Satellite navigation

Without the effective use of satellite navigation in the modern world, it is difficult to imagine the work of many sectors of the economy, including aviation, shipping and road transport. These are important, but far from the only areas where it can be applied. Today, satellite navigation serves as a key element in the implementation of a number of technical, humanitarian and commercial projects.

Holding "Russian Space Systems" as a parent organization is working on the creation, development and targeted use of a satellite global navigation system (GLONASS), including functional additions, consumer equipment and a ground control complex. The result of this work is its effective improvement and consistent technological development.

Now the space grouping of the system has been fully restored and is operating normally. For the first time, devices appeared in it that make up the so-called orbital reserve.

If before 2008 the global satellite navigation system was represented exclusively by the space complex - the orbital grouping and ground control systems - now it includes all components, which allows for its coordinated and balanced development. In particular, the main elements of the differential correction and monitoring system (SDKM) were deployed - the measurement collection complex, the SDKM center, the information delivery complex to consumers, as well as two of the three devices of the Luch relay system in geostationary orbit. Satellites transmit corrections to measurements made on GLONASS signals, increasing the accuracy of determinations.

The federal target program "Maintenance, development and use of the GLONASS system" for 2012-2020. in addition to the development of the space segment and the change in the generation of satellites, it involves the completion of the modernization of the ground control complex, the expansion of the network of measuring stations in Russia and abroad, as well as the further development of SDKM technologies and means.

The new navigation radio signals emitted by the next generation GLONASS-K satellites, together with the deployment of SDKM, will improve the quality of navigation services and create the basis for building regional high-precision navigation systems. With their help, consumers will be able to solve navigation problems with centimeter accuracy both in Russia and in Europe, the Middle East and Asia.

Remote sensing of the Earth

One of the significant signs of a highly developed information society is modern technologies and services for observing the Earth from space. The use of space information in various industries has also become an integral part of the successful development of the Russian economy.

Reception, registration, processing, archiving, cataloging and dissemination of information from Russian and foreign satellites is carried out by the Scientific Center for Operational Monitoring of the Earth "Russian Space Systems." The center has developed methods and technologies for the targeted use of space systems, formed the composition of consumers and built connections with more than a hundred organizations and enterprises. A number of complex thematic projects have been successfully implemented in cooperation with Russian and international organizations.

As part of the Russian orbital group, today there are also satellites that shoot in the visible and infrared bands of the spectrum. They provide the solution of the tasks of hydrometeorological, natural resource and environmental monitoring, control of emergency situations and the state of objects, mapping. Within the framework of the Federal Space Program of Russia for 2006-2015, space complexes with modern film equipment of various types are being created, as well as balanced development of ground infrastructure.

The RCC is developing payload equipment and new generation on-board equipment, in particular, multi-zone optical scanning devices, high-speed on-board information collection and transmission systems, large-capacity on-board storage devices, information protection systems and other equipment for Earth remote sensing spacecraft.

Rescue and security

The international satellite support system for search and rescue operations COSPAS-SARSAT opened an account for saved lives at the first stage of testing. In July 1982, using a satellite, the coordinates of the accident site of a small plane in the mountains of the Canadian province of British Columbia were obtained and two crew members were rescued. Over the years of the system's existence, more than 10 thousand search and rescue operations were carried out with its help, during which over 30 thousand people were rescued around the world.

COSPAS-SARSAT allows real-time monitoring of distress signals of ship, aircraft and personal emergency beacons, determining their geographical coordinates and instantly informing search and rescue services and responsible coordination centers about emergencies.

Access to the system is open, and use is free of charge for those in distress.

The prospects for the development of COSPAS-SARSAT are associated with improving its main characteristics - reducing the time for delivering a distress signal to rescue services and increasing the accuracy of determined geographical coordinates.

In accordance with the international obligations of the Russian side, it was decided to maintain the low-orbit segment of the COSPAS-SARSAT system with new satellites.

Monitoring and forecasting of emergencies

One of the most promising areas of work of the Russian Space Systems is the creation of a system for monitoring and forecasting emergency situations. The Multipurpose Aerospace Predictive Monitoring System (IASM) is based on the idea of integrating the resources of existing and developed ground, air and space-based predictive monitoring tools all over the world.

The RCS specialists have been engaged in the design of the MAXM since 2011. Within the framework of the project, it is planned to carry out information integration of both existing and promising space systems for remote sensing of the Earth, communication and relay, meteorological and navigation support, national and international aviation and ground facilities in the interests of predictive monitoring of natural and man-made emergencies.

