The dynamics of the taxi market is showing steady growth since 2020, when the number of trips was 3.08 billion. In 2021, the figure reached 3.37 billion trips, after which in 2022 there was a temporary decrease to 3.05 billion.

VTB Bank experts predict that in 2024 the number of trips may remain at the level of 2023 with the possibility of a slight increase, while the dynamics will depend on the activity of the tourist season.

The development of the market is facilitated by the active activities of taxi aggregators, which continue to improve the order system and reduce the delivery time of cars. The growing popularity of taxis is also explained by the desire of citizens to save time and reduce the wear and tear of personal cars.[2]

Taxi transportation market in Russia reached ₽1 trillion by the end of the year

The volume of the taxi transportation market in Russia reached ₽1 trillion by the end of 2023. Driver expenses increased by an average of one and a half times in two years, which was reflected in the level of prices for trips.

By September 2023, only 68% of the regions had created existing regional registers of passenger taxis, carriers and ordering services. This indicates the need to further improve the regulatory framework of the industry.[3]

The revenue of taxi operators in Russia in 2022 amounted to 985.1 billion rubles, which is slightly less than a year ago (990 billion rubles). Such data in June 2023 led BusinesStat analysts.

According to them, the volume of turnover in the market depends on the demand and pricing for taxi services. Taxi market participants are aggregators, legal drivers, illegal drivers and taxi companies.

According to the study, in 2022, demand for taxi services fell amid rising prices and a reduction in the number of solvent audiences. At the same time, the weighted average price for taxi services in 2022 increased below the inflation rate. Market operators held back the rise in travel fares to maintain a customer base. Consumers redistributed demand towards the economy taxi segment. The average length of the trip has been reduced.

Analysts also note that in 2022, after the stabilization of the epidemiological situation, the number of taxi employees recovered to 696.1 thousand people, which turned out to be 3.9% lower than the maximum figure in 2019. According to the results of a joint study of vacancies for Avito Rabota taxi drivers and the Salary Index, the increase in the number of employed workers is associated with high staff rotation and the fact that taxi companies have begun to look for drivers more often on online platforms.

According to BusinesStat estimates, in 2022, 4.3 thousand organizations provided taxi services in Russia, most of which were private (85.7% of the total number of taxi services). The high number of commercial enterprises is explained by the lack of government restrictions on the number of permits issued and measures to regulate tariffs. This leads to an increase in small business and competition in the market, the report emphasizes.[6]

Putin granted the FSB access to taxi bases

In December 2022, the president Russia Vladimir Putin signed a law regulating taxi operations. The document, in particular, obliges taxi services to provide FSB access to databases with passenger taxi orders.

From September 1, 2023, taxi aggregators will have to share with the FSB or its territorial authorities access to databases and information systems that are used to process customer orders.

The law also introduces the concepts of "passenger taxi" and "passenger taxi ordering service." According to the law, passenger and baggage transportation activities by passenger taxis are carried out on the basis of a permit provided to a legal entity, individual entrepreneur or individual.

The carrier has the right to carry passengers and luggage only in the region where it received permission. The exception includes cases where the point of departure is located in the territory of this region and the destination is located in another, or if the permission of one region is valid in the territory of another without restrictions.

The document also establishes requirements for the appearance and interior of the car. Thus, the machine should be marked with a contrasting color scheme, "which is a composition of squares of contrasting color, arranged in a checkerboard order."

An orange light should be installed on the roof of the taxi, and a card with information about the carrier and driver should be installed in the cabin. The information on the card should contain the state registration number of the vehicle, the name of the carrier, the entry number in the regional register of passenger taxi carriers, information on granting the carrier a permit and the validity period of this permit, the carrier's telephone number for receiving complaints and proposals, the surname, first name, patronymic (if any) of the driver, the telephone number of the authorized body. Adopted in the first reading a bill regulating the work of taxis and their aggregators

At the plenary session, the draft law "On the organization of passenger and baggage transportation by passenger taxi in the Russian Federation and on amendments to certain legislative acts" was adopted in the first reading. This became known on July 5, 2022.

The document, in particular, provides for the possibility of obtaining a permit to work in a taxi by self-employed individuals, subject to the conclusion of an agreement with the service of ordering a passenger taxi. According to the current legislation, the self-employed do not have such an opportunity.

At the same time, the authors of the initiative propose to introduce a number of restrictions when admitting to driving a passenger taxi: a driver cannot be a taxi driver until the expiration of one year from the end of the term of deprivation of his right to drive a car. Also, a person with more than three unpaid administrative fines for traffic violations cannot drive a passenger taxi.

In addition, the document prescribes the obligation of the passenger taxi ordering service to provide the FSB with automated remote access to information systems and databases used to receive, store, process and transfer passenger taxi orders.

The bill also proposes to regulate the issues of joint responsibility of the service for ordering a passenger taxi for damage caused as a result of an accident, and prescribes requirements for the appearance of a taxi. So, the passenger should have on the body "a color scheme of a passenger taxi, which is a composition of contrasting squares arranged in a checkerboard pattern," as well as an orange identification light on the roof.

A passenger taxi is also equipped with a device to control attention and fatigue, drowsiness of the driver, according to the draft law.

In accordance with the legislative initiative, tariffs for the carriage of a passenger taxi, taking into account the time of day, day of the week, comfort class and other features of transportation, are developed by carriers. Also, the calculation of the transportation fee can be carried out in accordance with the readings of the taxometer.

