2024: Ground metro will be built in Yekaterinburg for 193 billion rubles

On September 23, 2024, it became known that the construction of a ground metro began in Yekaterinburg. The costs of implementing a large-scale project are estimated at 193 billion rubles.

According to the resource URA.Ru, referring to information received from the mayor of Yekaterinburg Alexei Orlov, the railway line is planned to be laid from the Compressor Plant station to the Koltsovo Airport station. The total length of the line will be about 10 km; five stops will be provided on the route. According to Orlov, one of the main difficulties in the implementation of the project is the congestion of railways.

In June 2023, Orlov approved a project for planning and surveying the territory for the construction of a new railway line. The project will include land privately owned (8.39 ha), municipal property (4.72 ha), property of the Russian Federation (12.6 ha), property of the Sverdlovsk region (4.35 ha), as well as undefined land (23.99 ha). The project implementation period is estimated at 12 years.[1]

Results of implementation of regional digital projects

On February 29, 2024, the Ministry of Digital Development and Communications of the Sverdlovsk Region published the results of the implementation of regional IT projects in the region for 2023. We are talking about the projects "Digital Public Administration," "Digital Technologies," "Information Security," "Information Infrastructure" and "Creating a Single Digital Circuit in Healthcare on the Basis of a Single State Health Information System (Uniform State Health Information System)."

As reported on the website of the Ministry of Digital Development of the Sverdlovsk Region, within the framework of the Digital Technologies project in 2023, RFRIT supported one regional company, which was given a grant of 200 million rubles. The Fund for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere in 2023 supported 7 projects of Sverdlovsk organizations for a total amount of 92.53 million rubles.

Within the framework of the Information Security project in 2023, at the expense of a federal subsidy of 82.2 million rubles, cyber protection of the Regional Cloud Platform of the Sverdlovsk Region was organized, creating the possibility of placing critical information infrastructure (CII), state information systems, personal data information systems (PD) of the highest category/class/level of security.

Thanks to the implementation of the Information Infrastructure project, 99.46% of residents of the Sverdlovsk Region had access to mobile Internet by the end of 2023, and in 2021-2023. the project to eliminate digital inequality 2.0 was carried out in 50 settlements of the region. In addition, the submission of claims in electronic form through the Justice state automated system system was established and electronic interdepartmental interaction of sections of justices of the peace with the services of the External Information Interaction (CAS VIVOS) software and technical complex was ensured[2]

Two more regional projects in the field of digitalization - "Information Infrastructure" and "Information Security." The first is aimed at ensuring a full-scale connection to the Internet of key socially significant objects, including in the most remote areas. Access points to the Network are created in settlements with a population of 250 to 500 people. Under the Information Security project, a reliable subsystem for ensuring information security of the automated system "Regional Cloud Platform of the Sverdlovsk Region" has been created.

In general, out of 10 billion rubles allocated for the digitalization of the region, about 6.1 billion will go to the development of the MPSC infrastructure. Another 1.2 billion rubles are provided for the project "Electronic Government Operator," 863 million rubles - for the functioning of the digital public administration system. Almost 200 million rubles were allocated to the Unified State Health Care System, more than 180 million rubles for the operation of line 112, 137 million rubles for the depreciation and functioning of digital equipment in the executive branch of government. The development and popularization of Public services will cost about 130 million rubles.[3][4]

2022: How digitalization goes

In May 2023, the Minister of Digital Development and Communications of the Sverdlovsk Region, Mikhail Ponomarkov, spoke about some of the results of the digitalization of the region in 2022. One of the key stages of this process is the creation of the Regional Geo-Information System of the Sverdlovsk Region (RGIS SO).

The system provides automation of the activities of the executive bodies of state power and local self-government bodies of the Sverdlovsk region in terms of providing and using up-to-date and reliable cartographic, semantic and spatial information on management objects in the Sverdlovsk region.

According to Ponomarkov, on the basis of the RGIS SO, within the framework of the first stage of the implementation of the Safe City hardware and software complex, a regional security subsystem of the Sverdlovsk Region has been developed, which is designed to digitally transform such important areas as emergency prevention and elimination and ensuring public safety and law and order at the regional and municipal levels. Today it allows monitoring flood hazardous places, keeping records of emergency response forces.

Also, the IT Minister of the Sverdlovsk Region noted that in 2022 the medical information system "Unified Digital Platform" was successfully launched, the services "Appointment for a doctor's appointment," "Call a doctor at home," "Appointment for a doctor's appointment in the direction," "Attachment online," which are available for citizens on a single portal of state and municipal services.

The Ministry of Digital Development and Communications of the Sverdlovsk Region in 2022 brought 88 mass socially significant services to the unified portal of State Public services. This is the result of a lot of joint work with regional executive bodies and local governments. In addition, Mikhail Ponomarkov said that in 2022 more than 11 million external kieberataks were reflected on the Internet resources of the government of the Sverdlovsk region.[5]
