Banks cancel soft loans for Russian IT companies

Russian electronics manufacturers stopped issuing preferential loans

The Bank of Russia notes that inflationary pressure in the country remains high. Soft IT loans in Russia will be financed by companies using foreign software

The Government of the Russian Federation approved credit holidays for manufacturers of software and computers
In March 2022, Prime Minister Mikhail Mishustin signed a decree approving a list of industries for providing credit holidays to small and medium-sized businesses. This list includes manufacturers of computers, electronics and optical optical products, as well as software developers.
According to the press service of the Cabinet, an entrepreneur can take a deferral for the repayment of a loan. Borrowers who have entered into a loan agreement before March 1, 2022 will be able to apply for credit holidays. The Ministry of Digital Development of Russia provides support to Russian organizations by providing preferential (subsidized) loans through authorized banks for the implementation of digital transformation projects implemented on the basis of Russian solutions in the field of information technology.

On August 20, 2020, the Ministry of Telecom and Mass Communications announced a list of banks for issuing preferential loans for digital business transformation. Recall that the decree itself with the rules for the implementation of the concessional lending program, the selection procedure and the powers of banks, was approved by the government on December 5, 2019. According to it, a preferential loan for digital transformation will be provided at a rate for the final borrower from 1 to 5% per annum. At the same time, the Ministry of Telecom and Mass Communications compensates banks for 90% of the key rate of the Bank of Russia (by August 11, 2020, it is 4.25% per annum).

- Increasing the term for providing concessional lending - from the end of 2022 to the end of 2024 - the time for the completion of the implementation of the Digital Economy national program;
- A new additional format for concessional lending is the so-called "factoring," which involves support directly from the product developer, and not from the company implementing it; such support is necessary for developers due to delays in payments - 2-3 months long.
- Expansion of supported industries - providing concessional lending to companies from an unlimited number of industries, and not only from those priorities that are indicated in the presidential decree issued in 2018;
- No obligatory co-financing of the project by the borrower in the amount of 20%;
- Simplified procedures for selecting banks - a decrease for banks in the level of credit rating BBB- (RU) and/or ruBBB-, the presence of which is mandatory, until usually practiced by other regulations;
- Provision of concessional lending to subsidiaries of those banks that have already been provided with such support.
In addition, the resolution in the new version was drawn up in such a way that it saves the Ministry of Communications from the need to develop additional regulatory legal acts required to start selecting banks and implementing borrower projects. These acts, supplementing the initial version of the resolution and prescribing in more detail the conditions for providing preferential lending to projects and banks, had to go through the approval of the Ministry of Justice, which meant considerable time. Therefore, it was made so that the resolution in the new edition already includes the content of all these documents, - explained in the Ministry of Telecom and Mass Communications.
