State automated system "Vybory" is a geographically distributed, telecommunication, automated system for implementing information processes during the preparation and conduct of elections and referendums of all levels, as well as for automating the activities of election commissions in the inter-election period.
Automation objects are the CEC of the Russian Federation, 83 election commissions of the constituent entities of the Russian Federation, 2727 territorial election commissions. The system consists of specialized complexes of automation of information processes for preparing and holding elections and referendums.
State automated system "Elections" is an advanced technological solution for registering voters, planning the stages of election campaigns, monitoring the receipt and expenditure of funds from election funds, reporting voting results, as well as for other tasks that arise before election commissions.
The general developer of the system is FSUE NII Voskhod.
History of the development of the system
2025: CEC will spend 6 billion rubles on the development of state automated system "Vybory 2.0"
On December 11, 2024, the Central Election Commission approved a resolution on the distribution of budgetary allocations for 2025-2027. A total of approximately 49.5 billion rubles are provided for during this period.
In particular, for 2025, allocations were approved for the CEC of Russia in the amount of 11.11 billion rubles, for 2026 - 31.13 billion rubles, for 2027th - 7.25 billion rubles. Significant costs in 2026 are due to the planned holding of the next elections to the State Duma - 23.3 billion rubles were allocated for these purposes in the budget. At the same time, excluding funds for holding elections of State Duma deputies, budget expenditures are distributed as follows: for 2025 - 10.61 billion rubles, for 2026th - 7.85 billion rubles, for 2027 - 6.75 billion rubles.

According to him, 6 billion rubles have been allocated for the project of the Vybory 2.0 state automated systems under the Digital Public Administration program, but most of the expenses - 4.4 billion rubles - are planned for 2025. Another 1.4 billion rubles were pledged for 2026, approximately 0.1 billion rubles - for 2027. It is noted that from January 1, 2025, the new digital platform state automated system "Elections 2.0" is fully commissioned and becomes the main one.
To ensure the activities of the Federal Center for Informatization (FCI) at the CEC of Russia and the use, operation and development of State Automated System Vybory in 2025, a total of 3.63 billion rubles are provided. In 2026 and 2027, expenses will amount to 3.69 billion rubles and 3.8 billion rubles, respectively.[1]

The operation of the state automated system (GAS) "Vybory 2.0" will be supported by two data centers created on the principle of availability and security - taking into account peak loads. The software part of the platform, including security components, is based exclusively on Russian software. This was announced on October 23, 2024 by the Deputy Minister of Digital Development, chief designer of state automated system "Vybory" Oleg Kachanov.
For state automated system "Vybory 2.0" a number of architectural changes are provided. Instead of the previous decentralized model with the bases of each local commission, a centralized approach with a common database directly in the Central Election Commission (CEC) is applied. Integration of state automated system with other federal information systems subordinate to Ministry of Digital Development ("Public services"), the Ministry of Internal Affairs, the Federal Tax Service, etc.
As part of the State Automated System Vybory 2.0 project, according to the Kommersant newspaper, it is planned to develop information services for candidates, voters and members of election commissions, as well as expand remote electronic voting (DEG). In particular, the introduction of new functions related to the provision of documents in electronic form is being prepared for parties and candidates. In addition, services for the appointment of observers using their personal accounts will continue to develop. The protocols on the voting results are planned to be formed in digital form with an electronic signature.
Kachanov also said that security facilities are provided at all levels of the platform. For example, the transfer of information between "internal" (service) and "external" (available to observers) contours is strictly regulated, and the people involved in it have the necessary levels of admission.[2]
Approval of the concept of development of the state automated system "Elections" until 2030
The Central Election Commission of Russia approved the draft concept for the development of the state automated system "Elections." The document defines a strategy for modernizing the electoral system for the period up to 2030, including expanding the possibilities of remote electronic voting. This became known in October 2024.
According to Interfax, Deputy Chairman of the Central Election Commission Nikolai Bulaev said that the concept is aimed at developing digital services for all participants in the electoral process: voters, candidates, political parties and election commissions.
In addition, the concept provides for the preservation of traditional voting using paper ballots in parallel with the expansion of the remote electronic voting system. Electronic voting is seen as a tool to ensure the active suffrage of citizens throughout the country.
As part of the implementation of the concept, it is planned to introduce electronic voter lists in precinct election commissions and expand the use of electronic voting at polling stations.
