Plan of transition of state agencies for the Russian software

According to the order of the government issued in July, 2016 until the end of 2018 federal state agencies should pass to the Russian office software. During the same period regulating and methodical documents for transition on Russian software of regional authorities and state companies should be prepared.

2020: The share of domestic software in purchases of state agencies should grow up to 70%

On September 10, 2020 it became known that the share of the Russian software in the cost of purchases at the end of 2020 should make not less than 70% for state agencies and not less than 50% for state corporations and the companies with state participation. Such data are provided by Kommersant with reference to the draft of the plan of the Government for achievement of the national purposes of development of Russia till 2024. State agencies complain about what it is necessary to transfer to domestic software a large number of the information systems developed at different times in different software environments and using different technologies. It considerably slows down process.

The source reminded that the Digital Economy of Russia program provides that by 2024 the share of domestic software in purchases of authorities should make 90%, and in the companies with state participation – 70%. At the end of 2019 decrease in planned targets is observed: the share of purchases of domestic software by state agencies fell from 62.2% (an indicator in 2018) up to 55%, and in state companies and corporations — from 65.2% up to 38.9% the previous year. According to information published in a Single interdepartmental information and statistical system, costs of state corporations and state companies for acquisition of the Russian software in 2019 made 1.6 billion rubles, and in total with foreign — 4.2 billion rubles, state agencies — 7.3 billion rubles and 13.3 billion rubles respectively.

Kommersant refers to experts who explain falling of indicators in 2019 with transfer of separate large tenders or the general cost reduction on Russian to softwares caused by centralization of its purchases. Carries out the centralized purchases of the domestic office software and antivirus software for all federal executive authorities (FEA) since 2019 the Ministry of Telecom and Mass Communications.

The document as specified in Ministry of Economic Development, will be improved till October 30, 2020. Then the report on the project should be submitted to the President Russia To Vladimir Putin. Representatives of the Ministry of Telecom and Mass Communications, Ministry of Economics and other federal bodies and also experts and representatives of business are a part of the working group.

In 2020 at once several state companies began to master the Russian software: including, the Russian Railway started use of the Russian program developments to the sphere of work with e-mail and web surfing.

In September, 2020 the authorities suggested to carry state companies and state corporations to objects of the critical information infrastructure (CII) on an equal basis with state agencies and banks since January 1, 2021. It will mean the accelerated transition to domestic software and the equipment which order will define the government[1]. Read more here.

2018: Import substitution moved off dead center: state agencies in large quantities drew up plans and test Russian software

At the end of the 2017th and at the beginning of 2018 state departments became more active with the publication of the scheduled plans of transition to domestic office software (S). It occurred after Ministry of Telecom and Mass Communications in 2017 approved methodical recommendations about transition of state agencies to such software.

In 2018, in particular, scheduled plans of transition to the domestic office software of the Ministry of Health, Ministry of Culture, the Ministry of Energy, Ministry of Transport, FTS, Presidential Property Management Department of the Russian Federation (is more detailed about the plan - here), the Ministry of Natural Resources, the National Guard of the Russian Federation, Roskomnadzor, the Ministry of North Caucasus Affairs appeared in open access.

The Russian software developers note real increases in demand for the products from state agencies.

Among earlier published the plans - Federal Treasury, Rosimushchestvo, Federal Bailiff Service, Rospotrebnadzor, the Federal Penitentiary Service, Federal Agency for State Reserves, Rostrud and others.

According to the form of the scheduled plan and the recommended indicators recommended to the Ministry of Telecom and Mass Communications, in 2017 the share of domestic OS in central offices of state agencies should make not less than 30% and not less than 20% - in their territorial authorities, and in 2018 – not less than 50% and 40% respectively.

For the basic set of applications on work with the text, tables, the presentations, etc. similar indicators for 2017 are set for operating systems - not less than 50% and 20%, for 2018 – not less than 80% and 50% respectively.

The source close to one of departments calls the published scheduled plans more likely "the formal reply for the Ministry of Telecom and Mass Communications" and considers that they often have not enough relation to realistic plans.

