History
2025: Collusion in the provision of services to government agencies of the Moscow region for 71.8 million rubles
On January 16, 2025, the Federal Antimonopoly Service of Russia (FAS) announced the identification of a conspiracy between two IT companies in the provision of services to government agencies in the Moscow region. We are talking about a contract worth over 70 million rubles.
It is reported that the violation was revealed during the auction for the provision of services for organizing printing, copying and scanning processes in government agencies of the Moscow region. The Moscow Regional Center for Information and Communication Technologies and Netvorks LLC were convicted of conspiracy. These companies are said to have entered into and implemented an anti-competitive agreement when conducting a trade procedure within the framework of the national project "Digital Economy." The contract amount amounted to 71,790,834 rubles. These organizations are threatened with negotiable fines in accordance with Part 2 of Art. 14.32 of the Administrative Code of the Russian Federation.
The Moscow Regional Center for Information and Communication Technologies "(GKU MO" MOC ICT "), as stated on the organization's website, since 2012 has been responsible for the operation of a single integrated multi-service telecommunications network and a single technological support infrastructure of the Moscow Region government. Among the key tasks are: the implementation of a set of measures for import substitution in the IT sphere in the region; organization of procurement of goods and services to ensure the functioning of information systems; support of systems ensuring the provision of state and municipal services, and control of their quality, etc.
In turn, Networks LLC is registered in Moscow with an authorized capital of 20 thousand rubles. The main area of activity is "retail trade by mail or via the information and communication network of the Internet." In addition, the company can engage in the wholesale and retail trade of computers, peripherals and software.[1]
2024: Participation in collusion in the implementation of the national project "Digital Economy" according to the FAS
The Federal Antimonopoly Service (FAS) of Russia in September 2024 announced the identification of a cartel conspiracy as part of the implementation of the national project "Digital Economy" in the Moscow region. According to the agency, violations were discovered during an auction for the provision of services for organizing printing, copying and scanning processes in state bodies of the Moscow region. The total contract value was ₽71,8 million. If guilt is confirmed, cartel participants face negotiable fines.
According to RIA Novosti, the state government institution of the Moscow Region "Moscow Regional Center for Information and Communication Technologies" and Networks LLC became suspects in anti-competitive actions. These organizations are suspected of concluding and implementing an anti-competitive agreement, which is a violation of competition law.
