70 main appointments of 2018 in the field of IT

TAdviser prepared the list of the most important appointments in the IT industry for 2018. Participants of Top-70 are listed in alphabetical order.

Evgeny Abakumov

In June, 2018 Evgeny Abakumov was appointed the director of the department of information technologies of Rosatom State Corporation. In this position he is responsible for development of IT, creation of IT architecture, support of corporate systems, for ensuring process of program and portfolio IT project management.

Vladimir Averbakh

Vladimir Averbakh, the former director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications, in November is appointed to a post of the managing director in Management of development of competences in a research of data of Sberbank. In this position of Averbakh the first deputy chairman of the board of Sberbank Alexander Vedyakhin who performs management and coordination of activity of Management of development of competences in a research of data and several more divisions of bank supervises.

Maxim Akimov

In May Maxim Akimov was appointed the Deputy Prime Minister responsible for digital economy, transport and communication. All questions of "the digital state", including state services, digitalization of a state administration are transferred to the jurisdiction of Akimov. The innovation institutes — from Skolkovo to technoparks also are transferred to its block. Besides, in Akimov's powers there was also all transport industry, including highways. In addition, Akimov supervises the real estate questions connected with the inventory and registers of property.

Kirill Alifanov

In June, 2018 as TAdviser knew, Kirill Alifanov was appointed to the position of the CIO Uralkali. The representative of the company told TAdviser that it works at head office of the company in Perm Krai. One of key projects which should be implemented under the leadership of Alifanov there has to be implementation in Uralkali of the mining-and-geological information system (MAGIS) which in the company is called unique for the world potash industry.

Dmitry Alkhazov

In August the former Deputy Minister of Telecom and Mass Communications Dmitry Alkhazov is appointed the chief executive of the Center of Development of Perspective Technologies (CDPT) who is engaged in development of a system of goods marking in Russia and EEU. Alkhazov will supervise work of commodity groups of the operator of the Fair ZNAK system and to build effective cooperation with all participants of process of marking and traceability.

Denis Anikin

Denis Anikin

In July Mail.Ru Group announced Denis Anikin's appointment to a position of Chief Information Officer (CIO). As reported TAdviser in Mail.Ru Group, the position of CIO in the company was created for the first time in connection with expansion of the e-commerce direction and emergence of new business challenges. Denis Anikin's tasks at a position of CIO include development of the ecosystem providing exchange of technologies and data in the company. Besides, the zone of its responsibility includes creation of the general infrastructure of Big Data and internal cloud services.

Sergey Baranov

In October the new structure of Board of Directors of Technoserv was elected. Sergey Baranov holding a position of the Head of Department of IT – the senior vice president of VTB bank became the chairman of the board. The main objective of Board of Directors as supervisory body is implementation of the general management by group and control over work of executive bodies.

Andrey Baronov

In October Veeam Software announced changes in leadership team of the company. The co-founder, the co-manager the director of Veeam Andrey Baronov — one of the leading world specialists in the field of systems management became the CEO (chief executive) of the company. At the same time in Veeam announced leaving the company of Peter Mackay which since July, 2016 worked as the co-chief executive (Co-CEO) and the president of Veeam.

Aziz Bedirov

In January Aziz Bedirov was appointed the CEO of the insourcing IT company of Rostec - RT-Inform. On this position it replaced Kamil Gazizov heading RT-Inform since 2014. Aziz Bedirov before transition to RT-Inform since 2010 was a partner of Deloitte. In this quality he headed group of the company on SAP implementations and managed large projects of implementations for the Russian and global clients in the oil and gas industry, retail and a consumer sector.

Andrey Belevtsev

Andrey Belevtsev is the director of digital transformation of Gazprom Neft since April, 2018. In 18 years of work in the IT industry implemented successful projects in the field of automation of production systems of the largest players of the market of cellular communication and the banking sector (MTS, MegaFon, Yota, Otkrytiye Bank, B&N Bank, etc.). Supervised the international expansion of IT developments and the software of the Russian companies in 40 countries of the world, with an exit to the leading positions in the markets of Central and Eastern Europe. Was responsible for partner projects in the territory of Russia with the leading international players of the market of telecommunication systems and the IT equipment.

Elena Boyko *

The order of the prime minister Russia Dmitry Medvedev of December 30, 2018 Elena Boyko is appointed the Deputy Minister of Health of the Russian Federation. The relevant document is published on the website of the government on January 3, 2019[1].

