2021: Putin changed the composition of the Presidium of the State Council
The President Russia Vladimir Putin signed a decree on changing the composition of the Presidium of the State Council of the Russian Federation. The corresponding document was published on November 15, 2021 on the official Internet portal of legal information.
Nine current heads of regions and one former are excluded from the list:
- Governor of the Irkutsk region Igor Kobzev;
- Former governor of the Yaroslavl region Dmitry Mironov;
- Governor of the Tyumen region Alexander Moor;
- Governor of the Magadan Region Sergey Nosov;
- Governor of the Orenburg region Denis Pasler;
- Governor of Sevastopol Mikhail Razvozzhaev;
- Governor of the Kursk region Roman Starovoit;
- The head of the Karachay-Cherkess Republic, Rashid Temrezov;
- Head of the Republic of Komi Vladimir Uiba;
- Governor of the Arkhangelsk region Alexander Tsybulsky.
At the same time, the Presidium of the State Council included 11 new officials:
- Governor of the Yamal-Nenets Autonomous Okrug Dmitry Artyukhov;
- Governor of the Astrakhan region Igor Babushkin;
- Governor of the Leningrad Region Alexander Drozdenko;
- The head of the Uzlovsky district of the Tula region Marina Kartashova;
- Head of the Republic of North Ossetia - Alania Sergey Menyaylo;
- Governor of the Kamchatka Territory Vladimir Solodov;
- The head of the Republic of Bashkortostan, Radiy Khabirov;
- The head of the Altai Republic Oleg Khorokhordin;
- Governor of the Kaluga region Vladislav Shapsha;
- Governor of the Kurgan region Vadim Shumkov;
- Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District Vladimir Yakushev.
Since 2021, the State Council has been a full-fledged body of state power. Its members can participate in the development of the parameters of the draft budget and the approval of criteria for the effectiveness of the heads of regions, as well as indicate the need to adopt certain laws. The State Council should ensure the coordinated work of all public authorities, participate in the development of foreign and domestic political tasks, as well as in the discussion of the draft budget and personnel policy.[1]"
2020: Putin approved the composition of the State Council and headed it
On December 21, 2020, the president Russia Vladimir Putin signed a decree approving the new composition of the State Council of the Russian Federation. In total, this state body included 104 members, including the head, states who is its chairman.
The council included:
- Prime Minister Mikhail Mishustin;
- Speaker Vyacheslav Volodin;
- Speaker of the Council of the Federation Valentina Matvienko;
- head of administration prezidentaanton Vaino;
- first deputy head of the presidential administration Sergey Kiriyenko;
- presidential aide Igor Levitin;
- Plenipotentiary Representative of the President in the Far East, Deputy Prime Minister Yuri Trutnev;
- Alexander Gutsan, Presidential Plenipotentiary in the Northwest Federal District;
- plenipotentiary representative of the President in the Volga Federal District Igor Komarov;
- Plenipotentiary Representative of the President in the Siberian Federal District Sergey Menyaylo;
- Plenipotentiary Representative of the President in the Southern Federal District Vladimir Ustinov;
- Plenipotentiary Representative of the President in the North Caucasus Federal District Yury Chaika;
- Plenipotentiary Representative of the President in the Central Federal District Igor Shchegolev;
- Plenipotentiary Representative of the President in the Ural Federal District Vladimir Yakushev;
- the head of "Fair Russia" Sergey Mironov;
- the head of the United Russia faction Sergey Neverov;
- the head of the Communist Party Gennady Zyuganov;
- LDPR head Vladimir Zhirinovsky;
- Chairman of the Federation of Independent Trade Unions of Russia (FNPR) Mikhail Shmakov;
- President of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Shokhin.
Before the changes in the State Council, there were special committees in all the main areas of power: from the economy to culture. They remained, but will be transformed into commissions - there are only 18 of them, each headed by a particular governor.
Putin approved the composition of the State Council commission to ensure the coordinated functioning and interaction of public authorities and the commission to coordinate and evaluate the effectiveness of the executive authorities of the constituent entities of the Russian Federation. Both orders come into force from the date of their signing.[2]"
