Content

The decision to create a unified information system in the field of public procurement (EIS) was made within the framework of the implementation of 44 FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs," which entered into force on January 1, 2014. One of the goals of the creation of the UIS is to increase the transparency of procurement.

Purpose of the system

The EIS replaced the official portal of public procurement of zakupki.gov.ru, on the basis of which it was created. A significant difference between the EIS and the public procurement portal is the placement in it of all information about the purchase, from procurement plans and schedules to a detailed description of the stages of the execution of the concluded state contract.

In addition to information directly about procurement, the system also contains a register of contracts, a list of unscrupulous suppliers, a library of standard contracts, registers of complaints and bank guarantees.

In addition, the EIS should add audit results in the field of procurement and information on prices in the market for goods, works and services purchased to meet state and municipal needs. One of the possibilities of the system is the organization with its help of public discussion of procurement.

2023: Internet Explorer Shutdown

Users of the public procurement portal from March 20, 2023 will no longer be able to enter their personal account if they use Internet Explorer. A message about this was published on the EAC portal "Procurement."

This need is due to the fact that since June 15, 2022, Internet Explorer developers have stopped supporting the browser. As of March 2023, Internet Explorer is not a regular Microsoft browser. In 2015, it was replaced by the more modern Edge.

2022: Treasury strengthens protection of public procurement portal against DDoS attacks for 875 million rubles

In April 2022, the Federal Treasury announced a tender worth about 875 million rubles to strengthen the protection of the public procurement portal from DDoS attacks. The result of this project, as stated in its documentation, should be "ensuring uninterrupted placement of information, interaction with regional InformSystems and minimizing the cost of restoring the performance of the Unified Information System in the event of failures."

Kommersant drew attention to this public procurement. Anna Katamadze, Deputy Head of the Federal Treasury, admits that as a result, the public procurement portal will be available only to suppliers and customers.

In April 2022, the Federal Treasury announced a tender worth about 875 million rubles to strengthen the protection of the public procurement portal from DDoS attacks.

Experts interviewed by the newspaper believe that such a measure will not help from external threats and contradicts the legislation under which public procurement should be published openly. However, due to the sharp increase in the number and intensity of hacker attacks, government agencies will soon increase investments in cybersecurity. This is also necessary to ensure uninterrupted placement of information, interaction with regional InformSystems and minimizing the cost of restoring the EIS operability in the event of failures.

The growth of public sector investments in security will be associated not only with the fact that the number of attacks has increased significantly, but also with the fact that foreign protective equipment, if not turned into "bricks," then lost a significant share of efficiency, said Pavel Korostelev, head of the Security Code product promotion department. There were "a sufficient number" of foreign products in defense against DDoS attacks, so in relation to new contracts it is more correct to talk not only about growth, but also about import substitution, the Informzaschitas agree.

According to Ivan Begtin, director of the Information Culture NGO, to protect DDoS attacks, you can not spend 875 million rubles, but simply close the resource for foreign IP addresses.[2]

2021: The number of transactions in the system reached 75 billion

At the end of 2021, more than 3 million users were registered in the unified information system in the field of procurement and more than 75 billion transactions were carried out. The following indicators are also recorded:

2020

The IT system of state procurement in Russia has been transferred to a data center with Open Source technologies

On September 18, 2020, it became the completion of the project to transfer the Unified Information System (EIS) in the field of public procurement to the data center of the Ministry of Finance of the Russian Federation in Dubna. Previously, the Federal Treasury used the leased capacities of Goznak for its work, which, according to Kommersant, cost the budget about 1 billion rubles a year.

According to the publication, the change of the data center made it possible to transfer server applications to open source, expanded the capabilities of Treasury programmers to develop their own applications and saved them from binding to the brand, ensuring savings in the procurement of the servers themselves due to a wider offer.

The agency called the EIS one of the largest state information systems in terms of the volume of stored and processed data, the complexity of the program code, the number of implemented business processes, controls and analytical functions. By September 2020, this system has over 750 thousand customers and suppliers, every day more than 2.5 million users work in it and more than 300 million operations are performed. The annual data growth is estimated at 14 million legally significant documents.

All this has formed new requirements for productivity, security and scaling of the EIS and data center, for which we have been preparing for almost one year, "Anna Katamadze, deputy head of the Treasury, who oversees the management of the EIS and public procurement, told the newspaper.

The new system is said to have increased the Federal Treasury's current productivity by more than 25%. According to Kommersant, the volume of migration amounted to about 1.4 petabytes of data - de facto this is the entire volume of EIS archives for all years. At the same time, the move was completed in almost one week, mainly on weekends: the service had to "turn off" individual EIS units when changing the virtual machines supporting them (there are more than 700 of them) only for two working days.[3]

Plan for modernization of the EIS, including in terms of integration with the Independent Registrar GIS

The company RT-Design Technologies of Rostec State Corporation, commissioned by the Treasury of Russia, will develop an updated functionality of the Unified Information System in the field of procurement (EIS). After the modernization, among other things, the degree of integration of the EIS and the state information system "Independent Registrar," which records on video the actions of the auction participants, was reported on September 7, 2020 in Rostec.

