According to information published on the government procurement website, the contract amount is ₽998 million, and these funds will be used to place the equipment of the unified technological support infrastructure (EITO) in the new data center (DPC).
According to Cnews, on August 9, 2024, the Department of Competitive Policy of the Moscow Region announced a tender for the search for a suitable data center. Applications from potential suppliers are accepted until August 26, 2024, and the winner will be selected on August 28, 2024. The move involves the creation of conditions for the introduction of modern information and communication technologies necessary for the operation of state, regional and municipal information systems of the Moscow region.
According to the requirements of the tender, the Moscow Region Government plans to place its equipment in the Tier IV level data center. This level of reliability implies almost complete absence of downtime - 99.995% availability. Data centers of this class are equipped with redundant systems and components that ensure their uninterrupted operation even in the event of accidents or technical problems. It is important to note that only specialized buildings designed and built to accommodate data centers are considered for the placement of EIT, excluding objects converted from factories, factories or warehouses.
In addition, the new data center must meet a number of strict requirements: from the availability of modern ventilation and air conditioning systems to ensuring complete independence and neutrality towards carriers. It is also important that the center is located near the public road network and within walking distance of public transport.[1]
10 billion rubles allocated for digitalization of public services in the Moscow region
In the Moscow region in 2024, more than 10 billion rubles were allocated for the implementation of the national project "Digital Economy of the Russian Federation," which is aimed at accelerating the introduction of digital technologies into the economy and social sphere. This was announced in July 2024 by the chairman of the Moscow Regional Duma Igor Bryntsalov.
According to the speaker of the regional parliament, the development of the project not only creates conditions for the development of high-tech business and strengthens national security, but also improves the quality of life of residents of the region. Bryntsalov noted that in the Moscow region all socially significant services are translated into electronic form, and the share of requests for them is 99.4%, which proves the convenience of this format for residents. In total, out of 549 services and services, 375 are available "in numbers" on the regional portal of public services, since the beginning of 2024, over 11.5 million requests have been registered to receive them.
The Chairman of the Moscow Regional Duma also spoke about the development of communication in the region. In the Moscow region, cellular coverage is more than 97%, and the number of base stations of operators exceeds 25 thousand. 83% of apartment buildings have a choice of two or more providers, in total there are 380 providers in the region who provide access to broadband Internet. Bryntsalov stressed that domestic developments are being actively introduced within the framework of import substitution, and the share of protected information resources and systems in the region is 100%.
In addition, projects using technologies artificial intelligence(AI) are being implemented in the Moscow region. According to the study "Index of Intellectual Maturity" of the regions according to data for 2023, the Moscow region occupies a leading position among the constituent entities of the Russian Federation in the use of AI in the public administration system - the level of implementation exceeds 50%. According to the head of the department, Nadezhda Kurtyanik, the main vectors of digitalization were information infrastructure, communications and import substitution of software and hardware products.
Particular attention is paid to the development of information infrastructure and communications, which are considered as the foundation for the digital transformation of the region. The main goal of the project is to ensure the availability and stability of the functioning of information resources, services and digital platforms.
As part of the program, it is planned to increase the volume of import substitution, increase the speed of access to systems and scale the telecommunications infrastructure. This will provide residents of the region with high-quality digital services based on stable and high-speed infrastructure.
The Governor of the Moscow Region Andrei Vorobyov noted that since the beginning of 2024, about 40 new digital services have been launched in the region. They cover various areas: from supporting families and providing social services to helping entrepreneurs and developing sports.
Among the new opportunities are receiving subsidies for young families, registration of compensation for rental housing for teachers and doctors, as well as reimbursement of the cost of purchasing new equipment for entrepreneurs.
In 2023, about 30 digital services were introduced in the Moscow region. The leadership of the region sets the task not to reduce the pace of digitalization and continue to fill the portal of public services with new convenient options.
The implementation of these areas of digital development is designed to improve the quality of life of the population of the Moscow region, simplify the interaction of citizens with government agencies and contribute to the economic growth of the region.[3]

