Intelligent Transport System

Main article: Intelligent transport system (Moscow)

The intelligent transport system of Moscow is one of the most important components of Smart City. In Moscow, these are more than two thousand traffic lights, three and a half thousand traffic monitoring detectors and two thousand video surveillance cameras. Data from them goes to the situation center of the data center, where they are analyzed in real time, which helps to manage the situation on the roads. In the future, this information allows the data center to make a forecast of the road situation, if it is planned to block the street, introduce one-way traffic or open a dedicated lane for buses and trolleybuses.

More than 160 electronic displays on the main highways of the city promptly inform drivers about the weather, estimated travel time (for example, to the Moscow Ring Road or the Third Transport Ring) and traffic congestion. They also display information about a motion constraint or overlap. With the introduction of an intelligent transport system, the number of accidents on the roads of Moscow decreased by almost half. And the average speed has increased by 13 percent, despite the fact that there are much more cars.

The Center for Traffic Management (TsODD) and the Department of Transport and Communications of the city of Moscow have been developing ITS since 2011. ITS consists of two models - static and dynamic.

Static model

The static transport model was created to predict the options for changing the road situation for a long period.

STM takes into account the following introductory:

  • the population of the city;
  • the population of the district; is
  • the age of the inhabitants;
  • gender of residents;
  • social status;
  • employment of the population.

STM algorithms divide each area into transport sections. To study the activity and time of movement of people from one area to another, to clean up the volume of flow, Big Data analysis technologies and sociological surveys are used.

Dynamic model

The dynamic transport model (DTM) tracks many parameters, such as:

  • speed and intensity of traffic flows;
  • movement of public transport;
  • Accident by the degree of significance;
  • locations of social facilities;
  • road closures.

In addition, using DTM, it is possible to monitor the operation of mobile photo and video recording complexes, etc.

DTM uses data from GLONASS sensors, cameras, transport detectors. The DTM is responsible for the control of traffic lights, analysis of accident foci, etc.

The situation center is an important element of the IT of Moscow.

The Situation Center is responsible for:

  • traffic light control;
  • control of television viewing cameras;
  • monitoring of traffic conditions;
  • visual informing of road users;
  • photo and video recording of violations.

Moscow allocated ₽3,5 billion for the development of river electric transport

On November 11, 2024, it became known that the Moscow government allocated ₽3,5 billion to launch and ensure the operation of the third route of river electric transport in the southern part of the city in 2025. The decision was presented at a meeting of the Moscow City Duma Commission on Economic and Social Policy.

According to TASS, Roman Latypov, First Deputy Head of the Department of Transport and Development of Road Transport Infrastructure of Moscow, said that the new route will be a continuation of the existing second line.

River transport in Moscow

To service the new direction, a contract has already been signed for the construction of ten electric ships. The current network of river electric transport includes 18 stations on two routes with a total length of 20 kilometers.

During the first year of operation, passenger traffic on existing routes almost doubled. Electric power runs daily from 07:00 to 23:00 on schedule.

The first regular route of river electric transport from the Kievsky pier to the Heart of the Capital stop began work on June 20, 2023. Later, the Krasnopresnensky Park pier was added to it.

The second route "ZIL - Pechatniki" opened on September 29, 2023, connecting the regions of the south and southeast of the capital. Subsequently, three additional stopping points appeared on the line: Nagatinsky, Zaton Novinki and Kolomenskaya Naberezhnaya.

Trips by river electric transport are integrated into the city travel system "Unified." Season ticket holders for 30, 90 and 365 days can use electric ships at no extra cost.

The development of river electric transport is part of the program to create an environmentally friendly transport system in Moscow. Electric power does not produce harmful emissions and helps to reduce the load on ground transport.

The new route will expand the transport accessibility of the southern regions of the capital and create additional opportunities for the movement of citizens along the Moscow River.[1]

Moscow allocates 88 billion rubles for the development of transport

In 2025, the Moscow authorities intend to allocate more than 88 billion rubles from the city budget to update urban transport. The capital's mayor Sergei Sobyanin announced this in mid-October 2024.

