Suspects in embezzlement of 41.4 million rubles were arrested in Chelyabinsk

The heads of two commercial organizations in Chelyabinsk and several other citizens entered into a criminal conspiracy. The accomplices entered into the documentation deliberately false information about the volume and cost of work. According to the RF IC, in 2021, company leaders committed the theft of 41.4 million rubles of funds allocated for the federal project.

It is noted that during interrogations, the detainees pleaded guilty. It is known that the defendants in the case were placed under house arrest.

Under the article under which a criminal case was opened, the maximum sanctions that businessmen face are imprisonment for up to ten years, a fine of up to 1 million rubles or in the amount of wages or other income for a period of up to three years.

The federal project "Information Infrastructure" involves a centralized connection to broadband access to the Internet of educational organizations implementing programs of general and secondary vocational education. That is, we are talking about schools and technical schools. It was planned that in 2019 11.67 billion rubles would be spent from the federal budget for these purposes. In 2020. another 11.12 billion rubles will be spent, in 2021 - 13.75 billion rubles. In total, this is 37 billion rubles.[3]

2021: Communication towers will be built in 52 more settlements of Udmurtia

Another 52 villages and villages of Udmurtia will have cell towers. "Village Council" is a project in which mobile operators are subsidized part of the costs of building and operating base stations. According to the plans, which are approved for September 2021, a total of 143 base stations will be built in Udmurtia by the end of 2022 under three state programs and as part of the investment plans of operators. In addition to the "Village Council," these are 47 towers under the program to eliminate digital inequality, 26 - under the NaaS project and 18 mobile operators will install on their own.

26.6 thousand SZO are connected to the Internet during the year

On January 22, 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the results of connecting socially significant objects (SZO) to the Internet in 2020. About 26.6 thousand objects received access to the Network - these are educational organizations, feldsher-obstetric centers (FAPs), state and local authorities, objects of the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Russian Guard, as well as election commissions.

Most of the connections in 2020 fell on FAPs (about 8.9 thousand), educational institutions (about 8.4 thousand) and state and local authorities (about 3.9 thousand). In addition, 3,000 election commissions, more than 2,000 facilities of the Ministry of Emergencies, the Ministry of Internal Affairs, the Russian Guard, as well as almost 400 state and municipal cultural organizations received access to the Network.

State and municipal cultural organizations were additionally included in the list of types of SZO connected to the Internet, in accordance with the order of the Government of the Russian Federation of October 20, 2020 No. 2718-r. The main part of cultural organizations planned to connect (6 thousand objects) will receive access to the Network in 2021.

Access to the Internet of educational organizations and election commissions is organized through a single data transmission network (ESPD). Socially significant objects are connected to the Internet within the framework of the federal project "Information Infrastructure" of the national program "Digital Economy of Russia" since 2019. The connection of the SZO to the Internet contributes to the development of communication in remote and small settlements. When these objects are connected, communication nodes are created in each settlement, the capabilities of which allow all households of the settlement to be connected to high-speed access.

The Accounts Chamber pointed out Ministry of Digital Development shortcomings in connecting schools and hospitals to the Internet

Approval of the concept for the construction of narrowband wireless communication networks IoT

On April 5, 2019, it became known that the Ministry of Digital Development of the Russian Federation approved the concept for the construction of narrow-band wireless communication networks of the Internet of Things in the Russian Federation. The concept was developed within the framework of the "Information Infrastructure" direction of the national program "Digital Economy of the Russian Federation."

The approval of the concept for the construction of narrow-band wireless communication networks of the Internet of Things in the Russian Federation was announced by the press secretary of the Ministry of Telecom and Mass Communications Yevgeny Novikov.

According to the concept, narrowband IoT wireless networks will be applied in housing and communal services, logistics, transport and industry. In licensed radio frequency bands, they are represented by three standards: EC-GSM (900, 1800 MHz), eMTC (also called LTE-eMTC, LTE bands) and NB-IoT - LTE bands, including 450, 800, 900, 1800, 2100, 2600 (FDD). In fact, all three technologies are not independent standards, but represent the development of existing cellular mobile communication standards, which will be improved to meet the needs for connecting low-power devices.

The standards of narrowband IoT wireless communication networks in unlicensed bands, according to the concept approved by the Ministry of Communications, can be divided into two groups. On the one hand, this is a set of ultra-narrow-band technologies of domestic development "Strizh," JSC "Glonass," NB-Fi, as well as the technology of the company "Altonika." They are in many ways similar to the more common Sigfox technology in other countries. On the other hand, this is narrowband LoRa (radio interface) or LoRaWAN (includes the description of protocols of higher layers).

For these standards, the most popular radio frequency bands are 863-876 MHz and 915-921 MHz. As indicated in the document, from the point of view of radio frequency support, all technologies with the exception of Glonass JSC are considered only for unlicensed use.

We are talking about providing access more than 100 thousand objects on the Internet educational : institutions, feldsher-midwife stations, police departments, National Guard of the Russian Federation fire departments, military commissars, state power bodies and local self-government.

Previously, providing broadband Internet access (broadband access) to socially significant facilities was included in the Digital Economy program. The first version of this program, together with the action plan for the Information Infrastructure section, was adopted in 2017. Then the documents spoke about the connection to the Internet of state and municipal authorities and medical organizations.

At the end of 2018, the national program "Digital Economy" and the federal project "Information Infrastructure" were approved. They significantly expanded the number of objects that need Internet access, it coincides with the list of organizations indicated in the mentioned Concept.