On new to a post she will supervise digital development of the ministry, one of crucial elements of which is the Single state information system in the field of health care (Uniform State Health Information System).

Frédéric Vanostchouyz

In September Frédéric Vanostchouyz it is appointed the director of technical innovations and infrastructure (CTIO) of MegaFon. Digital Innovations and Fundamental Infrastructure blocks enter a zone of its responsibility.

Gevork Vermishyan

In November the extraordinary meeting of shareholders of MegaFon approved Gevork Vermishyan to the post of the CEO of the company. With it the contract for three years is signed. Vermishyan came to MegaFon in July, 2011, having headed financial and economic management of the company. Since October, 2017 held a position of the chief executive.

Andrey Voynov

In August Andrey Voynov - the experienced programmer, the ex-director of software development of "Petter Service" is appointed the CEO of SberTech. Voynov became already the fourth head of SberTech from the moment of creation of the company in 2011 (except for the provisional director Volkov). It, according to a source of TAdviser familiar with a situation in bank, should rehabilitate the company in the opinion of retail business of Sberbank which remained it is dissatisfied with results of work of SberTech on the platform of support of business development (platform 18+).

Oleg Voitenko

In July of year Oleg Voitenko passed into the ministry of digital development where at first held the adviser's post, and after the deputy minister's position. According to TAdviser, the official will be engaged in organizational development of the ministry.

Igor Wolfson

In July Igor Wolfson was appointed the minister of informatization and communication of Mordovia. The Governor of Mordovia Vladimir Volkov, presenting the new minister to heads of municipal districts, expressed confidence that Wolfson will successfully cope with the solution of the tasks assigned to it. One of tasks of the new minister – start in Mordovia of full-scale on-air broadcasting. Since January, 2019 the analog signal will be available only in Saransk, later all areas of the region should pass to "digit".

Irina Ganiyeva

In September Irina Ganiyeva was appointed to the position of the director of the department of digital development and management of the state information resources HSC Ministry of Agriculture of the Russian Federation. In this position it replaced Igor Kozubenko which left department against the background of updating of a command after change of the minister. From 1998 to 2018 Irina Ganiyeva worked at the Kemerovo state agricultural institute: assistant, senior teacher of department of political economy and rural economics, associate professor, vice rector for scientific work, rector.

Anatoli Geller

In September Anatoli Geller is appointed to a position of the deputy manager of Rostekhnadzor. On this post he supervises issues of informatization and digitalization. Earlier he held a position of the assistant administrator of Rostekhnadzor, then headed Management of informatization of Service. During the period from 2010 to 2017 was the deputy minister of informatization and communication of the Republic of Tatarstan.

Philip Gens

In May Philip Gens accepted powers of the president of Lanit Group. He continues case of the father, Georgy Gens who suddenly died on April 30, 2018. According to Philip Gens, within the last year the father was going to delegate him powers on operational management by the company to focus more on strategic development of group.

Arkady Dvorkovich

Arkady Dvorkovich who did not be a part of the new government before elected the cochairman of council Skolkovo in June is appointed the chairman of fund. Before such position in Skolkovo did not exist. Appointment, as well as organization of a position, was offered Dmitry Medvedev.

Iris Jeb

In November, 2017 joined Iris Jeb a position of the CEO of IBM in Russia and the CIS. Before new appointment she held a post of the director of strategic initiatives of representative office of IBM in Russia and the CIS. From January, 2015 to September, 2017 it worked in the European representative office of Lenovo. In particular, directed division of Data Center Group in Eastern Europe.

Alexander Dogadin

In December Alexander Dogadin is appointed the director of the department of informatization and communication of the Yaroslavl region. The corresponding order was signed by the governor of the region Dmitry Mironov. The main functions of department are development of informatization, communication, TV and radio broadcasting and information security. Besides, department is responsible for information and technology and information and analytical ensuring activity of the situational center of the governor of the Yaroslavl region, management of regional state information resources and systems. Also the department deals with issues of implementation of state policy in the field of formation of the electronic government and development of its infrastructure, ensuring quality improvement of rendering state services.

