Prime Minister Mikhail Mishustin approved the list of resorts of federal significance

On July 25, it became known that Russian Prime Minister Mikhail Mishustin approved a list of resorts of federal significance, medical and health areas and resort regions. The document, signed as part of the implementation of the new norms of the federal law "On natural therapeutic resources, medical and health areas and resorts," will enter into force on September 1, 2024.

According to RBC, the approved list includes 55 resorts of federal significance, one health-improving area and one resort region - Caucasian Mineral Waters. A significant part of the locations is located on the territory of the North Caucasus Federal District.

In the Stavropol Territory, Essentuki, Zheleznovodsk, Kislovodsk and Pyatigorsk received federal status. The Republic of North Ossetia - Alania is represented in the list by six resorts: Zaramag, Karmadon, Tamisk, Tib, Ursdon and the resort area of ​ ​ the suburbs of Vladikavkaz. The Kabardino-Balkar Republic is included in the list of resorts Nalchik, the Karachay-Cherkess Republic - Teberda, and the Chechen Republic - Sernovodsk-Caucasian.

The Krasnodar Territory is represented in the list by the cities of Anapa, Sochi and the resorts of the Gelendzhik group, including Gelendzhik, Arkhipo-Osipovka, Dzhankhot, Divnomorsk, Kabardinka, Krinitsa-Betta and Praskoveevka. The southern coast of Crimea was also included in the list of federal resorts: Alupka, Alushta, Gurzuf, Koreiz-Miskhor, Livadia, Oreanda, Simeiz and Yalta received the corresponding status.

The approved list is necessary to delimit the jurisdiction of resorts. Federal resorts will be under the supervision of the Ministry of Health of Russia, while resorts that are not included in the list will be recognized as regional and will come under the control of regional ministries of health.

It is important to note that the approved list is an open document. New resorts can be added to it after additional research by the federal Ministry of Health.[1]

347 billion rubles allocated for the development of the sanatorium-resort complex in Sochi

Until 2026, it is planned to invest more than 347 billion rubles in the renovation of sanatoriums and hotels in Sochi. Russian President Vladimir Putin signed a law that gave the state corporation "Туризм.РФ" the authority to allocate state land for the construction of sanatoriums. The corresponding document was published in mid-February 2024.

Land belonging to the state will be transferred to create infrastructure for tourism, that is, sanatoriums, hotels, resorts. The explanatory note of the Ministry of Construction as the developer of the document indicates that tourism development organizations will empower the agent to provide state land plots. Revenues of sanatoriums of the Krasnodar Territory for the year increased by 22.4% and reached 52.6 billion rubles

The revenues of sanatoriums of the Krasnodar Territory for 2023 reached ₽52,6 billion, which is 22.4% more compared to 2022. This became known in early September 2024.

According to the provided statistics, in 2023, 128 sanatoriums of the region, located in Sochi, Anapa, Gelendzhik and Tuapse district, ensured the loading of the number of rooms at the level of 53%. In Sochi, which is the largest resort center in the region, sanatoriums brought an income of ₽26,4 billion, which is 19.2% more than in 2022. Anapa, demonstrating even more dynamic growth, increased the income of its sanatoriums by 65.1% - up to ₽15,4 billion. In Gelendzhik and Tuapse district, health resort revenues amounted to ₽5,2 billion and ₽3,9 billion, respectively, which also exceeds last year's figures by 28.9% and 8.3%.

Krasnodar

According to the Federal Business Journal South, the total number of tourists who recovered in the sanatoriums of the Krasnodar Territory in the first seven months of 2024 amounted to about 900 thousand people, which is 3% higher than the same period in 2023.

The sanatorium business of the Krasnodar Territory continues to be one of the most profitable in Russia. According to Business Journal, the total income of the health resorts of the Southern Federal District in 2023 amounted to ₽76,1 billion, which is 11% more than a year earlier. The largest incomes were recorded in the sanatoriums of the Krasnodar and Stavropol Territories, in third place were the health resorts of the Altai Territory.

