According to Kommersant, citing police statistics, with the help of cameras and inspectors in 2020, Russians were most often fined for speeding (124 million fines), violating the requirements of signs and markings (13.6 million), driving at a red traffic light (5.2 million).
The ten most frequent violations for the year practically did not change, but the share of transport related to the technical condition increased slightly. This is explained, among other things, by the fact that the traffic police actively purchased equipment for checking vehicles, such as devices for monitoring tires and smoke meters, as well as with increased control before the start of the inspection reform from March 1, 2021.

In Moscow, cameras with a neural network began to recognize conversations on the phone while driving. Fines are already coming
In mid-December 2020, it became known about the beginning of issuing fines in Moscow to drivers for talking on the phone and an unfastened seat belt recorded by traffic cameras. By December 17, 8 such cameras operate in the capital - they are located on the TransTeleCom, the Garden Ring, the North-East Chord, as well as on Vernadsky Avenue, Michurinsky Prospekt and Zvenigorodskoye Highway.
As told Kommersant in, from December TRAFFIC POLICE 1 to December 16, 2020, the Moscow State Traffic Inspectorate resorted to the help of road cameras, more than 100 decisions under Art. 12.36.1 Administrative Code (conversation by phone at the wheel) and about 2.3 thousand decisions under Art. 12.6 Administrative Code (riding with an unfastened seat belt).
Violators are recognized by a special software module "Security," which is built into each photo and video recording complex. A system based on neural networks is able to independently determine whether the driver is talking on the phone while driving and whether he is wearing a seat belt. The result of the work of neural networks is sent for verification to the data center, after which it enters the 4th department of the traffic police, where inspectors double-check all the data and make decisions.
It was planned to start fining drivers using the new technology from November 16, but the traffic police revealed the risks of unjustified prosecution due to "incorrect identification of the object in the hands of the driver." It was decided to form 10 photographs for each violation, retouch the face of the driver and passenger in the decree itself and postpone the launch of the system to December 1, 2020.
Experts interviewed by Kommersant warn that the system will make many mistakes. Drivers in dark clothes, in the evening or at night, are most at risk of getting an erroneous fine, says Petr Shkumatov, coordinator of the Blue Buckets movement.[14]
Russians will be able to appeal fines from road cameras through the EPGU
On December 16, 2020, the State Duma in the third final reading adopted amendments, thanks to which Russians will be able to appeal fines from road cameras through public services.
The complaint must be signed with an enhanced qualified electronic signature. At the same time, sending a complaint directly to the court in electronic form is possible if the court has the technical opportunity to accept it in this form. The answer will come to the public services portal within three days.
The adoption of the bill will also allow establishing a unified procedure for appealing against penal decisions throughout the country, regardless of who it is issued by - the traffic police or a specialized institution, - said State Duma Chairman Vyacheslav Volodin. |
According to him, the adopted amendments will save citizens from the need to personally contact the authorized bodies and make the appeal procedure more accessible, since it is sometimes easier for the driver to pay a fine than to spend his time filling out papers in the department.
The bill was developed by deputies led by Deputy Chairman of the Committee on State Building and Legislation Rafael Mardanshin. The latter said that the initiative is not aimed at increasing the collection of road fines.

The authors of the document have provided for another remote method. It will be possible to file a complaint against fines for traffic violations recorded by a traffic camera by filling out a form posted on the official website of the court. It is noted that sending documents directly to the court is possible if there is a technical opportunity for him to accept the complaint in electronic form.[15]
Cameras on the roads of Moscow will begin to automatically issue fines for an unfastened belt
In early November 2020, it became known about the appearance of the first road cameras in Russia, fining for an unfastened seat belt and talking on the phone while driving. The equipment is preparing for a full launch in Moscow, the capital's Department of Transport and Road Transport Infrastructure Development said.
It is argued that new photo and video recording complexes using the neural network and Big Data technologies will be able to accurately recognize the fact of violation. The Center for Traffic Management (DPC) noted that road cameras can take up to 25 photos per second. On them, the neural network detects the steering wheel, hands, seat belt and other parts, and then qualifies the violation according to a given algorithm.
According to the conclusion of the system, the inspector issues a fine order. The resolution will be accompanied by a photo with a blurred driver's face, so as not to violate the law on personal data. The system will be controlled by the data center and the traffic police. Doubts about the guilt of the driver will be interpreted in his favor, the press service of the Department of Transport and the Development of Road Transport Infrastructure of the city of Moscow said. The traffic police will have access to the original photos in case the driver decides to appeal the fine.

By the beginning of November 2020, the fine for an unfastened belt is 1 thousand rubles, for using a phone while driving - 1.5 thousand rubles. Both fines issued after automatic recording of traffic violations can be paid with a 50% discount.
At the first, only eight such cameras will be commissioned. In test mode, the complexes have been operating since February 2020, but they did not issue fines as part of the pilot.[16]

Fines from cameras for lack of OSAGO will be issued from the beginning of 2020

The exact timing of the implementation and the technical details of this innovation are still unknown. The State Traffic Inspectorate said that such an initiative by August 2019 is being discussed by the Ministry of Internal Affairs of Russia and other interested departments.[17]
