The Electronic Bill of Lading (ETrN) is a digital document that the shipper provides to the consignee when delivering. It contains key information about the cargo, sender, recipient, route, contract conditions, as well as other important data for transportation. It is worth noting that the initiative to introduce electronic waybills first began to be discussed at the Ministry of Transport back in 2019. How EDM can be used to exchange waybills

The general algorithm when implementing electronic invoices looks like this: first you need to contact the EDO operator (the Ministry of Transport draws up a list of approved operators), which is responsible for processing and transmitting electronic transport documents to the GIS EPD. You then enter into an electronic document exchange agreement and issue a digital signature to employees responsible for shipping and receiving goods, such as logistics managers.

The process of transferring electronic delivery notes through EDM depends on the selected operator and service settings. However, there is a simplified workflow algorithm using an electronic invoice.

At the very beginning, the shipper forms an ETrN in its accounting system, then certifies the title in the UKEP (enhanced qualified electronic signature) and transfers it to the EDO GIS (unified information space in the field of state electronic document management) through the operator. The electronic bill of lading is sent to the consignee and carrier after verification.

Further, the process is built in this way: the carrier gives drivers a confirmation of the cargo, and the recipient confirms it, while all approvals are carried out using UKEP (Enhanced Qualified Electronic Signature). When the carrier confirmed that the cargo was transferred, only then the manager of the transport company signs the title, draws up the necessary documentation. Upon completion of the entire process, the transport participants can access and download the original electronic waybills signed by them from the operator's service.

One of the main reasons for delays in the implementation of ETrN is the situation in the EDO market. The fact is that there are several pronounced leaders in the segment, while the list of EDO operators is much wider. When implementing ETrN, most companies use the services of only one operator. Roaming (exchange of significant electronic documents) between different operators is critical. Until now, there are certain problems with this: the transfer of documents does not always work correctly. At the moment, industry leaders are testing roaming with other operators, but it is difficult to say exactly when it will end.

It is only clear that the large-scale introduction of electronic invoices will strongly depend on the test results. As a rule, while the business transfers only part of the fleet to electronic invoices and is in no hurry to get rid of paper media.

Despite the difficulties associated with the transition to ETrN, the process of digitalization of transport logistics will continue. At the moment, digital services are being introduced mainly by industry leaders who recognize that the emerging legal framework, although in need of certain improvements, already allows you to optimize the system within the company and create a reliable automated process.

Why do I need waybills at all?

Bill of lading is a key document in freight transportation, necessary for the transportation of goods from point A to point B. Now most companies use the paper version of the bill of lading, which is usually drawn up in four copies. This document must be with the shipper, consignee and transport company. The last instance must have signatures of all participants.

For the first time, the Ministry of Transport started talking about the introduction of electronic waybills in 2019, and already in 2020, an experiment on the introduction of ETrN was launched in several regions of Russia, in which the largest freight carriers and logistics experts took part on a voluntary basis. Then it was expected that the widespread introduction of electronic invoices would happen next year, but many market participants were skeptical and called this bill "raw." Later, the Ministry of Transport announced that the possibility of issuing an ETrN for those wishing would appear in 2021, but these plans were also not destined to come true. Only in 2022, a bill came into force in Russia, according to which companies can voluntarily switch to electronic waybills.

How the information transfer process works

On September 1, 2022, the Ministry transport launched the State Information System of Electronic Payment Documents (), GIS EPD created to record ETrN. Why companies are in no hurry to switch to ETrN

Most often, the transition to a digital format of work is dictated by the customer of transportation - the cargo owner, and the carrier and forwarding agents in this matter adapt to its conditions. Companies have to negotiate with each other about how the information transfer process will be organized. Due to the difficulty in reaching these agreements, many players are in no hurry to switch to electronic invoices - such a transition requires additional organizational measures from all participants in the transportation:

  • Train personnel of all transport participants, including drivers. Employees should understand how to make changes to the ETrH in the event of a route change, driver change or vehicle breakdown;
  • Make sure that all participants in the transportation have a CEP and an agreement with the EDM operator and they know how to use this software;
  • Establish data roaming - ensure the process of information exchange between different EDM operators. Now the data exchange process is not established if several participants in the transportation want to switch to ETrN - they need to agree on the use of the same EDO operator;
  • Before the start of transportation, make sure that there is high-quality Internet at the loading and unloading points.

