Failure: Sites and services of the department have not worked since yesterday
On October 15, 2024, a serious failure occurred in the work of the IT systems of the Ministry of the Interior, its headquarters and the traffic police. The official websites of the department and its services are not available, and web pages are not downloaded in the browser. Connecting via VPN also does not work.
Currently, the sites included in the agro-industrial complex "Official Website of the Ministry of Internal Affairs of Russia" do not function for technical reasons beyond the control of the department (disconnection of the communication line). Messages about problems with access to the resources of the department come from users from Moscow and St. Petersburg. Residents of Yekaterinburg, Nizhny Novgorod, Voronezh and Krasnodar also faced difficulties. Access to up-to-date information allows you to more accurately restore event chains and quickly identify suspects.
The Moscow Department of Information Technology reported that the video surveillance system in the capital is used in the investigation of about 70% of offenses. AI expert, founder and CEO of the project BotB2B Victor Popov draws attention to the fact that the key component of the city's video surveillance system is facial recognition technology, which has become an effective tool for quickly investigating crimes.
Konstantin Melnikov, head of the Infosecurity ETHICAL digital threat analytics and assessment service, in a conversation with TAdviser, noted that digital technologies expand the capabilities of Big Data analysis. Systems for analyzing large amounts of information identify patterns and anomalies in criminal schemes, for example, by tracking transactions in blockchain networks or monitoring activity on social networks. According to Vadim Shtyrev, senior analyst at USSC-SOC at UTSB, the "classic" tool for investigating crimes is forensics. As part of this area, digital traces left by attackers on devices, in corporate networks or on personal devices are analyzed if they can be accessed.

In its work, law enforcement agencies also analyze the data of a mobile operator. According to Shtyrev, base stations located on the territory in the form of cells allow you to determine the location of calls, call receptions and SMS, as well as the numbers used, duration, time of day and other useful information for investigations. In November 2022, a decree signed by Prime Minister Mikhail Mishustin was published, which was Ministry of Digital Development authorized to create and use infrastructure software required by the Ministry of Internal Affairs to provide public services.
The document assigns to Ministry of Digital Development of the authority to create, develop and function new software and InformSystem components that are used to provide public services through the Ministry of Internal Affairs. The document concerns only new systems developed in the e-government infrastructure.
The explanatory note to the document states that the draft resolution was developed "in order to increase the efficiency of the development and operation of information systems in the interests of the Ministry of Internal Affairs, used to provide public services." The resolution establishes the following:
- state contracts for the provision of measures related to the creation, development and functioning of software components, including through the procurement of the necessary goods, works and services necessary for their functioning, are concluded with the obligatory approval of the SOW by the Ministry of Internal Affairs of Russia, while the timing of the approval should be determined in the procedure approved by the Ministry of Digital Development of Russia;
- acceptance procedures are carried out with the participation of authorized employees of the Ministry of Internal Affairs of Russia in the acceptance committee and involve tripartite signing of documentation;
- payment under these state contracts is made by the Ministry of Digital Engineering on the basis of acts on the conduct of acceptance procedures signed by the Ministry of Digital Development of Internal Affairs of Russia;
- an interdepartmental coordination body is formed, which includes representatives of the Ministry of Internal Affairs and Ministry of Digital Development - the implementation of its decisions of this body is mandatory.

2016: Plan for purchasing computer equipment on domestic processors

The need to create such a unit in the department is explained by the reform of the Ministry of Internal Affairs. - In August 2010, the results of a large-scale open auction of the Ministry of Internal Affairs (MIA) related to the fingerprint information system (fingerprint and palm scanning) were summed up. The winner - operator Transtelecom (TTK) - until December 2010 must supply and connect equipment (servers, workstations, switches, cabinets, etc.) in a total of more than 900 departments of internal affairs bodies throughout the country, up to ordinary police departments in various cities. There you need to install specialized software - the Ural fingerprint development "Papilon." In addition, purely construction work is required at 54 sites of the department. The cost of work of the Ministry of Internal Affairs was estimated at 1.2 billion rubles. After the end of the project, all police stations included in the list should have access to the fingerprint database, according to which employees will be able to quickly check the person's identity.
- In August 2010, the Ministry of Internal Affairs announced the results of an open auction for the supply of software licenses and certificates for technical support of a special geographically distributed automated logistics system (STRAS MTO).
As part of the auction, two lots were played. The first lot involved the supply of Oracle, IBM and QlikTech software, and the second - the supply of certificates for technical support of Oracle and QlikTech software. According to the auction documentation, the customer took 45 working days to transfer licenses and certificates.
In total, three companies expressed a desire to participate in the auction: Menfis (submitted an application for the tender for lot No. 1), CROC and Inform Project (submitted applications for participation in the auction for two lots at once). Based on the results of consideration of the submitted applications for their compliance with the customer's requirements, CROC and Menfis received admission to the tender. According to the auction protocol, Inform Project was denied admission due to the identified contradictions between the specified data in the information about the participant in the order placement and the extract from the Unified State Register of Legal Entities.
The winner of the auction for lot No. 1 was the CROC company, which requested 242.489 million rubles for fulfilling the state contract. For comparison, its initial cost was 255.252 million rubles. In turn, the auction for lot No. 2 was declared invalid due to the presence of only one application that meets the conditions of the documentation. As a result, the draft state contract was transferred to the only participant - the CROC company. The cost of the state contract for the second lot, indicated by the customer in the protocol, amounted to 64.3 million rubles.
IT budget

The total IT budget in 2017 is 9.45 billion rubles.
The largest spending items in the approved informatization plan of the Ministry of Internal Affairs are:
Operation of telecommunications information structure - 7.24 billion rubles. The Ministry of Internal Affairs is the largest consumer of telecom services among all FOIVs - the share of communication costs exceeds 76% of the department's IT budget.
Operation of accounting systems - more than 225 million rubles. This level of expenses for one of the IPs for providing typical activities (more than 2% of the budget) is also atypical for the federal department.
The IT budget of the Ministry of Internal Affairs in 2017 (by 33.8%) decreased significantly compared to 2016. Basically, this reduction was due to the separation from the Ministry of Internal Affairs of a number of structures that entered (together with their IT systems and budgets) the Russian Guard.
IT infrastructure
Since 2012, the Ministry of Internal Affairs has been creating a Unified System for Information and Analytical Support of Activities (ISOD of the Ministry of Internal Affairs). It includes an integrated multi-service telecommunication network (IMTS), a centralized data processing system (DPC and CAS), application services for ensuring the daily activities of departments of the Ministry of Internal Affairs (daily services), application services for ensuring the operational and service activities of departments of the Ministry of Internal Affairs (service services), as well as a subsystem for supporting the interaction of departments of the Ministry of Internal Affairs with the population and interdepartmental interaction and subsystem for providing information security.
The main element of the infrastructure of the ISOD of the Ministry of Internal Affairs is the UIS data center, which is created at several geographically remote sites.
