Fiscal Data Operator (FDO) of X5

As found out TAdviser, one of the largest trading companies of Russia is going to create X5 Retail Group own fiscal data operator (FDO) and at the end of October, 2016 held a competition among contractors. OFD is the company which will have to transfer data from all cash desks in shops directly in the tax inspection. So far it is the first case when such structure is created by trade organization, but not the IT company.

Under the new law on online cash desks (FZ-54), since February 1, 2017 all trading companies – from small booths to large networks – should sign the agreement with OFD, registering the new cash equipment. All cash desks by that moment should be with Internet access, and fiscal data operators will be obliged to collect information on all sales from online cash desks, to store it, and once a day to transfer in FTS via a secure channel.

According to a source of TAdviser close to X5, the company is going to create OFD H5 for use in all shops of network. The contractor will have to develop necessary infrastructure, software, to provide technical support. According to a source, OFD H5 should have an opportunity to connect up to half a million cash desks. Is going to finish the project to summer of 2017 when the trading companies are obliged to pass to a new operating procedure with cash desks.

X5 network decided to transfer data from online cash desks to tax

Why X5 decided not to use services of already existing OFD, and to create own structure, and than it is more profitable – in the company did not begin to comment.

Rates of already existing OFD differ, but service of one online cash desk is estimated on average at 3 thousand rubles a year. According to a source of TAdviser in X5, all network of the company contains about 40-45 thousand cash desks. In this case housekeeping overheads in OFD can costs approximately 130 million rubles a year. It is how more profitable to create own operator, market participants found it difficult to answer.

"Perhaps, having invested now, the trading company sees economy in the future. But I do not see particular advantages in it because there are specialized companies which understand the business better. Besides creation of OFD from scratch requires a lot of time – about one year", – the director of OFD.ru Nikolay Zhmurenko explained TAdviser.

It should be noted that when the new law was only considered, some of his opponents were afraid that large retail chain stores will create own companies-OFD and thus allegedly will be able to solve, whether everything given to transfer in FTS.

Most likely, they want that only they had their sales informations. Perhaps, do not trust others so far, and for protection of the data decided to be engaged in it independently. These are the typical, supported with nothing fears of retailers: like, the data access will reveal them before competitors, etc. However the law requires that data were ciphered, – assumes a source of TAdviser from the market of the companies-OFD.

How many X5 is going to spend for creation of OFD, in the company too do not comment yet. But, for example, it is known that USM Holdings is going to invest 500 million rubles in development of OFD.ru.^[1]

According to the CEO of OFD Platform company Anton Rumyantsev, creation of the fiscal data operator requires serious investments and a professional command.

For understanding, technical capabilities of OFD Platform — several thousands of requests per second from one cash register equipment, several hundred millions of checks a day, – Anton Rumyantsev says TAdviser.

He explains that the company-OFD should have the architecture allowing to scale quickly a system under the growing loadings, the equipment should be placed in DPCs. Server clusters, providing request processing from cash desks are composition. Disk arrays for data storage, firewalls for protection of a system and also the servers which are responsible for support of the website of OFD where users can look at a status of cash desks, purchases and the general statistics are necessary. For security of the stored data, all system should pass periodically test for the penetration made by independent specialists.

All Russian fiscal data operators should be approved by tax administration and are entered in the official listing. As of the middle of November, 2016, in the register of the certified OFD five companies appear: Taxcom, OFD Platform ("subsidiary" of Evotor company), Tier, "ESK" (The First OFD brand), and "PETTER SERVICE" (the OFD.RU brand, is included into USM Holdings of Alisher Usmanov).

It is known that four more companies are going to become fiscal data operators and to get about the list of FTS: SKB Kontur, Astral, Tensor and also "Yandex" which for this purpose already created special Yandeks.Ofd LLC in May, 2016.^[2]