There are no other restraining factors for the transition to ETrH, such as market unavailability or lack of access to the EDM operator. On the contrary, the market itself pushes companies to such transformations. Logistics in any case will have to switch to an electronic format of work - this is due not only to the new legislation, but also to the conditions of fierce competition in the market. Digitalization is an important stage in the development of modern business. How quickly companies can adapt to new conditions and legislation will determine how effectively and successfully their enterprise will develop in the future.

And now companies have a year to gradually adapt to new conditions. Experience suggests that the sooner they start the transition, the more painlessly it will happen.

According to a survey by Docrobot and TerraLink, most companies (76%) believe that the deadlines for fulfilling mandatory requirements will be postponed, so they are in no hurry to digitize the document flow. The majority of respondents (79%), as the survey shows, did not take part in the experiment of the Ministry of Transport, which took place at the end of 2020. A relatively small proportion (21%) of companies began to exchange ETrH as part of the experiment.

The relevance of the transition to ETrN within the period of time specified by the state for voluntary implementation, each business determines for itself, based on the scale of transportation. The survey results show that 37% of companies engaged in transportation so far assess their readiness for digitalization by only one point on a ten-point scale. And only 7% are fully ready to switch to ETrH.

Having launched the process of digitalization in the transport and logistics sphere, the Ministry of Transport leads its work to a high, technological level. Even if not all companies are ready for the transition to digital document management, they are advised to consider the advantages that it gives. The introduction of electronic document management will significantly facilitate the work of both cargo carriers and logicians, as well as companies that send and receive cargo. Changes in the rules for the transportation of goods

According to representatives of the Ministry of Transport, the experiment will stimulate the business to abandon paper in cargo transportation, relieve fears related to electronic document management (EDO), and speed up the launch of the superservice.

The super service will be an addition to the EDO technology and will increase the convenience of online design and maintenance of cargo transportation. He will not compete with the functions of EDO operators.

The pilot project will last until October 30, 2020 and will allow translating almost three billion transportation documents into electronic form. The participants in the experiment will exchange ETrN and EPL through commercial electronic document management platforms, including through Synerdocs. The choice is not accidental, since the service was the first on the market to develop and implement a solution for the exchange of electronic waybills.

In 2018, a comprehensive business solution Synerdocs "Electronic document management in cargo transportation" was published. As of February 2020, ETrN is used productively by shippers, consignees and transport companies - FM Logistic, DB Schenker RUSSIA, MAC, Wildberries and other large suppliers of retail chains. During this time, many supply chains have been formed, promising pilot projects have been launched. Plus, we moved on and were the first to test a full-fledged solution for using an electronic consignment note. I will add that the ETrN format developed by Synerdocs meets the requirements of government agencies and is convenient for business. We are ready to share the experience of implementation with all participants in the experiment. I am sure that thanks to the project of the Ministry of Transport, we, together with other EDO operators, will be able to develop standards for the use of electronic TrN, as well as agree on a single format of the document.

As of February 2020, two more EDO operators, KORUS Consulting CIS and E-COM, have confirmed participation in the pilot project. The largest cargo carriers and aggregators will test paperless cargo transportation: Sovtransavto Group of Companies, Miratorg Group of Companies, Business Lines Group of Companies, FM-Logistic, Celta (carrier of the Magnit trading network), Agro-Auto (carrier Kh5 Retail Group), XPO Logistics, Yandex.Taxi. Synerdocs customers who have already implemented an electronic waybill will also take part in the experiment.

The Ministry of Transport says that based on the results of the experiment, specific proposals will be formed to change regulatory legal acts. There will also be a roadmap for the further promotion of EtRN and EPL in the Russian Federation.

Anton Zamkov, director of the CTL Association, has high hopes for the project. He believes that the digitization of transport documents at the state level, the creation of uniform standards for the exchange of data between government agencies and business are large-scale and most important steps for the development of the industry.
