Signing of a special investment contract as part of the construction of a plant for the production of radiopharmaceuticals

On October 9, 2023, the Health Technologies Division (State Corporation), and Rosatom Ministry of Industry and Trade of the Russian Federation Government of the Kaluga Region administration of Obninsk signed a special investment contract (SPIC) as part of the GMP constructions radiopharmaceuticals (Good Manufacturing Practice) production plant project.

The document was signed by Deputy Chairman of the Government of the Russian Federation - Minister of Industry and Trade of the Russian Federation Denis Manturov, Governor of the Kaluzhskaya Region Vladislav Shapsha, Head of the City Government of the Obninsk City District Gennady Artemyev and Director General of Rusatom Healthcare JSC (Rosatom State Corporation) Igor Obrubov.

The construction of a plant for the production of radiopharmaceuticals in the Kaluga Region is recognized as strategically important for ensuring the drug safety of the country and received state support under a special investment contract. As of October 2023, Rosatom is already producing 11 radiopharmaceuticals for the diagnosis, treatment and theranostics of cancer and cardiovascular diseases. Radioisotope products of ROSATOM State Corporation make it possible to carry out about one million diagnostic and therapeutic procedures in the Russian Federation annually. By 2025, 21 production lines of the future plant will produce more than 25 names of radiopharmaceuticals.

ROSATOM is a partner of the Ministry of Industry and Trade of the Russian Federation and the Ministry of Health of the Russian Federation in key areas in ensuring the country's technological sovereignty in the field of health care: the creation of medical infrastructure, the production of high-tech medical equipment, digitalization and pharmaceutical production. On the part of the state, we see a powerful demand for the development of domestic technologies for the production of radiopharmaceuticals. In parallel with the construction of the plant, we are conducting clinical and preclinical studies of a number of FPMs, which are planned to be produced on the plant's production lines. If we talk about the construction of the facility, monolithic work on the construction of the building frame is underway by October 2023, we plan to complete them in 2024. The signed special investment contract clearly demonstrates the importance for the country of work that Rosatom conducts to increase the duration and improve the quality of life of Russians - said Igor Obrubov, General Director of Rusatom Healthcare JSC (Rosatom State Corporation).

Creation of a joint venture "Alliance of Health Technologies"

Rusatom Healthcare JSC (a division that accumulates the expertise of Rosatom State Corporation in the field of health) and Medtech Alliance Engineering LLC, which is a supplier of a wide range of Russian and foreign medical equipment, have created a joint venture - Alliance Health Technologies LLC. Each of the parties owns a 50% stake. Representatives of Rusatom Healthcare reported this to Zdrav.Expert on April 12, 2023.

According to them, the Alliance of Health Technologies will sell medical equipment, including those produced by Rosatom State Corporation, in Russia and abroad. In addition, the joint venture will service medical equipment both domestic and foreign manufacturers. This area will include installation, production, assembly, repair and installation services, as well as replacement of consumables of medical equipment and replacement of ionizing radiation sources in gamma-therapeutic devices of Russian and foreign production.

At the same time, the company will be engaged in the design and integrated equipment of medical facilities "Rusatom Healthcare" and other customers, and on the basis of market research and feedback from consumers will form requirements for the development of new high-tech products in the field of medical apparatus building.

According to Igor Obrubov, General Director of Rusatom Healthcare, the creation of a joint venture with the Medtech Alliance group, which has "serious competencies in terms of service and supply of medical equipment," will allow the division to significantly strengthen the infrastructure component and ensure uninterrupted operation of medical equipment in medical institutions of the country and beyond.

"Rosatom approaches the implementation of its tasks in the field of health care as comprehensively as possible, with a clear understanding of the global state task of ensuring the full sovereignty of our country in the field of health care. We use the existing developments and expand our competencies to create a completely import-independent system for providing medical care to Russian citizens in the diagnosis and treatment of socially significant diseases, "added Igor Obrubov.

As of April 2023, Rosatom offers the market 16 types of popular medical equipment of its own design and production for the treatment of socially significant diseases.

So, in 2022, a serial assembly of the Onyx remote radiation therapy complex was launched, and the Brahium gamma-therapeutic complex is already operating in a number of Russian medical institutions. In the very near future, Rosatom will begin serial assembly of the most popular line of localized magnetic resonance tomographs.

Already in 2026, the State Corporation plans to begin mass production of fully domestic magnetic resonance tomographs with a magnetic field strength of 1.5 Tesla. The Rosatom tomograph will be the first device to meet the requirements for the origin of goods in the Russian Federation. In addition, projects are underway to create a linear accelerator that creates photon radiation using an electron accelerator with an energy of 18 MeV and a self-protected cyclotron.