The updated EIS will provide the Independent Registrar with more new information related to the procurement process, which, in turn, will increase independent monitoring of the work of EIS users and electronic platforms. The EIS will also receive new opportunities for the formation of legally significant electronic documentation for closing contracts, the functionality for working with monetary obligations will be expanded - state customers will have additional opportunities to fix the planned expenditures of budget funds.

It is planned to modernize such functions as maintaining schedules, a register of contracts, a single register of procurement participants, as well as updating a mobile application - the changes will affect almost all EIS subsystems.

Executors of the state defense order in Russia may now not post procurement data

Previously, the DOZ executors had to publish a procurement plan on the Internet, while the current legislation does not provide for exceptions for purchases within the framework of the state defense order. At the same time, the indication in the procurement plan and the placement on the Internet of information on procurement within the framework of the state defense order is unacceptable due to the fact that, according to the directives of the government of the Russian Federation and the board of the military-industrial complex of the Russian Federation, the information provided for by the law on state defense orders is not subject to placement in open sources on the Internet, the authors of the initiative remind.

Conclusion of a contract for the development of the EIS functionality in the field of procurement

2018

Launch of pilot and call center EAT

On July 1, 2018, the specialized organization RT-Design Technologies of the Rostec state corporation launched a pilot project of the Birch Unified Trade Aggregator (EAT). At the same time, the EAT call center began to work.

The launch of the project will allow public procurement of a small volume (100-400 thousand rubles) for state and municipal needs in a simplified form online. As expected, its use will save state funds and time for registration according to standard procurement procedures for serial goods, for example, paper and office equipment.

The implementation of the pilot project in accordance with the order of the Government of the Russian Federation involves the use of EAT on a voluntary basis from July 1, 2018. The system will become mandatory from November 1, 2018 when providing public procurement for federal executive bodies. The exception will be purchases, information about which contains state secrets.

2017

Contract for 0.5 billion rubles for the development of the system with RT-Design Technologies

On October 20, 2017, Rostec State Corporation announced that its subsidiary, RT-Design Technologies, had signed another contract for the development of a unified information system (EIS) in the field of procurement for 2017-2018, which will be carried out in 3 stages. The value of the contract concluded with the Center for Ensuring the Activities of the Treasury of Russia is 511.5 million rubles.[6]

Rostec notes that the team of specialists of the state corporation, who has accumulated significant experience in creating an information and analytical system for monitoring and controlling the procurement of drugs (IAS), will focus on the key work inherent in the general contractor and necessary to continue the reform, increase transparency and efficiency of the state order. In particular, this is the development of the catalog of goods and services as the main tool for structuring procurement information in order to analyze actual purchase prices and characteristics of purchased products, rationing, forecasting demand, determining initial maximum prices, monitoring purchases at inflated prices.

In addition, the RT-Design Technologies team will perform work in coordination with the customer of individual technical assignments for the system, including detailed requirements for all its future functionality, descriptions of automated business processes, applied technologies, work on the development of working documentation for the system, control over the implementation of work on software development, commissioning and trial operation of the system. In terms of software development, on the basis of the private technical assignment prepared by RT-Design Technologies and working documentation, external executors will be involved.

In general, the contract for the development of the EIS is divided into three logical stages.

First stage

The first stage is devoted to the most important improvements related to the coming into force regulatory acts, technological work to ensure system redundancy, technological modernization and documentation of the system in terms of ensuring compliance with the requirements of the regulator in the field of information security.

The functional development of the system is also envisaged, in particular, work on the formation of a structured universal transfer document confirming the execution of the contract, the implementation of the provisions of Government Decree No. 615 (procurement procedures for capital repairs in apartment buildings) in terms of maintaining a register of contracts for capital repairs, the formation and placement of information in the register of unscrupulous contractors.

The implementation of the first stage (until the end of 2017) is entrusted to the company "LANIT technology," which has many years of competence in this type of work. The amount of the contract with her is about 115 million rubles. At subsequent stages, the developers of the EIS software will be determined at competitions.

Second stage

The tasks of the second stage include work on:

  • the development of the functionality of the catalog of goods, works and services and its use in procurement, * the implementation in test mode of the procedure for signing and including in the register of contracts an electronic certificate of work performed,
  • the development of the analytical system taking into account the expansion of the composition of information generated in the UIS in a structured form,
  • creating a mobile application for searching for purchases placed in the UIS,
  • ensuring the possibility of electronic exchange with the Federal Tax Service to obtain information from the Unified Register of Small and Medium-Sized Businesses.

Third stage

The third stage is scheduled for the largest amount of work requiring the design of business processes. In particular, it is planned to translate all procedures into electronic form: if as of October 2017 only an electronic auction was implemented, then in 2018 the bill provides for the transfer of all (more than 14 types) purchases into electronic form and ensuring integration with electronic platforms.