The Russian software developers, however, note real increases in demand for the products. The CEO of developer BaseALT OS Alexey Smirnov in a conversation with TAdviser noted that the situation with transition to domestic OS considerably exchanged from the second half of 2017: if earlier state customers often tried to find the different reasons not to use domestic goods, then now they consciously look for where it is possible to substitute import OS without loss.

Many testings, demonstrations of work of OS at the stand are held, he tells. This trend affected also real sales of BaseALT, Smirnov claims.

As examples of projects the CEO of BaseALT gave use of FTS OS for a FSIS Resstr of REGISTRY OFFICE - on servers in DPC and jobs in REGISTRY OFFICES, on servers of a system of passports of new generation, in the State Duma. In the large volume of OS the Moscow region purchases, there are projects in Tyumen and other regions.

Alexey Smirnov noted that deliveries were and before, but now they purchased systematic character. It, according to Smirnov, is promoted also by changes in the law on prohibition on the admission of import software which since January began to extend not only to purchase of licenses, but also to lease of software, cloud subscriptions, purchase of the equipment with the preset software, etc. Also the fact that there are already whole complexes of application programs for OS based on Linux allowing to solve different problems favors to more active junction.

The CEO of BaseALT believes that slow down more active junction of state agencies on domestic OS based on Linux of feature of the state information systems. Many of them were initially developed under users with Windows OS and the Internet Explorer browser, and, it turns out, having replaced OS and the office software with domestic, officials cannot fully work with such state information resources. Such problem, for example, existed with the system of state procurements.

In New cloud technologies - the developer of the MyOffice office suite, say that at the end of 2017 because there was a resolution specifying the concept "software" and adjusting rules of determination of accessory of software several large tenders on delivery of import software were cancelled, and big purchases it was made much less, than usually it falls on the end of the year. A number of tenders were postponed for 2018. In this sense in the company see positive dynamics.

New cloud technologies expect increase in demand in the 3rd and 4th quarters 2018 when publish the main purchases.

Sergey Alexandrov, the CEO of the STC IT of a ROSA company which is also developing OS on the basis of Linux notes the increased demand for software of "ROSA" and calls the main drivers the following factors - creation of the register of domestic software, release of the road map of the Ministry of Telecom and Mass Communications in the summer of 2017 about transition of state departments to Russian software and the government decree about prohibition of admission of foreign software to purchases in state agencies in the presence of domestic analogs. What the Ministry of Telecom and Mass Communications obliged FOIVY and other state agencies to the publication of scheduled plans, urged on demand too, he considers.

Sergey Alexandrov in a conversation with TAdviser noted that there were many trial purchases of small batches of licenses. Within small pilot projects state customers want to enter compliance with the plan of the Ministry of Telecom and Mass Communications and to test Products ROSA on the infrastructure.

The problem of incompatibility of OS based on Linux with the existing state information systems (based generally on products of Microsoft), certainly, is, the CEO of "STC IT of a ROSA" says. It is solved individually with each customer depending on the existing applied IT landscape. But there are also other problems upon transition to Linux – using the EDS, with work in complex systems like CAD systems which are not focused on Linux, Sergey Alexandrov tells. He added that "STC IT of a ROSA" has a tool kit for the solution of these problems.

2017

The court explained on the example of Ministry of Construction as it is possible to buy foreign software bypassing the Russian alternatives

At the end of March, 2017 the Arbitration court of Moscow explained the solution to dismiss claim requirements of New cloud technologies to Ministry of Construction which took out earlier. In the claim the company required to nullify an electronic auction and the government contract of Ministry of Construction with Geokepital on delivery of the office software of Microsoft. Medvedev approved requirements to the Russian office software

In March, 2017 the Prime Minister Dmitry Medvedev signed the resolution setting additional requirements to the domestic office software included in the register of the Russian software. In particular, treat the office software: operating system, communication software, office suite, email applications, organizer, preview players, Internet browser, editor of the presentations, tabular editor, text editor, file managers, legal-reference system, electronic document management systems and means of antivirus protection.