Monitoring is carried out using cameras connected to a single regional information system for collecting, processing and storing video data in electronic form (ERIS-VN). The neural network analyzes the pictures and detects the number of people at a public transport stop. If there are more than 10 people there, then the program classifies this as a queue and sends it to the responsible persons (first to the department, and then to the carriers) for further development. This allows you to quickly understand the situation and take certain actions to reduce queues, explained the Minister of Public Administration, IT and Communications of the Moscow Region Nadezhda Kurtyanik.
Artificial intelligence is said to determine clusters of people with 95% accuracy. According to the developers of the technology, the results of its implementation were:
- automatic informing of responsible employees about the occurrence/preservation/termination of the queue at the public transport stop; reduction of complaints about the queues at stops;
- reduced probability of queuing at stops;
- reduction of transport waiting time by passengers;
- identifying routes that lack buses.
According to Nadezhda Kurtyanik, artificial intelligence monitors stops not only for queues, but also for cleanliness. Every day the system analyzes the video stream from 550 cameras of the Safe Region. If it detects garbage - for example, a crowded ballot box, it gives a signal to the department, allowing it to improve the work on cleaning up public areas.[4]

On February 6, 2024, the Governor of the Moscow Region Andrei Vorobyov, speaking at the plenary session "The Main Achievements of the Digital Economy of Russia," spoke about the results and plans for the digital transformation of the region.

He also cited data according to which by February 2024, 98% of residents of the Moscow region apply for regional digital services through the State Public services portal. The deadline for their receipt has become 3.5 times less.
Andrei Vorobyov noted that thanks to an electronic diary in the Moscow region, 35 thousand paper journals at school were abandoned. He also drew attention to the digitalization of the healthcare sector: with the help of EMIAS, residents of the region in 2023 signed up for a doctor online 24 million times. It was also possible to conduct 2.2 million consultations using telemedicine.
According to Vorobyov, thanks to the Safe Region system, street crime has become 30% lower. On the territory of the region, 133 thousand video cameras were installed, which also allow you to control the cleaning of streets, container sites, the removal of construction waste, etc.

How is the digitalization of the Moscow region going. Results of the year
In early March 2024, the Minister of Public Administration, Information Technologies and Communications of the Moscow Region, Nadezhda Kurtyanik, spoke about the processes of digital transformation that took place in the region in 2023. In particular, she drew attention to the widespread use of artificial intelligence technologies:
- checking school lunches with AI;
- monitoring the cleanliness of public areas through a neural network;
- 90% definition of illegal outlets on the streets using data from cameras of the Safe Region system;
- search for stray dogs using cameras using AI algorithms;
- automatic system for monitoring illegal waste dumping using a neural network;
- AI monitoring of construction progress and compliance with safety rules at the construction site;
- control by the neural network over the use of agricultural land.
Nadezhda Kurtyanik also spoke about the digitalization of public services in the Moscow region: in 2023, as part of this process, 243 services were simplified, 54 were transferred to electronic form. Added 102 "smart" pre-check and auto-fill services that help fill out online forms without errors. 2022: How the digital transformation of the Moscow region took place
In April 2023, the Minister of Public Administration, Information Technologies and Communications of the Moscow Region, Nadezhda Kurtyanik, spoke about how the digital transformation of the region took place in 2022. They noted that the Moscow region is one of the five best subjects of Russia in terms of digital maturity, and is also in the top of the regions in terms of the quality of provision of electronic public services and the implementation of the target model of control and supervision (Ministry of Economic Development), the IQ of Cities index (Minstroy).

