a referendum of citizens of the Russian Federation" obliges the candidate to provide the election commission with information on vocational education. At the same time, responsibility is provided for submitting a deliberately inaccurate document in accordance with Part 3 of Article 327 of the Criminal Code of the Russian Federation. These provisions of the legislation protect the interests of voters and contribute to obtaining complete and reliable information about the candidate, - said in the "Software Product." |
Based on the results of the improvements performed by the Software Product specialists, the election commissions were able to verify the accuracy of the information provided by the candidate through the databases of the Ministry of Education. The customer of the project was the Federal Center for Informatization at the CEC of the Russian Federation.
The changes made make it easier for election commissions to verify information about the candidate's professional education and allow faster processing of applications for nomination in elections, the company noted.

2015: Transfer of state automated system "Vybory" to SPO
By the end of 2015 , the Voskhod Research Institute plans to develop a prototype system that implements the basic functions of the state automated system based on free software. The competition for the creation of a sample of the Voskhod Research Institute was announced at the end of November 2014, setting a maximum price for the work of about 87 million rubles.
As follows from the project documentation, the designed system should be implemented using free software, including the operating system, DBMS and application development tools.
In its current form, according to the Voskhod Research Institute, the Vybory state automated system hardware platform is built on HP-Compaq computers, servers and failover cluster systems . It uses the Windows, Windows Server OS families as operating systems , and Oracle DBMS is used as database management systems in the "Elections" state automated system .
When choosing common software for a prototype, preference should be given to products for which technical support is available on a commercial basis with the possibility of regular updating, according to the project TA.
The work is planned to be carried out in two stages. At the first stage, research work will be carried out to create a system design of a sample containing at least two options for creating a system, as well as technical design. At the second stage, a software implementation is carried out and the sample is handed over to the customer.
Earlier, in August 2014, it was reported that the CEC plans to start developing a new version of the state automated system "Vybory," which will be based on the domestic OS. This, in particular, was reported by the head of the Federal Center for Informatization at the CEC Mikhail Popov to the chairman of the interim commission of the Federation Council for the Development of the Information Society Lyudmila Bokova in response to her letter with a request to consider the possibility of abandoning Windows. In the same letter, he assured Bokova that he shares the concern of members of the Federation Council about the problem of import substitution of software.
2014: State automated system "Vybory" will learn to work with complaints against the CEC and others
Within the framework of the system State automated system "Elections" , it is planned to create a special one that ON allows automating control over the work CEC RUSSIAN FEDERATION of regional election commissions with appeals and complaints received during the preparation and conduct of elections.
As follows from the published description of the project, such software is necessary for the CEC to promptly obtain information about appeals received and under consideration by election commissions, their topics, brief content and applicants, the results of their consideration, revealed facts of violation of electoral legislation and measures taken.
In addition, the system will make it possible to systematize the information received and provide opportunities to identify the most common violations of electoral legislation, the causes of their occurrence, as well as typical errors and shortcomings in the work of election commissions.
The system will provide for the possibility of filling out and maintaining call cards, taking into account their classification according to various parameters, including in detail on the topic of the call. Thus, it will process complaints about the nomination and registration of candidates, complaints about unlawful, according to the applicants, decisions and actions of election commissions and their officials during the preparation and conduct of votes.
Among the appeals processed in the system are complaints about falsification, including alleged, voting results and election results, complaints about violations related to the use of the advantages of official position, including law enforcement agencies, etc.
In addition to the reason for the appeal, it will also be possible to classify appeals in the system by the type of applicant, according to information about the confirmation of the violation, by the topic of applications submitted to the court, and court decisions and a number of other parameters.
Based on the information on appeals and complaints entered into the system, it will be possible to form reporting and statistical forms, including on several attributes of the card, on one, several and all election commissions of the constituent entities of the Russian Federation.