Requirements are established to structure, functional characteristics and support of the software. Requirements to the office software in general and to its separate components and also to formats of the input/output data are stated in the draft resolution.

Dmitry Medvedev signed the resolution with requirements to the Russian office software

Among general requirements to the office software:

  • Russian-language interface;
  • possibility of authentication and identification of users in a Unified identification and authentication system (if the program has identification function);
  • lack of the requirement of installation of the additional software (add-on software modules, fonts) having restrictions for its freeware distribution in the territory of the Russian Federation except for operating systems;
  • for web access for the user to the office software the possibility of use of Internet browsers of not less than 3 different owners should be provided, at the same time the information about one of which is included in the register of the Russian software.

On an automated workplace of the user office programs should have an opportunity to work running not less than 2 different OS included in the register of the Russian software, and Microsoft Windows OS (version 7 above). For the server hardware - running not less than 2 OS, data on which are included in the register, and Microsoft Windows Server OS (version 2008 above).

From requirements to the office suite regarding the text editor, the tabular editor and the editor of the presentations – a possibility of joint work over the electronic document of a user group, including record of changes in the electronic document in real time.

Preview players of electronic documents should support the formats bmp, jpg, jpeg, png, gif, tif, tiff, OOXML, docx, doc, pptx, rtf, txt, PDF, xls, xlsx, odt, ods, odp, avi, mpeg, mp3. For creation of new electronic text documents, the presentations, tables the office software should support, including, the Open Document Format formats (GOST P ISO/IEC 26300-2010), Office Open XML (OOXML, PPTX) and PDF.

In 3-month time from the date of release of the resolution of the Ministry of Telecom and Mass Communications should approve an order and a technique of confirmation of conformity of software to the set requirements, and in 6-month time - to provide confirmation that to them there corresponds the office software which is already included in the register.

In addition to requirements to the office software, the register entry is supplemented with data on compliance or mismatch included in the specified register of the software to the set additional requirements which define structure, architecture, functions of the domestic office software necessary for replacement of import analogs.

2016

The Ministry of Telecom and Mass Communications tried to develop requirements to the Russian office software. It turned out poorly

At the end of October, 2016 submitted to the Ministry of Telecom and Mass Communications the draft resolution of the government which sets additional requirements to the products which are contained in the register of the domestic software. The document was published on the federal portal of projects of regulatory legal acts.

The speech in the project goes, in particular, about establishment of requirements to office software. Office software in the document is meant as software, "intended for automation of standard functions of officials of federal executive authorities and state non-budgetary funds on information processing at accomplishment of the job responsibilities".

Requirements are established to structure, functional characteristics and support of the software. Requirements to the office software in general and to each of its components and also to formats of the input/output data and information security are stated in the draft resolution.

In requirements to structure of software it is said that it should include the editor of text documents, spreadsheets, the presentations, e-mail software, email applications, communication software, a file manager, organizers, preview players and operating systems.

Among general requirements to the office software - it should ensure joint work over the electronic document a user group with a recording capability of changes in real time, the document says.

In case of access for the user to the office software using means of the Internet browser, it should provide a possibility of use of Internet browsers not less than three different owners.

The office software should support work with DBMS included in the register of the Russian software.

In requirements to operating systems it is specified that for the automated workplace the office software should support work not less than on two different OS of family Linux and OS Microsoft Windows (version 7 above). The server hardware requires support not less than on two OS of the Linux family, and for subscriber devices – support of OS Android, Apple iOS and Tizen.

The communication software should provide creation, viewing, editing, copying, printing of information and transfer using communication channels and local computer networks of electronic documents, electronic messages, including text messages, images, sound and video files. To it requirements about support of delivery of messages, possibilities of shutdown of notifications on messages, search in messages, etc. are set.

The big requirements list contains to email applications. Features of interaction between the server and client software and functionality are stated in it. Among requirements also – implementation of means of anti-virus check of electronic messages and electronic documents and mechanisms of enciphering of information and electronic signature.