According to him, in particular, these funds will be used to replace trains of the "green" metro line and purchase electric buses. In addition, the budget includes funds for the purchase of metro cars for the lines under construction and trains of the Moscow central diameters, Sobyanin specified.

Moscow Department of Transport named the shares of taxi aggregators in the capital

transport Moscow The department disclosed information on the distribution of market shares between taxi aggregators in the capital. According to the presented data, the service "" Yandex Go occupies a dominant position in the market, controlling 96% of taxi orders through mobile applications. This became known in October 2024.

According to RBC, this information is contained in the April presentation of the Moscow Department of Transport. In addition to Yandex Go, other players are present in the Moscow taxi market, but their shares are much smaller. Thus, the Drivee service occupies 3% of the market, Citymobil - 0.86%, and Maxim - 0.14%.

Deptrans named the shares of taxi aggregators in the capital

Market experts note that the share of Yandex Go could grow even more by the end of August 2024, reaching 98-99%. This is a significant increase compared to November 2020, when the service controlled 70.8% of the market.

The representative of the Moscow Department of Transport confirmed the leading position of Yandex Go among aggregators, but refused to disclose the exact figures. He also noted that about 15 thousand carriers and 28 taxi ordering services operate in the capital's taxi market.

The Federal Antimonopoly Service (FAS) of Russia previously expressed concern about the dominant position of Yandex Go in the market. In February 2024, the department announced "serious comments" on the service pricing algorithm. The FAS also requested a reduction in the commission for carriers, which was about 28%.

In response to the requirements of the regulator, Yandex announced plans to reduce the commission for drivers during periods of high demand. The company also launched a new taxi ordering service under the Lucky brand, which is positioned as a more affordable alternative to the Yandex Go economy class.

Lawyers note that the monopolization of the taxi market can have negative consequences for consumers and carriers. However, some experts point to the possible benefits of unified management, such as general safety and quality of service standards.[2]

Creation of the first city cable taxi in Russia

In the Tver region on September 16, 2024, work began on the development of the first city cable taxi in Russia. Moscow buys tens of billions of rubles worth of electric power for use as public transport

In September 2024, it became known that Moscow continues to expand the fleet of electric ships intended for use as public transport. The city authorities signed a contract for the purchase and maintenance of ten more electric ships, worth tens of billions of rubles. These ships will be used to transport passengers along the Moskva River and will enter a new route by October 1, 2024.

According to Kommersant, new electric power systems of increased capacity will be able to carry up to 54 passengers, which is four more people compared to current models. In addition, the capacity of their batteries will increase from 470 kWh to 740 kWh, which will significantly increase the duration of flights without additional recharging. Judging by the terms of the updated contract, the routes of the ships will also be expanded. The new route, which will begin to operate in October, will connect the ZIL and the Novospassky pier, located near the Paveletsky railway station. In this direction, it is planned to launch up to 75 flights per day.

Moscow buys tens of billions of rubles worth of electric power for public transport

According to the public procurement portal, by the beginning of September 2024, the total cost of the project since its launch in 2021 increased to ₽56,9 billion. Initially, the contract concluded for 15 years was estimated at ₽19,5 billion, but as a result of numerous adjustments, the number of ships and berths was increased. In addition to ten new vessels, the authorities will also add five pontoon berths and one additional coastal charging station, which will improve the infrastructure for the further development of river transport in the city.

Electric river trams began operating in Moscow in June 2023, and then they were launched on two routes. The first route connected the Kyiv railway station and Shelepikha, subsequently it was extended to Filya. The second route started from the ZIL pier and reached Pechatnikov. In 2024, four new berths were added on these routes: Krasnopresnensky Park, Zaton Novinki, Kolomenskaya Naberezhnaya and Nagatinsky. The price of tickets varies from ₽200 to ₽500, while with the Troika card you can use free travel when choosing the Unified tariff for 30 days or more.[3]

Growth of passenger traffic in Moscow by 6% to 15.44 million trips

In May 2024, the average daily passenger traffic of Moscow city transport reached 15.44 million trips. This is 6% more compared to the same month of 2023. Such data in early June 2024 was published by the Official Portal of the Mayor and the Government of Moscow.

