The ex-manager was put on probation for plunder of medicines from cancer for 64 million rubles

At the end of May, 2019 the smolninsky district court of St. Petersburg pronounced a sentence to the former employee of Roche Vladislava Alexandrova on the case of plunder and resale of the drugs for cancer which were purchased according to the state program. Criminal case about fraud with drugs against cancer

The Main Investigation Department of the Ministry of Internal Affairs in St. Petersburg and the Leningrad Region brought criminal case about large scale fraud concerning former employees of pharmaceutical company Roche. According to the investigation, defendants in the case stole and resold in the black market expensive medicine against a blood cancer rituximab for the amount to 60 million rubles. In frames of case seizure of documents at the main office Roche in Moscow was carried also out, transferred on March 1, 2018 RBC with reference to resolutions on initiation of proceedings and the interlocutor, close to the Ministry of Internal Affairs.

Criminal cases are brought in the middle of 2017 and at the beginning of 2018 according to Part 4 of Article 159 of the Criminal Code of the Russian Federation. One case is opened concerning "an unidentified group of persons" which in June, 2017 illegally received from doctors of the St. Petersburg city clinical oncological clinic recipes on 558 packagings of rituximab on 500 mg and 806 packagings on 100 mg on which in drugstore No. 5 of St. Petersburg Drugstores network issued to swindlers this medicine free of charge. After that, according to investigators, medicine was sold in the black market.

The second case is opened at the end of January, 2018 concerning the former area manager of Roche Vladislav Alexandrov and the resident of Yekaterinburg Evgeny Zakharov. As investigators believe, they together with "unidentified persons" illegally wrote out recipes on rituximab, then received it in drugstore No. 5 of St. Petersburg drugstores and implemented through NPP Rusekomed LLC company, affiliated with Zakharov.

According to case papers, searches of apartments of persons involved and also three more former employees of Roche — Dmitry Valyakin, Andrey Kiriyevsky and Igor Klimko were during the investigation carried out.

Seizure of documents took place also in head office Roche in Moscow. In the resolution on dredging which copy studied RBC, it is said that during investigative actions "data on distribution of the money received from ROSh-Moscow company by the doctors working in clinics of St. Petersburg were received". According to investigators, it can demonstrate commission of one more crime — under the Article 290 of the Criminal Code of the Russian Federation (taking of a bribe).^[2]

On July 26, 2018 it became known of carrying out a search by police in a pharmaceutical warehouse of Sistema LLC company in Moscow to the address Leninskaya Sloboda St., 32 according to the results of which documents and the office equipment were withdrawn. Searches are carried out in the middle of July within criminal case about large scale fraud with drugs against cancer which person involved is the former employee of the international pharmaceutical company Roche Vladislav Alexandrov. Search of a svidetelstvo of that was the purpose of transaction, the warehouse of Sistema LLC participated in the fraudulent scheme of resale of expensive drugs in the black market. Read more here.

1991: Registration of Roche Moscow Ltd

After disintegration of the Soviet Union in 1991 of Roche needed structural and organizational changes. These changes were expressed in separation of joint venture and registration of Roche Moscow Ltd as impartial legal entity. Since then Roche Moscow Ltd performs a business activity, representing all wide range of products Roche, and representation "F. Hoffmann-la Roche Ltd." focuses the efforts on scientific information activities, in particular, on market researches, clinical trials and providing medical information on products of Roche.

1989: Creation of JV Diaplus

In May, 1988 Roche obtained accreditation at the State committee of the USSR on science and technology. In January, 1989 in Moscow with participation of Roche the Diaplus joint venture for production of sets for immunoassays was created.

The 1960th: Resuming of trade contacts with the USSR

Trade contacts with Russia were resumed only in the 1960th years.

1919: Nationalization of a corporate property and stop of trade

In 1919 the new authorities nationalized a corporate property, and trade with Russia practically stopped. The atmosphere of danger reigning in Russia forced representatives of Roche to leave the country. With active participation of Iosif Aronshtam the Roche branch in 1925 was open already in Riga.

Before October socialist revolution of 1917 25% of a business volume "Hoffmann-la Roche" were the share of Russia. However after the revolution of 1917 the situation began to worsen.

1910: The representation in St. Petersburg is transformed to Roche branch

In 1910 the St. Petersburg representative office was transformed to the Russian branch 'Roche' (Vasilyevsky Island, Nikolayevskaya Embankment, 19). For a short time and thanks to well organized promotion company products of Roche become popular in Russia.

1905: Crediting of druggists in Russia

Deep communications of Roche with Russia arose not only thanks to business development. Fritz Hoffmann appreciated 'breadth of soul and hardness of a merchant word' when he traveled around Russia twice. Even the war of 1904-1905 and revolutionary events which caused financial crisis in the country and problems with return of commodity loans did not undermine Hoffmann's confidence to the Russian druggists: having got acquainted with a situation on site, it went to a payment deferral, and all debts were repaid by our entrepreneurs to kopek.

1897: Start of promotion in St. Petersburg

From the very beginning in the corporate strategy of Roche two invariable principles — a support on developments of new, original medicines and deployment of distributor network worldwide — from the USA to Japan were browsed. During the business trip across Austria in 1896 the founder of the company Fritz Hoffmann met doctor Shnirer who came into contacts with Russia during visit of the 12th Moscow pharmaceutical congress in August, 1897.

Since fall of 1897 when vigorous Iosif Semyonovich Aronshtam became the partner of firm in St. Petersburg, promotion of Roche on the Russian market became especially prompt. New representative offices of firm (Warsaw, Odessa, Rostov-on-Don, Vilno, Kazan) open.