In requirements to preview players it is specified that they should provide a possibility of viewing the electronic documents including saved in the formats bmp, jpg, jpeg, png, gif, tif, tiff, OOXML, docx, doc, rtf, txt, PDF, xls, xlsx, odf, avi, mpeg. The editor of the presentations should support formats of the electronic documents Open Document Format and a format of the electronic presentations of Microsoft (pptx), and creation of new tabular electronic documents has to be possible, including, in the Open Document Format formats (GOST P ISO/IEC 26300-2010), Office Open XML (OOXML, XLSX).

It should be noted that in the document authors confuse formats as such and file expansions of formats: oppose OOXML and xlsx though, the first includes the second. In the document ISO 29500 is mentioned as the project though it was approved in 2008.

The Domestic Software Association reported to TAdviser that the organization has no position on this document yet. It was sent to members of ARPP and collect responses proceeding from which, the association will create later the position.

The advisor to director general of Open Source developer BaseALT Alexey Smirnov told TAdviser that sent the notes to the preliminary document revision. Some of them were considered in whole or in part. For example, the wording of requirements to formats of the supported documents were corrected, but according to this list it is necessary to work still, it obviously crude and is repeatedly duplicated in the document, the expert believes.

Among unaccounted – the note to the requirement of a possibility of joint editing the electronic document in real time. Alexey Smirnov is not sure that this requirement will conform to requirements for security and is sure that it is definitely not applicable to all software at once as it is exposed in the current document revision.

Also the requirement for again purchased office software surely causes bewilderment in the expert to ensure functioning and under Windows OS: "Now justification of purchase of Windows is only the compatibility with the application software, but in requirements the compatibility of the application software with Linux is already put", Smirnov reasons. Besides, "two versions of Linux" which support is set by the project are for example RedHat and SuSE therefore there has to be a compatibility with OS from the register, he is sure. Smirnov suggests to be limited in this point to the requirement of compatibility with any OS from the register of domestic software.

For workstations follows from requirements to OS that from Windows 7 OS is required that it allowed to start all programs collected for work under Windows 10 OS Smirnov points to one more defect in the document. He considers that hardly it is implemented.

Among other notes of Alexey Smirnov - why many classes softwares, for example VKS, important for office work, and ERP "dropped out". That they have a server basis, he considers objection irrelevant as mail and the messenger is not limited to the client software too.

Alexey Smirnov also brought up a question relatively about application of these requirements: whom and when check of their accomplishment for specific programs is performed? Besides, some paragraphs of the document, according to him, can be understood as additional requirements to all programs of the corresponding classes at their entering in the register. However not only federals use the register, and there is a question what then to do to regions, municipals and state corporations.

Also legal position of the document is unclear, the advisor to director general of BaseALT specifies in the notes. In it additional restriction on state procurements is actually put. It means that it should be tied to 44-FZ, otherwise the state customer will have problems with the law, he believes.

Earlier, in July, 2016, there was an order of the government according to which until the end of 2018 federal state agencies should pass to the Russian office software. Development of requirements to its structure and functional characteristics was assigned on the Ministry of Telecom and Mass Communications, and completion date is designated October, 2016.

At the end of September, 2016 the meeting of the working group of Council for regional informatization — an operating part of the Ministry of Telecom and Mass Communications on which participants discussed functional requirements to the domestic office software for state agencies took place. By this moment department sent an inquiry for the used software and requirements imposed to it to federal executive authorities. Also industry members sent to the Ministry of Telecom and Mass Communications the offers on functional requirements to the office software. The Ministry of Telecom and Mass Communications noted that a draft resolution of the government on additional requirements to the office software was developed taking into account the carried-out analysis of the acquired information from state agencies and industry members.

Preparation for cleaning of the import office software and operating systems in state agencies started

On August 29, 2016 sent to the Ministry of Telecom and Mass Communications in federal state agencies and off-budget funds the letter (the copy is at the disposal of TAdviser) with a request to provide data on use of office software in their activity.