Andrey Yershov

In December, 2018 Andrey Yershov entered a position of the president of the Russian system integratorNvision Group company (enters into Group of MTS). The decision on appointment is made by Board of Directors of the company, reported TAdviser in NVision Group on December 3, 2018. Andrey Yershov released Sergey Kuzmin who completed the work in NVision Group from this duty. Before arrival to NVision Group Andrey Yershov held a post of the CEO of MGTS.

Sergey Yefimov

In January within new structure of the government of the Nizhny Novgorod Region Sergey Yefimov held a post of the minister of information technologies, communication and mass media of the region. In this position it replaced Sergey Kuchin who headed department since 2010. Staff movement happened after the acting the governor of the Nizhny Novgorod Region Gleb Nikitin appointed to this position by the decree of the president Vladimir Putin in September, 2017 approved new structure of the regional government.

Mark Zavadsky

In April Sberbank announced Mark Zavadsky's appointment to a position of the vice president for strategic digital partnership. On this position he is responsible for development of partnership with the leading Russian and international digital companies. Before arrival to Sberbank Mark Zavadsky for four years worked in AliExpress company as the director of business development in Russia and the CIS and also headed representative office of Alibaba Group in Russia.

Evgeny Zryumov

In November Evgeny Zryumov is appointed to the state position of the minister of digital development and communication of Altai Krai. Before new appointment Zryumov since 2004 Evgeny Zryumov worked at the Altai state technical university. Taught disciplines of Database and "The economic analysis and accounting". Held a post of the dean of faculty of information technologies and also the vice rector for strategic development and the international activity of ALTGTU. Has an academic degree of the Doctor of Engineering.

Oleg Ivanov

In August Oleg Ivanov is appointed the deputy minister of digital development, communication and mass communications of the Russian Federation. The corresponding order was signed by the prime minister Russia Dmitry Medvedev. Oleg Ivanov since September, 2011 held a position of the deputy manager Roskomnadzor. In the spring of 2012 temporarily fulfilled duties of the head of this department.

Rasheed Ismailov

In August, 2018 Nokia announced Rasheed Ismailov's appointment the CEO of the company in Russia. Its responsibility includes management of Nokia of activity and strategy implementation directed to further strengthening of positions of the company in Russia. At a new position from Rasheed Ismailov wait for strengthening of positions of Nokia in Russia, including due to development of the perspective directions of cooperation both with already existing, and with new customers, including service providers, government institutions and large corporations.

Darya Kiryanova

In December the operating officer of Intel corporation in Russia and Scandinavia Darya Kiryanova is appointed also the CEO of Intel Teknolodzhis LLC and JSC Intel of A/O. Darya will save the former duties and will continue to perform management of operating activities of Intel corporation in Russia and the countries of Scandinavia. Darya joined Intel in 2003 as the project manager, then headed an operational service of two offices of the company, in Nizhny Novgorod and Sarov. The position of the operating officer of Intel in Russia and Scandinavia borrowed in 2007.

Evgeny Kislyakov

In July the prime minister Dmitry Medvedev signed the order about Evgeny Kislyakov's appointment the deputy minister of digital development. In 2012 Evgeny Kislyakov was already considered as the candidate for a post of the Deputy Minister of Communications who is responsible for departmental informatization. Then appointment did not take place.

Sergey Kovalyov

In August "Soglasie insurance company" announced Sergey Kovalyov's appointment the director of the department of information technologies. Since 2014 Sergey Kovalyov worked as the CIO of O'key company (O' КЕY of Group). Since 2017 - the CIO in SAO "Ergo" and SK Ergo zhizn LLC.

Irina Kozlova

Since February Irina Kozlova was appointed the president of ABB company in Russia. Business development in Russia, Kazakhstan, Belarus and the countries of Central Asia belongs to its duties. The Russian office ABB told TAdviser that Irina Kozlova will be focused on implementation and promotion of ABB Ability (this general name of the digital solutions of ABB including management systems for performance in the industry which depends on effective functioning of the enterprises), distributed control systems by technology processes, remote service for robots, engines and machines, intellectual management of buildings, sea oil-extracting platforms and also electric transport charging infrastructure.

Alexey Kornya

In March, 2018 Alexey Kornya is appointed by the solution of Board of Directors of MTS to the position of the president of the Russian telecommunication operator and provider of digital services of MTS for a period of three years. It released Andrey Dubovskov who at own will ahead of schedule stopped fulfillment of duties of the president and chairman of the board of the company from this duty.

