2023: Reduction of paper document flow in government agencies by 40%. How is the digitalization of the Voronezh region

The Voronezh region continues to actively introduce electronic document management as part of the digitalization process. At the same time, in 2023, the region for the first time reached all efficiency indicators established for the governor and executive authorities at the federal level. This was announced on July 1, 2024 by the local portal of authorities.

It says that the performance assessment system includes 20 indicators. At the end of 2023, the Voronezh region reached all target values, and according to 18 indicators, it demonstrated overfulfilling of the plan. Thus, the increase in investments in fixed assets amounted to 109.7% of the plan, the growth rate of real wages - 112%. High results for "level of education" and "digital maturity" are shown.

The Minister of Digital Development of the Voronezh Region Denis Volkov spoke about the introduction of electronic document management in the regional government. We are talking about a platform based on an automated documentation management system (NP Pig Trap Area). According to Volkov, the number of authorities using it is growing, and the functionality is expanding. In particular, since the introduction of the platform, the number of users has increased by almost 20 times, the number of processed documents - by more than 30 times.

At the same time, the digitalization of control and supervisory activities made it possible to organize electronic document flow between business and supervisory structures. In the first year of using the system, the volume of paper document circulation decreased by 40%.

Our task is, among other things, to provide external services in electronic form. For this, it is important that our counterparties outside the perimeter of the government, municipalities also move towards this. We see that now quite a lot of applications, documents in ordinary paper form are received by us, they then have to be translated into digital form, - added the governor of the region Alexander Gusev.[1]

2022: How is the digitalization of the Voronezh region

In mid-June 2023, the head of the digital development department of the Voronezh region, Denis Volkov, spoke about some of the results of the digitalization of the region for 2022. In particular, he noted the high growth dynamics of the region's digital maturity indicator in the following sectors:

  • health care - from 6% to 85%;
  • education - from 77% to 84.2%;
  • public administration - from 53% to 62.7%;
  • urban economy and construction - from 35% to 67.5%;
  • public transport - from 60% to 63.9%.


According to Volkov, in 2022, the Voronezh region took 26th place among the constituent entities of the Russian Federation in terms of the achieved integral value of the indicator (74.2%), having risen 30 positions in the ranking since the beginning of the year; in terms of achievement of the indicator - 23rd place in the Russian Federation (126%).

In 2022, within the framework of the regional project "Development of communication in hard-to-reach settlements of the Voronezh region," 10 base stations of cellular communication were installed in nine municipal districts of the region. The coverage area included 14 settlements with a total population of more than 6 thousand people.

Also, the head of the Voronezh Ministry of Digital Development noted the process of transferring mass socially significant services into electronic form. By the end of 2022, 89 mass socially significant services were withdrawn to EPGU - this is 100% of the plan for transferring services to electronic form. In total, 163,322 applications were submitted over the past year. The share of requests for mass socially significant services at EPGU has almost tripled.

At the end of 2024, the number of registered crimes in the Voronezh region amounted to 25,335. The growth of criminal acts using IT technologies continues. The share of remote fraud amounted to 36% of the total mass of crimes, and the damage caused by such crimes in 2024 exceeded 2.4 billion rubles. At the same time, the detection level is about 20%. This was announced in March 2025 to the deputies of the regional Duma by the head of the Main Directorate of the Ministry of Internal Affairs for the Voronezh Region, Mikhail Borodin.[3]

The Criminal Investigation Department of the Main Directorate MINISTRY OF INTERNAL AFFAIRS Russia for the Voronezh Region on February 26, 2025 published statistics on crimes using information and communication technologies (ICT). In 2024, 9324 cybercrimes were registered in the region, and fraudsters stole more than ₽2,4 billion from residents in various ways.

According to TASS, the share of IT crimes amounted to about a third of all illegal acts recorded in the Voronezh region. Aleksey Zhigalkin, an operative of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia, stressed that the exact amount of damage from the actions of cyber fraudsters in 2024 amounted to ₽2,471 billion.

There is a steady trend towards an increase in the volume of theft through digital channels. In 2022, the amount of damage was estimated at ₽800 million, in 2023 it reached ₽1,6 billion, and in 2024 exceeded ₽2,4 billion. Thus, in two years, the volume of stolen funds has more than tripled.

Of the total number of cybercrimes recorded in the region, 5,100 episodes belong to various types of fraud. Another 1,600 cases are classified as thefts from citizens' bank accounts. The remaining 2,624 crimes include other types of unlawful acts using information technology.

Aleksey Zhigalkin, an operative of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia, said that in 2024, 9324 crimes committed using information and communication technologies were registered in the Voronezh region. According to him, their share exceeds a third of the total number of crimes in the region.

According to law enforcement agencies, large and well-known Internet platforms for the sale and purchase of goods are sufficiently protected from fraudsters. That is why attackers often try to convince potential victims to transfer communication to instant messengers, where it is easier to implement deceptive schemes.[4]