The number of metro trips in May 2024 increased by 4% compared to the previous year - to 7.88 million per day. This is due to the increase in passenger activity. Thanks to the opening of the MTsD-3 and MTsD-4, the number of trips to the MCD (Moscow Central Diameters) rose by 19% on an annualized basis, reaching 1.34 million per day. Through ground urban passenger transport in May 2024, about 4.31 million trips were made daily - plus 8% compared to the same month of 2023.

The average daily passenger traffic of Moscow city transport reached 15.44 million trips

The activity of taxi users increased by 6% year-on-year - up to 1.71 million trips per day. Deputy Mayor of Moscow for Transport Maxim Liksutov notes that the taxi sector in the capital is one of the largest and most developed among other megacities in the world. Thanks to government support, the city's taxi fleet is equipped with modern and safe cars: their average age is 3.5 years. More than 90 thousand taxi cars operate in Moscow every day.

The first service of water electric taxi is launched in Moscow

On April 12, 2024, it became known that the first business and premium water electric taxi service was being created in Moscow. Residents and guests of the Russian capital will be able to quickly get along the river to the desired point of the city, bypassing traffic jams.

According to the Kommersant newspaper, Ilya Cheprasov, general director of the development company Forma, spoke about the project. As part of the service, it is planned to use small boats with an electric power plant. For them, a pontoon pier will be built under the development program of the former industrial zone "South Port." At the first stage, this pier will be designed for four taxi boats. In the future, it will be possible to moor its own boats and yachts there - such a service, according to the owner of Baikal Yachts Group Sergey Gmyra, will be in significant demand.

The first service of water electric taxi of business and premium class is being created in Moscow

Kirill Yankov, chairman of the interregional public organization "Union of Passengers," believes that the water electric taxi service in Moscow will be in demand primarily as a walking aid. The fact is that the cost of crossing the water is expected to be significantly higher compared to a regular road trip.

File:Aquote1.png
The only route of Moscow of the crossing type - between the Northern River Station and Tushino - is more often used by people in business. The water taxi, I think, will have a mostly walking character. That is, in very rare cases, this option will be used for business trips, says Yankov.
File:Aquote2.png

It is noted that in the industrial zone "South Port" it is planned to create several berths for light-engine vessels, a heated pontoon pool, a summer beach and a diverse sports and entertainment infrastructure on the embankment. More than 1 billion rubles will be invested in the construction of water infrastructure. They expect to completely update the water area by 2030.[4]

In Moscow, introduce the identification and rating of users of electric scooters

Electric scooter rental operators Moscow will introduce user identification and rating in their applications. In addition, testing for knowledge of traffic rules will be carried out. This was announced in mid-March 2024 by the Department transport for the Development of Road and Transport Infrastructure of the Russian capital. More. here

2023

Travel growth to 4.4 billion

In 2023, passengers made approximately 4.4 billion trips on the capital's public transport. For comparison, in 2022 this figure was estimated at 4.1 billion, and in 2021 - at 3.9 billion. At the same time, the intensity of the use of personal transport decreased by 5%. The increase in the number of trips by public transport is associated with the active development of infrastructure: the emergence of new metro stations and the opening of additional ground routes. In general, in 2023, 68% of trips were made by public transport, which is 4% more than in 2022. More and more passengers are choosing this particular type of movement.

Liksutov said when unmanned trams will appear in Moscow

An unmanned tram may begin to run on routes in Moscow in the next couple of years. This was announced at the end of December 2023 to journalists by the deputy mayor of the capital for transport Maxim Liksutov.

File:Aquote1.png
We are planning and working on autonomous tram travel next [2024] year. The task is to launch an unmanned tram - there will be no person there at all, the tram will completely move itself, - he said.
File:Aquote2.png

Unmanned tram may start running on routes in Moscow in the next couple of years

According to Liksutov, a division of the Department of Transport and Road Transport Infrastructure Development of the city of Moscow is working on the creation of an autopilot for trams. It, in particular, is engaged in writing software and integrating systems.

The Deputy Mayor of Moscow noted that at the first stage unmanned trams will ride with drivers, but in the future this transport will become completely self-driving.