The list of works of the third stage also includes:

  • development of electronic contract designer,
  • generation of customer reports on the volume of purchases from small businesses and socially oriented non-profit organizations,
  • creation of a single register of subcontracts.

As part of the contract, a reserve will be made for a full-scale transfer of the EIS to free software (SPO). Since the UIS is a highly loaded system, processes large amounts of data and contains a large number of automated business processes, replacement will take place carefully, with mandatory testing of technologies on less critical UIS components and subsequent replication to the entire system. Therefore, the complete transfer of the EIS to the SPO is considered as a task that extends beyond the framework of 2018, Rostec reported.

The public procurement system turned out to be "Rostec" out of touch. "Lanit" was called to help again

Rostec, in February 2017, appointed by the government as the sole executor of state contracts with the Federal Treasury for the development and operation of a unified information system in the field of procurement (EIS), decided to share its functions with the structures of Lanita, which is well acquainted with this system.

In the Rostec circuit, as the state corporation reported earlier, its subsidiary, RT-design technologies, should be engaged in integrated maintenance of the EIS. At the end of June 2017, the Treasury concluded two state contracts with her for services for the operation of the EIS and work on the development of the system.

The state contract for services for the operation of the UIS is designed for execution in two stages - from July 1 to September 30, 2017 and from October 1 to December 31, 2017[7]. Its amount is 175 million rubles.

In turn, the contract for the development of the EIS with RT-Design Technologies is designed for a period until the end of 2017[8]. Its volume is 200.2 million rubles. The main part of the work includes the refinement of various functions of the system. It is also necessary to develop software for new functions: for example, to be able to purchase services for the overhaul of apartment buildings, maintaining catalogs of goods and services to meet state and municipal needs.

Rostec attracted Lanita companies as subcontractors for the operation and development of EIS in the field of procurement

In parallel with the conclusion of contracts with the Treasury, RT-Design Technologies also placed purchases of services and work on the operation and development of the EIS, defining them as the only executors of the Lanita structure - Onlanta and LANIT technology.

The contract for operation with Onlanta in the amount of 58.3 million rubles should be concluded for a period from July 1 to August 31, 2017, follows from the procurement documentation[9]. The contract for the development of the RT-design technologies system is planned to be concluded with LANITS Technology with a period until the end of 2017 and a price of 199.7 million rubles[10].

Lanit carried out the development and launch of the system. At the beginning of 2015, the Federal Treasury concluded a state contract with the company[11] in the amount of 525 million rubles. for the implementation of work on the creation, development and maintenance of application software system. Later, in September, another contract was signed with the company[12] for the implementation of work on the development of the system in the amount of 143 million rubles.

In 2016, Onlanta was engaged in technical support of the EIS. She also won the competition for the operation of the system in the first half of 2017.

Earlier, serious complaints arose about the functioning of the EIS regarding failures and incorrect operation of the system. At the beginning of 2017, the situation turned out to be especially critical: due to failures in the system, trading for billions of rubles hung (more about this in the blocks below). Against this background, Moscow Mayor Sergei Sobyanin proposed allowing cities of federal significance - Moscow, St. Petersburg and Sevastopol - as well as the constituent entities of the Russian Federation with a public procurement volume of more than 100 billion rubles a year to use their own Internet portals in this area.

Earlier, when First Deputy Prime Minister Igor Shuvalov convinced President Vladimir Putin of the advisability of transferring the procurement system to Rostec, he noted that in order to transfer all purchases to electronic form, a "significant revision of the functionality" of the EIS is needed, and RT-design technologies have technical resources and highly qualified specialists[13].

Rostec told TAdviser that the subcontractors Onlanta and LANIT Technology have been working with the system since 2009 in terms of design and creation, and since 2011 they have also been responsible for its operation and development. Thanks to long-term work on the project, Onlanta and LANIT Technology have professional expertise in terms of, for example, regulatory and legal support, many years of experience in automating procurement activities, creating and operating highly loaded state information systems.

The involvement of the Lanita structure in the implementation of tasks to develop the current functionality of the EIS and ensure its stable operation at this stage is an understandable and transparent step. In addition, the involvement of contractors familiar with the operation of the system will eliminate the risks of EIS failure during its large-scale modernization, Rostec believes.

The task of "RT-design technologies" is slightly wider: in addition to maintenance, this is also the modernization of the existing system, the state corporation added. The company explained to TAdviser that for this, RT-design technologies specialists will undertake the creation and development of a single catalog of works and services as the main tool for structuring procurement information. Users of the new system will be able to compare prices, perform this procedure promptly without entering and analyzing a huge amount of data, and automatically receive a warning at all stages about possible deviations in price or quality.

Sobyanin proposed to use regional public procurement systems instead of EIS

Earlier, the Ministry of Economic Development and Trade told TAdviser that, according to the department "from a systematic understanding of the law," the system should have been put into operation with such an expectation that purchases for 2016 could be planned with its use. Speaking about the scale of the system, Guralnikov said that the EIS will be an information platform for the work of about 1.5 million participants - customer organizations and suppliers.