Pavel Kuznetsov

In June Pavel Kuznetsov up to this point holding a post of the president of Sitronics system integrator became the CEO of the Moscow City Telephone Network (MCTN). In a new position it replaced Andrey Yershov who headed the organization since October 5, 2012.

Evgeny Kuznetsov

In June the ROSATOM State Corporation announced creation of the venture fund aimed at the development of the new and perspective directions. The fund will be focused on development of the new directions of business connected with the perspective industries of the Russian and world economy. The artificial intelligence and other digital solutions in the industry and service applications, renewable and "smart" power", 3D - printing and new materials, the systems of development of the smart and energy efficient cities will become the key directions of investments. The management company was headed by the CEO of Orbita Capital Partners Evgeny Kuznetsov, the ex-head of the Russian venture capital company.

Victoria Kuznetsova

In August Victoria Kuznetsova was appointed to the position of the Chairman of the Committee on communication and informatization of the Leningrad Region. Under its management the committee will be responsible for formation of policy in the field of digitalization, development of the projects "smart cities", elimination of digital inequality, development of modern solutions in the field of security.

Eduard Lysenko

In September Eduard Lysenko was appointed the head of DIT of Moscow, having released Artem Yermolaev from this duty. In a new position of Lysenko it is necessary to direct department with the annual budget in 49.2 billion rubles for 2018. At the same time earlier in 2018 DIT set a task at least to double the budget on informatization of the capital due to private investments, having begun wide use of model of public-private partnership in projects on informatization. Eduard Lysenko will supervise implementation of new digital strategy of Moscow "The smart city — 2030". It is concentrated on 6 main directions: development of a social and human capital, digital mobility, smart economy, comfortable urban environment and digital government.

Pavel Malkov

In December it was announced Pavel Malkov's appointment by the head Federal State Statistics Service (Rosstat) instead of Aleksandra Surinova which headed department within 9 years. The corresponding orders of the Prime Minister Russia Dmitry Medvedev are published on the website of the government.

After position assignment of the head of Rosstat Pavel Malkov said in an interview to Interfax that he selects such, in particular, key blocks of the work as reform of a system of statistics and carrying out the All-Russian population census in 2020. Answering a question of expediency of reform in Rosstat, the official emphasized that it is more correct to speak not about reform, and about upgrade.

Mikhail Mamonov

In August Mikhail Mamonov was appointed the adviser to the minister of digital development Konstantin Noskov. In December the prime minister Dmitry Medvedev signed the order of the government about Mamonov's appointment to the deputy minister's post. The zone of its responsibility includes development of international relations. Earlier international block of the ministry was supervised by Rasheed Ismailov, he left in July, 2018.

Evgeny Melnikov

In 2018 after the founder of Magnet Sergey Galitsky sold the packet to VTB bank and in retail network the management exchanged, Evgeny Melnikov headed directorate on information technologies and data protection. Melnikov released Boris Sopelnik working in this position since December, 2016 from a duty of CIO. In October, 2018 the Board of Directors of Magnet announced Evgeny Melnikov's election in board.

Igor Milashevsky

In July Igor Milashevsky headed the state JSC GLONASS, the relevant decision was made by general meeting of shareholders of this organization. JSC GLONASS was created in 2015 at the request of the President of Russia Vladimir Putin. The organization became operator of a system of the emergency response to the road accidents of "ERA-GLONASS".

Elena Mironova

In October the Eaton company announced Elena Mironova's appointment to a position of the CEO of the company in Russia and Kazakhstan. Elena has an extensive work experience in the large international companies in Russia and abroad. The company calculates that under its management business indicators of corporation in the region will grow, and the company will even more strengthen positions in the markets of Russia and Kazakhstan.

Dmitry Mramorov

In December it was announced that on January 21, 2019 Dmitry Mramorov will head Board of Directors of SKB Kontur, having left a post of the CEO which borrowed since 2009. According to representatives of SKB Kontur, during this time business significantly grew both in money, and on the scale of transactions. Vladimir Muravyev

As TAdviser knew, in July, 2018 Vladimir Muravyev headed department of IT of AlphaInsurance insurance group. The company told that tasks of improvement of IT processes, of development and upgrade of IT infrastructure of the company and also of support of development and start of new digital services fall within the scope of responsibility of Muravyev. Vladimir Muravyev reported to TAdviser that the main objective in AlphaInsurance he sees creation of technology and organizational conditions for development of new digital-products and services and also for reduction of time of their start and an output to the market – to end users.