Thanks to digitalization, electronic cards for carriers and digital subsidies for industrialists have appeared in the Moscow region. In May 2022, the first comprehensive service in Russia for online business interaction with control bodies was launched. Now 13 departments, 34 types of supervision and 907 forms of documents have been digitized. On the regional portal, the control and supervisory authorities of the Moscow region processed more than 8 thousand applications.
By the end of 2022, there were 12,000 IT organizations and individual entrepreneurs in the Moscow Region. About 27 thousand employees worked in them. Since July 2022, a regional grant support measure has been in effect for IT companies in the Moscow Region. In 2022, four agreements were signed with IT companies. Nadezhda Kurtyanik also spoke about the following projects for the digitalization of the regional health care system:

- Voice input for filling out a medical card using special devices. Residents reported that the doctor does not always have time to conduct a full examination of the patient, since he spends time filling out documents. Using audio devices makes data entry 35% faster.
- AI monitoring of queues at the registry using smart cameras. As a result, the waiting time in the queue (up to two minutes) decreased seven times.
In 2022, in accordance with the federal project "Digital Educational Environment," more than 1.5 thousand schools in the Moscow region were connected to a safe one, and in To the Internet 602 there were access points to. Moscow region presented an extensive digitalization program on TAdviser SummIT
Maksut Shadayev, Deputy Prime Minister and Minister of Public Administration, Information Technologies and Communications of the Moscow Region, at the TAdviser Summit conference on May 30, 2018 spoke about the state program of digitalization in the Moscow region until 2021. Its main areas include: public administration, health, education, security and communication infrastructure.
The priorities for all these areas are the new quality of service delivery, cost reduction, the widespread use of public-private partnerships, the creation of industry departmental change management centers with broad powers and budgets.
In the field of public administration, it is planned, firstly, to further optimize the provision of services - to reduce the period for their provision by 2 times, switch to an exclusively electronic form of interaction with citizens, launch fully online services with a result at the time of appeal. This also includes personalization and mandatory integration when registering with social networks.
The second direction is the completion of the transition to the provision of commercial proposals in electronic form, as well as reporting on state contracts. The third thing that is supposed to be implemented is the transition to the collection of reports on regional control in electronic form. The fourth direction is the introduction of a smart system for processing citizens' appeals with automatic response formation. And the last point of digitalization of the state administration of the Moscow region for the near future is the completion of the transfer of all bodies and institutions to end-to-end, centralized solutions (including accounting, personnel) and infrastructure.

In addition, it is planned to organize the processing and storage of data from video cameras installed at the expense of residents, the inclusion of requirements for the mandatory organization of video surveillance for various regulated activities, the introduction of IoT in the field of transport, housing and communal services and the environment and the active development of the system of online interaction of emergency services and the population.
And finally, the last direction of digitalization, indicated by Maksut Shadayev, is the development of communication infrastructure, and this is "a completely market history," according to him. It is planned to provide the investor with access to the city lighting system for the construction of the FOCL infrastructure for subsequent lease at uniform rates with the possibility of replacing poles with dual-purpose supports.

Key IT suppliers on which the Ministry of State Administration of the Moscow Region relied under the leadership of Maksut Shadayev
Maksut Shadayev headed the Ministry of Public Administration, Information Technologies and Communications of the Moscow Region (Ministry of State Administration) in 2014-2018, for about 4.5 years. For this, the 100 largest specialized purchases of the department for 2014-2018. in the category "computers and software." Tenders in the communications category were not considered.
Industry information systems were not included in the analysis, for example, in the field of transport, health care, education, etc., purchases for which were carried out through the relevant relevant relevant departments.
To obtain information on procurement, TAdviser used the official public procurement portal, the Kontur.Focus database, where data on them are accumulated, as well as the portal of the Competition Policy Committee of the Moscow Region, which hosts information about the auction.
A number of significant IT projects in the Moscow region were implemented according to the model of public-private partnership (PPP), a supporter of which is Maksut Shadayev. A separate section below in the article is devoted to these projects and their partners.
In addition to purchasing IT products and services directly, the Ministry of State Administration also carries out them through its subordinate organization - the Moscow Regional Center for Information and Communication Technologies (MOC ICT). It ensures the functioning of the IT and communications complex, state information systems and resources of the Moscow region. According to the results of the analysis, TAdviser identified the top 5 IT contractors of the Ministry of State Administration in terms of the total volume of government contracts concluded with them in 2014-2018:

