According to CNews, the tender was published on the public procurement website on December 25, 2024. The budget will be aimed at organizing the continuous broadcast of video signal from devices to the data processing center (DPC) and ensuring the operation of a centralized video surveillance portal for the Unified State Exam.

According to the terms of reference, the Contractor shall ensure network connectivity between his data center and Rosobrnadzor data center in round-the-clock mode. Reception of video streams will be carried out from 7:30 to 19:00 local time of the regions on the days of the exam.

The video format for firmware (PAC) and IP cameras is defined as RTSP, using the h264 codec. The frame rate must be at least 15 k/s, and the bitrate must be at least 256 kbps for PAC and 512 kbps for IP cameras.

From 2021 to 2023, ₽90 million annually were allocated for the organization of video broadcasts. In 2024, the amount amounted to ₽79,7 million. All previous tenders were won by Rostelecom, which has been organizing video surveillance for the Unified State Exam since 2014.

The video archive will be formed around the clock from the beginning of the first exam until the completion of the portal on October 17, 2025. The frame size can range from 320x240 to 1280x960 pixels.

Rosobrnadzor notes that video surveillance has become an effective tool for ensuring the transparency of the USE and the objectivity of its results. Online broadcast of exams is available on a specialized portal smotriege.ru.

The new contract does not provide for the purchase of CCTV cameras, but is aimed solely at organizing the broadcast and processing of video data from existing equipment.[1]

2023

Results of the organization of the exam

Rostelecom on July 20, 2023 summed up the results of the video surveillance and artificial intelligence system at the Unified State Exam (USE), the main period of which took place from May 26 to July 3, 2023. For the organization of the Unified State Exam in 2023, more than 70 thousand audiences were involved in more than 5.8 thousand examination points (PE). Exams were also held in foreign educational organizations based on embassies and consulates in 54 countries. In the PE, located in hard-to-reach areas of the Russian Federation, a video recording was conducted, which immediately after the end of the exam was transmitted to the video surveillance portal using special software. Video surveillance was also installed in 337 regional information processing centers, where experts from subject commissions checked examination papers. The system is configured to detect suspicious behavior of graduates on the exam: the use of prohibited items (communications and cheat sheets) and the removal of control and measuring materials. When suspicious behavior is detected, the neural network sends a signal, the system automatically marks the violation, and the record is sent for verification to the observer, then to the moderator for approval, and then to the examination point.

In real time, the neural network simultaneously "views" a video stream from 230 audiences on exam days, and offline - archived videos from a thousand audiences a day. In total, as of July 2023, artificial intelligence processed more than 81 thousand hours of video. The system will continue to check for possible violations until the end of the additional exam period.

Preparation of video surveillance system for YeGE-2023

On May 24, 2023, Rostelecom announced that it had fully prepared a video surveillance system for the Unified State Exam (YeGE-2023) and checked its performance. The main period for passing the exam will begin on May 26. 2022

Providing over 3.5 million hours of broadcasts per YeGE-2022

Rostelecom's decision in real time revealed suspicious activity in exams. Online, artificial intelligence simultaneously "watched" a video stream of 200 audiences, and offline - archived videos from a thousand audiences a day. Over the entire period of the exam, artificial intelligence revealed 11,916 violations, 208 of them were confirmed by moderators. During the exams, the Rostelecom cybersecurity center recorded several DDoS attacks with a capacity of up to 10 Mbps, but they did not affect the performance of the portal.

Results of the video surveillance system on the exam

Results: More than 3.6 million hours of video broadcasts from 116 thousand video cameras

Rostelecom provided uninterrupted video broadcasting of the entire YeGE-2017 period. It was carried out with more than 116 thousand video cameras installed in more than 59 thousand audiences throughout the country. For the first time, the level of online broadcasting from audiences in 52 constituent entities of the Russian Federation was 100%, which is 14 more subjects than in 2016, and in 29 constituent entities of the Russian Federation ranged from 80 to 99%.

The contract provides for the broadcast of data from at least 43 thousand audiences per http://smotriege.ru.

Rostelecom specialists will carry out a technological update of the portal: the Video Archive section will be significantly improved, in the Violations section, representatives of the PE will have the opportunity to quickly work out the recorded potential violations, a mobile version of the portal will appear.

The total broadcast time will be 30 days for the period from March 23 to September 16, in the remaining time the portal will function in the mode of displaying archive data. It is assumed that at least 10 thousand users will be able to work simultaneously with the portal.

To implement the project, the company for the fourth year in a row uses the created infrastructure, including a data transmission network, video servers DPC Moscow at Rostelecom, a monitoring system that allows you to connect equipment for broadcasting data to the portal www.smotriege.ru.

The company's specialists will monitor the functioning of software for hardware and software systems, technical support of the portal during the days of state final certification and its protection against DDOS attacks. To ensure full support for users of the portal, Rostelecom will provide an intelligent 8 800 100 43 12 number.

During the exams at the Situation and Information Center (SIC) of Rosobrnadzor in Moscow, Rostelecom will broadcast data from 85 regions of the country to the video wall. This will allow you to collect general information in the SIC and carry out operational control over the process of conducting the exam.