Konstantin Noskov

In May the President Vladimir Putin approved Konstantin Noskov's candidacy for representation of the prime minister Dmitry Medvedev as the Minister of Telecom and Mass Communications of the Russian Federation. Sources of TAdviser so characterize Noskov: he is young, professional, has hardware experience, well knows the IT industry, but at the same time it has few friends among large businessmen, i.e. is not subject to influence.

The first interview the minister of digital development, communication and mass communications of Russia Konstantin Noskov gave TAdviser. Having answered questions of the Chief Editor of the edition Alexander Levashov, he told about the updated command and the main priorities of the ministry, about financing of the Digital Economy national project and a role of large corporations in its implementation.

Maxim Parshin

In August the prime minister Dmitry Medvedev appointed Maxim Parshin the deputy minister of digital development of the Russian Federation. On this post Parshin is engaged in the subject connected with the electronic government. Earlier the deputy minister Alexey Kozyrev was responsible for development of the electronic government.

Sergey Pegasov

In the spring of 2018 Sergey Pegasov passed to work into Promsvyazbank where headed directorate of information technologies. Earlier he worked as the managing director of the IT block in Sberbank, the director of the department of IT services in IT service of Rosneft and also held a post of the senior vice president of Russian Capital bank. Dmitry Peskov

In July the president Vladimir Putin signed the decree on Dmitry Peskov's appointment the special representative of the Russian President concerning digital and technology development. The circle of tasks of Peskov includes coordination of work on digitalization of economy and the social sphere and also to ensuring technology break about which Putin spoke in the message to parliament.

Sergey Polyakov

In November the former board member of the Moscow Exchange Sergey Polyakov is appointed the head of the IT block of Alfa-Bank. In this position it replaced Alexander Sakharov who left bank. As well as on former work location, in a new position Polyakov supervises the block of information technologies, is responsible for IT strategy, in particular for change of a system of interaction of IT and core business.

Irina Prosviryakova

In July Irina Prosviryakova was appointed the Chairman of the Committee of information technologies and telecommunications of the Vologda region. Among key tasks of the new head - implementation at the regional level of the Digital Economy program, including projects of creation of a necessary communications infrastructure, an action for information security, active implementation of IT in a state administration in all branches of the economy and ensuring availability of cellular communication to inhabitants. Prosviryakova's appointment to a position of the chairman happened after earlier in July this post was left by her predecessor Andrey Nikulichev. It passed to work as the associate director of the Center of methodical providing process optimization of public administration in the Moscow Region.

Marina Rakova

On October 15, 2018 the Prime Minister Dmitry Medvedev signed the order about Marina Rakova's appointment the deputy minister of education of the Russian Federation. The president's special representative concerning digital and technology development Dmitry Peskov in connection with appointment told TAdviser that it, according to him, the best choice from possible. Since 2015 Rakova directed project office on creation of children's technoparks Kvantorium. For creation of the educational programs, technologies and the equipment applied in Kvantoriumakh, Marina Rakova created community of young scientists, representatives of technology startups and also heads of large industrial enterprises and state corporations. To the middle of 2018 51 Kvantorium in 37 regions of the Russian Federation were open, in them 47 thousand children study.

David Rafalovsky

In August the senior vice president, the technical director of Sberbank David Rafalovsky was appointed the head of the Technologies block. On this post it began to perform strategic management of technology function of the Sberbank group. Obligations for functional management of a core of technology infrastructure, by IT architecture and operational areas which are of strategic importance for group were assigned to Rafalovsky. In December Sberbank announced increase in a role of technology and marketing divisions of bank. With respect thereto David Rafalovsky was appointed the executive vice president and began to submit to the president, the chairman of the board of Sberbank German Gref, continuing to perform functions of service station of the Sberbank group. Rafalovsky headed strategy implementation of group in the field of technologies, including implementation of the modern platform of business applications, the innovation architecture of cloud infrastructure, the advanced platform of corporate analytical data, artificial intelligence technologies. Also he exercises control of technology laboratories of Sberbank in addition to implementation of a basic operational model of Agile.