The implementation of this concept can become a long-term innovative national idea that can revive science-intensive sectors of the domestic economy, attract foreign investments, and create conditions in Russia for the emergence of an integrated service operator in the field of predictive aerospace monitoring. MAXM will serve as a demonstration of Russia's real capabilities in the high-tech aerospace sector, opening a fundamentally new market for such services.

Creation of a competence center for the production of microwave filters for on-board spacecraft equipment

The "The Russian space systems" holding (RKS, part of the State Corporation Roskosmos"") has created a specialized competence center for the production of microwave filters for on-board spacecraft equipment. The launched mass production will ensure the technological independence of space instrument making in this segment, will make it possible to complete domestic, satellites communications navigation and eco-monitoring with unified high-quality products, and will accelerate the transition to conveyor production of spacecraft.

The main task of waveguide microwave filters is to maximize the suppression of "noise" components of radio signals while maintaining useful ones. Such products, installed on the navigation receivers of the Soyuz-2 launch vehicles, allow you to filter out the interference that prevents the satellite navigation system from tracking the trajectory during launch. Waveguide filters on the sides of satellites transmitting high-detail images to Earth provide permissible levels of harmful components in the signal structure, which is important for the efficient operation of the data transmission system of Earth remote sensing spacecraft (remote sensing spacecraft).

The first product line of the created competence center is miniature filters based on high-resistance silicon, made using the technology of "waveguide integrated into a substrate" (or SIW filters). Such filters are used in equipment that generates and processes signals with frequencies up to 60 GHz, where strict requirements for accurate frequency selection are imposed.

Another innovative product is filters on ceramic resonators. Their main quality is a compact size, on average 15x10x6 mm. These filters carry out preliminary coarse and accurate "cutting" of the signal. The solution has already been launched into a series, over 100 "flight" samples of these products have been created.

{{quote 'author = said Vladislav Gorbunov, Deputy Head of the RKS Design Center for the Development of Microwave Monolithic Integral and Microelectronic Modules of Onboard Active Phased Antenna Arrays.|Deployment of a full-fledged competence center in the RKS allows the rocket and space industry to gain such important technological sovereignty for receiving and transmitting filters. We have completely localized the serial production of the filters themselves and all their component components. These products are already used on modern navigation spacecraft, signal relay orbiter, scientific space stations, }}

Such filters will be equipped with onboard receivers of navigation equipment of the differential correction and monitoring system (SDKM) of the RKS holding, which helps users on Earth to determine the location up to several centimeters. The development of this technology will give an important impetus to the development of unmanned services for business and citizens.

The holding "Russian Space Systems" also established pilot production 3D printing of waveguide filters made of aluminum, which allows you to create free-form filters (topologies). Classical metalworking does not provide such space for technical solutions.

As Dmitry Rogozin, general director of Roscosmos, said on March 14 in his Telegram channel, the state corporation acquired a controlling stake in Yaroslavsky Radio Plant from Sistema and included it in its Russian Space Systems space instrument holding. This deal, he said, has become a landmark event in the rocket and space industry, since thanks to it, the state corporation Roscosmos now has the ability to mass-produce space-based electronic equipment on its own.

File:Aquote1.png
Now we have a full cycle of serial production of payload modules for promising satellites communications and relaying, navigation satellites, as well as remote sensing satellites, - Lands concluded the head of Roscosmos.

Thus, RKS can already mass-produce multilayer printed circuit boards with high routing density and width of conductors and gaps measured in fractions of a millimeter, as well as flexible-rigid multilayer printed circuit boards that allow you to obtain switching products without using the usual wired installation, representatives of the holding specified.

Special attention, according to them, was paid to the technological preparation of production. Specialists use modern software complexes to increase productivity and ensure quality indicators through automatic means of verification and control of technological processes. At the same time, the developers work cloudy in a digital platform on specially configured ones. computer-aided design systems Technological libraries CAD are written by technologists of production areas of the workshop, which already at the design stage lays down their proper quality in the products. As a result, the RKS increases the reliability and durability of the final devices that the Russian the spacecraft will be equipped with tomorrow.

