Putin gave "Туризм.РФ" the authority to allocate state land for the construction of sanatoriums

Russian President Vladimir Putin signed a law that gave the state corporation "Туризм.РФ" the authority to allocate state land for the construction of sanatoriums. The corresponding document was published in mid-February 2024.

Land belonging to the state will be transferred to create infrastructure for tourism, that is, sanatoriums, hotels, resorts. The explanatory note of the Ministry of Construction as the developer of the document indicates that tourism development organizations will empower the agent to provide state land plots. They will be able to make transactions, in particular, lease land, grant the right to use it for the construction period, and conclude investment contracts.

The Туризм.РФ corporation explained to Izvestia that the adoption of the new mechanism will allow creating new and modernizing existing tourism industry facilities, including at the initiative of the subjects and together with them. The main goal of the bill is to accelerate the investment cycle, provide support measures to investors, attract private business to the tourism sector, the state corporation noted.

As the tourist market explained to the newspaper, many questions often arise about a number of territories that could be used in the field of tourism. For example, often due to the lack of a decision on the land issue, really worthy, priority investment projects for the development of tourism infrastructure hang. Therefore, it is necessary to make this process fast and barrier-free, said Vadim Prasov, vice president of the Federation of Restaurateurs and Hoteliers of Russia, general director of Alliance Hotel Management Management.

Earlier, "Туризм.РФ" created a number of legal entities for the implementation of investment projects in the field of tourism and the formation of master plans for the development of territories, it is planned to place sanatoriums there. In addition, the state corporation established Vysokiy Mys Resort and Recreation Complex LLC and Rusich Resort and Recreation Complex LLC.

6% Market Volume Growth to 58.1 Million Person-Days of Stay

The volume of the Russian market for sanatorium and resort services in Russia in 2022 reached 58.1 million man-days of stay, which is 6.3% more than a year earlier. The market continued to grow, but in 2021, positive dynamics were much higher (+ 46.7%). This is evidenced by data from BusinesStat analysts, which were released in June 2023.

According to researchers, the Russian market for sanatorium and resort services began to actively recover in 2021. The increase in the market volume was facilitated by the implementation of deferred demand after the lifting of quarantine restrictions, as well as the redistribution of demand from foreign tourism to domestic tourism. The state program for subsidizing sanatorium-resort services - tourist cashback - allowed consumers to partially compensate for the increase in the cost of sanatorium-resort treatment in conditions of accelerating inflation, experts say.

In 2022, there were about 1.7 thousand sanatorium-resort organizations in Russia (North Kazakhstan region; most - 1.3 thousand - fell on sanatoriums and boarding houses with treatment), which is 1.1% less than in 2018. The reduction in the number of enterprises in the industry is largely due to the high capital costs of maintaining sanatorium-resort complexes, insufficient financing of the industry, the tendency to unite and repurpose budgetary and departmental sanatorium-resort organizations.

Most of the North Kazakhstan region are sanatoriums and boarding houses with treatment - 74% of the total indicator. Sanatoriums-dispensaries make up 24%. The rest of the institutions belong to resort clinics, balneological hospitals and mud baths. Sanatorium-resort organizations are heterogeneous in terms of types, headcount and number of clients served. MSCs are subject to mandatory classification. For failure to comply with the requirement, administrative liability is provided in the form of a fine of 30 thousand rubles.[1]

Revenue growth by 27% to 195 billion rubles

In 2022, sanatorium and resort organizations Russia earned a total rubles of 195 billion, which is 27% more than in 2019, when there was no coronavirus pandemic. The percentage of wear of medical equipment turned out to be higher: in Russia - 46.8%, in the North Caucasus Federal District - 51.1%.

Sanatorium-resort organizations in Russia earned a total of 195 billion rubles

According to the state register of the resort fund of the Russian Federation, by the end of 2022 there were 278 resorts (medical and health areas) and 1.9 thousand sanatorium-resort organizations in Russia. Most of the sanatoriums specialize in the treatment of diseases of the respiratory system (1 thousand organizations), as well as the musculoskeletal system and connective tissue (989 organizations). In 2022, more than 6.5 million people rested and recovered in sanatoriums.

According to Sergei Shpilko, Honorary President of the Russian Union of Travel Industry (PCT), in 2022, the sanatorium industry in southern Russia improved its results in 2021, despite the closure of airports in resort regions - Anapa, Gelendzhik and Simferopol.