So, in the federal project "Information Infrastructure" we are talking about connecting fire departments and posts to the Internet in small settlements. The Ministry of Civil Defense, Emergencies and Disaster Management (EMERCOM), together with the authorities of the constituent entities of the federation, will draw up a list of fire departments that need to be connected to the Internet, along with requirements for communication channels for them.

The relevant documents will be transferred to the Ministry of Communications. After that, the contractor for this project will be determined at the tender or by decision of the government. The federal budget will spend 500 million rubles on the indicated goals in 2019, 1 billion rubles in 2020, and another 2.5 billion rubles in 2021. That is, the total connection of fire departments to the Internet will cost the federal budget 4 billion rubles.

Another planned event is the connection to the Internet of police stations, territorial bodies of the Russian Guard and units of the National Guard troops, including those who serve persons with special police ranks in small settlements.

The Ministry of Internal Affairs (Ministry of Internal Affairs) and the Russian Guard, together with the authorities of the constituent entities of the federation, will have to draw up a list of objects that need to be connected to the Internet, along with requirements for communication channels. The relevant documents must be transferred to the Ministry of Communications. After that, contractors for this project will be selected at the competition or by adopting a government decree.

For these purposes, the federal budget in 2019 will spend 1.65 billion rubles, in 2020 - 2.15 billion rubles, in 2021 - another 3.65 billion rubles. That is, the total connection to the Internet of district police officers and units of the Russian Guard will cost the federal budget 7.45 billion rubles.

In addition, it is planned to provide all military commissariats with Internet access. The Ministry of Defense will have to draw up a list of objects that need to be connected to the Internet, along with the requirements for communication channels serving them. This list will be transferred to the Ministry of Telecom and Mass Communications. The contractor for this project will be determined by the government - competitive procedures are not expected.

For the relevant purposes, the federal budget will spend 156 million rubles in 2019, 312 million rubles in 2020, 468 million rubles in 2021. That is, connecting military commissars to the Internet will cost the federal budget 936 million rubles.

The event is preserved related to the connection to the Internet of state authorities and local self-government. For these purposes, the federal budget will allocate 10.425 billion rubles, this amount will be divided in approximately equal proportions between 2020 and 2021.

The federal budget will allocate 390 million rubles in 2019 to equip socially significant objects with software and hardware complexes to control the provision of communication services, in 2020 and in 2021 - 170 million rubles each. That is, for these purposes, budget funds in the amount of 730 million rubles will be required. The project will be supervised by the Ministry of Communications and Rossvyaz, the contractor will be selected at the competition.

Thus, in total in 2019-2021. the federal budget will spend 12.39 billion rubles. on Internet connection in fire departments, police stations and units of the Russian Guard in sparsely populated areas of the country, as well as on military commissariats throughout the country.

Taking into account the plans previously laid down in the Digital Economy program to connect state and local authorities to the Internet, federal budget expenditures will amount to 22.8 billion rubles. To solve the problem of ensuring Internet access to socially significant facilities, the state will support the construction of a federal LTE network in the 450 MHz range, he said earlier. Key indicators

Key indicators are designed for the period from 2018 to 2024. So, in 2024, 97% of households should have broadband Internet access at a speed of at least 100 Mbps. All state medical institutions should be provided with broadband access at a speed of at least 1 Mbps with a satellite connection and at least 10 Mbps with a fiber optic one as early as 2018.

In 2024, all educational institutions, as well as state and local authorities, should be provided with broadband access Internet at a speed of at least 100 Mbps. By the same time, all transport infrastructure should be provided with stable coverage by communication networks with the possibility of wireless data transmission. At the same time, in 2018 their share should already be at the level of 96.5%. The achievement plan also contains indicators for the development of fifth generation (5G) networks.

From 2018 to 2024, the number of reference data centers in federal districts should be increased from 2 to 8. The capacity of Russian data centers in 2024 should be 80 thousand racks. In the same year, Russia's share in the global volume of data storage and processing services should grow to 10%.

By mid-2019, requirements for the use of a state unified cloud platform by state and local authorities should be normatively determined, as well as a plan for transferring their information systems and resources to a state unified cloud platform ("state cloud") should be approved. At the same time, the commissioning of the "state cloud" in commercial operation is scheduled for the end of 2019. From this moment until the end of 2020, 60% of federal and 40% of regional information systems should migrate to this platform. In general, by 2024, the share of state systems transferred to the "state region" should increase to 90%.

The share of certified data centers providing services to state and local authorities in 2020 should be 30%, in 2024 - 100%.

In addition, at least 10 sectoral industrial digital platforms for the main subject areas of the economy will be implemented in 2024. The share of sectors of the economy whose digital platforms are integrated with domestic platforms that provide a single trusted environment for working with data will be 100%. The share of economically developed territories of the Russian Federation on which a unified state environment for the transfer of navigation and logistics information has been created will reach 90%. The same indicator should be achieved by the share of Russian remote sensing data in the total amount of data used in Russian geoinformation systems. In addition, the creation of the Unified Electronic Cartographic Framework should be completed in 2024.

The plan developed by the expert community contains more than 300 events with specific proposals for the development of fifth-generation communication networks (5G), data storage and processing infrastructure, the creation of "digital" infrastructures for transport corridors, ensuring equal access for citizens to digital services in the field of health care and education, the formation of an infrastructure level of a new type - digital infrastructure platforms.

An important feature of the developed plan is that it includes not only measures for the implementation of large state infrastructure projects, but also business initiatives. A separate section of the action plan is devoted to measures to support the creation of infrastructure components of a new type - digital infrastructure platforms.
