In October 2022, Prime Minister Mikhail Mishustin signed an order to allocate 6.8 billion rubles for the construction of the first stage of the new campus of the St. Petersburg National Research University of Information Technologies, Mechanics and Optics in Pushkin.
According to the press service of the Cabinet of Ministers, with the help of budgetary investments in 2022-2025, the buildings of the main educational building for 1.6 thousand educational places, a student club and two dormitory buildings will be built in the Pushkin district of St. Petersburg, which can accommodate more than 1 thousand students.

Simultaneously with the ITMO campus, the first residential buildings in the satellite city will appear by 2024. The territory will be developed comprehensively: three kindergartens and a school will be built inside the quarters, as well as a fitness center with a swimming pool. The partner of the first stage of residential construction was Bank St. Petersburg, a specialized developer, the ZaStroy company, was created to implement the project.

2021
Mishustin allocated ₽3 billion for the development of the Innocenter of ITMO University
In December 2021, Prime Minister Mikhail Mishustin signed a decree on the allocation of 3 billion rubles for the development of the scientific and educational center ITMO "Highpark." The funds are provided in the form of a contribution of the Russian Federation to the authorized capital of the joint-stock company. They will go to the construction of the main educational building, a student club, a hostel (two buildings) and engineering networks.
These structures are part of ITMO's second campus, which will house a graduate and postgraduate program focused on applied research and development, as well as their commercialization. According to Andrei Nazarov, General Director of ITMO Highpark JSC, in 2021 the construction of the innocenter in 2021 entered an active development stage. The government of St. Petersburg became a participant in a project to create an innovation center with a university campus on the territory of the satellite city Yuzhny in the Pushkin district - ITMO Highpark JSC. The city authorities will invest 4.7 billion rubles in the project.

The creation of the innovation center and campus of ITMO University fits into the project for the construction of the satellite city Yuzhny, one of the largest investment projects in Russia for the integrated development of the territory, which has the status of a "strategic investment project of St. Petersburg."
The Government of the Russian Federation signed a decree on the creation and development of ITMO Highpark on October 17, 2017. The goal of the project is to create in St. Petersburg an innovative scientific and technological center of a new generation, which includes a modern university campus based on ITMO University, as well as scientific buildings, laboratories, business incubators and a cluster of innovative industries.
The key task of the ITMO Highpark project will be the development of educational and production infrastructure for the digital economy of knowledge and innovation, as well as the achievement of Russia's leading positions in the world scientific and educational elite.
It is planned to complete the design of all ITMO Highpark facilities by 2020. Then the phased construction of engineering and transport infrastructure, as well as campus buildings and an innovation center, will begin by 2027.
As Sergei Khmelevsky specified earlier, at the first stage (2017-2023), key educational elements will be created - the main educational building of ITMO, the Center for Information Technologies, the Center for Photonics and Quantum Technologies, a hostel and a student club, engineering communications and landscaping. At the second stage (2024-2027), the Center for Life and Health Sciences, a data processing center (DPC), the National Center for Urban Studies, a business incubator, a sports complex with a cafe and a recreational area will be built. The third stage will go in parallel - from 2019 to 2027: engineering preparation of the territory and the construction of the Center for Progressive Production (work with private residents) will be carried out, as well as rental housing for teachers and a hotel with parking.
By 2027, ITMO Haypark expects to create 12 thousand jobs, five innovative industries and about 50 international laboratories. The key specializations of the innovation center will be a smart city, the development of territories, creative industries[9].
2017: The start of the project for the construction of a scientific, educational and innovation-production cluster
On October 17, 2017, Russian Prime Minister Dmitry Medvedev at a plenary meeting of the Open Innovations forum announced the start of a project to build a university complex in the Pushkin district of St. Petersburg. Campus Concept
The signed order envisages the implementation of an investment project on the territory of the Pushkin District, which provides for the creation and development of the university campus of the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO University). In accordance with the concept of the project, the campus will include scientific centers, laboratories, educational buildings, housing and other facilities. Investments

The Governor of St. Petersburg Georgy Poltavchenko, for his part, confirmed the city's participation in the financing of Haypark ITMO in the amount of 4.7 billion rubles.
Appointment
The campus plans to train 3,600 people, create 50 international laboratories, at least five innovative industries, which, in turn, will create 6 thousand highly qualified jobs.
It is assumed that the highpark will become a platform for education, research and development, a landfill for the introduction of advanced technologies in the field of urban studies and smart cities. Highpark's technological specializations concern information technology, photonics and quantum technologies, robotics and cyberphysical systems, biomedical technologies and smart materials.
A number of Highpark innovation infrastructure facilities will be jointly used by members of the Innograd of Science and Technology Joint Innovation Cluster of St. Petersburg, which was included in the list of priority innovation clusters of the Ministry of Economic Development of the Russian Federation on September 29, 2017.
Creation of JSC
The order of the Government of the Russian Federation also approved the creation of the joint-stock company "Highpark of the St. Petersburg National Research University of Information Technologies, Mechanics and Optics" ("Highpark ITMO"), which will act as the operator of a scientific, educational and innovation-production cluster in the south of St. Petersburg. The authorized capital of the joint-stock company amounted to 321 million rubles, while 100% of the shares are in federal ownership.
According to the Minister of Communications and Mass Media of the Russian Federation Nikolai Nikiforov, the governing bodies of Haypark ITMO will be formed in the near future, in particular, the Board of Directors of the company has been elected, and a general director has been appointed. In addition, in the next three months it is planned to amend the state program "Information Society (2011-2020)" aimed at financial support of the project.