The Central Election Commission is temporarily restricting the expansion of the use of remote electronic voting abroad due to cyber attacks on electronic services during voting. Despite this, the document assumes the further development of the remote voting system.
Deputy Chairman of the Central Election Commission Nikolai Bulaev stressed that remote electronic voting, despite the existing criticism, remains the only tool capable of ensuring the implementation of the electoral rights of citizens throughout the country and potentially at the global level.[3]
CEC transfers state automated system "Vybory 2.0" to Russian equipment
On October 9, 2024, it became known that the Central Election Commission (CEC) began to commission Russian equipment, on the basis of which the new digital state automated system (GAS) "Vybory 2.0" will operate. At the same time, previously used imported equipment is transferred to the regions.
According to the Kommersant newspaper, the CEC of Russia is creating a digital platform based exclusively on Russian solutions. It includes two hardware and software complexes (main and standby), a specialized system for recognizing and intelligently processing digitized images and other components.
Foreign equipment that was used during the operation of the old state automated system "Vybory" has been decommissioned. It was transferred to the Federal Center for Informatization (FCI) at the CEC, followed by redirection to the Russian regions. In particular, 875 pieces of equipment will be transferred to the ownership of Bashkiria, Volgograd, Omsk, Penza, Saratov, Sverdlovsk and Ulyanovsk regions, as well as the Khanty-Mansiysk and Yamalo-Nenets Autonomous Districts. In addition, the commission is considering applications for equipment submitted by the Perm Territory and the Chelyabinsk Region.
Printers, monitors and system units will be used by regional election commissions. The head of the FCI, Alexander Sokolchuk, says that in its condition this equipment "is still capable of performing tasks for sufficient time." It is said that this is mainly imported equipment, while the CEC will switch exclusively to Russian products. 11.1 billion rubles were allocated for the development of state automated system "Vybory" in 2025-2027.
In 2025-2027, budget allocations in the amount of approximately 11.1 billion rubles are provided for the development of the state automated system (GAS) "Vybory." This is stated in an explanatory note to the bill on the federal budget for 2025 and for the planning period 2026-2027, which was submitted to the State Duma of the Russian Federation on September 30, 2024.
The document says that the total costs in the direction of the "Central Election Commission" in 2025 are provided for in the amount of 6.67 billion rubles, in 2026 - 29.69 billion rubles, in 2027 - 7.13 billion rubles. At the same time, 3.63 billion rubles will be allocated for state automated system "Vybory" in 2025, in 2026 - 3.69 billion rubles, in 2027 - 3.8 billion rubles.
The Central Election Commission program also provides for several other items of expenditure. In particular, the implementation of state functions of federal state bodies will cost 701.4 million rubles in 2025, 23.47 billion rubles in 2026, and 696.7 million rubles in 2027. The costs of ensuring the activities (provision of services) of state institutions will amount to 90.7 million rubles in 2025, 93.8 million rubles in 2026, and 96.7 million rubles in 2027. The costs of ensuring the activities of federal state bodies were pledged in 2025 in the amount of 72.1 million rubles, in 2026 - 179.9 million rubles, in 2027 - 176.8 million rubles.
As lawyer Oleg Zakharov notes, the cost of elections to the State Duma is growing with each new cycle of federal elections. So, in 2007, 4.3 billion rubles were allocated for the elections of State Duma deputies, in 2011 - 7 billion rubles, in 2016 - 10.3 billion rubles. In 2021, as noted, 21.4 billion rubles were provided for the Duma campaign and 18.6 billion rubles were spent.[5]
"Daughter" of "Aquarius" signed a contract for the supply of 1800 computers for 197 million rubles for state automated system "Vybory"
In mid-September 2024, it became known that the tender for the supply of automated workplaces (AWS) for State Automated System Vybory was won by Technoprogress, a subsidiary of the Aquarius group. We are talking about about 1800 computers totaling 197 million rubles.
According to the publication CNews, the competition was held by the operator of the state automated system "Vybory" - FGKU "Federal Center for Informatization at the Central Election Commission of the Russian Federation." The PC should have an operating system included in the Unified Register of Russian programs for electronic computers and databases of the Ministry of Communications. We are talking about one of the domestic platforms on the Linux kernel, which will replace Windows as part of the import substitution program.
For state automated system "Vybory" two types of AWS are purchased. The first version of computers (1718 pieces) assumes the presence of at least 8 GB of DDR4 RAM expandable up to 64 GB or more. The second option (84 pieces) should be equipped with a hard drive and a processor that allows processing at least eight instruction streams at the same time. More detailed characteristics of processors are not specified in the information about the purchase object.