Dmitry Selivanov

In February Dmitry Selivanov held a position of the Head of the Moscow Department of Information Technology and data protection of Social Insurance Fund of the Russian Federation. Before he held a position of the deputy manager of department. Andrey Koshkin heading department to Selivanov passed to a position of the adviser to the chairman of the Social Insurance Fund. On this position he is responsible for issues of digital development, digital strategy of the Social Insurance Fund.

On November 29, 2018 Dmitry Selivanov, the Head of the Moscow Department of Information Technology and data protection of the Social Insurance Fund (SIF), at the TAdviser SummIT conference told about digital social services – results of their development in 2018 and plans.

Alexey Semyonov

In October the Russian Prime Minister Dmitry Medvedev signed the order about Alexey Semyonov's appointment the Deputy Minister of Transport of the Russian Federation responsible for digital development of the industry. The decision on introduction in the key ministries of positions of the deputy ministers who are responsible for digital transformation was accepted by the prime minister Dmitry Medvedev. These are agents of changes which will become one big command which is engaged in digital transformation the minister of digital development Konstantin Noskov spoke in July, 2018.

Anatoly Semyonov

In July, 2018 Anatoly Semyonov was appointed to a post of the minister of digital development and infocommunication technologies of Yakutia.

As Anatoly Semyonov noted, it is going to work on digitalization — to create platforms for medicine, educations, other industries including for agriculture. In the field of innovations, he noted, support of biotechnology, biomedical technologies, creation of new materials, control of pilotless transport, implementation of the latest technologies in the different industries of power and heat supply will continue.

Alexey Sklyar

In July Alexey Sklyar is appointed the Deputy Minister of Labour and Social Protection of the Russian Federation. At a new position he is responsible for information technology development. The main objective of activity as Alexey Sklyar told TAdviser, will consist in increase in efficiency of public administration at implementation of information technological support in the field of provision of pensions, social insurance, social protection and social service of the population.

Sergey Snegirev

In August Sergey Snegirev was appointed the acting the minister of informatization, communication and mass communications of Dagestan. In November the new structure of the government of the republic therefore Snegirev officially headed the Ministry of informatization, communication and mass communications of Dagestan was approved. Among priority short-term tasks Snegirev selects development of the electronic government as systems increasing transparency of decision making by the authorities of all levels, control of implementation of instructions in the set volume and terms, the reporting before civil society.

Ekaterina Solntseva

In May Ekaterina Solntseva was appointed the director of digitalization of Rosatom (Chief Digital Officer, CDO). This TAdviser became known from the representative of state corporation. According to TAdviser, in a new position Solntseva is responsible for development of digital strategy of Rosatom which the task to consolidate all digital activities and efforts of state corporation faces. Eventually the company is going to move towards a single digital platform, uniform use of data. Since the beginning of 2018 in Rosatom the directorate of digital transformation which coordinates the activity connected with digitalization works. Its task consists in interaction with structures and divisions of Rosatom to create uniform digital strategy.

Denis Solodovnikov

In December the prime minister Dmitry Medvedev signed the order about Denis Solodovnikov's appointment the deputy minister of science and the higher education of the Russian Federation. In a team of the minister Mikhail Kotyukov Solodovnikov will be responsible for digital development. Its paramount tasks, according to TAdviser, will become:

  • (considering that the ministry newly created) inventory of systems and fixed assets, their setting on accounting, contracting, work on the Education national project;
  • creation of an educational and scientific digital medium, in particular, the including subsystem of distribution of grants, etc. types of financing of scientific research, ratings of universities, electronic base of scientific works and rating of their demand, platform for verification of theses on plagiarism, management subsystems property in the subordinated organizations.

Alexander Talalykin

In June Alexander Talalykin was appointed to the position of the CIO in Auchan Retail Russia company. He also was a part of directorate by efficiency of the company. On the Chief information officer's positions Talalykin began to be responsible for all complex of the questions connected with support of information systems and also for creation of new strategy of IT department. The director of efficiency Vera Emrot became his direct head.

Denis Tereshchenko

In December the Russian Prime Minister Dmitry Medvedev signed the order about appointment of the colonel of customs service Denis Tereshchenko the deputy manager of FCS. In 2017 - 2018 Denis Tereshchenko headed Central Information and Technical Customs Authority (CITCA) FCS of Russia which tasks included ensuring operation of the Main data processing center FCS of Russia, development of information software tools of Uniform automated information system of customs authorities and also ensuring formation of the centralized information resources of customs authorities.

