The main idea of the MPSC is to implement the principle of "one window," when a citizen is exempted from the need to receive certificates in other state institutions, go to instances or pay intermediaries. The recipient is only required to submit an application and receive a result within the prescribed period, and all other work, including interdepartmental coordination, must be carried out by MPSC employees and the relevant state and municipal authorities.
The MPSC created on the territory of the Russian Federation allows citizens to receive a variety of services (obtaining a passport, registration of civil status acts, tax registration, etc.) in one room and not interact directly with officials. This approach minimizes the moral, material and temporary costs of service consumers, and therefore the popularity of the MPSC is constantly growing.
It is recommended to create the MPSC in the form of a state (municipal) institution (budgetary or autonomous).
MPSC can be created centrally and decentralized. The centralized management model of the MPSC provides for the creation of the MPSC by a constituent entity of the Russian Federation and the formation in municipal entities (urban districts, municipal districts) of its separate divisions (branches). The decentralized model of creating a MPSC on the territory of a constituent entity of the Russian Federation involves the creation of separate (independent) MPSC by municipalities.
On May 26, 2014, a single brand was presented for the system of multifunctional centers for the provision of state and municipal services in the country. The new name of the MPSC brand is "My Documents." Under this name, new centers and offices of state and municipal services began to open in 2014, and after passing the rebranding stage, existing branches throughout the country will also begin to operate.
As of May 2014, about 1,200 MPSC was created in 83 regions of Russia.
Main functions of MPSC
- acceptance of applicants' requests for state or municipal services;

- informing applicants about the procedure for providing state and municipal services to the MPSC, about the progress in fulfilling requests for the provision of public services, as well as on other issues related to the provision of state and municipal services;
- interaction with state and local authorities on the provision of state and municipal services, as well as with organizations participating in the provision of public services;
- issuance of documents to applicants based on the results of the provision of state and municipal services, unless otherwise provided for by the legislation of the Russian Federation;
- reception, processing of information from information systems of state bodies, local authorities, as well as issuance of documents to applicants on the basis of such information, unless otherwise provided by federal law.
According to the recommendations of the Ministry of Economic Development, it is advisable to organize the provision of the following additional services at the MPSC:
- banking services, ATM;
- notarial and legal services;
- copying and multiplying services;
- local, internal public communications network services;
- access to the Unified Portal of State and Municipal Services (EPGU), reference and legal systems, etc.
Legal support of MPSC activities

The MPSC operates on the basis of cooperation agreements between the MPSC and federal executive bodies, bodies of state extra-budgetary funds, state authorities of the constituent entities of the Russian Federation, local governments concluded in accordance with the requirements established by the Government of the Russian Federation.

Muscovites can now file lawsuits through the MPSC

In Russia, allowed to issue electronic duplicates of paper documents

Use of checkpoints to issue finished documents

Launch of visa processing service

The transition to electronic document management will force entrepreneurs to issue an electronic signature without fail. In 2021, all organizations will have to use an enhanced qualified signature, because accounting will go into electronic format.
Earlier it was reported that they want to expand the list of documents transferred to tax authorities through the MPSC. The possibility of paying for public services at the MPSC

MPSC will take over the functions of registry offices

It is assumed that business centers can be created in ordinary MPSC by creating additional windows for servicing legal entities and individual entrepreneurs.