The analysis of this information needs to be carried out within execution of the plan of transition of federal state agencies and off-budget funds to use of the domestic office software in 2016-2018.

Sent this letter of the Ministry of Telecom and Mass Communications to state agencies instead of the similar document which earlier, at the end of July, was sent by the Deputy Minister of Telecom and Mass Communications Alexey Sokolov. In the new letter the augmented list of classes of office foreign software about which state agencies need to provide the information: now carried also operating systems, antivirus software and software of information security support, the legal-reference systems to it.

As well as earlier, the Ministry of Telecom and Mass Communications also interest the 20 most often started foreign products from the beginning 2011 until the end of 2015.

Separately department asks to list requirements to the office software from departmental automated information systems. Apparently, it replaced a question of whether "there is a "tough" binding to use of certain office applications" from departmental information systems which contained in the July letter to state agencies.

Officials ask to provide information on use of software not only in the central offices, but also in territorial subdivisions, the subordinated agencies, federal state unitary enterprises, etc. Also it is required to provide the information on the actual and forecast costs on the specified products in federal state agencies and organizations subordinated to them.

In addition asks federal state agencies and off-budget funds to announce the Ministry of Telecom and Mass Communications readiness of participation in implementation of a pilot project on transition to use of the domestic office software which is going to be carried out in 2016-2017.

Information needs to be directed in the Ministry of Telecom and Mass Communications till October 1, 2016. On the basis of the analysis the need for office software for 2016-2018 should be defined.

Approval of the plan of transition of state agencies to the Russian office software

On July 26, 2016 the Russian Prime Minister Dmitry Medvedev approved the plan of transition of federal state agencies and state non-budgetary funds for use of domestic office software in 2017-2018. Will provide its implementation to the Ministry of Telecom and Mass Communications together with the interested state agencies.

According to the corresponding order of the government, till October 1, 2016 state agencies should provide to the Ministry of Telecom and Mass Communications the information on use of the office software, and till March 1, 2017 - to claim scheduled plans of transition to use of the domestic office software in 2017-2018.

Transition needs to be performed using software included in the unified register of the domestic software.

From January to May, 2017, according to the plan, the pilot project on transfer to the domestic office software, including - provided on cloud model, not less than two federal executive authorities, not less than three territorial authorities of FTS and one state organization subordinated to it and also not less than one state non-budgetary fund should be implemented.

After that, from May, 2017 to December, 2018, state agencies and off-budget funds should pass to the domestic office software.

The plan also includes development of the Ministry of Telecom and Mass Communications of offers on sale of the mechanisms providing till 2020 transition of executive authorities of the subjects of the Russian Federation, local government authorities, state companies and joint-stock companies with state participation, the public state and budgetary institutions on use of the domestic office software.

Complete text of the order

Order of July 26, 2016 No. 1588-r

1. Approve the enclosed plan of transition in 2016 - 2018 of federal executive authorities and state non-budgetary funds on use of domestic office software.

2. Ministry of Telecom and Mass Communications Russia together with the interested federal executive authorities and state off-budget funds to provide implementation of the plan specified in point 1 of this order.

3. To federal executive authorities, state non-budgetary funds:

  • till October 1, 2016 to provide to the Ministry of Telecom and Mass Communications of the Russian Federation of data on use of office software in an order and volume which are defined by the Ministry of Telecom and Mass Communications of the Russian Federation;
  • till March 1, 2017 to approve scheduled plans of transition in 2017 - 2018 to use of domestic office software;
  • provide transition to use of domestic office software according to the approved planamigrafika.

4. To federal executive authorities and state non-budgetary funds to perform transition to use of domestic office software:

  • using the software included in the unified register of the Russian programs for electronic computers and databases;
  • in case of providing domestic office software on "cloud" technology - using the infrastructure providing information and technology interaction of the information systems used for providing the public and municipal services and execution of the state and municipal functions electronically.

5. Recommend to executive authorities of territorial subjects of the Russian Federation, to the state corporations and the companies, joint-stock companies with the state participation to provide implementation of transition to use of domestic office software.