It is said that the tender was declared invalid, since only one application was submitted for participation in the purchase. This application came from Technoprogress, with which a contract was later concluded. Technoprogress is engaged in the implementation of projects for the construction and maintenance of engineering, communications and IT infrastructure for Russian organizations. In particular, the company supplies computing equipment to state institutions. It is noted that Technoprogress works with advanced and authoritative suppliers of equipment and technologies, and the organization includes experienced qualified specialists.[6]
CEC switches to a new version of the state automated system "Vybory" system
The Central Election Commission of Russia in early September 2024 announced that after a single voting day, the use of the old version of the state automated system (GAS) "Elections," which served for almost 25 years, will end. The new version of the system, known as state automated system "Vybory 2.0," will be completely isolated from the Internet and is based exclusively on Russian software.

For the first time, testing of the new system will take place in 45 regions of Russia, which will allow assessing its work in real election conditions.
The digital version of the system includes updated data processing mechanisms, which will allow faster and more accurate collection of voting information and transfer it to election commissions. The new version of the system is expected to be more reliable and efficient than its predecessor, thanks to modern technologies and an improved software architecture.
Pamfilova also stressed that the transition to state automated system "Vybory 2.0" is part of a large-scale process of digitalization of the electoral system of Russia. Specialists of state automated system "Vybory" noted that the technical requirements for the purchased AWS provide for the supply of two configuration options with different amounts of RAM and drives. When creating a new digital platform, the task was set to guarantee the right of citizens to "extraterritorial" voting, said Deputy Minister of Communications and Mass Media Oleg Kachanov said at a meeting of the CEC. With the help of the state automated system "Elections," elections are prepared and held on the territory of the Russian Federation. 2015: Transfer of state automated system "Vybory" to SPO
By the end of 2015 , the Voskhod Research Institute plans to develop a prototype system that implements the basic functions of the state automated system based on free software. The competition for the creation of a sample of the Voskhod Research Institute was announced at the end of November 2014, setting a maximum price for the work of about 87 million rubles.
As follows from the project documentation, the designed system should be implemented using free software, including the operating system, DBMS and application development tools.
In its current form, according to the Voskhod Research Institute, the Vybory state automated system hardware platform is built on HP-Compaq computers, servers and failover cluster systems . It uses the Windows, Windows Server OS families as operating systems , and Oracle DBMS is used as database management systems in the "Elections" state automated system .
When choosing common software for a prototype, preference should be given to products for which technical support is available on a commercial basis with the possibility of regular updating, according to the project TA.
The work is planned to be carried out in two stages. At the first stage, research work will be carried out to create a system design of a sample containing at least two options for creating a system, as well as technical design. At the second stage, a software implementation is carried out and the sample is handed over to the customer.
Earlier, in August 2014, it was reported that the CEC plans to start developing a new version of the state automated system "Vybory," which will be based on the domestic OS. This, in particular, was reported by the head of the Federal Center for Informatization at the CEC Mikhail Popov to the chairman of the interim commission of the Federation Council for the Development of the Information Society Lyudmila Bokova in response to her letter with a request to consider the possibility of abandoning Windows. In the same letter, he assured Bokova that he shares the concern of members of the Federation Council about the problem of import substitution of software.
2014: State automated system "Vybory" will learn to work with complaints against the CEC and others

In addition, the system will make it possible to systematize the information received and provide opportunities to identify the most common violations of electoral legislation, the causes of their occurrence, as well as typical errors and shortcomings in the work of election commissions.
The system will provide for the possibility of filling out and maintaining call cards, taking into account their classification according to various parameters, including in detail on the topic of the call. Thus, it will process complaints about the nomination and registration of candidates, complaints about unlawful, according to the applicants, decisions and actions of election commissions and their officials during the preparation and conduct of votes.
Among the appeals processed in the system are complaints about falsification, including alleged, voting results and election results, complaints about violations related to the use of the advantages of official position, including law enforcement agencies, etc.
In addition to the reason for the appeal, it will also be possible to classify appeals in the system by the type of applicant, according to information about the confirmation of the violation, by the topic of applications submitted to the court, and court decisions and a number of other parameters.
Based on the information on appeals and complaints entered into the system, it will be possible to form reporting and statistical forms, including on several attributes of the card, on one, several and all election commissions of the constituent entities of the Russian Federation.