Board Quality Check
Photo: russianspacesystems.ru
File:Aquote1.png
"Russian companies, and not only from the space sector, who purchased dielectrics, raw materials and materials from foreign manufacturers, claim that in recent years the quality of foreign materials has gradually decreased. Formally, of course, the characteristics of the products remained within the requirements of technical conditions, but in fact it turned out that they began to lose functional properties during real operation, - said the general director of the RKS Andrei Tyulin.
File:Aquote2.png

According to him, the RKS tried to solve these problems at the level of complaints and legal mechanisms, communicating with suppliers, but in vain. Now printed circuit boards are made only from domestic raw materials and materials.

File:Aquote1.png
The Center for the Development and Production of Printed Circuit Boards is an industry competence center deployed within the framework of the integrated structure of our instrument-making holding, "added Andrey Tyulin.
File:Aquote2.png

The competence center created in the RKS will provide the needs for printed circuit boards for on-board and ground equipment of rocket and space technology products for the entire holding and cooperation companies. It is assumed that new boards made using domestic materials, chemical products and technologies will be used in all developments of the RKS holding, including the equipment of new generations of satellites Arktika-M, Electro-L, IBIS-KA and others. All modern developments are carried out with an emphasis on unification - one of the main strategic goals of the RKS in the field of electronics for space, the holding emphasized.

File:Aquote1.png
"To develop and manufacture promising and complex products, RKS specialists need to increase the characteristics: reduce dimensions, reduce weight, increase installation density, reduce power consumption and expand functionality. To do this, we are investing in promising technologies for the manufacture of printed circuit boards, "said Evgeny Nesterov, deputy general director of the RKS for strategic development and innovation.
File:Aquote2.png

First of all, we are talking about the competencies for the production of multilayer printed circuit boards by new methods that significantly increase the density of tracing and installation. At the same time, the electric radios are mounted both on the outer layers and embedded inside - due to the "internal installation" technology, this increases the density of the layout of modules, units and units of electrical radios, reduces the development time of experimental products.

The PCC is also moving to the production of optoelectronic printed circuit boards, which have no analogues in characteristics among traditional boards with copper signal transmission lines. This technology will overcome the problems associated with an increase in the density of input/output signals, the presence of electromagnetic interference, high energy consumption and others associated with an increase in frequency and data transfer rate.

At the same time, RKS specialists are mastering the technology of creating optical modules of on-board equipment with improved characteristics based on integrated photonics technologies. Complex promising multi-satellite and multi-component systems involve operation in new frequency bands at high data rates.

For the production of optical modules, RKS has developed technologies for precision surface processing of glasses and crystalline materials, as well as technologies for their accurate installation with control of flatness and angular rotation.

The RKS has also formed a scientific and technical base for the production of integral photon structures based on microelectronics processes. The technology of multimicron integrated waveguides has been developed, which allows creating modern noise-proof high-speed information transmission lines - this is how the weight and size parameters of devices and the number of connections inside them are reduced.

2014

At the end of August 2014, Andrei Tyulin was appointed General Director of Russian Space Systems (RKS). Earlier, Tyulin served as deputy general director of the Radioelectronic Technologies concern (KRET, the structure of the Rostec state corporation) for strategic planning and ensuring the fulfillment of the state defense order.

On October 21, 2014, the Express-AM6 telecommunications spacecraft was launched into orbit. The on-board equipment of the command and measurement system and the Express-AM6 ground control system, which provide satellite-to-Earth communication, transmit telemetric information and allow sending control commands to the satellite and monitor their execution, were developed by the Russian Space Systems. The satellite is designed to provide a wide range of communication and broadcasting services in Russia.

In November 2014, Russian Space Systems announced its readiness to deploy China a differential correction and monitoring system (SDKM) of the Russian satellite navigation system in stations. GLONASS It is expected that the deployment of Russian SDKM stations on the territory of the PRC will increase navigation characteristics for signal consumers. By GLONASS this time, there were already 19 SDKM stations on the territory of Russia, allowing consumers to receive a navigation signal with an accuracy of one meter. Three stations are located in Antarctica, one in, Brazil two are planned to open Kazakhstan in and one in. Belarus

The equipment developed by the Russian Space Systems provided specialists with information during the tests of the Angara-A5 heavy-class launch vehicle, which took place on December 23, 2014. The collection of information on the launch vehicle and the acceleration unit was carried out using telemetric, sensor-converting and transmitting equipment created in NPO IT OJSC, OKB MPEI OJSC and NIIFI OJSC, which are part of the RKS.