IBS, for example, supplied equipment for data storage systems and network infrastructure of the unified technological support infrastructure of the Moscow Region government, the supply of components for existing disk arrays, their installation and adjustment. The company also supplied computer equipment for storing data of the regional geographical information system (RNIS) to ensure the activities of state authorities and local governments of the Moscow region.
Earlier, the TAdviser analysis showed that IBS is also the leading company in terms of the total volume of IT government contracts concluded with it out of the 100 largest in the Federal Tax Service in the last three years, when the department was headed by Mikhail Mishustin.
Contracts were concluded with BFT for services for the development and technical support of a unified information system for the provision of state and municipal services of the Moscow region, the Unified Regional Management Center system. This company also created and supported software of a unified information system in the field of state and municipal property management in the Moscow region.
Work on the creation of a unified system for the provision of public services, in particular, was previously carried out by Servionica, and services for its support were also provided by AT Consulting. There could probably be more contracts for support services, but, as a former employee of the Ministry of State Administration close to Maksut Shadayev told TAdviser, approximately in 2016 the team involved in this project moved from AT Consulting to MOC ICT. Thus, to support the system of providing public services, the department has its own resources.
Rostelecom, in turn, created the second stage of the RNIS and provided services for its maintenance, was engaged in the development of the SMEV of the Moscow Region, finalized and provided technical support for software for organizing video surveillance and video analytics in the Safe Region system.
With CROC, MOC ICT signed a large contract for the supply of computing equipment to the data center of the unified technological support infrastructure of the Moscow Region government, and SysSoft, for example, supplied computing equipment for the reserve data center of the regional government, was engaged in refinement and maintenance of the Safe Region system software.

Priorities of the Digital Moscow Region program
Maksut Shadayev, Deputy Prime Minister of the Moscow Region (MoD) - Minister of Public Administration, Information Technologies and Communications of the Moscow Region, at the TAdviser SummIT conference on November 29, 2017 spoke about the priorities of the state program "Digital Moscow Region" for 2018-2019. and key achievements of the region on the transition to digital.
One of the priorities is the implementation of a single BPM system (Business Process Management, management business processes). As in many regions, there are a number of large legacy systems in the Moscow region, which are difficult to maintain under constantly changing scenarios. The idea of creating BPM Moscow region was borrowed from business. Over the next two years, Maksut Shadayev said, it is planned to create one system in which processes for all services and all supervisory and control activities will be carried out.
The number of requests from residents is growing and multiplying:
- residents write immediately to everyone in copies and through different channels
- the labor intensity of processing requests is enormous with strict control of the preparation time, and not the quality of answers
- there is no analyst on the problems of worried residents
- it is almost never possible to solve the problem within the timeframe for preparing a response, which gives rise to a new wave of requests

New requirements for the format of service provision:

- implementation of the entire process from application review to decision-making only electronically with decision-making support
Another area is creating a symbiosis between CRM (Customer Relationship Management) and Service Desk. This is necessary against the background of the annual growth of citizens' appeals. In the context of their processing, the Moscow region seeks to get away from the "loop of inefficiency," when work with the appeal is limited to the formal side - the answer. It is necessary to work in the cycle of solving the problem, and not closing the appeal, the representative of the MO government expressed confidence.
It is also planned to use technologies for mining unstructured documents, calculating facts. With their help, about 50% of requests can be automatically answered, Shadayev noted. Against this background, the Ministry of Defense creates a large classifier of the types of problems for which requests are received, and technological charts are created to them, as these problems are solved with automatic informing of residents.
Another large planned system is MDM (Master Data Management) for consolidating all data on residents of Moscow Region receiving government and budgetary services.
In the context of the development of the front end and more active involvement of the population in management processes, in 2018 the MoD government intends to carry out up to 50% of the planned volume of repair and improvement of courtyards, roads, and the creation of parking lots following an open vote. In 2017, an experiment was conducted to allow residents to vote on which projects budget money was spent on, and it is assessed by the Ministry of Defense as successful.
The MO plans to strengthen the transition of government agencies to social networks and establish information interaction with citizens there.
The direction of commercialization is also important: it is necessary to develop a system of paid services on the basis of the MPSC, Shadayev believes. In 2017, about 250 million rubles were earned on the offer of paid services, on advertising of the MPSC. This amount does not cover all the costs of them, commercialization will continue.
Back-end development is also on the agenda. The main directions here are the creation of human resources system, centralization and partial outsourcing of supporting business processes, as well as the active use of mobile technologies with the global transition of all employees working "in the field" to the use of mobile devices. The latter - both in order to optimize the fulfillment of their tasks by such employees, and in order to more accurately control their implementation, Shadayev explained.
Regarding outsourcing, for example, MO is considering the possibility of outsourcing all personnel in the health care system, accounting. At the same time, the main thing is not the issue of savings, but the opportunity to ask the contractor and exclude a conflict of interest - the use by officials of their connections on the ground in the same accounting and personnel.

It is also planned to develop the receipt of feedback from patients following visits to doctors and the creation of a rating of doctors. As for the educational sphere, 95% of MO schools in 2017 have already abandoned paper diaries. One of the development steps is to provide parents with the opportunity to choose electronic textbooks instead of paper ones. The use of electronic textbooks comes out cheaper, Shadayev noted. According to him, an experiment was successfully carried out with the purchase of 30 thousand electronic textbooks.

Maksut Shadayev: public services should completely switch to social networks

Unfortunately, we have not yet had a basic shift in terms of the timing of the decision. If you look at international practice, then when a person applies to the MPSC, he does not just hand over the documents and next time comes for the result. He is already receiving an answer at the time of appeal. Those 8, 10, 40 days that the official now needs to make a decision, in our understanding, in 4-5 years should go into the simultaneous provision of services. Solving everyday problems
Among all requests from citizens, problems with the use of public services are no more than 0.1%. Residents of the Moscow region are more interested in other issues: landscaping of courtyards, bad roads, overhaul, organization of parking lots. Maksut Shadayev identified two main problems: on the one hand, residents still do not know how work plans are being formed and what is included in them, and on the other hand, it is very difficult for municipal customers to control the real fulfillment of all the tasks set by contractors.
A significant breakthrough in this direction is expected in connection with the new work paradigm: the introduction of a unified system for collecting complaints and proposals, disclosure of information about work plans and the formation of an electronic queue of applications from residents. After that, an automated assignment of tasks will take place with the transfer of real performers to mobile devices. Confirmation of the receipt of the task and photo and video recording of the results will help to strengthen control over their work. In this case, all reporting on the work will be carried out in electronic form.
The main story for the Moscow region is the creation of a single front office for all departments, which will analyze all citizens' appeals. New Management Model
For effective implementation of the set goals at the municipal level, a change in the management model is necessary. There should be a transition from centralized IT management at the region level to a distributed change management system. The vertical structure should be replaced by a matrix structure, with permanent interdepartmental project offices. Outsourcing of development and implementation of information systems should be replaced by insourcing.

In July 2015, the Moscow Region government announced a new competition to choose an investor who is ready to develop an information system for his own money in his interests and according to his requirements. The creation of the Unified Information and Analytical System of Housing and Communal Services (UAIS Housing and Communal Services) of the Moscow Region is estimated at at at least 300 million rubles (the investor will have to invest this amount). According to the plans of officials, by 2020 the UAIS will be used by up to 500 thousand residents of the Moscow region.