File:Aquote1.png
At the next stage, we see that there will be no person at all in trams, they will work completely offline, see everything that happens on the road network, predict the behavior of both passengers and drivers. We hope that all these tasks... over the next and 2025, we will fully implement, "Liksutov said at a press conference on December 27, 2023 (quoted by Interfax).
File:Aquote2.png

He also cited data according to which by the end of 2023 about 600 thousand trips are made on metropolitan trams every day.

In September 2023, Maxim Liksutov said that the unmanned tram project is in development in Moscow, but it will be possible to see a full-fledged automated system that can control the tram in the city no earlier than in 5-6 years. He noted that there are many things to which automation should be able to quickly respond, but for now no one does it better than a person.[5]

The number of cars on Moscow roads decreased by 4%

By the end of 2023, in Moscow, the number of cars traveling on the roads every day decreased by 4%, or 130 thousand units. This was reported in the capital's Department of Transport on December 20, 2023.

According to the ministry, on average, 2.84 million cars pass through the streets of Moscow every day. For comparison, back in 2019, daily traffic was measured at 3.07 million cars. The total number of days when the "high workload" was recorded in 2023 decreased by 28%.

The number of cars leaving every day on the roads of Moscow decreased by 4%

The authorities of the capital explain the trend towards a decrease in the number of cars on the roads by the development of public transport. Since 2019, the taxi service has become 61% more popular, car sharing is developing, new metro stations are being introduced at a high pace, said Maxim Liksutov, vice mayor and head of Deptrans.

File:Aquote1.png
An affordable alternative to a personal car is being created - urban transport is becoming more convenient, more comfortable and more attractive every year. At the same time, the carrying stock was created for decades to come, - added Liksutov.
File:Aquote2.png

The development of intracity electric trains contributed to the unloading of city streets: in 2023, two new diameters were introduced - MTsD-3 (Zelenograd - Ramenskoye) and MTsD-4 (Zheleznodorozhny - Aprelevka). At the same time, according to the traffic police, the number of cars registered in Moscow over the past 5 years has grown by 6% - by the end of December 2023, 8 million vehicles are registered in the capital.

Vice-President of the National Automobile Union Anton Shaparin, in a conversation with Kommersant, noted that Moscow has always been a leader in vehicle fleet growth and renewal, but by 2023 Muscovites have fewer opportunities to buy new cars due to rising prices. According to the expert, the operation of the car is gradually shifting "into a luxury zone or almost a suite."

File:Aquote1.png
Fuel and service are becoming more expensive, and incomes are not growing at such a pace, "Shaparin added.[6]

More than 7 thousand accounts of traffic violators on electric scooters were blocked in Moscow

Since the beginning of the season, more than 7 thousand accounts of violators of traffic rules (SDA) on electric scooters have been blocked in Moscow. This was announced on July 31, 2023 by the press service of the Moscow Department of Transport and Road Transport Infrastructure Development.

File:Aquote1.png
Our main task is to improve the safety of travel. For users of rental services, internal fines have always been in effect, and for gross violations that caused accidents, or systemic traffic violations, users in services are blocked, "said Maxim Liksutov, deputy mayor of the capital for transport.
File:Aquote2.png

More than 7 thousand scooter accounts were blocked in Moscow

The Moscow Department of Transport recalled that since March 2023, traffic rules have been in force for all drivers of electric scooters and other so-called means of individual mobility (SIM), their observance is monitored by employees of the Moscow State Traffic Inspectorate. Since the start of the season, more than 15 thousand people have been brought to administrative responsibility for violations, the department added on August 31, 2023.

Yevgeny Litvin, co-chairman of the Road Safety working group within the framework of the regulatory guillotine, recalled in a conversation with Kommersant that regional and municipal authorities are obliged to organize traffic for electric scooters in cities (signs and markings are already in traffic rules), but in fact, few people are engaged, with the exception of Moscow and a number of large cities.

File:Aquote1.png
The main work should take place on the ground, all tools for this are given, - agrees Vladimir Lugovenko, Deputy Director of the Department of State Policy in the Field of Automobile and Urban Passenger Transport of the Ministry of Transport. - Justifications of restrictions, prohibitions, infrastructure issues - all this is work that falls on local governments.[7]

Approval of the establishment of a shipyard for electric traction vessels

On June 20, 2023, Moscow Mayor Sergei Sobyanin announced the start of construction in the city of a shipyard for the production of three types of ships. The investment project was developed jointly with ship manufacturers.