The launch of the second satellite Resource-P"" held on December 26, 2014 should double the capabilities of the operator of the Russian space facilities DZZ - the Scientific Center for Operational Monitoring of the Earth (NC OMZ) of the Russian Space Systems to conduct highly detailed and hyperspectral shooting of the planet's surface. Spacecraft of the Resource-P series form the basis of the Russian system of highly periodic remote sensing of the Earth (DZZ), which provides consumers in Russia and other countries with high-detail images of ultra-high, high and medium resolution. As of December 2014, the Russian orbital group DZZ consisted of six spacecraft providing all types and modes of optical-electronic observation, including hyperspectral shooting: Resurs-DK1, Resurs-P No. 1, Kanopus-V, Electro-L and Meteor-M No. 1 and No. 2. The transfer of Resource-P No. 2 to normal operation is scheduled for April 2015.

Ministry of Internal Affairs: GLONASS developers appropriated more than 500 million rubles

Employees of the Main Directorate of Economic Security and Anti-Corruption (GUEBiPK) and the Fourth Directorate of the Ministry of Internal Affairs revealed the facts of unjustified spending of more than 565 million rubles allocated from the state budget for the development of the Russian GLONASS satellite navigation system. This was reported on the website of the Ministry of Internal Affairs of Russia.

The heads of the Russian Space Systems (RKS) company are suspected of illegal activities. According to the information provided, they entered into contracts for the implementation of research work with commercial organizations that do not have their own material and technical base and full-time specialists with appropriate qualifications.

Employees of the GUEBiPK found that in fact the work was carried out by full-time employees of the enterprise, and payment for allegedly completed contracts was transferred to the accounts of two controlled firms. Then the funds were withdrawn from legal circulation through a chain of one-day firms and assigned.

The facts of unreasonable spending of funds were confirmed by the result of a departmental audit, which was carried out by the Federal Space Agency of the Russian Federation. A criminal case was initiated on the grounds of a crime under Part 2 of Art. 201 of the Criminal Code of the Russian Federation (Abuse of authority, entailing grave consequences).

Searches were carried out in the offices of three heads of the RKS, the accounting department of the enterprise, as well as in the premises of five commercial organizations that participated in the illegal scheme. According to the press service of the Ministry of Internal Affairs, operational-search measures aimed at establishing new episodes of illegal activities continue.

A few hours after the appearance of a message about the unjustified spending of 565 million rubles by Russian Space Systems, RKS made a statement on its own website.

It reports on behalf of the company that on July 3, 2012, a search took place in the RKS, during which it became known about the initiation of a criminal case on the grounds of a crime under Part 2 of Art. 201 of the Criminal Code of the Russian Federation (abuse of authority).

At the same time, as indicated in the statement, "according to available information," no evidence was found for the suspicion of the leadership of the Russian Space Systems during the seizure of documents.

In addition, the author of the statement on the RKS website writes that the conclusion of the Roscosmos commission, on the basis of which a criminal case was initiated, is not true, which the company reported to the head of Roscosmos Vladimir Popovkin in a letter from 01.09.2011.

On November 11, 2012, the military-industrial commission under the government of the Russian Federation dismissed the general designer of the system GLONASS and the general director. RKS Yuri Urlichich This decision was made after the revealed thefts in the company in the amount of more than 6.5 billion, rubles which were aimed at developing the system. GLONASS

The resignation of Yuri Urlichich

On November 23, 2012, the general director of the RKS Yuri Urlichich resigned from the post of general director of the company, indicating the disease as the reason, the head of the Federal Space Agency Vladimir Popovkin said this in the State Duma.

Earlier on November 11, 2012, Yuri Urlichich was removed from the post of general designer of the GLONASS system in connection with the scandal of embezzlement of more than 6.5 billion rubles aimed at developing the project.

2009

In 2009, the organization produced more than 1.4 million units of its own products and more than 2,300 devices.

