2025: Sibur bought 60% of Polymer Production from KazMunaiGas
In April 2025, the Russian petrochemical holding Sibur acquired a 60% stake in the Kazakh enterprise Polymer Production LLP, specializing in the production of biaxially oriented polypropylene (BOPP) film. The seller was the national oil company KazMunayGas, which retained 40% in the enterprise.
According to Interfax, the deal will speed up the restoration of the plant's production capacity thanks to significant investments. According to KazMunayGas, the recovery schedule and downtime are scheduled for the III-IV quarter of 2025. Currently, the plant personnel is improving their qualifications and undergoing professional internships at Sibur enterprises.
The decision to sell the share to the Russian partner KazMunayGas was explained by two factors. Firstly, Sibur is already a partner of the Kazakh company in the KPI project for the production of polypropylene, which serves as the main raw material for the Polymer Production plant. Secondly, the Russian holding has significant experience in the production of a similar BOPP film of various brands.
KazMunayGas acquired a 100% stake in Polymer Production in December 2023. At the time of purchase, the enterprise for the production of BOPP-film with a capacity of 10 thousand tons per year was inactive, all technological lines were under conservation. Staff were transferred to forced downtime with partial pay compensation. The company's loss was ₸5,8 billion (about $11.3 million at the current exchange rate).
The Kazakh oil company notes that the production of BOPP film is not a specialized activity for the oil company, since this product is used as a packaging material mainly in the food industry. In this regard, it was decided to attract a specialized partner for high-quality rehabilitation of the enterprise.
BOPP film is actively used in the production of soft packaging from polymer film for food and household products, as well as for the manufacture of labels and tape. Due to its properties, this material also finds application in the medical industry.[1]