Industry experts associate the growth in sanatoriums' income with a steady demand for sanatorium-resort services, which intensified in the post-pandemic period. As Yevgeny Terentyev, a member of the board of the national resort association, noted, this trend continues to develop, which attracts the attention of investors and contributes to the creation of new health resorts.[2]

The number of sanatoriums in Russia is calculated - 1740

By the end of 2023, there were approximately 1.74 thousand sanatorium-resort organizations in Russia, including ordinary sanatoriums, sanatoriums-dispensaries, mud baths and balneological hospitals. For comparison, in 2019, the number of such institutions was estimated at 1.79 thousand. It is said that the demand for sanatorium-resort treatment and recreation in Russia is growing. In 2023, 25% more such tours were purchased in the country than a year earlier. The most popular are sanatoriums in the region of the Caucasian Mineral Waters, Krasnodar Territory and the Altai Republic.

According to him, sanatorium-resort rest occupies a stable niche when choosing a vacation format for both families with children and young people. Due to the growing demand for such services, the main task is to create modern institutions that provide the level of service in accordance with customer requests. At the same time, there are problems associated with the dilapidation of the material and technical base, difficulties in attracting investments due to the long payback, and a high fiscal burden.[3]

Increase in the number of visitors to medical sanatoriums by 6.3% to 6.8 million people

In 2023, the number of visitors to sanatorium and resort institutions in Russia reached 6.8 million people. For comparison, a year earlier this value was 6.4 million. Thus, year-on-year growth was recorded at 6.3%. Most institutions - 75% - are sanatoriums and boarding houses with treatment. Sanatoriums-dispensaries account for 24% of organizations, and the rest of the institutions belong to resort clinics, balneological hospitals and mud clinics. Among the largest enterprises in the industry are named JSC Russian Railways-Zdorovye, Arbat Hotel Management LLC, Garant-SV LLC, Zapolyarye Sanatorium LLC and Mostovik Development LLC.

According to estimates, in 2019, about 6.4 million people visited sanatorium and resort institutions in the Russian Federation. This was followed by a sharp decline due to the COVID-19 pandemic: in 2020, the number of visitors collapsed by 39.1% - to 3.9 million people. Then the industry began to recover: in 2021 and 2022, an increase of 48.8% and 10.4% was noted, respectively - to 5.8 million and 6.4 million people.

In 2023, as noted in the study, most visitors to health resorts were treated on vouchers - 89% of the total. Such trips include treatment, accommodation and meals on the territory of the sanatorium. According to coursework, the remaining 11% of consumers corrected their health: these programs imply visiting the institution only to undergo medical procedures - without accommodation.[4]

The volume of the Russian market for sanatorium and resort services in Russia in 2022 reached 58.1 million man-days of stay, which is 6.3% more than a year earlier. The market continued to grow, but in 2021, positive dynamics were much higher (+ 46.7%). This is evidenced by data from BusinesStat analysts, which were released in June 2023.

According to researchers, the Russian market for sanatorium and resort services began to actively recover in 2021. The increase in the market volume was facilitated by the implementation of deferred demand after the lifting of quarantine restrictions, as well as the redistribution of demand from foreign tourism to domestic tourism. The state program for subsidizing sanatorium-resort services - tourist cashback - allowed consumers to partially compensate for the increase in the cost of sanatorium-resort treatment in conditions of accelerating inflation, experts say.

In 2022, there were about 1.7 thousand sanatorium-resort organizations in Russia (North Kazakhstan region; most - 1.3 thousand - fell on sanatoriums and boarding houses with treatment), which is 1.1% less than in 2018. The reduction in the number of enterprises in the industry is largely due to the high capital costs of maintaining sanatorium-resort complexes, insufficient financing of the industry, the tendency to unite and repurpose budgetary and departmental sanatorium-resort organizations.

Most of the North Kazakhstan region are sanatoriums and boarding houses with treatment - 74% of the total indicator. Sanatoriums-dispensaries make up 24%. The rest of the institutions belong to resort clinics, balneological hospitals and mud baths. Sanatorium-resort organizations are heterogeneous in terms of types, headcount and number of clients served. MSCs are subject to mandatory classification. For failure to comply with the requirement, administrative liability is provided in the form of a fine of 30 thousand rubles.[5]

Revenue growth by 27% to 195 billion rubles

In 2022, sanatorium and resort organizations Russia earned a total rubles of 195 billion, which is 27% more than in 2019, when there was no coronavirus pandemic.