During the tax audit GLONASS of the state-owned company FSUE Russian Research Institute of Space Instrumentation responsible for the navigation project (at the end of 2009 it was transformed into OJSC Russian Corporation for Rocket and Space Instrumentation and Information Systems), it turned out that a solid part of the defense funds allocated for state orders goes to companies controlled by its management. According to the tax service, which were at the disposal Marker.ru of "," orders placed in "pocket" management firms account for about 40% of all expenses of research institutes and in two years have already exceeded 1 billion rubles. At the same time, all the works were ultimately performed by the Russian Space Systems themselves (RKS) (or FSUE Russian Research Institute of Space Instrumentation). For which companies belonging to the company's management received huge state funding ― it is not clear. As a result, the company responsible for GLONASS works at the limit of profitability, but the "daughters" of counterparties flourish and, thanks to state financing, become leaders among IT companies. Russia

Parasitic firms

Actually, the task of looking for violations in the economic activities of the GLONASS developer before the inspectors of the inter-district Federal Tax Service of Russia No. 48 in Moscow did not stand. They checked the correct calculation of income tax for 2007-2008 and came across amazing things.

Despite the solid staff, most of the expenses of RKSTak, in 2007 these costs as a percentage of the total expenses amounted to 37%, in 2008 - 38% fell on the services of third-party organizations that officially fulfilled government orders assigned to RKS. Thus, a significant part of the state order, where the lead contractor was RKS, was carried out by certain CJSC NPO KP and OOO Sinertek. Their owners were several LLC (ACC Space TV CJSC (79.7% share), Cosmocrator RNII KP LLC (18.9%), Idol LLC of the Scientific and Production Association of Space Instrumentation (1.4%), which are controlled by the leadership of the state corporation. All shareholders of NPO KP are registered at the registration address of the state-owned company (namely 111020, Moscow, 53 Aviamotornaya St.) And the general director of Sinertek LLC is the adviser to the deputy general director of the state-owned company.

Having examined the premises and interviewed the staff, the tax authorities found out that the companies performing work under the state order did not have any opportunity to carry them out. They did not even have an elementary material and technical base and qualified personnel. Moreover, they did not have the right to engage in military orders, since they did not meet the necessary conditions established by the government of the Russian Federation (Decree of the Government of the Russian Federation No. 456 "On licensing activities in the field of weapons and military equipment" of 21.06.02).

All work under other people's contracts was carried out by the FSUE itself

The problem was solved simply: despite the fact that over 1 billion rubles were paid for the work performed in two years, all the work was carried out by the employees of the RKS itself. In 2007, 2,333 people were involved in the work carried out by NPO KP CJSC and 75 people in the work carried out by Sinertek LLC; in 2008 - 1715 and 74 people, respectively. The share of FSUE employees engaged to fulfill contracts concluded with NPO KP CJSC in 2007 amounted to 76%, with Sinertek LLC - 96%, in 2008 - 81 and 92%, respectively.

The problem of the necessary space for personnel was similarly solved: all RKS employees worked at their own workplaces. However, a survey of employees showed that they did not know that they were working for some third-party firms.

Tax arrears were added to the losses under the contract

As a result of this simple combination, all the costs of fulfilling the contract fell on the FSUE, and the profit went to its counterparties. Profitability, for example, ZAO NPO KP amounted to 38.7%, while the profitability of FSUE was two times lower than the planned indicator and amounted to only 5.5%.

Subsidiaries of NPO KP CJSC are also flourishing. Its most famous "daughters" are the largest Russian data center "Oversun-Mercury," as well as one of the leaders in the satellite monitoring market - "M2M telematics."

According to the results of the audit, the inspectors recognized the costs of FSUE contracts with their "pocket" firms as economically unreasonable and calculated the income tax at 277 million rubles. for two years. Unfortunately, there is no talk of a refund under the concluded agreements ― because other inspectors, oddly enough, did not find violations. But the FSUE will also pay tax arrears to all its losses under the contracts. The press service of the company "Marker.ru" reported that they did not consider the claims of the Federal Tax Service justified. Similar tax claims for 100 million rubles. for 2005 and 2006. the corporation won back in court. But this time the tax office has prepared better and already describes in much more detail the scheme according to which money left the state-owned company.

1946

In 1946, the company was at the origins of the creation of the domestic rocket and space industry - then the formation and development of the Russian Space Systems was associated with such names in the space industry as Mikhail Ryazansky and Nikolai Pilyugin. Over the years, the company has made a huge contribution to many space achievements and successes to which the expression "for the first time in the world" applies. Currently, the Russian Space Systems holding unites key instrument-making enterprises and is part of the United Rocket and Space Corporation. The company provides 12 thousand highly qualified jobs and annually increases economic indicators. Russian Space Systems is a leading enterprise in a number of strategically important space projects, programs and technologies for Russia and the entire world community.