2016: Contract with Rosobrnadzor for video surveillance for the Unified State Exam in 2016 (75 million rubles)

Rostelecom and Rosobrnadzor signed a state contract in the spring of 2016 for the provision of video surveillance services during the Unified State Exam (USE) in the Russian Federation in 2016. The amount of the concluded federal contract is 75 million rubles. The terms of the contract are from March 21 to October 17, 2016.

During the exam in 2016, more than 35 thousand audiences will be broadcast online to the portal http://smotriege.ru. For this purpose, a data center located in Moscow will be allocated . The total broadcast time will be 30 days during the broadcast period from March 21 to June 30, in the remaining time the Portal will work in the mode of displaying archive data.

At least 10 thousand users will be able to work simultaneously with the portal.

To ensure full support for users of the portal, Rostelecom provided an intelligent 8-800-100-4312 number.

2015: Contract with Rosobrnadzor for video surveillance for the Unified State Exam in 2015 (200 million rubles)

Rostelecom and Rosobrnadzor signed a state contract in February 2015 for the provision of video surveillance services during the Unified State Exam (USE) in the Russian Federation in 2015. The amount of the concluded federal contract is 200 million rubles. The terms of the contract are from February 14 to September 30, 2015. Additional costs, including for channel capacity, which will make up a significant part of the project costs, this year will be borne by regional entities. Rostelecom will take part in regional tenders for the implementation of these works.

When conducting the exam this year, PAKamiPAK is a software [3] at least 3,081 facilities shall be equipped, including examination points and regional information processing centers. Thus, more than 36 thousand audiences will be equipped with a video surveillance system with at least 16 thousand audiences - available online. Information will be recorded in data centers from all points of the exam. The total broadcast time will be 36 days, and the broadcast period will double to 8 months.

For the first time, the early period of final certification for secondary education programs in the Russian Federation began on February 14, 2015. More than 500 people took part in the early exam, of which 466 took the exam in the Russian language and 63 in geography. For those passing, 25 examination points were organized in 24 constituent entities of the Russian Federation. Video broadcast in all regions passed without failures.

According to the contract, Rostelecom will carry out video broadcasting of the signal from at least 20 thousand PACS to the www.smotriege.ru portal, the functionality of which will be significantly improved. The company's specialists will monitor the functioning of the software, technical support of the portal during the days of state final certification and its protection against DDOS attacks. The portal provides the ability to simultaneously view at least 24 thousand video broadcasts from all video cameras for 10 thousand authorized users.

In the situation center (SIC) of Rosobrnadzor in Moscow, Rostelecom will broadcast data from 83 regions of the country to the video wall during the exams. This will allow you to collect general information in the SIC and carry out operational control over the process.

To implement the project, Rostelecom uses its own network infrastructure throughout the country. Video servers will be deployed in 7 interregional data centers (Moscow, St. Petersburg, Krasnodar, Samara, Yekaterinburg, Kochenevo (Novosibirsk region), Knyaze-Volkonskoye (Khabarovsk Territory) and 2 regional data centers (Magadan, Petropavlovsk-Kamchatsky) companies.

It is planned that the performance of the USE video broadcasting system will provide up to 1,200,000 simultaneous views by users and up to 60,000 simultaneous views from 1 camera.

To implement the project, Rostelecom will use its own network infrastructure throughout the country, 2,000 mobile teams will be organized. More than 5,000 employees of the company will take part in the work on the project.

2014: Rostelecom provided for Rosobrnadzor video broadcasting from schools

Rostelecom provided Rosobrnadzor with video broadcasting from schools as part of testing projects of examination materials in a foreign language.

1245 people from 21 regions took part in the testing of the oral part in foreign languages. 124 audiences were prepared for testing.

The video wall installed at the Situation and Information Center of Rosobrnadzor in Moscow during the implementation of the 2014 Unified State Exam project was used during the broadcast of this event.

To implement the project in schools selected by Rosobrnadzor, PACS established by Rostelecom in 2014 were used as part of the state final certification in the form of the Unified State Exam. This made it possible to carry out video broadcasting from schools in on-line mode. During the event, Rostelecom video servers were deployed in 5 interregional data centers of the company in Moscow, St. Petersburg, Krasnodar, Samara, Yekaterinburg, and technical support was organized for the work of all PACS.

During the early period, a video wall functioned in the Rosobrnadzor situation and information center, to which a video from the points of the state exam was broadcast. This made it possible to collect general information from all regions in the Situation and Information Center of Rosobrnadzor and carry out operational control over the process. The video wall will also work during the main period of the state examination.

More than 5,000 employees of the company took part in the work on the project, 2,000 mobile teams will be organized. In accordance with the Order of the Government of the Russian Federation, Rostelecom (681-r dated 18.04) was determined to be the only provider of services for providing access to the data transmission network, broadcasting video signal on the Internet, collecting and storing the received video recordings for the purpose of video surveillance during the Unified State Exam in 2014.