Dmitry Troshenkov

In December Dmitry Troshenkov headed as the CEO three main legal persons of Technoserv system integrator: Gruppa Technoserv LLC, Technoserv of AS LLC, Technoserv Management LLC. Alexey Ananyev was the CEO of Gruppa Technoserv LLC till December 18, 2018.

VTB changed the current CEO of the company and appointed the representative from bank. Dmitry Troshenkov, the senior vice president of VTB became him. Alexey Ananyev and his management made a number of gross errors, having brought the company to a pre-bankruptcy status: salary payment delays, increase in the amount of accounts payable, inability to work with a bank debt. All this brought Technoserv to critical condition. Besides, Alexey Ananyev violated the agreements signed between shareholders and which were legally binding. In this situation the bank as the creditor and the shareholder, for urgent settlement of problems of the company and its rescue, made the decision to collect pledges and to discharge Mr. Ananyev of business management. At the moment the Technoserv Group is under control of a new team of managers which will be engaged in stabilization of a situation and output of an asset from dive.

Yury Ursu

In February Yury Ursu was appointed the Head of the Moscow Department of Information Technology of the Oryol region and entered into the structure of the government of the region. The department which headed Ursu became new in structure of the government of the region. It was created in October, 2017. Under the authority of department - issues of informatization, communication and information security of the Oryol region.

Xiao Haijun

In March Xiao Haijun is appointed to the position of the vice president of Huawei company and the CEO of Huawei Enterprise Business Group in Russia. He released Jason Cao who will continue to work in Huawei from this duty. As the head of Huawei Enterprise Business Group in Russia Xiao Haijun is responsible for development of division of corporate solutions, development of strategy and control of implementation of operating activities, customer interaction, including sales, marketing and expansion of a partner network.

Rinald Hamidullin

Rinald Hamidullin in June is appointed the CEO Lukoil-Inform. Earlier since December, 2017 he held a position of the chief of the Center of development of information technological support in the Lukoil Group. Hamidullin released Andrey Horobrykh who worked the CEO of the company since November, 2016 from a new duty.

Dmitry Holkin

In October it became known of Dmitry Holkin's appointment to a position of the vice president for digital transformation of NLMK. Before, since February, 2018, it worked as the CIO of Tele2 mobile operator. From 2011 to 2017 took the leading positions in X5 Retail Group.

Andrey Chibis

In November the Deputy Minister of Construction, Housing and Utilities of the Russian Federation Andrey Chibis who was earlier supervising housing sector was appointed responsible for digital development. Powers on development and implementation of state policy and legal regulation in the field of digitalization within the national projects "Digital Economy" and "Housing and Urban Environment" are assigned to it. First of all, it concerns digitalization of municipal economy and project implementation "The smart city".

Eldar Shavaliyev

In June the Center of digital transformation of "KamAZ" was headed by Eldar Shavaliyev before working as the head of service of internal audit. With direct participation of Eldar Shavaliyev on "KamAZ" the program under the working name "Acceleration of Projects of Digital Transformation" which became result of an educational session which took place at the end of May with participation of representatives of Skolkovo business school started.

Maksut Shadayev

In September Maksut Shadayev is appointed the vice president for digital platforms of Rostelecom. On this position Shadayev is responsible for implementation of strategic tasks and projects of the company in spheres of the electronic government, education, medicine and geodata. In 2014-2018 Maksut Shadayev was the minister of a state administration, IT and communication of the Moscow region.

The post of the IT minister of the Moscow region was held by Maxim Rymar. This appointment it was announced on September 25, 2018.

Nikita Shvetsov

In December Nikita Shvetsov will join a command of Raiffeisenbank as the adviser to the chairman of the board. On December 25 he will head directorate of IT. Development of the program of digital transformation and strengthening of directorate of information technologies will be one of priority tasks of Nikita Shvetsov. Nikita Shvetsov will replace Andrey Popov who leaves Raiffeisenbank with positions of the head of directorate of information technologies and will continue the career outside Raiffeisen Bank International.

Boris Shevelyov

In November Boris Shevelyov is appointed to a post of the CIO of Russian Towers group. Its main objectives in this role became further development of the information Rubaha platform started in 2018, development and deployment of new digital services of the company.