At the same time, a regulatory legal act of Moscow, St. Petersburg, Sevastopol or a constituent entity of the Russian Federation bordering on them may establish a minimum tariff for the transportation of passengers and baggage, the document says[8].

2021

The volume of the Russian market for legal taxi services increased to 820 billion rubles

Bill on registration of taxi drivers' rights

​V August 2019, in the state of California (USA), taxi aggregators were obliged to recognize drivers as full-time employees, which is why services expect large losses.

In September 2019, a similar proposal was made to the Russian State Duma. The bill was prepared by an initiative group consisting of the chairman of the Taxi Driver trade union Yaroslav Shcherbinin, a member of the public council under the Ministry of Transport Andrei Popkov, Elena Grashchenkova and Pyotr Shkumatov from the Blue Buckets movement.

Supporters of the initiative believe that the measures they propose will help make the working conditions of drivers fairer and reduce the number of foreigners behind the wheel. Amendments to the Labor Code "will make it possible to recognize the driver as an" actual employee "who" may require the aggregator to conclude an employment contract with him "subject to certain conditions."

A taxi driver recognized as an "actual employee" should not work for other aggregators or third-party customers during working hours. In addition, the employee should not be employed in a company that cooperates with the platform under a direct contract, and cannot be an individual entrepreneur.

Where can this lead?

2) The employment contract will protect the rights of drivers. The aggregator will no longer be able to change working conditions without notifying the driver of this, and will be obliged to receive a quota for foreigners in the employment center.

3) The employment contract will provide taxi drivers with the right to a pension, insurance against accidents at work and sick leave. Such work will become more attractive for Russian citizens.

2018: RUB 671 billion

The analytical center under the Government has released a report on the taxi market in Russia. According to him, after growth in 2015-2017, the market entered a phase of stable development and in 2018 amounted to 671 billion rubles.

In New York, residents are much more likely to resort to taxi services than in Moscow. We also note that the Moscow metro carries 8-9 million people a day. We get that in New York the ratio of the number of passengers transported to the number of residents of the city is 0.07, and in Moscow 0.14, which in our opinion is excluded. The equality of coefficients for Moscow and New York is achieved with an average trip price in Moscow at 800 rubles, which, according to analysts at Discovery Research Group, is also excluded. It should be borne in mind that for the calculation of coefficients we did not take into account the Moscow region, the market volume of which is estimated, approximately as the 1/6 part of Moscow. In any case, the inclusion of MO in the analysis does not significantly affect the coefficients in question.

The average annual income of one taxi passenger in Russia in 2016 will reach 2914 rubles, an increase of 123 rubles compared to 2015.

Among federal districts, the largest share of the taxi market in Russia in 2016 will be occupied by the Central Federal District - 162.6 billion rubles, followed by the Volga Federal District - 49.2 billion rubles, and then - the North-Western Federal District with revenue of 40.8 billion rubles. The largest market volume will be occupied by the following subjects of the Russian Federation: Krasnodar Territory - 4.2 billion rubles, Kemerovo Region - 4.1 billion rubles, Krasnoyarsk Territory - 3.7 billion rubles, Perm Territory - 3.5 billion rubles, Saratov Region - 3.2 billion rubles, Voronezh Region - 2.9 billion rubles.

The analytical center under the Government of the Russian Federation estimated the volume of the taxi (taxi transportation) market in Moscow and the Moscow region in 2015 at 181 billion rubles. Suppose that the average cost of a taxi trip in Moscow is 400 rubles. Then the number of taxi trips made at the volume calculated by the analytical center is 1 million 240 thousand per day. If we take into account the fact that for one taxi trip on average carries more than one passenger, suppose 1.5 passengers, then the average daily passenger traffic will be equal to 1.9 million people with a population of Moscow of 12.3-14.5 million people. Analysts at Discovery Research Group believe that this estimate is overestimated. For comparison, the taxi of New York (the population of all districts of the city is about 8.5 million people) carries about 600 thousand passengers per day. In New York, residents are much more likely to resort to taxi services than in Moscow. We also note that the Moscow metro carries 8-9 million people a day. We get that in New York the ratio of the number of passengers transported to the number of residents of the city is 0.07, and in Moscow 0.14, which in our opinion is excluded. The equality of coefficients for Moscow and New York is achieved with an average trip price in Moscow at 800 rubles, which, according to analysts at Discovery Research Group, is also excluded. It should be borne in mind that for the calculation of coefficients we did not take into account the Moscow region, the market volume of which is estimated, approximately as the 1/6 part of Moscow. In any case, the inclusion of MO in the analysis does not significantly affect the coefficients in question.

The average income of one taxi passenger in cities with a population of less than 1 million people in 2016 will reach 1395 rubles, an increase of 4.3% compared to the same indicator in 2015. The smallest market volume in the cities of the Far Eastern Federal District is 6.8 billion rubles. and in the cities of the North Caucasus Federal District - 7.6 billion rubles.

The average income brought by one passenger of cities with a population of less than 1 million people will be approximately the same in all federal districts and will amount to 9600 rubles. The average income will differ only in the Far Eastern Federal District - 7200 rubles. and in the North-West Federal District - 6478 rubles.

The largest players in the taxi market in cities with a population of less than 1 million people are the control rooms "Lucky," "Saturn" and "Maxim." They occupy 11%, 9% and 7% of the market, respectively. Mobile aggregators (Yandex.Taxi, Uber, etc.) account for 3% of the market of million-plus cities.