File:Aquote1.png
Well, of course, we also need federal support, long-term orders for such projects. I am sure that new, modern ships, including electric ones, will be in demand both in Moscow and in the country, - said the mayor of the capital at a meeting on the development of river navigation Russia Vladimir Putin with the president (quote from). TASS
File:Aquote2.png

Moscow Mayor Sergei Sobyanin

At the same time, Sobyanin did not name either the place where the shipyard may appear, or investors. A Vedomosti source close to the Ministry of Industry and Trade said that the idea of creating a new shipyard in the capital has been "discussed for a long time." According to him, the plant is planned to be built on the territory of the former Moscow Shipbuilding and Ship Repair Plant, which was closed in 2014. By June 2023, the River Park residential complex is located on its territory. Part of the territory remained undeveloped, the boathouse and berths were preserved, the source explained.

The interlocutor of the newspaper in Sitronics says that the area of the Northern River Station is considered as an alternative site. The company, which will be engaged in the creation of the enterprise and the construction of ships, has not been determined by June 20, 2023, he says.

The source of the publication, familiar with the project of passenger ships for 50 people Sitronics, claims that one ship costs 260 million rubles, which makes the payback of ships an extremely difficult task. The general director of Infoline Analytics, Mikhail Burmistrov, says that Moscow, as the main interest in the project, can offer the future investor in the production site the most favorable conditions. The organization of production, according to the expert, will cost 200-300 million rubles if we are talking about a large assembly in Moscow.[8]

Opening of the movement of electric ships along the Moscow River

On June 20, 2023, the President of Russia launched the first regular route of electric river trams in Moscow. Their launch will improve transport services for about 1.5 million people living in 18 districts of the capital and provide them with alternative travel options, according to the official website of the mayor of Moscow. 2020: Moscow Government will present the Strategy for the development of the city's transport complex until 2040

The Moscow government will present a strategy for the development of the city's transport complex until 2040, the Parliamentary newspaper reported in June.

In October 2019, the mayor's office of the capital ordered the development of the Concept for the development of the transport complex until 2040. Its previous variant was developed in 2011. The document was calculated until 2020. The main objective of the Strategy was to increase the capacity of highways, reduce traffic congestion. For this, in recent years, allocated lanes for public transport have been created, new metro stations have been built, and the MCC has been opened.

The draft new transport strategy contains about 20 priority areas. Including: increasing the network capacity, increasing the efficiency of passenger and freight vehicles, activating the Moscow Central Diameters (MCD), developing the metro, organizing multi-level parking, using unmanned technologies, artificial intelligence, biometrics, big data, virtual and augmented reality, the introduction of unmanned vehicles.

According to experts, the proposed solutions can be implemented in the long term. Many of them require legal regulation. Perhaps ground drones are capable of changing the situation with traffic jams on the streets of the capital. Technologies have long been tested in Moscow and Kazan, and the Government of the Russian Federation is also interested in the development of this industry. The Cabinet of Ministers approved a concept to accelerate the development of unmanned vehicles in Russia. According to the document, autodrons will reduce the number of accidents on the roads, reduce the cost of transporting passengers and goods.

2019: Plan to purchase 600 trams over three years

By the end of 2022, 600 new trams will be purchased for transportation in Moscow, Evgeny Mikhailov, head of Mosgortrans, said in an interview with RBC. According to him, at present the city has already signed a contract with the manufacturer for the supply of 300 trams, and another 300 should be purchased in 2020 - 2022.

Moscow decided to become the world leader in the number of trams

After the procurement is completed, Moscow, according to Mikhailov, will receive the world's largest and most modern tram fleet. "Therefore, all talk about the death of the tram, to put it mildly, is exaggerated," said the head of Mosgortrans, noting that the new trams will be equipped with climate control, LED lighting and power recovery systems.

Doors in the new trams will open when pressed by those wishing to enter or exit as a passenger. At the same time, it will be possible to enter them through any of the six doors, since there are no plans to install turnstiles in new trams.
